1 TERMS OF REFERENCE FOR CONSULTANTS A. Consulting Firm The Asian Development Bank (ADB) will engage a consulting firm in accordance with its Guidelines on the Use of Consultants (2013, as amended from time to time). The selected firm will provide specialized consulting services in healthcare planning, financial planning, health needs assessment, technology assessment, and capacity building. The firm will be recruited through a quality- and cost-based selection procedure (quality cost ratio of 90:10). 1. Health policy and planning expert and team leader (international, 13 person-months, intermittent). The expert will have a postgraduate degree in health care administration, or a related field, 15 years of relevant experience, and a minimum of 10 years of professional experience in the field of health care policy development, administration and planning. The expert will report to the Ministry of Health (MOH) and project implementation unit (PIU). In close coordination with the MOH and ADB, the expert will: (i) lead the team of consultants to guide, coordinate, and supervise the inputs of each consultant of the team; (ii) prepare a Road map for development of the Health Sector Master Plan (HSMP); (iii) develop terms of references (TOR) for (a) task force that will oversee the HSMP development process, (b) core team that will conduct the rapid assessment of previous Health Sector Strategic Master Plan (HSSMP) and implement activities defined in the road map, (c) thematic working groups, that will work on key priority areas and supporting documents, including essential and complimentary service packages and midterm frameworks; (iv) perform a stakeholders analysis, mapping and planning; develop the stakeholders consultation and coordination mechanisms; (v) develop a plan for engagement of stakeholders in the development of the HSMP; facilitate the stakeholders consultative meetings; (vi) lead the process of the rapid assessment of the HSSMP ; develop methods and instruments for data collection and analysis; train the team; plan and guide the assessment process; finalize the assessment report; (vii) lead the team of consultants to conduct the review of major health sector reforms undertaken in past 20 years; develop review methodology and tools; plan and guide the review process; finalize the review report; (viii) lead the team of consultants to conduct the policy review of the existing health sector policy and planning documents, including the State Policy on Health (2017), national programs and strategies outlining the long-and-midterm development objectives of the health sector; finalize the review report; (ix) lead the process of defining the core strategies in prioritized areas; facilitate regional and national consultative meetings to finalize the core strategies, targets and indicators; (x) lead the process of revising the essential and complimentary package of services and service delivery strategies for health services, including curative, preventive and public health services; (xi) lead the development of the new HSMP and its supporting documents, such as (a) Essential and Complimentary Package of Services, (b) Implementation

2 Framework, and (c) Monitoring and Evaluation Framework; facilitate regional and national consultative meetings to finalize the new HSMP and its supporting documents; (xii) lead the team of consultants to conduct the training needs assessment to undertake institutional and human resource development for strengthening planning, monitoring and coordination capacity of MOH, city and province health department staff; (xiii) lead the team of consultants to develop institutional and human resource capacity building program for MOH, city and province health department staff; and (xiv) lead the team of consultants to conduct training and capacity building activities in (a) health planning, (b) health needs assessment, (c) health technology assessment; (d) impact assessment, (e) monitoring and evaluation of health programs, (f) donor and aid coordination. 2. Health financing expert (international, 6 person-months, intermittent). The expert will have a postgraduate degree in finance and economics, or a related field, 10 years of relevant experience, and a minimum of 8 years of professional experience in the field of health financing and economics, and financial planning. The expert will report to the team leader and the PIU. In close coordination with the team leader, the expert will: (i) assist the core team in conducting the rapid assessment of the HSSMP by leading the assessment in area of health financing; (ii) lead the review of health care financing reforms undertaken in past 20 years; finalize the review report; (iii) assist the team of consultants in conducting the review of major health sector reforms from financial perspective; (iv) assist the team of consultants in conducting the policy review of the existing health sector policy and planning documents outlining the long-and-midterm development objectives of the health sector; lead the process of defining the core strategies in financial area; facilitate regional and national consultative meetings to finalize the core strategies in health financing; (v) assist in the development of the new HSMP; (vi) lead the development of supporting documents, such as (a) Mid-term Investment Framework, (b) Planning and Budgeting Framework, and (c) Mid-term Expenditure Framework; facilitate regional and national consultative meetings to finalize the new HSMP and its supporting documents; (vii) assist in conducting training needs assessment to undertake institutional and human resource development for strengthening financial planning capacity of MOH, city and province health department staff; (viii) assist in developing institutional and human resource capacity building program for MOH, city and province health department staff; and (ix) conduct trainings and capacity building activities in (a) capital and investment planning, (b) financial planning, and (c) public procurement. 3. Health policy and planning consultant (national, 16 person-months, intermittent). The expert will have a postgraduate degree in public health, health care administration, or a related field, 8 years of relevant experience, and a minimum of 5 years of professional experience in the field of health care administration and planning. The consultant will report to the team leader and the PIU. The consultant s tasks will include the following:

3 department staff in (a) health planning, (b) donor and aid coordination under the guidance of the international expert; 4. Financial planning consultant (national, 15 person-months, intermittent). The expert will have a postgraduate degree in finance and economics, or a related field, 8 years of relevant experience, and a minimum of 5 years of professional experience in the field of health financing, health economics and financial planning. The expert will report to the team leader and the PIU. The consultant s tasks will include the following: (i) work in tandem with the international Health financing expert to assist in all tasks under the international experts TOR; department staff in (a) financial planning, and (b) capital and investment planning under the guidance of the international expert; 5. Health needs and impact assessment consultant (national, 11 person-months, intermittent). The expert will have a postgraduate degree in medical science, public health, or a related field, 8 years of relevant experience, and a minimum of 5 years of professional experience in the field of health impact assessment, needs assessment and technology assessment. The expert will report to the team leader and the PIU. The consultant s tasks will include the following: department staff in (a) health needs assessment, (b) technology assessment and (c) impact assessment under the guidance of the international expert; 6. Monitoring and evaluation consultant (national, 6 person-months, intermittent). The expert will have a postgraduate degree in medicine, public health, or a related field, 8 years of relevant experience, and a minimum of 5 years of professional experience in the field of monitoring and evaluation. The expert will report to the team leader and the PIU. The consultant s tasks will include the following: department staff in monitoring and evaluation under the guidance of the international expert;

4 7. Public procurement consultant (national, 6 person-months, intermittent). The expert will have a postgraduate degree in law, finance, business administration, or a related field, 8 years of relevant experience, and a minimum of 5 years of professional experience in the field of public procurement. The expert will report to the team leader and the PIU. The consultant s tasks will include the following: (i) work in tandem with the international Health financing expert to assist in all tasks under the international experts TOR; department staff in public procurement under the guidance of the international expert; B. Project Implementation Unit ADB will recruit two national consultants on an individual basis in accordance with ADB s Guidelines on the Use of Consultants for the duration of the project. 8. Project coordinator Health specialist (individual, national, 24 person-months). The specialist will have a postgraduate degree in medical science or public health, and a minimum of 5 years of experience in project management. The health specialist will report to the MOH and ADB. The specialist will perform the following tasks: (i) ensure smooth implementation of the TA; (ii) manage day-to-day activities of the TA through timely coordination and facilitation of TA activities; (iii) assist in developing TORs for (a) task force that will oversee the HSMP development process, (b) core team that will conduct the rapid assessment of previous HSMP and implement activities defined in the road map, (c) thematic working groups, that will work on key priority areas and supporting documents, including essential and complimentary service packages and midterm frameworks. (iv) facilitate the establishment of the task force, core team and thematic working groups; (v) in consultation with consultants, prepare TA implementation work plans; (vi) monitor the implementation of work plans, including timely submission of deliverables, and holding events; (vii) assist in developing the institutional and human resource capacity building program for MOH, city and province health department staff; (viii) plan and organize the capacity-building activities; regional and national consultative meetings and national conferences; (ix) assist in establishing a stakeholders consultative and coordination mechanisms; liaise with all stakeholders, as required by TA activities to optimize the TA implementation; organize stakeholders consultative meetings; (x) authorize expenditures related to implementation of the TA in line with ADB policies and procedures; (xi) procure equipment in accordance with ADB policies and procedures; (xii) report to ADB on new legal and regulatory issuances and guidelines related to the TA; and (xiii) report on a quarterly basis to ADB and the executing agency on the progress of TA implementation.

5 9. Administrative and finance coordinator (individual, national, 24 person-months). The coordinator will have a graduate degree in administration or a related field (e.g., public or business administration, accounting) with at least 5 years of experience in administering an office. Good command of computer skills is a must. The coordinator will report to the project coordinator - health specialist and will perform the following tasks: (i) maintain comprehensive and clear accounts and monitoring PIU expenditures and fund flows; (ii) prepare withdrawal applications, financial statements, and any other activity required to manage financial operations of the TA; (iii) keep financial records of the PIU; (iv) provide quarterly financial progress reports to MOH and ADB; (v) handle administrative issues related to the TA; (vi) assist in preparing the quarterly TA progress reports; (vii) file project documents in accordance with ADB guidelines; and (viii) provide secretariat support as required.
