The City of Victoria established the Indigenous Artist in Residence program to honour our Year of Reconciliation in The program provides the opportunity for a local artist to develop artistic works as well as engage in dialogue, workshops, events, and activities throughout the Residency. Interested candidates are invited to learn more and ask questions at an information session on Monday, January 9, 2017, from 5:30 p.m. 7 p.m. at Victoria City Hall. Attached are the Terms of Reference and the Submission Requirements which are to be used as the basis for your submission. 2 CORPORATION OF THE CITY OF VICTORIA REQUEST FOR EXPRESSION OF INTEREST TERMS OF REFERENCE PAGE 1 OF 7 INDIGENOUS ARTIST IN RESIDENCE PROJECT BACKGROUND The City has adopted 2017: A Year of Reconciliation as a theme to guide activities and events through the year. "Reconciliation is more than words. It is about understanding the past and deepening connections between the City and the Songhees and Esquimalt Nations on whose territory we reside," said Mayor Lisa Helps. "Reconciliation means changing our practices and the landscape of the city to honour the past and create the future with local First Nations partners." The City of Victoria initiated previous projects to bring the history and culture of the Songhees and Esquimalt Nations into public spaces across the City. Victoria s Spirit Square, honouring local First Nations history, occupies the western half of City Hall s Centennial Square precinct. Established in 2008, the Signs of Lekwungen is an interpretive walkway along the Inner Harbour and surrounding areas that honours the art, history and culture of the Coast Salish people. Signs of Lekwungen consist of seven unique site markers in the shape of large spindle whorls - bronze castings of original cedar carvings created by Butch Dick. The spindle whorls are displayed throughout the city marking important places in Lekwungen territory, and recognizing the economic trading history of the First Nations in this region. PROGRAM OBJECTIVES The Indigenous Artist in Residence will: Bring an Indigenous artistic presence to the City of Victoria during 2017 Produce artistic works (i.e. an exhibition, performance, publication, forum) Document their Residency (i.e. photo documentation, a blog, written account) Engage and catalyze people and places - Four public events in the form of workshops, performances, forums, artist talks, meet and greets, etc. Collaborate (i.e. There is an opportunity to create a collaborative art work with the current Artist in Residence, Luke Ramsey) PROJECT OVERVIEW This Program will build on previous efforts to increase awareness that Victoria is located within the traditional territory of the Lekwungen People who are represented today by Esquimalt and Songhees Nations. The City of Victoria established the Indigenous Artist in Residence program to honour our Year of Reconciliation in This opportunity is open to First Nations, Inuit and Métis artist and artist teams working in any artistic discipline and residing in the Victoria region, and the Capital Regional District.
3 - TERMS OF REFERENCE PAGE 2 OF 7 Discussions with local Indigenous artists, curators and scholars were held earlier this year to inform the intent and shape of this project. Although a strict theme will not be prescribed, 2017 is the City of Victoria s Year of Reconciliation and the City has an interest in the artist s conception of reconciliation. There will be opportunities presented to the artist to engage in dialogue, workshops and activities that are tied to the City s journey of Reconciliation. Building relationships with artists, members of the public and City staff will be a part of the residency. Applicants should detail how they will engage with the community throughout their residency. Expressions of Interest will be reviewed on the basis of artistic excellence, expressed written interest and other qualification criteria listed below. Experience with community engagement and a desire to create artwork for and in the public realm are required. A selection panel will review all submissions and recommend a shortlist of artists for interviews, which will take place in early February. The successful applicant will be contacted in mid-february, with the one-year Residency beginning at the end of March The successful candidate will work as the Indigenous Artist in Residence 20 hours per week during the one-year term for a total fee of $42,000. There is an additional project budget of up to $30,000 for project expenses that can include materials, fabrication and installation of artworks, or costs related to performances, workshops, or community engagement and activation. INFORMATION SESSION Interested candidates are invited to learn more and ask questions at an information session on Thursday, January 9, 2017, from 5:30 p.m. 7 p.m. at Victoria City Hall. DEADLINE FOR SUBMISSIONS Monday, January 23, 2017 Submissions will be received up to 4:00:00 p.m. Victoria time. Expressions must include the items listed below clearly labelled in the following order: 1. Contact and Check List Form 2. Written Expression of Interest (Maximum TWO pages) Describe your interest in the project as it relates to the objectives detailed above. Describe your sensitivity to the significant cultural heritage and legacy of this area, the rich histories, stories and customs that tell of this place, and Indigenous perspectives of Lekwungen Peoples. Describe how this project will benefit the community and what impact will it have on your art practice. Include notes regarding the project s possible research focus and artistic output as well as a preliminary indication of a community engagement strategy (i.e. an exhibition, performance, publication, forum). 3. Curriculum Vitae (maximum three pages) Include a brief statement of artistic activities for the past 12 to 18 months.
