Executive Summary Westway Trust has embarked on an 18-month engagement and consultation programme to appreciate the needs, wants and requirements of the local community; to understand what infrastructure needs to change; and to carefully consider how we make sure any changes enhance the culture and history of the area. Over the last 18 months we have conducted several consultation exercises and had in-depth contact with over 1000 people and held over 200 meetings with groups, including groups that have opposed aspects of the scheme (Westway 23), service users and individuals to understand what matters most about the area. We also conducted a trader survey to understand the market conditions and a visitor survey to understand market trends and visitor demands. We have sought to deepen relationships with groups, members and stakeholders interested in the project. Westway Trust is part of the community and we very much value the area s distinctiveness and individuality. We have tried to reflect and celebrate important historic and cultural facets in the plans to provide continuity and enhance our connection to the roots and identity of the area. Our engagement efforts culminated in a public exhibition in November The overwhelming sentiment towards the scheme is positive, with Chairs of local residents associations, local arts promoters, local interest group leaders and Councillors all expressing publicly their support for it. The day of the exhibition we received very favourable publicity from the Evening Standard and the London Weekly News. To provide the community with more comfort that we will deliver on our promises, we have made public a Manifesto that has been updated as we have consulted. Our engagement does not stop with the planning application. As our plans progress we will engage with people on the uses for the arts, culture and civic space, the make-up of the shops/ studios / pop-up units and about activities we can deliver across the site. Our commitment is to make sure that all groups have the opportunity to have their say, effect and influence the use of the spaces that we will create in the future. Page 3 of 42

Introduction The Portobello Scheme refers to the coloured areas at the junction of Portobello Road and the Westway including Portobello Green, Portobello Green Arcade, Acklam Village and Acklam Road Car Park. The aim of the project is to improve the area where Portobello Road meets the Westway, specifically to: Provide more market and trading opportunities, and support a thriving local economy Make the area feel safer and more inviting Make the place cleaner, greener and easier to get around Provide more jobs and training opportunities Provide space for arts, culture and civic activities Bring more activity to the area on non-market days A Supplementary Planning Document which was widely consulted on was adopted by RBKC in December 2012 set out the approved usage for space under and around the Westway. Using the SPD and our aims for the project as a starting point, Westway Trust commissioned a leading local architect to lead on the development of designs for the area known initially as Portobello Village. Stiff & Trevillion were appointed in November The first set of early concept designs were produced in March 2015 and we have embarked on a detailed and informative engagement and consultation process since then. The Trust has consulted concurrently on plans for Portobello Village (Acklam Bays, Acklam Car Park, Acklam Road and Thorpe Close Arcade) and Portobello Green. Separate planning applications are being made in relation to Portobello Village and Portobello Green. This Statement of Community Involvement relates to plans for both sites and is submitted in support of both applications. Page 4 of 42

5 This paper provides a chronological account of the process (see below flow graph) we have followed to refine and adapt the proposals to meet the community s needs, wants and requirements. Page 5 of 42

6 3. Stage 1: the initial concept proposals (March August 2015) We identified the key stakeholder groups for the area and developed a consultation strategy to ensure the key stakeholders were informed of the proposals and had a range of opportunities to give feedback to Westway Trust. These opportunities included door knocking, having a market stall, visiting businesses in the area and holding a number of workshops. The following is a summary of the consultation activities we undertook in the spring/ summer 2015: Setting up a dedicated address for people to comment Regularly attending meetings of the Golborne Forum to give updates Attending Market Street Action Group meetings each quarter Face to face conversations with residents directly around the site to promote the exhibition in March We undertook a door knocking exercise of residents on Cambridge Gardens, Oxford Gardens, Norfolk Mews, some of the blocks on Swinbrook Estate, Raddington Road and Blagrove Road. If we had no response we left a leaflet with details of the exhibition. The public exhibition was held on March 6 th and 8 th to launch the proposals. The exhibition was open from 11-6pm each day. Members of staff from Westway Trust and Stiff and Trevillion were present to take people through the proposals and answer their questions. Attendees could provide feedback on feedback cards which they could leave with us on the day or return via freepost. On Friday 6 th March we operated a stall on the Portobello market with a set of plans to speak to traders as we recognised it would be difficult for them to leave their stall unattended. 160 people attended the exhibition and stall over the 2 days. Regular face to face meetings with all tenants in Portobello Green Arcade to discuss the plans and to answer questions. These meetings started before the public exhibition as the tenants would be greatly impacted by the refurbishment of the Arcade and it was important to get their support for the plans at an early stage Regular face to face meetings with neighbouring retailers on Portobello Rd to discuss the plans and to invite them to the exhibition and then to provide regular updates Production of In Portobello newsletter distributed to 5000 households and businesses with updates on the development. This will be a regular newsletter. Setting up the Westway Markets and Retailers Working Group as an advisory group to the Trust on issues affecting the market traders and retailers. Members of the group represent the Vintage Market traders and management, the street market management, tenants of Portobello Village Arcade and retailers from Portobello Road. Keeping the Westway Trust website updated Distributed letters to all market traders in May 2015 with FAQ s and information about the retailer/trader survey Commissioned an independent survey of market traders and retailers in the area Attended parent forum in Colville Primary School in June 2015 Operating a stall on the Vintage Market on each Friday for 8 weeks from May 15 th 2015 Distributing a factsheet to businesses on Portobello Road from the Westway to Oxford Gardens in May 2015 answering key issues which had been raised during and post the March exhibition Arts and Culture Open Meeting September 29th Page 6 of 42

