3 1. Executive Summary UDAAN is a special industry initiative between corporates, the National Skill Development Corporation (NSDC) and the youth of Jammu and Kashmir. With support from corporates in India ( corporate India ), UDAAN aims to train and make employable 40,000 graduates and postgraduates over a period of five years. Corporate India will select deserving youth from Jammu & Kashmir, provide for their training and place them either within their organisations or in other organisations. UDAAN will thereby Bring about sustainable change in Jammu & Kashmir by making a difference in the lives of the youth, Expose graduates and postgraduates of UDAAN to the best of corporate India. Introduce corporate India to the rich pool of talent available in Jammu & Kashmir. UDAAN requires the support of corporate India to succeed. Corporates joining UDAAN will have the opportunity to look beyond their traditional areas of recruitment. They will also have the flexibility to screen, shortlist, train and hire talent according to their requirements. UDAAN will provide funding for this process. This brochure hopes to assist corporate India to better understand UDAAN and its objectives. It also aims to encourage greater involvement by corporate India to bring about positive changes in employment prospects and skills development in Jammu& Kashmir. 2
4 2. Introduction 2.1. Background Despite achieving high economic growth, Jammu & Kashmir has not been able to meet the aspirations of its youth who are seeking better education and more employment opportunities. An Expert Group was set up by the Prime Minister of India on August 18, 2010 to enhance the employment opportunities and to formulate a job plan in Jammu & Kashmir by involving both the public and private sectors. The Expert Group submitted its report to the Prime Minister on February 24, The report suggested a two pronged approach to employment generation in Jammu & Kashmir. They are: (a) Identify sectorial initiatives for growth and employment generation. (b) Increase the employability of Jammu and Kashmir youth by improving their skill sets. In case of the latter (i.e. to improve the skills of the youth and create employment), the Expert Group suggested a number of initiatives. UDAAN is one such important initiative Objectives and Expected Outcomes UDAAN s main objective is to help the ambitious and progressive youth from Jammu & Kashmir who are seeking global and local opportunities that the state may not be in a position to offer. The objectives of UDAAN are: To give Jammu & Kashmir graduates, post graduates and professional degree holders an opportunity to be trained by well-established names in the corporate world, exposing them to corporate India. To consequently provide these trained youth with well paying jobs in key high growth sectors. To expose corporate India to the rich talent pool available in Jammu & Kashmir. UDAAN thereby aims to train and make employable 40,000 graduates, post graduates and professional degree holders over a period of five years. 3. Construct of UDAAN 3.1. Roles and Responsibilities UDAAN will be implemented by NSDC in partnership with corporates. The following diagram briefly illustrates the implementation process of UDAAN and the responsibilities of NSDC and partner corporates respectively. The process will be explained in detail under the Standard Operating Procedure Section (pgs. 6 to 9) of this brochure. 3

Proposals evaluated by NSDC and approved at the Proposal Evaluation Committee (PEC) and Proposal Approval Committee (PAC) respectively. 3. Drafting and signing of MoU 4. Partner corporates to identify and screen potential candidates from Jammu & Kashmir 1. Selected candidates are moved to the company training centres. 2. Skill gap assessment of the candidate is conducted by the corporate. 3. Rigorous training in a defined programme with a clear alignment to a job is provided by corporates 4. Travel, boarding and lodging, and a stipend will be provided by corporates to the candidate. NSDC will reimburse these costs, subject to conditions. 5. Training cost incurred is to be first borne by the corporate. When a trained candidate completes a year of employment, 50% of the total training cost borne by the corporate will be reimbursed by NSDC, subject to conditions. 1. At the end of the training period, a candidate is interviewed for job positions by the corporate. 2. The trained candidate is placed on reasonable and agreed terms with the corporates. 3. Where a candidate trained by a corporate is not employed by that corporate, the candidate will be referred a placement agency and a suitable job will be obtained by the agency. 4. Corporates have to submit quarterly reports to NSDC on the implementation status of their programme. 5. NSDC will monitor the implementation and progress of UDAAN and make the necessary reimbursements, subject to conditions Funding 4
6 3.2 Funding UDAAN is targeted to run special training programmes at an estimated expenditure of Rs lakh per candidate. It has two cost heads Other Costs and Training Costs. Other Costs consists of the following: Travel Costs, Boarding and Lodging Costs, a Stipend and Placement Cell Fee for each candidate. Training Costs accounts for costs incurred in training the candidates. This includes trainer remuneration, rent and equipment hire, electricity & telephone expenses, marketing and other administrative costs. NSDC will reimburse the Other Costs incurred by the corporates in 3 instalments. The Training Costs will be initially borne by the corporates. If a trained candidate has been employed by the training corporate for a year after the completion of training, 50% of the actual training cost or Rs. 62,500/- whichever is less will be reimbursed to that corporate by NSDC. NSDC funding with regards to the above mentioned costs heads are, however, subject to a ceiling. A detailed breakdown of the costs is given in the following table. For more details on the reimbursement schedule and conditions please refer to the Reimbursement Section of this document (pg. 9). 5