4 - TERMS OF REFERENCE PAGE 3 OF 7 4. References Provide names, addresses, phone and information for TWO references related to your artistic practice and public art, if applicable. 5. Artistic Support Material (*please see specifications below) Submit written examples, images and/or video of your previous work. Depending on the nature of your work, submit one of the following combination of writing samples, images and/or videos: 10 pages of writing OR 10 digital images, for works that lend themselves to still documentation OR A combination of digital images, audio and/or video (maximum five minutes audio or video total time), for works that require both still and video documentation OR One audio or video (maximum 10 minutes), for works that do not lend themselves to still documentation. 6. Support Material Documentation List Complete the template provided with descriptive and contextual information about the written, audiovisual files and/or digital images, including the year produced and title of the work, medium, dimensions, and location. 7. Published Support Material (optional, maximum five pages) Provide up to five excerpts from published materials such as critical writing and/or news clippings. SUPPORT MATERIAL SPECIFICATIONS File names must be in the following format: 01initialsyeartitle.jpg (image number, applicant s initials, year of the work, title of the work). The image numbers must correspond to the title of work listed in the Support Material Documentation List. Do not use punctuation, spaces, more than 45 characters per file name or special characters in your file names. Do not submit URLs of your work. The maximum upload file size is 100mb. Audiovisual files must be: viewable with VLC media player (for more information, consult a maximum 60 FPS a maximum resolution of 1080P (or frame size of 1920 x 1080) no larger than 4 GB Image files must be: JPEG (.jpg,.jpeg) format RGB colour mode no larger than 1.5 MB
5 - TERMS OF REFERENCE PAGE 4 OF 7 Do not submit images embedded in Word or PowerPoint, or files that are compressed (Zip, Stuffit, etc.) or that require software, plug-ins, extensions or other executables that need to be downloaded or installed. ARTIST ELIGIBILITY This competition is open to professional First Nations, Inuit and Métis artist* and artists teams** residing in the Victoria region, and the Capital Regional District. The following disciplines will be accepted; performance, music, visual, literary, sounds, media, and multi-media. *The Art in Public Places Policy defines a professional artist as any person, who by virtue of professional training, exhibition history and/or critical review is recognized as skilled in making works of art. (UNESCO) ** Artist teams must share the total commission awarded. SELECTION CRITERIA AND PROCESS Expression of Interest will be evaluated by the Selection Panel on the basis of the following criteria: Artistic excellence Qualifications and professional artistic experience Knowledge and understanding to the significant cultural heritage and legacy of this area, the rich histories, stories and customs that tell of this place, and Indigenous perspectives of Lekwungen Peoples. Willingness to engage with the City of Victoria s journey of reconciliation Willingness of the artist to work collaboratively Ability to successfully execute a project of this scale under the criteria developed and within the budget and timeline set out Expressed desire to create artwork for and in the public realm Ability to attend an interview with the selection committee The Selection Committee will consider Ability to successfully execute a project of this scale under the criteria developed and within the budget and timeline set out Expressed desire to create artwork for and in the public realm Ability to attend an interview with the selection committee The selection committee will recommend a short list of artists who will be invited to interview for the position. The artist selected for the residency will be required to enter into a Professional Service Agreement with the City of Victoria which will contain provisions including but not limited to rights of ownership and use, warranty and insurance. Art works completed as part of the Residency will be the property of the City of Victoria but the moral copyright and intellectual property rights remain with the artist. The selected artist will also be required to create a maintenance manual for the artwork/s.
