Farmers in the county established the nation s first county cooperative experimental farm along with Perry Holden, ISU s Agronomy Department organizer. The experimental farm involved farmers in
2 Accession comparative field testing, under the direction of the university. The model was adopted nation-wide in 9 with the passage of the Smith-Lever Act, which brought together federal, state and county governments to form Cooperative Extension. By 98 every county in Iowa had its own Extension agent and its mission had grown to serve communities, families, business and industry. The Farm Bureau appears to have been the organization which worked with Extension in Scott County, Iowa from its inception in 98. Early Extension County s included G. R. Bliss and M. H. Hoffman. Early s included Mrs. Esther Kramer, Edith P. Barker and Lulu Tregoning. The agents were asked to file an annual report providing an account of the year s work which was to be divided into two parts: ) a narrative report, and ) a tabulated or summary report.
