2 1. Background USF has been receiving requests for telephony services in areas that, as per data available with USF, are un-served/underserved areas. These areas are very small which have probably been left uncovered (blind spots) due to their geography, low population (translating into lower revenues) and/or high capital expenditure and operational cost involved in covering and maintaining services. Special measures may be required to provide services in such areas. USF intends to cover all such requests under a separate USF RTeS Program, hereafter called as USF RTeS. For this purpose a detailed survey is required to verify the existing coverage foot print in such requested areas (list attached in ToR). Therefore USF intends to hire a Consulting Firm(s) which can determine exact requirements of Universal Services in all mauzas being considered under USF RTeS. 2. 4 Service Providers shall be asked to bid for each segment (small-lot) separately later on. 3. OBJECTIVES: USF plans to appoint a Consulting Firm for the Package stated above to render the professional services on the surveying and planning of RTeS Projects with the following objectives: a. Identification of the Areas (Mauzas) listed in the above mentioned table and their GPS coordinates. b. Collection of demographic information c. Analysis of security situation, working window, access and transportation requirement for each mauza. d. Coverage Status in each given mauza which shall include, service providers availability (including fixed line) and the GPS coordinates of the cell sites neighboring or covering these mauzas. e. The nearest points where existing Optical Fiber connectivity is available and their GPS coordinates. f. Distribution of the target mauzas as given in Table 1 into (packages), based upon their geography and other demographics. g. Modification to the existing RFA and SSA according to the Projects h. Assisting USF in the auction process i. Submission of final reports & recommendations. It is expected that the total duration of the Consultancy for the Package would be about 6 months to complete the tasks as follows; i) Three (03) months for works related to (a) to (g) from the date of signing of the Consultancy Contract and ii) Expected Three (03) months for works related to (h) to (i) from the date of publication of RTeS Project. SCOPE OF WORK: The Consulting Firm is responsible for performing the following tasks: 4.1 Task Identification of Areas a) The Consulting Firm shall be responsible to accurately identify the areas mentioned in Table 1. The Consulting Firm shall survey each and every Mauza mentioned in the table and shall provide a detailed survey report containing the following information: i. GPS coordinates of target mauzas ii. Names, contact details of local administrative authorities for each of the areas mentioned in the Table 1 iii. Terrain type and pictures depicting the terrain iv. Access to Target Areas (route maps) and Pictures. v. Equipment transportation Mechanism/requirement for each Mauza vi. Distance to the Nearest Tehsil Headquarter/City vii. Altitude of Area (ASL) viii. Mapinfo Plots including all information of survey. ix. Comment on security situation including recommendations if the development work can be carried out in the area. x. working window (including number of workable hours per day and number of workable months per year) Collection of Demographic information & Coverage Requirement a) Consulting Firm shall be responsible to collect the detailed demographic information including the population of target areas, Districts, Tehsils, UC, Mauzas information of the area. Availability of Broadband Services (if any) b) The consulting firm shall perform an in depth task of area profiling in which consulting firm shall mark population distribution and population concentration for the areas mentioned in Table 1. The consultant shall also lock the geographical boundaries of target Areas/Mauza on GIS. For each package, served and un-served area polygons, compatible with mapinfo, shall be developed. Moreover the consultant shall also highlight all the important areas not limited to following in Mapinfo plots: i. Computer Centers (if any) ii. Higher Secondary Schools iii. Government Libraries (if any) iv. Post offices(if any) v. Police Station vi. Colleges vii. Health Centers viii. Any other information Coverage Status of target areas a) Consulting Firm shall perform a detailed survey of the area to determine presence of any voice telephony services. b) For verification of any PSTN services available, the consulting firm shall determine the exact served boundary along with total and available capacity. The served and un-served boundaries shall be plotted on mapinfo along with exact location of the PSTN exchange. c) For verification of any wireless services, Consulting Firm shall perform a detailed drive test of target areas mentioned in the table 1. The drive test shall cover all the major roads and streets of the target area in order to have a clear picture of the Network Coverage. In addition, Consulting Firm shall perform drive test for all the GSM/CDMA operators in order to verify the presence. Page 6 of 11

7 d) The Consulting Firm shall make long /continuous calls for coverage verification. The Consulting Firm shall provide mapinfo plots for all the operators mentioned above: e) For GSM the Consulting Firm shall provide the mapinfo plots of; i. BCCH Rx Level ii. C/I iii. C/A f) In case (for GSM), coverage is found in any mauza, the Consulting Firm shall also provide the following mapinfo plots of all available Operators; i. RXQual (Full & Sub) ii. Timing Advance( TA) iii. Mobile Tx Power iv. Rx Level for TCH (Full & Sub) g) For CDMA Consulting Firm shall provide the Mapinfo plots i. Ec/Io ii. Rx Power h) In case (for CDMA), coverage is found in any mauza, Consulting Firm shall provide the Mapinfo plots i. Mobile Tx Power ii. Frame Error Rate i) The consulting firm shall mark the population/mauza Boundary in drive Test Logs. j) All drive tests shall be performed without any external antenna. k) Moreover Consulting Firm shall also submit the drive test logfiles. l) For the areas where access via vehicle is not possible the Consulting Firm shall provide the above mentioned parameters for 5 random locations from outer edge and center of the Mauzas. Logs files of such areas shall also be submitted. m) Details of any other mode of voice & data communication(s) in the area Nearest Served Point for backhaul Connectivity a) Consulting Firm shall be responsible to provide the information of nearest points for backhaul connectivity including i. 8 iii. Names of Locations iv. Details of available capacities v. Pictures vi. GPS coordinates of nearest BTS cell sites vii. Availability of space on Existing Towers Demarcation of all mauzas to multiple small lots (packages) a) It shall be the responsibility of the consulting Firm to divide/group all mauzas in multiple. b) The demarcation shall be supported by relevant reasoning and recommendations Feasibility of Renewable Energy a) The consultant shall also provide a detailed feasibility survey report of using Renewable Energy Solution for the proposed mauzas. The report shall include feasibility of at least two renewable energy solutions. The survey shall include: i. Availability of renewable energy resources at 24 hours of a day and 12 months of a year. ii. Power System Design iii. Availability of Commercial Power iv. Estimated Duration of commercial power Availability Modification to the existing RFA and SSA according to the RTeS Small Lot Projects a) Consulting Firm shall be responsible to update the RFA and its annexures including SSA and its schedules. b) All modifications must comply with all PPRA Rules, USF Rules and Policies Recommendations a) The consulting Firm shall recommend if there is a need of Universal Services in each Small Lot as mentioned in Table Survey Report & Presentation a) Upon completion of Task 1, the Consulting Firm shall submit a detail report of Task 1. The report shall include all details as required in Task 1. Page 8 of 11