6 - TERMS OF REFERENCE PAGE 5 OF 7 Please note that the City of Victoria is not compelled to award the residency based on the expressions received. SELECTION COMMITTEE The Selection Committee will include Indigenous artists, community members and knowledge keepers, a representative of the Art in Public Places Committee and the City of Victoria s current Artist in Residence. The Selection Committee will be facilitated by City staff but the final decision will be those of the Selection Committee. DETAILS OF INDIGENOUS ARTIST IN RESIDENCE PROGRAM The City of Victoria s Indigenous Artist in Residence program is a one-year residence from March It is not a live-in residency, and so the selected artist will be responsible for providing their own housing and/or studio space. During the term, the artist will be provided shared office space at the City of Victoria. The selected artist will be capable of working independently but will be supported by a staff member in the City s Arts, Culture and Events Office. City staff will allocate up to four hours per week to support, assist, and be influenced by the artist. An advisory group including local indigenous artists, curators and scholars will also be available to the artist throughout their residency. This residency falls within the City of Victoria s Year of Reconciliation, and the Indigenous Artist in Residence will be presented with opportunities to engage in dialogue, workshops, events, activities throughout the year. City staff will support the artist s engagement with the Esquimalt and Songhees communities and any protocols related to the development of their residency. In addition to producing individual artistic works (i.e. an exhibition, performance, publication, forum), the artist will be expected to make presentations, hold forums or otherwise engage with community as part of the residency. There will also be an opportunity to collaborate with the City s other Artist in Residence, Luke Ramsey. BUDGET The successful candidate will work 20 hours per week during the one-year term for a total fee of $42,000. The artist will invoice the City monthly for $3,500 plus tax. All invoices paid as a result of this program will be paid as per the City s standard payment terms net 30 days. The Artist in Residence program is funded by the City s Art in Public Places Reserve Fund, which will have available a budget of up to $30,000 for expenses directly related to the residency activities. This might include materials, fabrication or production, and installation, and costs associated with community engagement events, workshops, forums.
7 - TERMS OF REFERENCE PAGE 6 OF 7 BACKGROUND AND CONTEXT ABOUT VICTORIA Victoria is the Capital City of British Columbia, we have a complex cultural history and a bright future. Victoria is located on the Southern tip of Vancouver Island and is a member municipality of the Capital Regional District (CRD) which includes the gulf islands. The region is located within the traditional territory of over 20 First Nations with 11 of those Nations holding reserve lands, these include MÁLEXEȽ, Songhees, Esquimalt, T Sou-ke, Scia new, Pacheedaht, Pune laxutth (Penelakut) and the W SÁNEĆ (Saanich) First Nations made up of BOḰEĆEN (Pauquachin), W JOȽEȽP (Tsartlip), SȾÁUTW (Tsawout) and W SIḴEM (Tseycum), The City of Victoria is located within the traditional territory of the Lekwungen People who are represented today by Esquimalt and Songhees Nations. Lekwungen refers to the people and the original language of this land, and a culture that has been here for thousands of years. Lekwungen means place of smoked herring in that language referring to the richness of fish resources in this area. This area, with its temperate climate, natural harbours and rich natural resources, was a trading centre for a diversity of First Peoples. Victoria s Inner Harbour is in the heart of Lekwungen territory, and it has seen rapid change in the last 150 years. ESTIMATED PROJECT TIMELINE ( ) Project Announcement December 16, 2016 Public Information Session January 9, 2017 Deadline for receipt of application January 23, 2017 Committee Reviews & Shortlists January 24 30, 2017 Interviews & Committee selects finalist February 2017 Award of position February 2017 Residency begins March 2017 Residency concludes March 2018 ROLE AND RESPONSIBILITIES AS INDEPENDENT CONTRACTOR Once awarded the position, the artist will act as an independent contractor throughout their year long term. Prior to commencing work the artist will be required to provide proof of WorkSafe BC Registration, or exemption, along with proof of up-to-date assessment. The artist must agree to keep the City indemnified against any and all claims, actions or demands that may be brought, made or arise in respect of anything done or omitted to be done by the artist or its' employees who shall be and remain at all times and for all purposes, the servants or employees of the artist or their sub-contractor(s). The City must be notified of any changes of WorkSafe BC status during the duration of the agreement.
8 - TERMS OF REFERENCE PAGE 7 OF 7 Once awarded the position, the artist and any sub-contractor(s) will be required to obtain and maintain the following insurance throughout the duration of the agreement and to comply with City insurance provisions: Commercial General Liability with $2,000,000 per occurrence and aggregate limits. Products and Completed Operations Blanket Written Contractual Liability Personal Injury Liability Non-Owned Automobile Liability Provision naming the Corporation of the City of Victoria as an additional insured, with a Cross Liability clause. Automobile Liability on all owned or leased vehicles in an amount not less than $2,000,000.
