2 PERSGA The Regional Organization for the Conservation of the Environment of the Red Sea and Gulf of Aden is an intergovernmental organization dedicated to the conservation of the coastal and marine environments in the Region. PERSGA s legal basis stems from Article XVI of the Regional Convention for the Conservation of the Red Sea and Gulf of Aden, known as the Jeddah Convention, signed in 1982: A Regional Organization for the Conservation of the Red Sea and Gulf of Aden Environment, the permanent headquarters of which shall be located in Jeddah, Saudi Arabia, is hereby established". It was not until September 1995, however, with the signing of the Cairo Declaration during the First Council Meeting in Egypt, that PERSGA s creation was formally announced. Falling under the umbrella of the Arab League, PERSGA has since become recognized as one of the leading marine conservation organizations operating in the Red Sea and Gulf of Aden region. 3 PERSGA Training Program 2011 PERSGA Training Program Program objectives-investing in human capital Management of marine and coastal environments is a multidisciplinary task that requires technical, communication and consultation skills as well as strategic planning, risk management and information management capabilities. Therefore, capacity building of human resources is fundamental for a successful management of coastal and marine environments. Jeddah Convention 1982 and its Action Plan calls for the need to develop an integrated management approach to the use of the marine environment and the coastal areas and the development of principles and guidelines for coastal area development and management through workshops and seminars. The implementation of PERSGA's training activities is aligned with the Jeddah Convention (1982), Article XIX (1-g) 1- the General Secretariat shall have the duties and powers necessary to achieve the purposes of this Convention and its protocols the action plan, decisions of the Council. and in particular : g- To organize and co-ordinate training programs in areas related to the implementation of this Convention, its protocols and the action plan., as well as the 1982 Action Plan, Part II, Article As part of the activities and programs for regional Cooperation mentioned in paragraphs 17and 18, an extensive training program should be developed for personnel from the Region. Such program may be executed through training at existing national, regional or international institutions ready to offer their facilities. Chief Among its activities, capacity building is a cross cutting function of PERSGA. Capacity building activities of PERSGA programs are geared towards improving the performance of all stakeholders in the region, particularly PERSGA Focal Points, aiming at reaching the optimum goals as laid down in the Jeddah Convention (1982) in addition to its attached and subsequent Regional Action Plans and Regional Protocols. 2. Training courses and schedule Broad-spectrum Training PERSGA will offer a number of multidisciplinary training workshops that intersects with all PERSGA programs and activities in the year of 2011 (see also detailed fact sheets for workshops to be held in 2011 shown in this manual) as per the following schedule:

The Region is thus, constantly under threats of pollution by oil spills and maritime accidents. PERSGA has designed its Navigation and Maritime Pollution Combating Program to increase the safety of shipping in the RSGA Region and to introduce measures to reduce risks and impacts of marine pollution. The Regional Action Plan for Contingency Planning provides the framework through which states agreed to cooperate with each other in the event of a major oil spill or other pollution events that require regional response. PERSGA has established EMRSGA (Emergency Mutual Aid Centre for the Red Sea and Gulf of Aden) at Hurghada-Egypt, which is aligned with the implementation of the Regional Contingency Plan through coordinating pollution prevention and control mechanisms among PERSGA Member States, fostering collaboration, and assisting States in strengthening national capacities Free

5 The Action Plan proposes a comprehensive program for training to build and promote capacities involved in its implementation in the region. Application process Who Can Participate? This training program is specially designed and organized for applicants from PERSGA member countries with special qualifications for each training course. Those from outside PERSGA region may also apply to participate based on their own funding sources. How to participate: Please note the deadline for application of each course in the schedule above; applications submitted after closing date will not be considered a. Participants from PERSGA Countries (Red Sea and Gulf of Aden) Interested applicants must: Complete the application form (attached) in typewritten format and duly signed. The application form can be downloaded from the PERSGA website at by writing to PERSGA at (information@persga.org); and or by contacting the PERSGA national Focal point; Submit the application form, together with updated CV and recent passport copy, to PERSGA (fax: or scan and to: information@persga.org) at or before the deadline of submission for each training program. Applications received after the deadline will not be considered; PERSGA will evaluate the applicant's qualifications and credentials and send an official acceptance to those who are qualified to participate in the training courses. PERSGA will also inform the Focal points of the list of accepted applicants at their respective countries. The selection will be based on a special criteria designed for each course. b. Participants from non- PERSGA countries should: Interested applicants must: Write to the PERSGA Secretary General and indicate which training courses the participant would like to attend. Indicate the sponsoring agency or funding sources which will support the applicant's participation in the training course(s). Free