The group agreed a terms of reference and appointed local councillor, Cllr Monica Press as the Chair (Cllr Monica Press is involved in the Market Page 7 of 42

8 Street Action Group and the Portobello and Golborne Management Committee and has a lot of experience). 3.2 Community response We received feedback from 750 people on the concept proposals. The feedback fell into three broad categories. a. Improvement plans must preserve the heritage and character of the area Keep the wellbeing and heritage of the vintage market at the heart of the plans Retain independent shops, rather than high street chains Support independent traders and make it affordable Reconsider plans for a roof top garden and a restaurant over the market Limit private housing; new housing to include social housing Do not replace the existing canopy with a building Preserve the Spanish Civil War Memorial b. The physical space and infrastructure needs improvement More seating areas, signage, lighting and trader toilets Improve security and safety Retain the open space and make more inviting to families and older residents Make the area greener Reduce noise with sound proofing to the spaces under the motorway Improve the arcade, so that it brings more life to Thorpe Close and the surrounding area, particularly outside of market day c. Improvements must provide more opportunities for local people Create jobs and business opportunities for local people Enable more trading days Create opportunities for arts, cultural and community events and activities to attract more people Ensure enough provision of facilities and activities for young people Introduce activities seven days a week under the canopy and use the space outside of market days for community and cultural activities In response we refined the proposals and produced a set of principles, which we consulted on in the phase two of our engagement. 4. Stage 2: principles (March - July 2016) This next stage of engagement was multi layered and involved contacting local residents through an intensive programme of door knocking, attendance at resident association meeting, organising member group meetings and engaging local interest groups. The aim of this stage was to establish support for the principles of the scheme. See appendix one and three for a map detailing the principles and leaflet (Under the Westway) explaining the principles of the scheme. Page 8 of 42

9 During the door knocking campaign we knocked on over 700 homes, and spoke to over 160 people. Some of the blocks closest to the scheme were knocked a minimum of once, while others were knocked twice. If there was no answer whilst out door knocking we left a sorry we missed you card (see appendix two). The Under the Westway leaflet also contained a questionnaire asking how else we could improve things. In total we received 50 responses to the questionnaire. There were three weeks on a stall in Portobello Road that made the questionnaire and map available, while staff were on hand to answer any questions. This process of engagement (detailed in table below) included organising Westway Trust Member Organisation meetings to get their feedback, and updating local interest groups including Golborne Forum, Tavistock Crescent Residents Association and Swinbrook Residents Association. Specialist market management group meetings were also engaged and these included the Market Street Action Group. Feedback we received from the workshops on the Green about the Green and public realm from the 88 people that attended pointed to: Remove the railings along Thorpe Close and replace with steps Improve access to the green the current entrances are narrow and steep Open up the Ladbroke Grove end of the green to reduce ill-treatment of the park and make this area the natural play/environmental education/wildlife/biodiversity area Use the same palette of materials for the surface treatment, and have consistency in lighting, seating and planting from Thorpe Close through Portobello Green and Acklam Road Ensure there is opportunities to have a built up stage area (permanent or temporary) Retain the grassed area and keep as many mature trees as possible Improve lighting on the green and Thorpe Close Better and more seating needed. Wooden seating would be better than the current metal seating. Designed so it is not used for sleeping. Planting - use species that are particularly good at dealing with air pollution could be used as a demonstration site When designing the public realm on Acklam Road be sure not to impact negatively on the market The desire for play space was a common theme, though not formal play equipment, but more natural play Page 10 of 42

11 Add a tree house/eco structure to the design to use as an outdoor classroom and an air quality monitoring station From the feedback we received during Stage 2 we refined the proposals, produced a statement of intent and created a Manifesto with a set of commitments, and these were incorporated into the exhibition boards. Statement of Intent With the revised plans we commit to: Create better economic conditions locally for the market and independent business to thrive. Improve the trading conditions toilets for visitors, storage space and versatile units. Create more opportunities for local expression, entrepreneurship and employment. Put local culture and heritage at the heart of the plans. Provide more open spaces for the community to come together and socialise. Make it easier for people to find the area and move around it. Make the area feel safe, particularly at night. Celebrate local identity & sense of place Manifesto You Said Create better economic conditions locally for the market and independent business to thrive. Improve the trading conditions toilets for visitors, storage space and versatile units. We Will 1. Create a variety of refurbished spaces and units for retail and trade. 2. Rotate shop fronts in the Arcade to face the street. 3. Support more trading hours and days. 4. Make sure new indoor entertainment and performance spaces are fully sound proof, are insulated and kitted out with the latest technology, sound, image and lighting capability and have bar facilities. 5. Use new pop-up units on Thorpe Close to test and develop new ways of activating enterprise and social activity on a flexible, meanwhile basis. (The pop-up units will be submitted in a separate planning application.) 6. Grow the critical mass of traders and retailers to attract more visitors and locals. 7. Provide a signature entrance to Thorpe Close seen from Ladbroke Grove tube. 1. Create 6 new visitor and tenant toilets in Acklam and 3 in the Arcade. 2. Provide 2033 square feet of storage in Acklam (double height space to allow for racking). 3. Provide a range of units catering for a variety of enterprises, including 13 new kiosks in the market hall. Page 11 of 42

