4 About MEL, Modelama Exports Ltd. Established in 1979, Modelama Exports Limited has emerged from the horizons of Garments Manufacturing into a conglomerate of various sectors including Apparel Manufacturing, Retail, Jewelry, Real Estate/ Infrastructure, Hospitality and Skill Development. Modelama s Skill Development initiative started in the year 21 with it s recognition as the Lead Implementing Agency of the Ministry Of Textiles, Government of India. Having trained over 1, students in its 35 centers across India and having a team of over 14 faculty and staff, Modelama has a significant presence in skill development. It is the Lead implementation agency for skilling programmes for various Central govt schemes and is also working with state governments of North East, J&K,Uttar Pradesh, Rajasthan and NCR. Modelama has been recognized by various State Government like North East, J&K, Uttar Pradesh, Rajasthan and working on projects like U.P. Skill Development Mission. The unique positioning of the company lies in its ability to create processes and linkages which foster scalability and sustainability in the projects undertaken by it, or by organisations it partners with. Its scope includes sectors and geographies where limited organised opportunities are available. Operating in the field of Apparel and Garments at the onset, the companies has plans to diversify into relevant areas of training and development in fields such as Textiles, Technical Textiles, light Engineering, Agriculture to name a few. The Management and core teams comprise of experienced industrialists, and professionals with diverse educational backgrounds and cross functional experiences which creates an environment of vibrant young energy and creativity, backed by solid business values and principals.

5 Modelama s Skill Initiatives in NorthEast under ISDS Among various initiatives taken in the field of skill development as the Lead Implementing Agency of some of the government supported projects, one of the projects in the North East has been most exciting, and challenging. As an LIA for ISDS-NE (component II), Modelama has a good network in the North East today. Centers In NorthEast

6 Make in India Make in North EAST Opportunities and Challenges The North East region of India comprises of approximately 8% of our countries land bank, and only 3% of the population. With abundant natural resources, and limited employment opportunities- there lies a vast potential to Make in the North East! When we speak of Make in India, and the opportunity of providing livelihood to the unemployed youth, an opportunity lies in looking at the North East region of India- through the right set of multifocal zoom lens. The lens needs to shows you the boundaries far and wide and yet allows you to zoom into the detail of the culture, tradition, language. The challenges include logistics, tribal influence, missing infrastructure, abundance of natural resources with limited means of converting or value adding, and the unavailability of an organised manufacturing sector. MEL s initiatives in North East recognizes these challenges and are aimed at converting them into opportunities. Our Skill initiatives in this region focuses on local resources and traditional skills along with developing partnerships and infrastructure for market linkages and self employment. Make in India

8 A. OBJECTIVE OF THE SCHEME: Project OverView The objective of the project is to create self sustaining skill training, by creating a pool of trainers who can work to achieve results. Skill selected are based on the availability of the natural resources and basic skills of that region. Training would include aspects like -better organisation of raw materials, product development, technology, and markets/ industry linkages for the existing unemployed youth of their respective districts / villages. Thus, the trainings offer them both, know how on optimizing local resources and employable skills. The objective is also to work at the grass root level and try and enhance capacity of existing self help groups towards better employment opportunity, while also creating new ones. 9 B. PROJECT COVERAGE : Project OverView In the NE we are working with a two prong strategy - one to cover various regions at the grass root level, and secondly to create a Skill Hub - nodal centre for training which will introduce technology and provide support to the trainers. This Skill Hub will also be used for Training of trainers and other activities to standardise the training process. In J&K we are working with regional partners who have existing tie ups with infrastructure that runs courses under the Ministry of Textiles mandate. Modelama proposes to add value by increasing the pool of qualified trainers and standardising the training by providing quality content, thereby making the trainees more employable. During the course of our project we also propose to create more market linkages. This will help achieve scalability in the coming years, in order to meet the requirement of training 15.5 lakh youth, in proportion for the NE and J&K region. Having a strong emphasis on market linkages we would be working to bridge the gap between the existing product skills and the skills needed to make products that are have a clear demand. Overview

17 B. FEEDBACK OF TRAINEES: Till date MODELAMA EXPORTS LTD has trained 69 candidates in various courses. The trainees are very happy with the courses and the skills that they have achieved through this training. Dipamoni Kutum, a trainee of SMO from DMBK center of 1st Batch ID no.76 expresses her views in the following way: I have become self independent and am stitching churidars, mekhela chadors,blouses from nearby areas and am earning around 4 rupees per day. I am thankful to Modelama Exports Ltd and World Vision India for giving me this opportunity for training under ISDS. Guneshwari Tait, a trainee of SMO from DMBK center of 1st Batch no.55 says After this training I have become self independent. Thanks to Modelama. Alice Apong, a trainee of SMO from Oyan Center having Batch ID 2 says She has started stitching clothes for her children and family and also is getting orders for stitching blouses,churidars from Neighbours. Bobita Regon, a trainee of SMO from Oyan Center having Batch ID 245 express her views in the following way: I am thankful to Modelama Exports Ltd for providing this training in cutting and sewing. I have bought a machine now and we are planning to form a group and achieve orders for increasing our income. Trainees FeedBack