6 PERSGA will evaluate the applicant's qualifications and credentials and send an official acceptance to those qualified to participate in the training course(s). 4. Logistics PERSGA will send a logistic note to each participant prior to the workshop. However, in general PERSGA will assist the applicants in the following: Visa PERSGA will assist the applicants in acquiring the appropriate visa required for his/her stay. Travel For participants funded by PERSGA, economy class travel ticket through the most direct route to the venue of the training will be provided. Accommodation PERSGA will assist in hotel reservations. Participants however need to confirm their reservations with hotels of their choice directly. Some hotels may ask for credit card to confirm booking. Participants should also pay their own hotel bills directly. Insurance PERSGA will not provide any insurance coverage. Participants are expected to arrange their own insurance without any related commitment by PERSGA. 5. Cost of participation The cost of each training is divided between participation fee (as per the above schedule), accommodation cost and regional/international travel costs to and from the training location. The participation fee covers all training cost such as lectures, training materials, field visits and certain social activities as well as accommodation costs include board and lodging. Personal expenses are not included. Funding Support a. PERSGA may provide funding to support qualified applicants from the region (1 or two form each PERSGA Member States) who are officially nominated by the PERSGA Focal Points. Funding will cover fees, hotel accommodation, round trip airfare and meals. Per Diem Allowance: According to the authorized direct route, participants funded by PERSGA will be paid a lump sum allowance in accordance to PERSGA's Financial Rules and Regulations. This allowance is intended to cover accommodation costs, meals, gratuities and any other incidental expenses during the period of the training. No expenses other than this allowance are reimbursable. b. For other accepted applicants from the region PERSGA will cover course fees only; they have to fund their travel and accommodation costs. c. Applicants from countries outside the PERSGA region can also participate in the program provided they have their own funding support

9 PERSGA Training Program 2011 Workshop Fact sheet Inception Workshop of the Project Preparation Grant for Strategic Ecosystem Management of the Red Sea and Gulf of Aden Rationale The Regional Organization for the Conservation of Environment of the Red Sea and Gulf of Aden PERSGA is joining efforts with the World Bank to develop a Regional Project on Strategic Management of the Red Sea and Gulf of Aden. This is based on the Project Identification Document PIF cleared by PERSGA Focal Points in a workshop organized by PERSGA in August 2008 and approved by GEF in March In its approval of the PIF GEF has emphasized that the real weight of the project should be in actual on ground activities rather than capacity building. To this effect the Project Development Objective PDO has been set as supporting transition from Traditional Management to Ecosystem Based Management by demonstrating added value through institutional reforms and on-ground activities in the in the Red Sea and Gulf of Aden. The Project includes three main components: Component 1: Implementation of ecosystem based management approach to living resources Component 2: Strengthening the principles of marine managed areas. Component 3: Optimizing and integrating monitoring activities. An inception workshop will be carried out with the objective of setting up of a Coordination Committee Taskforce of the project consisting of representatives of the World Bank, PERSGA and the partner countries. The management structure for project will be discussed. Project implementation would be designed so that the work can efficiently be carried out, while appropriately involving different stakeholders. Specific objectives of the inception workshop are to: establish a Coordination Committee Taskforce for the PPG consisting of WB, PERSGA and Partner Countries representatives discuss proposed activities of the PPG and components to be included in the full project document finalize TORs for the planned studies that will provide guidance, help with data gathering and prioritize analytical work for preparation of the full project document. Participants The World Bank representatives at the workshop will be Dr. Tracy Hart Senior Environmental Officer, Task Team Leader, Red Sea and Gulf of Aden Strategic Ecosystem Project and Ms. Samia Al Duaij Operations Officer in the MENA Region. PERSGA representatives will be Dr. Mohammad Badran Director of Projects Management Scientific Research and Monitoring, Dr. Ahmad Khalil Coordinator of the Marine Living Resources and Mr. Zaher Al Agwan Coordinator of Marine Protected Areas Program. Partner countries are expected to nominate their national lead technical / scientific specialist in each of the three fields of the project components. 