16 Res & HTR Incentives Incentives are on a First Come First Serve basis, no reservation required. Incentives are paid directly to Project Sponsor. Project Sponsor is not required to pass any incentive payment to customer. PUCT requires the Project Sponsor to disclose that incentives are available through a ratepayer funded program, manufacturers, or other entities.

17 Important Application Dates All Applications Open: Thursday, December 4th, 1 pm Application Submissions: Residential submission: Tuesday, January 6, 10 am Hard-to-Reach submission: Tuesday January 6, 11 am Implementation Start Date: Monday, January 26, 2015

18 Project Sponsor Application Review Criteria Offering a comprehensive set of measures Serving a variety of counties (i.e. underserved) Previous program experience Inspection Results and Feedback Customer Complaints Timeliness in Reporting and Invoicing Installations Maintaining Work Schedule References The time-stamp of your application may play a role in determining the order in which TNMP reviews your application

19 Project Sponsor Requirements Insurance TNMP must be listed as additional insured Subcontractors must also provide proof of insurance (no need for TNMP as additional insured) Refer to SOP Agreement for details on required coverage All appropriate licenses/permits for Duct Efficiency and Air Infiltration HERS, PVT, HPP or BPI certified rater is required to be onsite when Blower Door testing and Duct Blaster testing is administered Minimum three references (utility references preferred) Technical capabilities and experience List of subcontractors and affiliations

20 Project Sponsor Responsibilities Identify project opportunities Verify customer eligibility Must receive Distribution service from TNMP Proposed measures cannot have been retrofitted in past 10 yrs Homes newer than 5 years old will be reviewed Enter into an agreement with Host Customer and have them sign Host Customer Agreement and Customer Acknowledgement forms Maintain Work Schedule Verbally inform customers about the inspection process and that they could be selected

21 Project Sponsor Responsibilities Cont. HTR-Specific Requirements: Hard-to-Reach customers are defined as those customers with a total household income of less than 200% of current federal poverty guidelines. HTR customers must fill out Income Eligibility Self Certification Form HTR have to use the Multi-family Income Eligibility form for apartment complexes and other multi-family dwellings.

24 Key 2015 Changes

25 2015 Key Changes Project sponsors are: Required to obtain the proper city permit before implementation in the respective area Must invoice an installation no later than 30 days after completing installation Work Schedule Project Sponsors must maintain a work schedule, otherwise grounds for program termination Random pre-inspections are going to be conducted for single-family and multi-family projects Communication directly with Program Manager Ashley Erdman about whereabouts may be necessary to coordinate single-family pre-inspections.

26 Other 2015 Key Changes Marketing Materials Project sponsors must submit marketing materials and receive approval prior to using those materials If project sponsor uses unapproved materials, it is grounds for termination Project Sponsors still need to apply for both programs separately, but upload all required supplemental documentation only to the Residential program Transition to TRM Standardized Field Data Sheets required for all customers Homes that are built after 2009 will be reviewed for eligibility
