DATE: May 31, 2013 SUBJECT: TIP Transit STIP Submittal Houston District Please find attached for your information and further handling Transportation Improvement Program (TIP) Amendments 30 through 32. These amendments should be included in the June 2013 Out-of-Cycle Statewide Transportation Improvement Program (STIP) Revisions. Note that amendments to the TIP also amend the Regional Transportation Plan (RTP). DCIS has been updated to reflect these changes. Projects in these amendments are either exempt, or are included in the 2035 RTP Update and the resulting air quality conformity analysis. Box 1386 Houston, Texas May 30, 2013 Re: Transportation Improvement Program (TIP) Transit Amendments for June 2013 STIP Revisions Dear Mr. Koch: Please find enclosed the Houston-Galveston Area Council s (H-GAC) revised submittal of transit amendments for the June 2013 Statewide Transportation Improvement Program (STIP) Revision. Please be aware that federal funds authorized from the Congestion Mitigation and Air Quality (CMAQ) and Surface Transportation Metropolitan Mobility (STP-MM) programs represent a limiting amount. Any cost overruns on phases of work authorized in the TIP or costs incurred on phases of work not authorized in the TIP are the responsibility of the project sponsor. In no case should federal participation under the CMAQ and STP-MM programs be increased without express consultation with and approval from H-GAC. This submittal reflects actions taken by the Transportation Policy Council at its May 24, 2013 meeting. This includes the programming of projects using remaining CMAQ, STP-MM, and TMF funds allocated to the H-GAC region. 13 TPC Agenda Item 6A Mailout 05/17/13 NO ADOPTING AMENDMENTS TO THE 2035 REGIONAL TRANSPORTATION PLAN UPDATE (RTP) AND THE TRANSPORTATION IMPROVEMENT PROGRAM (TIP) FOR THE - GALVESTON TRANSPORTATION MANAGEMENT AREA: WHEREAS, the 2035 Regional Transportation Plan Update was adopted by the Transportation Policy Council on October 29, 2010; and WHEREAS, the Transportation Improvement Program for the Houston-Galveston Transportation Management Area was approved by the Transportation Policy Council on April 27, 2012; and WHEREAS, the proposed revisions to the Transportation Improvement Program are consistent with the 2035 Regional Transportation Plan Update and its existing and/or proposed finding of conformance with the State Implementation Plan for air quality; and WHEREAS, the proposed revisions to the Transportation Improvement Program are consistent with the federal fiscal constraint requirements established for the Transportation Improvement Program and are consistent with the financially constrained 2035 Regional Transportation Plan Update. NOW, THEREFORE, BE IT RESOLVED BY THE TRANSPORTATION POLICY COUNCIL (TPC) FOR THE -GALVESTON TRANSPORTATION MANAGEMENT AREA THAT THE 2035 REGIONAL TRANSPORTATION PLAN UPDATE AND THE TRANSPORTATION IMPROVEMENT PROGRAM BE AMENDED TO REFLECT THE REVISIONS IDENTIFIED IN AMENDMENTS 30 AND 31. BE IT FURTHER RESOLVED THAT FEDERAL FUNDS AUTHORIZED BY THE TPC FROM THE CONGESTION MITIGATION AND AIR QUALITY (CMAQ) AND SURFACE TRANSPORTATION METROPOLITAN MOBILITY (STP-MM) PROGRAMS REPRESENT A LIMITING AMOUNT.