11 PERSGA Training Program 2011 Workshop Fact sheet First Regional Taskforce Meeting for Wastewater Management in RSGA Coastal Cities: Sources, Impacts and Reuse Rationale PERSGA has initiated a regional monitoring program and established a regional protocol on Protection of the Marine Environment from Land Base Activities. In its program of on ground projects PERSGA in collaboration with the Egyptian Environmental Affairs Agency has initiated a capacity building program on monitoring organic and inorganic pollutants in the coastal environment. PERSGA has also carried out a number of training workshops on wastewater management and application of wastewater treatment plants and networks for effective water reuse and protection of the coastal and marine environment The present project builds on these initiatives and establishes a systematic approach for the assessment of wastewater sources and quantities as well as the nutrient load and pollution compilation in the coastal and marine environment. Results will be published in a consistent and easy manner that attracts decision makers, administrators, scientists and the general public. The results may also be used in defining and calibration of a dynamic biological model for prediction of the spread and fate of pollutants. However, right at the beginning the project will advocate the use of low cost effective wastewater treatment systems to improve water harvesting and relief the burden of dumping untreated or partially treated wastewater into the marine environment. Objectives The Project Development Objective is to assess the wastewater impacts on the nutrients and pollution inputs in the Red Sea and Gulf of Aden and demonstrate the significance of effective wastewater treatment in water harvesting and conservation of the coastal ecosystem health. This main specific objectives of the project are to: quantify and describe the sources of wastewater generated in the coastal cities quantify and describe the loads from point and non-point sources discharging in the Red Sea and Gulf of Aden; assess the burden of pollution load using available data and target completion of missing data evaluate the significance of various coastal conservation measures applied in the Red Sea and Gulf of Aden in reduction of the pollution load from land-based sources. identify the need for effective wastewater treatment plants and demonstrate their significance in water reuse and protection of the coastal and marine environment an inception workshop of a Coordination Committee Taskforce will be organized with the following objectives: Discussing wastewater management options in the coastal cities of the red Sea and Gulf of Aden Collecting information on wastewater quantities, quality and management practices and form a regional taskforce for follow up Discussing the use of low cost effective wastewater treatment plants and networks Participants Participants will be national representatives responsible for wastewater management in the coastal cities and protection of the coastal environment from land based activities

13 PERSGA Training Program 2011 Workshop Fact sheet Fifth PMC Meeting of the Project Promotion of Strategies to Reduce Unintentional Production of POPs in the Red Sea and Gulf of Aden (PERSGA) Coastal Zone Rationale Industrialization induces the use of chemicals from as modest quantity for use as a catalyst in process industries, in order to increase efficiency or to add value, to a transformed product to enable market penetration and enhance competitiveness. These adverse impacts need to be examined and solutions to these problems need to be properly addressed. Multilateral environmental agreements have been the environment vehicle for the world, giving guidance and producing guidelines for the reduction and elimination of the harmful effects to health and the environment of these chemicals and their waste stockpiles. Sustainable management of the resources of the Red Sea and Gulf of Aden called for a collective regional approach, which culminated in the Jeddah Convention (1982) establishing the Regional Organization for the Conservation of the Environment of the Red Sea and Gulf of Aden (PERSGA) in PERSGA has fostered a spirit of international cooperation and exchange of knowledge among governments, research institutions and civil societies in the region. The capacity of regional institutions has been enhanced and mechanisms are now in place for the collection and integration of regional data on the status of the environment. Regional action plans have been developed and integrated into the national sustainable development plans of the PERSGA member states. The proposed project will build on the existing cooperation and collaboration experiences of these countries (and their effort on sustainable coastal zone management) and integrate the Stockholm Convention (SC) requirements to the industrial sector of the coast to reduce and/or eliminate unintentionally produced POPs (UP-POPs). Four PERSGA countries (Egypt, Jordan, Sudan and Yemen) have become Parties of the SC and during regular consultation meetings of PERSGA, they have also agreed that close cooperation is needed to collectively implement the Stockholm Convention s measures concerning introduction of best available techniques (BAT) and best environmental practices (BEP) for the coastal zone industries. The countries have further agreed that it could be possible that a larger impact on the environment and the coastal zone economy be attained if the cooperation is made at regional level rather than each country intervenes alone at the industries of