4 COOPRATIVE MEMBERSHIP Marshall Island ( accepted in 2011) Peru (Accepted in 2013 Cambodia ( state is interested until today no formal application made)

5 OBJECTIVE Is to establish an effective port State control regime in the Asia-Pacific region through cooperation of its members and harmonization of their activities, to eliminate substandard shipping to promote maritime safety, to protect the marine environment and to safeguard working and living conditions on board

6 RESPONSIBILITY AND OBLIGATION Avoid inspection which has been inspected by other Authorities within the previous 6 months Inspection carried out by Qualified and Competent PSCOs Endeavour to secure the rectification of deficiencies found If deficiencies cannot be rectified at Port f inspection Authorities may allowed ship sail in accordance of Tokyo MOU procedures to port where deficiencies can rectified. Shall also notify the authority where ship to call If inspection found to be vessel substandard authority may suspend the inspection

25 CRITERIA Flag State performance -The Black, Grey and White list for flag State performance is established annually taking account of the inspection and detention history over the preceding three calendar years and is adopted by the Tokyo MOU Committee as published in the Annual Report VIMSAS Audit- report By Flag State RO -Recognized Organizations of Tokyo MOU are those recognized by at least one member Authority of the Tokyo MOU, The performance of all Recognized Organizations is established annually taking account of the inspection and detention history over the preceding three calendar years and is adopted by the Tokyo MOU Committee as published in the Annual Report
