19 Processed Food Registration (PFR) Research began with SLO County Department of Environmental Health no jurisdiction State DPH (Food and Drug Branch) Bottling of olive oil is considered food processing, regardless of whether the olive oil is infused with any other substance. Anyone who manufactures, packs, or holds processed food in California must have a valid Processed Food Registration (PFR) issued by Food and Drug Branch (FDB). It does not matter whether the olives come from your own orchard or another source. Inspection and Payment of Fees Minimum level - $448/year CFR Title 21 Good Manufacturing Practice (Human Food)
