2 WINNER In 2014 Councillors assigned money to address key economic issues facing the borough one of the issues identified was the retail sector (in particular small independent businesses) and 50k was allocated to support the sector. In partnership with the Poole Town Centre Management Board, the Economic Development team created a suite of projects to help small businesses and town centres in the borough including: Funded Small Business Saturday on 6 December where leaflets were delivered to businesses and residents around Poole, Parkstone, Ashley Cross and Broadstone town centres and posters were displayed on buses promoting small businesses and encouraging people to buy from local shops. A designated Facebook page was created and posters were displayed in shops advertising offers. The Christmas Park and Ride was free on this day (paid for by this project) which doubled the amount of users of the service (and visitors to the town) compared to the same Saturday in Funded Top of the Shops where shops are mystery shopped and assessed against a number of criteria. Businesses are given a report of the findings with recommendations on improving customer services and visual merchandising. BoP also part-funded the Top of the Shops award ceremony to celebrate the best shops. Participating businesses have also been given a free Training Needs Analysis (paid for by BoP in 14/15 but starting in June 15). Funded Independents Day (4 th July 2014) promoting shopping locally. Independents Day urged residents to buy at least one item from a local business and celebrated the value of independent businesses to the economy. The event also offered a package of support to help small businesses develop their skills. This included a Facebook campaign. Applied small business rate relief to all eligible businesses. Used business networks to ensure small businesses in the borough checked their invoices to ensure this had been applied. Part-funded the feasibility study and assisted with the application for BID loan fund for a Business Improvement District (BID) in Poole town centre. BID loan application was successful and 45k loan has been received. Work is now starting on the full BID application and the ballot will be held in Opened a pop-up shop in Poole High Street and allowed business start-ups, small businesses, charities (including Princes Trust), education establishments, social enterprises and DUET (see below) to use it for free (September 2014-present). BoP refurbished the unit and paid the rent, the staff (so users could leave their goods), business rates, water and electricity. There were over 50 users of the shop in first 6 months, more if you include groups). Footfall to this part of the High Street has increased benefitting other small neighbouring small businesses. Part-funded and promoted the Driving Urban Enterprise (DUET) scheme to help residents from deprived areas start-up businesses. Allowed customers from DUET to use the pop-up shop. Provided funding for the Christmas Santa parade to increase footfall to the quay and town centre. This attracted 7000 visitors. 1
3 North Dorset District Council In support of its strategic priority of Economic Growth, North Dorset District Council has developed an Economic Growth Fund of 56,300 per annum. The North Dorset Economic Growth Fund aims to support projects which achieve growth in the local economy through commercial activity. The focus of the Growth Fund is in two main areas: o o Support for start-up & micro businesses Support for projects applying to the Northern Dorset LAG LEADER funding programme, e.g. feasibility work, developing pilots, small scale match funding Description of goals/rationale The aims of the Economic Growth fund are to support the local economy by: Unlocking potential Supporting innovation Adding value Improving skills and the labour pool Helping to retain young people Levering in additional funds & resources Full project description North Dorset Economic Growth Fund was launched in October 2014 and ran initially as a pilot project enabling businesses to apply for a grant of up to The District Council visits almost all potential projects, and this gives the opportunity to get a wider view of the business and link the business in with the other support available, e.g. Growth Hub, DorMen, which has proved a real benefit. Following the pilot period, the current focus of the fund is start-up & micro businesses, and also support for projects which want to draw funding from the EU LEADER funding programme, enabling us to maximise the leverage of funds into North Dorset. Maximum grant levels have also been reduced slightly to 4k. The model of support that the fund has created is now embedded at a local level, and has had a huge impact for individual businesses and for the local economy. The fund has acted as a catalyst and given the businesses the confidence to step up to the next level, and has also enabled some projects to be ready to apply to the Northern Dorset LAG LEADER programme when that starts this autumn. Project outcomes and benefits delivered as a result for local businesses The fund has removed some of the barriers that start up and small businesses face, through small grants, mostly for equipment & improvements to working facilities, and giving them the confidence to move up a step and fulfill their potential. And also by enabling us as a Local Authority to offer business support at a local level, diagnosing business need and promoting other business support services across Dorset. To date, we have awarded 52,000 supporting 16 businesses in North Dorset (including 2 business related projects from not-for-profit organisations). Initial monitoring feedback has shown that these grants have made a real difference, both to the development of the business and to the wider local economy. By April 2016 it is anticipated that the following general outcomes will be met: Jobs supported and created Viable Start-ups & micro-businesses supported Improved skills Promotion of the district, increasing visitor numbers & spend Feasibility/development work for projects for programmes such as LEADER 2