its own coastal zone. Consequently, PERSGA has approached UNIDO for assistance through developing and implementing a Medium-Sized Project (MSP) to enable the introduction of BAT and BEP to the industrial sector of the coastal zone. It is important to note that Saudi Arabia is a self financed country, Somalia was not included due to Project s safeguarding considerations and Djibouti has expressed concerns of language (English and Arabic) and preferred not to join the four countries. The project commenced in March 2009 and will continue till December Four PMC meetings have already been conducted and national inventories of POPs sources have been prepared. Also a regional inventory has been prepared and sight specific assessments are ongoing. Objectives and outcomes The meeting proposes two main outcomes to be achieved: 1. Introduce the project to the public and decision makers in one of the partner countries 2. Discuss the progress made in the project in general and after the last PMC meeting in specific 3. Discuss the sight specific assessment reports 4. Plan for the remaining period of the project

15 PERSGA Training Program 2011 Workshop Fact sheet Second Consultation Workshop on Port State Control MoU in the Red Sea and Gulf of Aden Rationale Sovereign States have the right to control any activities within their own borders, including those of the visiting ships. Control of Port States, over the foreign flag ships in their ports, for verifying compliance with the national regulations and requirements of the international maritime conventions, is called Port State Control (PSC). It is to be emphasized however that ship owners, ship managers, classification societies and flag State administrations have the prime responsibility concerning their ships. PSC is an additional instrument effective when such bodies fail to comply with the obligations required from their ships. Port States are entitled to control foreign ships visiting their ports to ensure that any deficiency, including that concerning living condition, safety of the coastal environment and safety of ship staff, found are rectified before they are allowed to sail. Port State control is to be regarded as complementary measures to the Flag State Control rather conflicting with them. Effective PSC requires close coordination between different regional ports. In recent years, a few shipping disasters, causing alarming damage to the environment triggered the concern of several countries about protection of their coastal resources. Such concern initiated the first Memorandum of Understanding on Port State Control between the European Countries, popularly known as Paris MoU. Subsequently, several other Memoranda of Understanding on Port State Control have been concluded. The International Maritime Organization (IMO) is playing a major role in formulation of such MoUs. These include: Latin American MoU (Latin American region), Asia-Pacific MoU (Asia-Pacific region), Caribbean MoU (Caribbean region), Mediterranean MoU (Mediterranean region), Indian Ocean MoU (Indian Ocean region), West and Central African MoU (West and Central African region), Black Sea MoU (Black Sea region) and the Arab States of the Gulf Region MoU. US Coast Guards, though not a signatory to any of the MoUs, carries out port State control for compliance with the US Code of Federal Regulations and other International Maritime Conventions. Six of PERSGA member states are parties to different PSC MoUs: Djibouti, Sudan and Yemen are parties to the Indian Ocean MoU, Egypt and Jordan are parties to the Mediterranean MoU and the Kingdom of Saudi Arabia is a party to the Arab States of the Gulf Region MoU. It is important however that and MoU is established between the PERSGA member states to strengthen direct collaboration between them in this lively matter First Regional Workshop on Port State Control: Towards a Regional MoU in the Red Sea and Gulf of Aden As a starting step for establishing a PSC MoU in the region and in accordance with the Ministerial Decree of PERSGA Board of Ministers number 2010 /3/10 13/9 - م ه, a workshop was organized at the Centre of Emergency Mutual Aid in the Red Sea and Gulf of Aden EMARSGA during the period July 26 th 27 th It was attended by 15 participants form PERSGA member states, PERSGA / EMARSGA staff and invited speakers. The workshop language was mainly Arabic, however, some parts were given in the English language, particularly the presentation of the IMO representative and some parts of the other presentations that were necessary to be communicated to the IMO representative. The workshop was facilitated by PERSGA coordinator Dr. Mohammad Badran. Captain Emad Islam Deputy Secretary General of the Mediterranean MoU played a key role in the discussions pointing out what benefits a new PSC MoU in the Red Sea and Gulf of Aden may get from existing MoUs based on the experience in the Mediterranean MoU. An IMO representative