PARTICIPATED IN Buyers & Sellers Meet &Thematic Exhibition of Handicrafts & Handlooms of North East on 2oth Dec 214 The exhibition was organized by Ministry of Textiles along with the Development Commissioner of Handlooms and Handicrafts on 2th December 214 at the Lawns of Hotel Brahmaputra Ashok,Guwahati. The Chief Guest of the Meet was Dr.S.K.Panda, Secretary,Ministry of Textiles,Govt. of India. The other dignitaries who graced the occasion were as follows: 1. Mr. Ravi Kota, IAS, Govt of Assam 2. Mr. Rakesh Kumar, Chairman of EPCH. 3. Mr. Nirman Sinha, MD of Handicrafts council of India (HCCI ),Noida 4. Mr.R.K.Srivastava, Executive Director of NCDPD. 5. 19 Discussion with Mr. S.K.Panda: Dr.S.K.Panda was briefed about the ISDS Programme by Mr. R.K.Srivastava. He said that MEL is conducting the ISDS training in very remote locations of Dhemaji,Pasighat and Udalguri. Then the Project Manager of MEL briefed Dr.S.K.Panda about the 9 training centers operational and showed the training center pictures. Dr. S.K.Panda was then shown the products made by the trainees at the training centers. He was also shown the Water Hyacinth products developed at Bhurbandha center of Morigaon. Proposed Recommendation By Mr. S.K Panda MEL could take up one of the Garment manufacturing Centers to be set up in Pasighat within 2-3 months. MEL should align with the state govenments to build capacity for the Proposed factories in NorthEast. Proposed recommendation by MEL. MEL should be given a chance to continue its pilot phase project in NE region so that capacity can be built over a period of five, Which will help in developing trained manpower in factories proposed by state govt in NE. 20 D. Japanese Buyers visited at Oyan Center. It feels very proud when somebody appreciates you & your work. This time it is none other than Oyan centre at Pasighat, Arunachal Pradesh where Japanese tourist Ms. Nobuko Nimi & Ms. Hiromi Nimi from Japan visited Oyan centre. They checked our sample products which is very appreciable and also had a conversation with our Modelama Exports Ltd. Trainer s. Modelama Exports Ltd trainers have explained about the company and also about the Integrated Skill Development Scheme Component-II NE & JK. People are very interested to know that such a good things has been implemented in Arunachal Pradesh. They love to see people are making Tea Bags, Frocks and mekhela chadors.

22 MARKET LINKAGES - Initial Steps Modelama Exports Ltd. has been striving to provide for Market Linkages wherever possible: 8.A. EMPLOYABILITY FOR TRAINEES OF LALA CENTER Modelama Exports Ltd has tied up with a local vocational institute namely NEIT for providing training to trainees under the ISDS Scheme-NE& JK in Lala center under Hailakandi district of Assam. The training is being provided for the following courses: day training in Sewing Machine Operator (SMO) Course consisting of 24 hours 2. 3 days training in Hand Embroidery (HE) consisting of 21 hours. These trainees have successfully completed their training and some of them have received the certification from AEPC, the third party assessing the trainees on the skills acquired in this training program. The trainees are coming from very poor economic background and are mostly aspring girls committed to better their status economically. It has been noticed that they are also willing to migrate seeking employment for bettering their future. These trainees are self motivated and are waiting for an opportunity to better and secure their future through their hard work and diligence. If given an opportunity they will be able to secure their future through hard work and prove to be very good workforce. *The Bio-Data s of candidates applying for relocation is being provided in Annexure-II Market Linkages

23 The main advantages of hiring the trainees from Modelama Exports Ltd center are as follows: 1. They have undergone a comprehensive training as per the industry approved course designed by Modelama Exports Ltd. 2. The Trainees have been given exposure to designer inputs. 3. The trainees have been assessed by third party assessors from Apparel and Exports Promotion Council (AEPC)and duly passed. 4. The trainees are motivated and are ready to take responsibilities. 5. 25 8.C. Market Linkages for the artisans trained in centers in partnership with World Vision: The Artisans trained in centers of World Vision are being encouraged for opting for self-employment. The main reason for this is that these artisans are mostly women and they are not open to employment outside their locality. They have families and hence are not willing to take up employment outside their locality. Understanding this, MEL along with World Vision has come up with self employment model for these artisans. The artisans are encouraged to form SHG after their training and take microfinance for buying the Looms/Sewing Machine Most of these trained artisans have purchased Sewing Machines and have started their own Business operating from home. They are getting orders from their neighbors and have started getting income. Evidence provided of some trainees in CD. Market Linkages

Market Linkages for the artisans trained in Partnership with Siang Tea & Industries(P) Ltd: The artisans trained in these centers are mostly from the tea gardens of Siang Tea & Industries(P) Ltd. These artisans after their training mostly have bought sewing machines at their homes and have started making products like churidars,salwar kammez etc. They have also started making small bags and pouches for sale to the tea estate. This has resulted in their incomes getting enhanced. 8.E. Market linkages for the artisans trained in partnership with NIK-FER: The artisans trained in Water Hyacinth in partnership with NIK-FER become part of the extended work force of NIK-FER. NIK-FER takes part in many exhibitions and displays the products developed at the training center. The orders or enquires received at this exhibition are given to these trained artisans and are paid for making the products. This results in the production of goods that are demanded in market and hence the artisans also get good rates for their products thus enhancing their income levels. Market Linkages