4 Purbeck District Council Dorset Green Site acquisition and phased investment in workspace and innovation facilities. Summary This project is designed to provide immediate opportunities for small businesses to base themselves at Dorset Green, a strategic employment site, the owners of which have gone into receivership. Purbeck District Council has taken swift and decisive action to reinstate confidence in the site by securing public sector control over 6.2 hectares of the 40.5 hectare employment site. PDC will this year commence building 20 small workspace units (totaling 1800 sq metres) and is seeking government funding for further innovation facilities on the site and aiming to secure Enterprise Zone status for Dorset Green. Together with 0.927m of its own funding the Council has secured equivalent match funding from Dorset County Council and 0.6m of government investment support through the LEP. The planned public sector investment has provided confidence for the largest employer on the site, Atlas Elektronik, a world class advanced engineering company, to announce its own ambitious business expansion and land acquisition plans. Jointly public and private investment secures the future of the site for high quality secure employment use, as well as addressing the expressed demand for modern fit for purpose small workspace. Jointly we have secured the future of 400 existing and 100 new jobs. Rationale - On 9 th September 2014 ZBV (Winfrith) Ltd, the leasehold owner of Dorset Green, one of the counties strategic employment sites, went into receivership. During its 8 years site ownership employment numbers have reduced from 1200 (2007) to 400 (2015). Most of the small and medium sized enterprises on the site have closed or moved elsewhere and business interest has been turned away. The site has had no investment in new workspace for 15 years and needed to be saved from total collapse. Purbeck District Council realised that land ownership and targeted investment would enable the urgently required small workspace for new and growing small and medium sized enterprises. Project Description Working jointly, the District and County Councils will acquire 6.2 hectares of open land from the HCA (Appendix 1). Phase 1 will involve the development of an 1800 square metre workspace scheme providing modern functional accommodation for small business use. The proposal for year 2 and future years is to release half of the site as serviced plots and develop the remaining land as an advanced engineering innovation centre for small spin out and supply chain businesses for the defence related advanced engineering cluster on the site. Outcomes and benefits for local businesses The immediate (August 2016) measureable outcomes will be 20 small business units. The units will be available at market rents on easy in easy out terms for small businesses for which there is a clearly expressed demand. Evident is a renewed confidence in the site which has led to decisions by the remaining larger companies, buoyed by the support of the public sector, to confirm their future on the site, through approved growth proposals and through taking ownership of their site. 3
5 WINNER Best All Round Small Business Friendliness In the 2014/15 financial year the (BoP) has: Funded 3 x 2 day New in Business Courses with 12 attendees at each. The courses covered: business planning, legal, tax and regulation, sales and marketing, finance and accounts. The start-ups were provided with light-touch telephone and online advice with follow ups at 3 and 6 months to monitor progress and identify key issues. The project was well attended and well received. Paid 7k to extend the Dorset-wide project to support SMEs with their digital capabilities (website design etc). This focused on the retail sector and on service providers, sole traders and small enterprises. Between Jan-March small businesses in Poole were assisted. Signposted and helped local small businesses to apply for funding from the Dorset Growth Hub. Poole businesses received 337,490 of grant funding from the DGH which was matched by 2,094,658 of their own funding. This created 71.5 jobs in Poole. Opened a pop-up shop in Poole High Street and allowed business start-ups, small businesses, charities (including Princes Trust), education establishments, social enterprises and DUET (see below) to use it for free (September 2014-present). BoP refurbished the unit and paid the rent, the staff (so users could leave their goods), business rates, water and electricity. There were over 50 users of the shop in first 6 months (more individuals if you include groups). Footfall to this part of the High Street has increased benefitting other small neighbouring businesses. Relaunched the Dorset Engineering and Manufacturing Forum helping over 200 engineering companies across Dorset. Bid for and delivered the Dorset Skills Hub. This provides IAG and signposting for small businesses with regards to their skills needs. The Dorset Skills Hub also brought in nearly 500k worth of fully funded accredited courses for Dorset SMEs. Funded and produced the 6th edition of the Poole Business Directory. This provides updates on business support services in the borough, projects and business services together with contact details across the conurbation and is vital for small business marketing/support. Created a business support and advice brochure which is a one-stop shop for business support in Poole including information on business support organisations and their offer (including FSB), funding, carbon reduction, exporting, financing, skills and employment (including apprenticeships), key sites and the Dorset Local Enterprise Partnership. Part funded the Driving Urban Enterprise (DUET) project, which has assisted people across the most deprived wards of Dorset to start-up a business. In Poole there were 78 assists, 26 trading starts and 6 social enterprise starts. Promoted the 3k SME superfast broadband connections voucher scheme to our business networks to help small businesses grow and access new markets, increase productivity and future-proof their business. Created Poole Economy at a Glance leaflet for businesses, residents, and Councillors detailing key statistics on the economy in Poole. Referred businesses to FSB, Dormen, DCCI, Poole Chamber, Dorset Growth Hub and Business Angels for business advice, mentoring and information on financing. 4