16 participated in the workshop and expressed his blessings of PERSGA initiative in establishing a Port State Control MoU in the Red Sea and Gulf of Aden. In conclusion of the workshop s activities participants made a number of recommendations that include: Participants find the workshop very important and lively for the development of a Port State Control MoU in the Red Sea and Gulf of Aden; and they recommend expediting the preparation of the MoU and having it signed by the countries Participants recommend that they would be considered as a technical committee for the development of the PSC MoU and that any further correspondence from PERSGA to the countries concerning the MoU would refer to them so that the same people would always be nominated from the countries and following steps would always build on the preceding ones. Participants recommend that the League of Arab States would be invited to join the MoU as an observer and that PERSGA would coordinate with the League concerning the upcoming meeting of the committee of maritime transportation in January 2011 Participants recommend that PERSGA would adopt the MoU until having it realised and entering in effect. The following framework is suggested: - Amended MoU to be sent by Dr. Badran to the participants by August 1 st Feedback from the participants on the amended MoU continues to October 20 th Feedback incorporated in the amended MoU and the final draft MoU sent out to the countries officially by PERSGA Secretary General By October 30 th Participants will follow up the official sent MoU in their countries and facilitate an official response to PERSGA - A second meeting of the committee will be organised after receiving the official responses from the countries; expected in early January 2011 before the meeting at the League of Arab States. This can be the meeting during which authorised persons from the countries are invited to sign the MoU. It suggested that the meeting would take place at PERSGA Headquarters in Jeddah Participants recommended that once the Red Sea and Gulf of Aden PSC MoU is established other MoUs are invited to join as observers and that agreements would be signed with different MoUs for closer collaboration and recognition of each other s inspections Participants recommended that the Secretariat of the MoU and its Information Centre would be based at PERSGA Headquarters in Jeddah Kingdom of Saudi Arabia. Participants would like to express their sincere gratitude to PERSGA for leading the initiative of establishing a PSC MoU in the Red Sea and Gulf of Aden and for its diverse activities in protecting the marine and coastal environment in the region. 18 PERSGA Training Program 2011 Workshop Fact sheet GloBallast Second RTF Meeting PERSGA Training Program Rationale The First GloBallast Regional Task Force Meeting was convened by the Regional Organization For The Conservation Of the Environment of Red Sea And Gulf Of Aden (PERSGA), in the framework of the GEF / UNDP / IMO Project Building partnerships to assist developing countries to reduce the transfer of harmful aquatic organisms in ships ballast water (GloBallast Partnerships), in Aqaba, Jordan, between 29 and 30 June The Meeting was organized with the support of the Jordan Maritime Authority. It was held at the Aqaba Marine Park. The primary objectives of the First GloBallast Regional Task Force Meeting were: a) to discuss and agree upon the Terms of Reference for the Regional Task Force; and, b) to discuss and agree upon the principles and main elements that should be included in a Regional strategy on ships ballast water management. All PERSGA member states were invited to participate in the Meeting. The following member states attended the Meeting: EGYPT, JORDAN, SAUDI ARABIA, SUDAN, YEMEN. Due to unforeseen reasons Djibouti did not participate in the Meeting. Also participated in the meeting: Dr. Jose Matheickal (IMO), Dr. Mohammad Badran (PERSGA), Also participated in the Meeting a number of representatives of different stakeholders in Jordan. Capt. Moataz Farrag from the Arab Academy participated as a consultant. 20 PERSGA Training Program 2011 Workshop Fact sheet Assessment of Risks from Climate Change Induced Sea Level Rise and Coastal Floods Rationale PERSGA has developed a regional strategy and program for adaptations to the Climate Change (CC) impacts, and initiated its implementation since The strategy focuses on capacity building, conduct vulnerability assessments, public awareness, strengthening the climate change observation system, and support implementing on-the-ground activities of ecosystembased adaptations. Several training workshops have been organized within the framework of implementing the capacity building component of PERSGA strategy focusing on various themes such as coastal vulnerability assessment, regional climate variability and adaptation projects preparation and funding mobilization. Like many other parts of the world, coastal areas are likely to be more vulnerable to CC impacts than other localities inland in PERSGA region, mainly because of the anticipated impacts of sea level-rise. Moreover, in PERSGA region increased incidents of torrential rains associated with flash floods in coastal areas have recently been reported, causing serious damages to coastal infrastructure and populations. This has raised serious concern about the potential impacts of climate change on coastal areas of the region, and the need for building capacities for risk assessment and early warning system to improve the adaptive capacity. Therefore, PERSGA will organize this training workshop on assessment CC induced flooding risks in coastal areas as part of its continuous efforts to strengthen adaptive capacity in the framework of implementing PERSGA Regional Adaptation Program for the Red Sea and Gulf of Aden region. Objectives The workshop training program is designed to assist the participants acquiring the background conceptual approaches and methodologies for coastal flooding risk assessment, due to climate change induced sea level rise, torrential rains and flash floods, storm wave surges etc. The workshop will also provide a platform for discussing mechanisms for data and information exchange in the region, and establishing regional systems for risk mapping and early warning for both slow-onset hazards such as inundation and shoreline retreats from sea-level rise; and rapid-onset hazards such as storms, torrential rains and flash floods. Participants Participants in this workshop will be the officials and specialists in charge of national assessment, planning and program related to climate change impact assessment and adaptations in coastal areas. 