Build in requirements for our contractors to take on local people including 5 new apprenticeships through the scheme. 1. Create a state of the art multi-functional arts, culture and community space at Acklam 2. Create flexible spaces for entertainment and performance in the Arcade market hall. 3. Produce a programme of entertainment, arts, performance and activity throughout the year that activates the space and encourages repeat visits. 4. Create platforms for local creativity and talent. 1. Link the market hall to the canopy area through improvements to connecting street. 2. Remove the hoardings on Acklam Road and in its place provide seating and greening. 3. Restore the open and sweeping sightline along Acklam Road under the motorway. 4. Remove the railings and retaining walls on the Thorpe Close and canopy side of the Green and provide stepped seating in its place. 1. Make the shop fronts and the market hall more visible from Portobello Road, spiking interest and curiosity. 1. Make sure our programme of entertainment, arts, performance and activity takes place in the evenings as well as the daytime. 2. Create the conditions for a responsible vibrant night time economy. 3. Open up spaces, so there are limited hideaways. 4. Introduce more lighting. 1. Keep market canopy. 2. Echoes of Spain mosaic to be kept and made more prominent. 3. 13 5. Stage 3: public exhibition The public exhibition boards can be found in appendix 6. Prior to the exhibition we socialised a presentation of the exhibition boards with around 80 representatives (see table below) of the community and interest groups, who helped to finalise the plans and presentation during that period. Attendees were actively encouraged to complete a feedback form after they had seen the exhibition. We received 89 feedback forms. 5.1 Community response Overall the general sentiment at the exhibition was positive. People told us that they felt that the scheme had been refined and reflects issues important to the area. The Evening Standard and Get West London featured the proposals on the 14 th November with favourable coverage (see appendix 8). 16 Sound proofing and heat insulation is desperately needed Support for the concept of flexible, multi-use operation Questions about how the interior space will be designed and how it will be operated Very important to make sure the space and its uses live in to Westway Trust s commitments to put local culture and identity at the heart of the plans Market conditions and market traders Retail The introduction of toilets and better market storage is welcomed Creating the right market environment is important to make sure the market continues to thrive Interest in potential for changes to market operator and the mix of markets we might encourage Important to consider how the market works along Thorpe Close when Portobello Green is opened up Some retailers expressed concern about a possible impact smells, rubbish and food spillage on their stock - of hot take away food next to their shops Current traders would like certainty about future rents and pitches Questions about parking provision for traders was raised Keeping the focus on independent retailers and shops is important Making sure there is a positive relationship between the market traders and retailers needs careful consideration, particularly where market stalls are close to shops Ensuring the market complements and works well with the retail offer is crucial Ensuring a balance of retail, studio and makerspaces is important Consider affordable options for new entrants to help local enterprise grow Exploring ethical and cooperative outlets for good food provision in the area Greening/Environment Broadly positive response to the plans for Portobello Green, especially opening all or part of it up More to do in greening the buildings including the possibility for solar panels on the roof of the housing block. The additional safety consideration, lighting and signposting are all welcomed Consensus for a more proactive approach to tackling air pollution, including a desire for Westway Trust to work with Transport for London to see what can be done to green the motorway. Many people are keen to be involved in the next stage design and landscaping Housing Affordable housing aimed at those on incomes equivalent to nurses and teachers was very much welcomed Some concerns about the impact on new residents of noise and air pollution from the motorway Ensuring the housing remained affordable in perpetuity is important Ensuring the homes were built to high environmental standards was also raised Page 16 of 42

17 Financing the scheme A number of people were interested in how the scheme would be financed Following the public exhibition we have now updated our Manifesto (see appendix 9) and refined the proposals ready for planning submission. We are confident that we have been able to respond to the majority of the comments made. Many of the points raised at this stage were about who benefits and operates the arts, culture, civic and performance spaces, the future choreography of the market and the uses of the pop-up/retail/ studio/ shop units, all of which requires further engagement with the community, which we are committed to do. We have already launched a recruitment campaign to set up an Arts Network made up of local people that will inform decision-making regarding the arts, culture and civic space. Page 17 of 42