9 b) The drive test results shall be provided in detail in report with all the operators drive tests plots with offsets on single diagram. c) The detailed report shall be submitted in both soft and hard copy. Each page of the submitted report shall be signed by the authorized representative of the Consulting Firm. d) The report shall also be supported by certificates and Non-Disclosure agreements as mentioned in section 8 of this ToR. 4.2 Task 2 a) Assisting USF in answering technical queries from Participant Bidding Service Providers. b) Support to USF for pre-bid conference, if any. c) Support to USF in negotiating and signing the Contract with the Successful Applicants. d) Recommendations / Suggestions e) Submission of Final report to USF incorporating detailed scope of work, activities carried out for both Task 1 & 2 and final conclusions and recommendations. 5. Pre-Requisites for Consulting Firm Selection: a) The Consulting Firm shall have the expertise and be able to demonstrate experience in the following areas of voice telephony projects; i. CDMA/GSM Drive Testing (Benchmarking) ii. Surveying including Area Profiling & Data Collection iii. Network Infrastructure Planning/Estimation iv. Wireline Network Planning v. Backhaul Planning (Optic Fiber, Microwave and Satellite etc) vi. Preparation of Wireless Projects, Specifications & BOQ vii. Preparation of Wireline Projects, Specifications & BOQ viii. Preparation of Bidding Documents RFP/RFA b) The Consulting Firm shall be registered company. Individual Consultants are not eligible to apply. c) The consulting firm shall have minimum of four teams to simultaneously operate in Task 1 assignment. Page 9 of 11

10 d) The consulting firm shall have minimum of four licensed Drive Test kits along with CDMA and GSM software licenses. 6. Reports and Time Schedules: a) It is expected that the work for the above mentioned Tasks will require about 6 months to be completed. The agreement between USF and the Consulting Firm shall recommend the specific sequencing and timing of each of the tasks and any sub-tasks as necessary. b) Consulting Firm is bound to submit any information, related to project, requested by USF in any desired format. c) The Consulting Firm shall submit bi-weekly reports on the progress of the assignment, a full report on the completion of each task, and a final report summarizing the works performed under the assignment and the conclusions and recommendations. d) The Report(s) shall be considered final, after it has been accepted by USF and certificate issued. e) Consulting Firm will hold a co-ordination meeting with the Operators and USF to clarify any questions, if required. The total amount paid by USF will be paid in specific installments in accordance with clause 7 Payment Terms. 7. Payment Terms: a) Following payment schedule will be followed after the award of the Contract to the successful Applicant. Sr. No. Tasks Amount 1 Submission of Task-1 Report and acceptance by USF 70% 2 Submission of Final Report and acceptance by USF 30% b) Mobilization advance amounting to 20%; payable within fifteen (15) business Days of Effective Date against a bank guarantee of the similar amount. Such guarantee against advance payment will be reduced progressively each time an installment payment is released to the Consulting firm, as the advance payments are adjusted in the installment payments. 11 8. Control and Obligation of the Consultancy: a) USF will appoint a Project Manager to liaise with the Consulting Firm. During the course of the Consultancy, the Consulting Firm shall report directly to the Project Manager and take instructions from him on matters appropriate to fulfill the requirements of the Consultancy. b) Following shall be observed by the Consulting Firm in performance of consultancy. i. Consulting Firm shall sign a Non-Disclosure Agreement with USF. ii. Consulting Firm will treat all the USF data as highly classified. iii. Consulting Firm shall perform duties at USF premises (whenever required) or as the work requires. iv. Consulting Firm shall submit a certificate regarding the originality of the survey being conducted by the Consulting Firm and shall confirm in writing that the data being presented has been collected by the Consulting Firm s own staff and that it does not infringe and proprietary or copyrights of any other party. The Consulting Firm shall indemnify and hold harmless USF from any legal action by any party in this regard and that the Consulting Firm shall be solely responsible for any wrong doings in this regard. v. The consultant shall propose the best optimum solution keeping in view all the restrictions imposed by PTA. vi. All types of resources such as transportation, accommodation, coordination, sim cards (GSM & CDMA) etc. required for project for both USF and Consulting Firm shall be arranged by the consulting firm. 9. Award of the contract a) The contract will be awarded to the Technically Qualified" Applicant with the Lowest Financial bid subject to submission of 20% performance bond. Page 11 of 11
