1 Tokyo Metropolitan Government Accelerator Program Tech Business Camp Tokyo Application Guide 1. Program Objectives The Tokyo Metropolitan Government (TMG) is endeavouring to shape a Tokyo where anyone can live with peace of mind, hope, and vigour, where growth is continually generated, and which shines on the global stage as a driver behind Japan s growth, and hence, has set out to create three cities in one: the Smart City, the Safe City, and the Diverse City. The Accelerator Program Tech Business Camp Tokyo (hereinafter referred to as the program ) was established to further promote Tokyo Metropolitan Government s initiatives to discover and attract foreign companies to invest and grow in Tokyo and Japan. The program seeks to invite foreign companies with Industry 4.0-related technologies (artificial intelligence (AI), Internet of Things (IoT), big data, etc.) that can contribute to the three cities of Tokyo, and deepen their knowledge of both Japan s unique market and the various needs of companies in the capital city. Further, by providing Tokyo companies the opportunity to familiarize themselves with technologies possessed by the foreign companies, the program aims to cultivate business matching and attract foreign companies to Tokyo. 2. Program Location The program will be held in the major Industry 4.0-related districts of Tokyo, including Minato Ward, Shibuya Ward, and Chiyoda Ward. 3. Target Foreign Companies The target participating companies are Foreign Companies that fulfill the conditions set out hereunder: (1) Foreign Companies with Industry 4.0-related technologies (AI, IoT, etc.), or products/services which utilize said technologies to support Tokyo s industries (excluding FinTech technologies), that have not yet expanded into Japan. - Not yet expanded into Japan is defined as companies which, as of the application date, are not registered as a corporation in Japan.

2 - Industry 4.0-related technologies, products, services is defined as technologies, and products and services that utilize technology (IoT, artificial intelligence, big data, etc.) that can be utilize in manufacturing, retail/logistics, healthcare industries (excluding FinTech technologies). - Foreign Companies is defined as companies registered in foreign countries and not registered in Japan, with more than one-third foreign owned. (2) Participation in the program requires compliance with the Terms of Participation set out hereunder in Section 7. (3) Participation in the program is dependent upon the participant s intention to establish an office and operate within Tokyo after the program. (4) The Foreign Company should not have received prior support from the Tokyo Metropolitan Government s projects to attract foreign companies, which were implemented between 2012 and (5) The Foreign Company should not have violated any national laws or regulations in its home country or global laws and regulations outside of its home country, including global trade laws, etc. (6) The Foreign Company should not be in arrears with the payment of taxes in its home country or any country of operation. (7) The Foreign Company should not have violated any contract or agreement with a public body in its home country or any country of operation. (8) The Foreign Company should not be considered a threat to public safety or welfare. (9) The Foreign Company should not be one whose purpose of business is political, or religious, including electoral activities. (10) The Foreign Company must not be an Organized Crime Group (an Organized Crime Group as stipulated in item (ii) of Article 2 of the Tokyo Metropolitan Ordinance for Eliminating Organized Crime Groups (Tokyo Metropolitan Government Ordinance No. 54 of 2011; hereinafter referred to as Organized Crime Elimination Ordinance )), and must not have an Organized Crime Group Member, etc. (a member of an Organized Crime Group as stipulated in item (iii) of Article 2 of the Organized Crime Elimination Ordinance, or someone related to an Organized Crime Group as stipulated in item (iv) of the same Article) among the representatives, executives, employees, or other members of the

3 corporation. (11) The Foreign Company should not be involved in any business or trade deemed to be inappropriate for the program by the Tokyo Metropolitan Government. (12) The Foreign Company should be willing to be matched up with small and medium-sized enterprises (SMEs) based in Tokyo. - Small and medium-sized enterprises in Japan is defined as below: Manufacturing and other industries: A company whose capital or total amount of investment does not exceed 300 million yen, or a company or individual whose regular workforce does not exceed 300 employees. Wholesale industry: A company whose capital or total amount of investment does not exceed 100 million yen, or a company or individual whose regular workforce does not exceed 100 employees. Retail industry: A company whose capital or total amount of investment does not exceed 50 million yen, or a company or individual whose regular workforce does not exceed 50 employees. Service industry: A company whose capital or total amount of investment does not exceed 50 million yen, or a company or individual whose regular workforce does not exceed 100 employees. 4. Number of Foreign Companies to be Selected Approximately ten (10) Foreign Companies will be selected for the program. 5. Target Technologies The program targets companies with technologies that utilize artificial intelligence, IoT, VR/AR, robotics, big data, etc., to contribute to the provision of services described below. (excluding FinTech technologies.) (Examples of Target Applications) Use of deep learning to suggest best answers Cost reduction in production sites using AI and data acquired from a variety of IoT devices Support hardware for patients with certain diseases Vibrant and realistic experience using specialized services such as VR (Examples of Final Products)

4 Products that contribute to improving efficiency and reducing costs in companies Products that contribute to improving productivity and improving service quality in companies High quality products and services developed for the benefit of Tokyo s and Japan s residents 6. Program schedule The program schedule is as follows. The schedule set out in this document is provisional and may be changed without prior notice. (1) Submission of applications (mid-may through mid-july 2018). (2) Selection and announcement of the foreign companies to participate in the program (mid-august 2018). (3) Participation in introductory seminar (early October 2018): - Participation in seminar which provides explanation of the Tech market in Japan, Japanese laws and regulations, commercial customs in the Japanese industry. (4) Participation in mentoring and business meetings (October through November 2018): - Participating Foreign Companies will receive mentorship from and hold business meetings with Tokyo-based institutions (hereinafter referred to as mentor companies ) to enhance their business plan for Japan. (5) Participation in networking events (October through November, approximately once per month): - Participation in networking events intended to deepen understanding between Foreign Companies, mentor companies, Tokyo-based companies and investors, foreign embassies and chambers of commerce based in Japan and to enable business matching. (6) Participation in business matching (October through November): - Participation in business matching with Tokyo-based companies (including financial institutions). (7) Compilation of business plan for Japan (October through November 2018):