7 4. Standard Operating Procedure of Partner Corporates 4.1. Enquire about UDAAN Corporates interested in participating in UDAAN are encouraged to arrange a meeting with NSDC to find out more about UDAAN and share their ideas on the same. NSDC will assist and advise corporates on how they can be part of UDAAN. To arrange a meeting, corporates can send an to udaan@nsdcindia.org. NSDC will revert back within a day Submit a Proposal To participate in UDAAN, corporates are required to submit a project proposal to NSDC. Corporates must send their proposals to NSDC in the given format which is available on the UDAAN website at There are two parts to the project proposal a business plan that highlights the modus operandi of how the project will be run and a financial template that explains the cost structure of the project. A soft copy of the project proposal is to be sent to udaan@nsdcindia.org and a hard copy is to be sent to the following address: Udaan (Proposal) National Skill Development Corporation D-4, Clarion Collection, (Qutab Hotel) Shaheed Jeet Singh Marg New Delhi Upon receiving a corporate s project proposal, an acknowledgment will be sent by NSDC to the corporate Project Proposal Evaluation and Approval All project proposals submitted will undergo technical and financial evaluation by the due diligence team at NSDC. The due diligence team will be in contact with the proposal owner so as to address any queries that may arise during the evaluation. The project proposal will then be discussed by the Proposal Evaluation Committee (PEC) and then presented to the Proposal Approval Committee (PAC). The PAC will approve or reject the proposal. Depending on the proposal submitted, the above mentioned proposal evaluation and approval process will take a week Drafting and Signing of Memorandum of Understanding (MoU) Upon approval of the project proposal, a MoU will be drafted and signed between NSDC and the project proposal owner. A standard format of the MoU is available on the UDAAN website. 6
8 4.5. Selection of candidates from Jammu and Kashmir Once the MOU has been signed, the partner corporates may begin selecting candidates from Jammu & Kashmir. Partner corporates may use the following approaches to attract and select the best quality of candidates for their programmes. UDAAN Website: Over a 1500, graduates and post graduates from Jammu & Kashmir have posted their details (personal, educational and past work experience) on the website. By posting their training and job opportunities on the website, corporates would thereby be able to reach out to a larger talent pool from Jammu & Kashmir. Corporates would be able to view the details of candidates who have applied for the jobs they have offered. Using the website, corporates are able to effectively shortlist candidates for their programmes. The website also enables corporates to send interview invites, containing the time, date and venue of the interview, to shortlisted candidates. A website user guide will be sent to partner corporates. Nodal Officer: NSDC will connect partner corporates to an appointed Nodal Officer in Jammu & Kashmir. The Nodal Officer will subsequently connect partner corporates to the universities and colleges in Jammu & Kashmir. Partner corporates that wish to conduct a police verification on the candidates they have selected can submit the names of candidates to the Nodal Officer. Depending on the number of candidates to be verified, the verification process will take 5 to 10 days Training and Placement of Candidates Selected candidates will then be relocated to the facility where training is going to be provided by the partner corporate (it is preferred that candidates be trained outside Jammu & Kashmir). Partner corporates will be responsible for providing the travel and boarding and lodging and stipend of the candidate and will receive the funding for the same from NSDC on agreed terms. The candidate will also be provided rigorous training and made employment ready. The corporate has the option of providing an internship to the candidate during the course of the training for which the candidate must be paid a basic stipend. The duration and nature of training will decided by the corporate. However, it is preferred that the training duration be more than 3 months for a successful implementation of UDAAN s objectives. After the completion of the training, the trained candidates will be interviewed for a job. In case the candidate is unable to find placement with the same corporate he/she may referred to pre identified placement agencies Reimbursements Reimbursement of Other Costs NSDC will reimburse the Other Costs (travel, boarding and lodging, stipend and placement cell fees) incurred by a partner corporate in 3 instalments subject to the following conditions being met by the partner corporate. 7

NSDC has the discretion to conduct checks and audits depending on the situation of the case Before release of 3rd and final instalment, it will be open to NSDC to have verification/evaluation of project progress by third party / independent agency. 8
10 The partner corporate will also need to submit a utilisation certificate for 100% of the funds within one month of completion of training Reimbursement of Training Costs 50% of the training cost shall be reimbursed by NSDC to the proposal owner provided the candidate has completed one year of employment. The onus of proving that the candidate has completed one year of successful employment rests with the corporate. The corporate will need to submit the following documents to NSDC to claim this reimbursement: Letter of appointment given to the student attested by the relevant authorities. Salary certificate of the student for the last one year attested by the relevant authorities. An undertaking from the partner corporate that the information provided in the letter of appointment and salary certificate is correct. Before release of this payment, it will be up to NSDC to carry out a verification/evaluation of the same Monitoring To keep track of the progress of the various ongoing projects, NSDC has devised a monitoring format (MIS). Partner corporate can access the MIS format via the UDAAN website. Partner corporates are required to send quarterly progress reports on ongoing project/s to NSDC. The quarterly progress report shall contain details regarding the activities carried out by the implementing partner corporate, number and names of candidates being trained, number of candidates that have been placed - a comparison of the forecasts in the project with the actual results. NSDC shall undertake the monitoring of the project and scrutinize the quarterly report submitted by the implementing partner corporate to confirm that the same is in harmony with the objectives and projected results. NSDC shall have the powers to call for any additional report or data from the implementing partner corporate to supplement his understanding of the progress of the project and to assist it in assessing the status of operations and identify deviations and discrepancies, if any. 5.