22 PERSGA Training Program 2011 Workshop Fact sheet Regional Indicators for Integrated Management of the Red Sea and Gulf of Aden LMR Rationale Establishing Regional Indicators is critical to assessing progress and outcomes of integrated coastal marine ecosystem management. Regional Indicators will allow for monitoring and evaluation of effectiveness and progress, and to identify priority actions and options in the sustainable management and environmental protection strategies and plans. Through a partnership with IOC-UNESCO, PERSGA has launched a process to develop a set of Regional Indicators since last year. This involves training of experts from the region on the concept and methodology for developing effective indictors, preparation of a preliminary list of indicators; confirm a set of agreeable indicators, and finally application of the Regional Indicators pilot assessments in PERSGA countries, a process which is planned to be guided by national team leaders. An inception training workshop was conducted in October The workshop was attended by specialists from the region, who received training and participate in the preparation of a draft set of regional indicators. This draft set is currently being screened through consultation with regional experts to develop the final set of Regional Indicators that are directly linked to PERSGA Regional Action Plan and operational program. It has been proposed that a training of trainers workshop is required to be arranged for national specialists who will lead pilot assessments in the countries. In this workshop participants will exercise application of the Regional Indicators. This will facilitate harmonization of the regional assessment and ensure that national specialists comprehend the approach. Therefore, PERSGA is organizing this workshop to facilitate application PERSGA Regional Indicators in the upcoming assessments measuring progress in implementing Regional Action Plan and its overall objective of integrated management of coastal marine ecosystem in the region. Objectives The workshop training program is designed to assist the participants acquiring the background conceptual approaches and methodologies for applying a set of Regional Indicators for measuring outcomes and progress of the Regional Action Plan and integrated coastal an marine ecosystem management of in the region. 24 PERSGA Training Program 2011 Workshop Fact sheet Modeling Chemical Spill Incidents PERSGA Training Program Rationale In accordance with its mission to facilitate implementation of Jeddah Convention and the Regional Protocol of Protection of the Marine Environment from oil and other hazardous Chemicals (1982), and its continuous collaboration with international organizations, namely the International maritime Organization (IMO), PERSGA shall enhance cooperation among member states, in taking the necessary and effective measures to protect the coastal and marine environment in the Red Sea and Gulf of Aden from the threat and effects of pollution, by oil or other harmful substances that may result from marine emergencies. The tonnage of chemicals exported and imported by countries of the region, and that in transit through the Red Sea is steadily rising. This suggests that incidents that could or would cause damage to the marine environment and risks to public health are distinctly probable. An essential requirement for Response and Contingency Plans implementation is building capacities to ensure that the bodies responsible for management are able to efficiently deal with such hazardous incidents of chemical spills. Acquainting methods of predicting the fate of chemical spills including trajectory models; chemical pollutants types, toxicity and reactivity; equipment and tool requirements etc., in addition on-scene drilling and exercise are important to ensure best preparedness and response performance. Objectives The main objective of the workshop is to introduce and provide training on use of a mathematical model for prediction of the behavior of chemicals in the case of a chemical spill incident. The training will be based on a model that will be bought and installed at EMARSGA targeting best available knowledge and practices in this field. Specific objectives of the workshop include the presentation and discussion of: Chemical spill modelling basics and essential data requirements- what makes an effective modelling system; Combating marine chemical spills options, techniques, equipment and their limitations and a hypothetical scenario (desktop drill) for a major chemical incident involving vessels. Introduction of the model; use, applications of the model and practical training on it Demonstration of spill modelling using hypothetical incidents in the Red Sea and Gulf of Aden. Discussion of the best possible modes of collaboration to make optimum use of the model Future responsibilities and commitments of PERSGA / EMARSGA and the countries for extended benefit of the model Development of a National Marine Chemical Spill Response Contingency Plan and training programs Case study Australia.