5 - Formulation of a plan for establishing a base in Tokyo and the development of business in Japan. This plan should be updated following mentorship and business meetings. (8) Participation in the pitch event (late November): - Participation in the pitch event to present the business plans created by Foreign Companies. Participating companies and organizations taking part in this event may include Tokyo-based companies and investors, foreign embassies, chambers of commerce in Japan, government-related individuals and experts (lawyers, accountants, tax accountants, etc.), other companies and organizations interested in business matching with foreign companies, and media personnel. (9) Follow-up (after the pitch event): - Follow-up with mentor companies as necessary (until the end of March 2019). - The Business Development Center TOKYO, Tokyo Metropolitan Government s business support organization, will provide ongoing procedural assistance for Foreign Companies wishing to establish a site in Tokyo. Business Development Center TOKYO is a Tokyo Metropolitan Government agency that provides comprehensive support regarding business and everyday life. 7. Terms of Participation (1) Participation in the introductory seminar: - Participation is required. - Foreign Companies unable to attend due to exceptional circumstances should contact the office in advance and check separately on the details. (2) Participation in mentoring and business meetings: - Mentoring and business meetings will be held at least eight (8) times with multiple mentor companies during the program. - Foreign Companies will modify their business plan for Japan to adapt to the needs of the mentor company. (3) Participation in networking events: - Foreign Companies are required to attend all networking events (different representatives from the foreign company may attend each event).

6 (4) Participation in business matching: - Business matching with Tokyo-based companies is required. (5) Compilation of business plan: - After all meetings have been concluded, Foreign Companies will formulate a business plan for establishing a site in Tokyo and submit it to the Tokyo Metropolitan Government. (6) Participation in the pitch event: - Foreign Companies are required to attend the pitch event. Participants will introduce their company and present their business plan for establishing a site in Tokyo. - Set up a booth at the event and provide demonstrations of the product for more detailed business discussions. (7) Other matters to be observed: - In principle, the decision-maker for the company s plans to expand into Tokyo (i.e. CEO, COO, Regional Director for Asia, etc.) should participate in all stages (i.e. all events, all meetings) of the program. - Participants are required to pay for their own international travel costs, accommodation costs, travel costs within Japan, meal costs and all other related costs (efforts will be made where possible to introduce appropriate accommodation facilities, etc.). - Foreign Companies agree to have their information (company name, business overview, etc.) made public on the Tokyo Metropolitan Government s website. - After the program has concluded, Foreign Companies will, where possible, cooperate with the Tokyo Metropolitan Government in its initiatives to attract foreign companies to Tokyo. - Program applicants must agree to the following regarding the use of submitted personal data: Personal data submitted by program applicants will only be used within the scope of this program By submitting the application form, program applicants will be considered to have agreed to share the submitted personal data with the program office and mentoring companies for above purposes. To provide Japanese companies with Japanese-language translations,

7 Google s Cloud Translation API will be accessed when using the Google Translation tool to translate portions of data submitted by program applicants. Additionally, program applicants agree to the following in regard to access of the Cloud Translation API. *When using Google Translate to translate portions of data submitted by program applicants, Google will temporarily store the inputted text on their servers in order to send back the requested translation. *Generally, the stored text will be deleted after a few hours. However, depending on the status of Google s systems, text may be stored for a longer period. *Further details on Google s data security measures can be found here: hl=ja - Residents of EU countries must agree to the following terms before applying to the program: Upon completion, submitted personal data through will be viewed by the program office and mentoring companies within the scope of this program. Submitted personal data will be sent and stored in a server located in Japan. While Japan has not yet received adequacy ruling by the European Commission, personal data of the applicant will be stored securely. Portions of data submitted by program applicants will be translated into Japanese with the Google Translation tool. In this case, inputted data will be sent to Google and stored temporarily on their servers. Google protects the security of data in accordance with the security measures established for its cloud services ( =ja). Program applicants may request to access, rectify, erase, and restrict processing of their personal data. *Program applicants may contact supervisory authorities in the EEA to file a complaint regarding personal data processing by the Tokyo Metropolitan Government.

8 *Please do not apply to this program if you do not agree to the above conditions regarding use and transfer of personal data. 8. Program support Foreign Companies taking part in the program will be able to receive the following support while the program is under way: (1) Support with ensuring mentoring proceeds smoothly (2) Support with the compilation of business plans (3) Support with matching with Tokyo-based financial institutions and companies (4) Provision of free working space during stay in Japan (5) Assistance with navigating Tokyo, means of transport and accommodation facilities (6) Arrangement of translators and interpreters (7) Support with media and public relations activities in Japan (Tokyo Metropolitan Government will designate the types of media to be used and when promotions will take place) 9. Cost of Participation Participation in the program will be free of charge with the exception of international travel costs, accommodation costs, travel costs within Japan, meal costs, etc. 10. Application for Participation Foreign Companies that wish to participate in the program should submit the Tech Business Camp Tokyo application form on the Invest Tokyo website before the appointed deadline. (1) Application procedure: - Access the Tech Business Camp Tokyo application form from the website. - Complete all required fields. - Confirm all fields are correct, and submit application. (2) Deadline for application: - 11:59 p.m., Friday, July 13, 2018 (Japan Standard Time) (3) Selection Process

9 - Once the deadline for submission has passed, the application will be closely reviewed by the Tokyo Metropolitan Government. Approximately ten (10) Foreign Companies will be selected and announced on the government s website by mid-august.
