2 0 HIGHLIGHTS RSPN NATIONAL COMMUNITY CONVENTION EMPHASISES PARTICIPATORY RURAL DEVELOPMENT 0 November, Islamabad The Rural Support Programmes Network (RSPN) held its fourth National Convention of Community Local Support Organisations (LSOs) to share and learn from the collective experience of community organisations. LSOs, fostered by Rural Support Programmes (RSPs) throughout Pakistan, are federated bodies of small community organisations, mainly at the union council level. The convention was attended by nearly 00 participants representing LSOs from across Pakistan. Mr. Shoaib Sultan Khan, Chairman RSPN and senior government representatives also participated in the event. Representatives from the LSOs shared their experiences and successes in various fields, including working in conflict areas, women s empowerment programmes, linkages developed by LSOs with local governments for improved services, greater accountability to the people, and poverty targeted programmes like the Community Investment Fund (CIF) managed by women in Layyah, south Punjab. The convention placed special emphasis on the Union Council Poverty Reduction Programme (UCPRP), a holistic development programme funded by the governments of Sindh and Khyber Pakhtunkhwa that works with the poorest households in over union councils. This programme has already enabled poor women to move out of the poorest poverty brackets over the past three years. Large numbers of communities have participated in this programme in both provinces, and have implemented a variety of interventions e.g. community microfinance, health insurance, community infrastructure, vocational skills training, the revival of public schools in Sindh, and low cost housing. RSPN CAPACITY BUILDING PROGRAMME FOCUSING ON GENDER HOLDS WORKSHOPS October to December RSPN successfully completed the third step of Gender Training of Trainers (GToT), a yearly capacity building programme through which gender trainers (male and female) from member RSPs acquire critical capacities, including the delivery of gender sensitization trainings, gender analysis of projects and effective involvement in gender mainstreaming activities at the field level. This year, nine people are participating in the programme from various RSPs. During this step, the programme participants conducted actual gender workshops with RSPs staff. Over 0 RSPs staff attended these gender workshops, four in total, which were held in different RSPs i.e.,, and. These workshops constitute an important milestone toward the final certification of GToT. 11 ASP s research team in a focus group discussion with provincial secretaries and other officers in Lahore RSPN PARTNERS WITH UNICEF TO RAISE AWARNESS AND REDUCE VACCINATION REFUSALS IN POLIO PRONE AREAS September to December In order raise awareness about polio and reduce polio vaccination refusals in high risk union councils of the Sindh p rovince, RSPN continued its partnership with UNICEF to conduct awareness raising campaigns in a further union councils between September and December. The campaigns reached a total of, households, representing a target population of. children of up to years of age. All these households received messages to get their children vaccinated against the fatal disease of polio. Beyond broad targeting of households, the campaigns also included more specific awareness raising efforts to ensure a higher success rate. Therefore, to ensure male involvement in these campaigns, a total of,0 male members were directly approached through individual and corner meetings. To get the support of religious leaders and students,,00 religious institutions and, schools were also visited. These community awareness raising efforts successfully reduced possible vaccination refusals: for example, during the polio service delivery campaign of December, RSPN's social mobilization teams addressed, out of,0 refusals at the spot. RSPN S TRAINING MEMBER TAKES A RANGE OF SIGNIFICANT INITIATIVES October to December This quarter saw the Institute of Rural Management (IRM), a member of RSPN that focuses on building the capacities of rural communities, undertake a range of significant training initiatives. IRM sent its staff on secondment to the International Training Center, Turin (Italy) for a period of three months, dispatched two female staff members to a gender focused capacity building course in Kathmandu, Nepal titled 'Gender, Sustainable, Livelihood, Human Rights and Peace' and signed a groundbreaking MoU with the University of Bradford. Furthermore, IRM's Center for Executive Education (CEE) launched its 'Diploma in English Language Proficiency' and announced the upcoming 'Diploma in Project Management'. A delegation from the Asia Institute of Finance in Kuala Lumpur, Malaysia also visited IRM, paving the way for future collaborations focusing on capacity building for midlevel professionals working in microfinance. RSPN PARTNERS WITH THE EU TO BUILD CAPACITY OF GRASSROOTS ORGANISATIONS December RSPN and the European Union (EU) have signed a 