1 PORT STATE CONTROL OFFICER JOB DESCRIPTION (a) Prime Function/Purpose of Job The Port State Control Officer is answerable to the Manager Ships Inspection in the conduct of Port State Control inspections for port of entries in Fiji and assist in the conduct of other regulatory roles as may be requested by other technical managers with the prior approval of the Manager Ships Inspection. The Port State Control Officer is responsible for: 1. Assisting the Senior Surveyor (Port State Control Officer) in developing plans and program for port state control inspection. 2. Conducting all Port State Control inspections in Fiji and maintain high level of work ethics. 3. Daily check the Tokyo MOU APCIS database for the status of foreign vessels visiting port of entries in Fiji and identifying whether an initial or follow up survey is required. 4. Assist in the development of Port State Control (PSC) checklist and procedures. 5. Attending to ship owners and seafarers queries on Port State Control inspections with respect to the PSC IMO instruments. 6. Assist in the training and mentoring of trainee Port State Control inspectors. 7. Ensure Port State Control functions are carried out and Port State Control inspection reports are submitted in a timely manner that is the data is entered into the Tokyo MOU database immediately after inspections. 8. Assist in the conduct of Marine Casualty Investigations as and when required by the Manager Ships Inspection. 9. Assist in the conduct of valuation surveys as and when required by the Manager Ships Inspection. 10. Assist in the conduct of maritime audit of lifesaving appliances service centers and shipbuilding facilities as and when required by the Manager Ships Inspection. 11. Assist in oral examination for deck or engineer officers from Watch Keeper, Class 3, Class 4, Class 5, Class 6 Masters/Engineer and Ratings as and when required by the Manager Qualification and Licensing, with the approval of the Manager Ships Inspection. (b) Principal Objectives and End Results expected of the job 1. Analyze ships information in the Asia Pacific Computerized Information System (APCIS) database to determine: (i) particulars of vessel (ii) type of vessel (iii) sequence and status of survey (iv) type of survey to be conducted (v) sight records of any previous deficiencies and to a certain whether a follow up inspection is required (vi) history of past surveys, survey trend and vessel s status. 2. Carry out detailed inspection of all foreign vessels visiting our ports to ensure the vessels meet the requirements set out in the PSC instruments according to the size of the vessel as per IMO Conventions requirements. 3. After each inspection, PSC report forms to be correctly filled and the correct data entered into the Tokyo MOU APCIS data base. 4. Discuss with the Master of foreign vessels deficiencies identified during the initial or follow up inspections.

2 5. Ensure that all vessels arriving in Fiji ports are inspected and the PSC records are updated in the APCIS database. 6. Conduct PCS inspections of different Ports of entry in Fiji. 7. Attend relevant PSC workshops and prepare detailed reports of workshops attended and training of PSC officers as required. 8. Assisting in training and mentoring of trainee PSC officers. 9. The end result of the above would be: (i) Improved PSC inspection performance. (ii) Increased number of PSC inspections. (iii) Better coordinated PSC inspection program. (iv) Lift the status of Fiji s performance in PSC. (c) Job Dimensions Give details of staff and total level of costs within the organization under your overall control. If not appropriate, please leave blank. Chief Executive Officer Manager Ships Inspection Senior Surveyor (PSCO) PSC OFFICER (e) Knowledge, Experience, Skills and Attributes Required 1. A mature person with a Watchkeeper Class 3 Master and or a Watchkeeper 3 Engineer with sufficient sea going experience to attend a Class 2 Master and or a Class 2 Engineer course of instruction. 2. Sound knowledge of Maritime Legislation and IMO Conventions and Protocols as amended; 3. Proven ability to perform collaboratively within a multidisciplinary management team which includes such diverse disciplines as standards & compliance, qualification & licensing, port regulatory & emergency response, enforcement & compliance, maritime security/safety, quality assurance and corporate services. 4. Proven ability to undertake research and analysis on Port State Inspection issues. 5. Well-developed written and oral communication skills, interpersonal skills, and the ability to communicate

3 effectively. 6. Capable of working after hours and during the weekends, or as when required by Manager Ships Inspection. 7. Assumes full responsibility for own action and is determined to meet the goals and objectives of the Division. 8. Self-motivated. 9. Well-developed written and oral communication skills, interpersonal skills, and the ability to communicate effectively. 10. Must be computer literate. 11. Have a valid Drivers license. The following are considered essential: (Please include qualifications and training as necessary to meet positional objectives) 1. To be an appointed Port State Control inspector. 2. Attended the Tokyo MOU basic and advance training in Japan for Port Sate Control Inspectors. 3. Attended other required training by the Tokyo MOU secretariat. 4. Attended audit basic course. 5. Attend advance Diploma in nautical science or Marine Engineering and attain Class 1 Master or Class 1 Chief Engineer certificate of Competency. (f) Span of Control Indicate the level of responsibility for section, branch, division, organization, group etc; functions controlled, and involvement in implementing, recommending or setting organization policies. 1. Organizational wide: (i) Shipping agencies foreign shipping estimated time arrival, (ii) Vessels companies and Vessel owners discuss deficiency issues (iii) Various Port Sate for foreign vessels - discuss deficiency issues (iv) Sea farers discuss MLC issues 2. Responsible for the following: (i) Assisting the Senior Surveyor (Port State Control Inspector) in formulating and implementing procedures for port state control inspection. (ii) Assisting the Senior Surveyor (Port State Control Inspector) in the development and implementation of PSC inspection program. (g) MSAF Levels and Freedom of Action Tick the appropriate boxes to indicate the level of MSAF exercised. 1. Conduct of Port State Control inspection. 2. Research of vessel inspection status on Tokyo MOU APCIS database. 3. Entry of inspection data into APCIS database after verification from Senior Surveyor (Port State Control Inspector). 5 Briefly indicate the main challenges encountered and the nature of impact the job has on the organization s success/results The Vision of MSAF is to be a dynamic, internationally respected regulator, provider and promoter of maritime safety, and marine environment protection. The challenges to Surveyor (Port State Control Inspector s) position are: (i) To ensure that the procedures and guidelines in the Tokyo MOU manual are followed. (ii) To ensure that MSAF s vision and mission are maintained in the conduct of his/her duties. (iii) To maintain communication with other MSAF technical departments to ensure that MSAF mission is achieved. (iv) To ensure that all port state control inspections are carried out in a timely manner and PSC inspection report is submitted immediately (same day). (v) Ensuring the highest possible level of customer service is delivered at all times, in compliance with MSAF s Customer Service Charter. (vi) Undertake any other duties as required by the line manager/head of department. (k) Additional Information Relevant to the Position List any further details which you feel are significant and which have not been covered elsewhere in the form, i.e. Statutory constraints, special areas of contribution, special projects undertaken etc. 1. The incumbent would be required to assist other technical divisions with oral examinations and assessments, investigation of marine oil spills and reports of incidents and accidents when required. 2. There is a need for further training in PSC inspections and especially to Class 1 Master and Class 1 Chief Engineer level.
