5 The Federal Government s Initiative Goals The cultural and creative industries are no longer just an image factor but rather make up an important, independent sector of the economy and one that needs to be groomed as an engine for long-term growth.... are a key part of a knowledge- and content-oriented society and play a pioneering role in paving the way toward a knowledge-based economy.... are already today using forward-looking business models and methods of work organisation, and are leaders in innovation. Innovation and economic policies that aim to boost and expand Germany s powers of innovation must develop the cultural and creative industries as a key cross-sectoral factor and incorporate them into the policymaking process.