00,000, oneyear project titled 'Capacity Building of Local Grassroots Organistions in Governance, Transparency and Gender Sensitisation'. With the EU providing the majority of the funding, the project will aim to enhance operational transparency, accountability and capacity of 0 LSOs and 0 CSOs in four regions in Balochistan and KhyberPakhtunkhwa. The project is being implemented in four regions by RSPN and three of its partner RSPs, namely the Aga Khan Rural Support Programme in Chitral region, the National Rural Support Programme in Mardan and Turbat regions and the Sarhad Rural Support Programme in the Mansehra region. The intention behind this capacity building programme is that the targeted organisation are able to effectively manage themselves and successfully develop linkages with partners such as the government, NGOs, donors and the private sector. These developments in management and linkages are expected to expand social and economic opportunities for local communities, particularly women and the poor. USAID FUNDED RSPN PROJECT TARGETS DEVELOPMENT GOVERNANCE, ASSISTS IN FLOOD RECOVERY October to December RSPN's USAID funded Assessment and Strengthening Program (ASP) launched two very important research projects on development governance under its 'research to policy' component. One of the researches is focusing on the planning process assumed by the government, while the other is looking into project management units and their role in development. These research projects are part of ASP's larger mandate of initiating research work to firstly identify problems in existing rules, policies and procedures, and then to recommend possible enhancements and policy reforms through new or revised procedures. Beyond these research mediated efforts, ASP also proceeded with its independent validation of the Citizens Damage Compensation Program (CDCP), the government's flood assistance effort, which is providing relief payments to affected families under the Watan Card. The validation has been completed in the three districts of Punjab, thirteen districts of Sindh and all ten districts of Azad Jammu Kashmir (AJK). This validation is critical in ensuring that future phases of CDCP will continue while accurately reaching beneficiaries. HIGHLIGHTS
12 RSPN S LSO COVENTION PLACED SPECIAL EMPHASIS ON THE UNION COUNCIL POVERTY REDUCTION PROGRAMME (UCPRP), A HOLISTIC DEVELOPMENT PROGRAMME FUNDED BY THE GOVERNMENTS OF SINDH AND KHYBERPAKHTUNKHWA THAT WORKS WITH THE POOREST HOUSEHOLDS IN OVER UNION COUNCILS. USAID FUNDED RSPN FLOOD ASSISTANCE EFFORT FURTHER EXTENDED September to December Responding to the critical situation in Sindh after the floods, USAID/OFDA provided $0. million dollars in further funding to RSPN's Bahaal project, an emergency and early relief effort that has already seen assistance worth over $ million reach half a million people affected from the floods. Since September, this new funding is supporting assistance efforts till January, which feature the provision of WASH services and emergency shelters to the flood ravaged populations of districts Mirpurkhas, Badin, Tando Mohammad Khan and Shaheed Benazirabad. This assistance is helping a population of approximately 0. million out of a total. million that was affected by the floods in these provinces. RSPN TEAM HELPS UNDP IMPROVE ITS COMMUNITYDRIVEN PROGRAMME IN MYANMAR November to December UNDP Myanmar invited Mr Shoaib Sultan Khan, Chairman RSPN and Mr Khaleel Tetlay, Chief Operating Officer RSPN to provide input into the strategy for community processes of social capital building for its new programme formulation, i.e. is for the new phase. During the month long visit, the RSPN team met the programme's stakeholders including community members in three regions of the country. While appreciating the tremendous achievements of the UNDP programme in the face of trying conditions, the RSPN team offered inputs into making the programme improve its sustainability, impact and value for money. Principally, it recommended that there should be one unified programme that follows the established social mobilisation approach for poverty reduction. The Rural Support Programmes Network (RSPN) is the largest development network of Pakistan, with an outreach to over 0 million rural Pakistanis. It consists of member Rural Support Programmes (RSPs) that espouse a common approach to rural development: social mobilisation. Social mobilisation centres around the belief that poor people have an innate potential to help themselves, that they can better manage their limited resources if they organise and are provided technical and financial support. The RSPs provide social guidance, and technical and financial assistance to the rural poor. RSPN is the strategic platform for the RSPs: it provides capacity building support to them, and assists them in policy advocacy and donor linkages. RSPN's USAID funded Bahaal project is now providing assistance to households affected by the floods, while specifically focusing on WASH services and emergency shelters.
