2 The Electronic Plan Management system (EPM) is an online tool designed to allow architects, engineers, and designers the ability to oversee their projects as they go through the plan review and permitting process. All pertinent information related to the project is visible on the dashboard, with real time updates. The web address is:

3 KEY NOTES: Submit a fillable PDF for Once you have saved the master file for OnSchedule from the Download Application Form, you may use it as a template for all future applications. It is necessary to download over and over if you do not wish. Once you begin completing the form, it is not necessary to fill out all of the information at one time. You may save the form and come back to it at a later time and date. Once it is complete, then you may go to the Download Application Form page and Submit the Application Form.

4 Revisions to On the log in page, log into your account.

5 From the home screen, select Submit Application.

6 On the Download Application Form page, select OnSchedule.pdf.

7 The OnSchedule Review form will open and look like this. At the bottom of the first page, after you have read the terms and conditions, select I Accept or I do not Accept. If you do not accept, the application will not advance.

8 Complete the sections as applicable to your project. Please remember, the project name given here should be an accurate description of the project and will be printed on the Certificate of Occupancy or Certificate of Compliance at the conclusion of the project. If you have had a preliminary review, click yes and place the project number assigned at the time the Preliminary Review application was submitted.

9 Enter the address of the project. When entering the Roadway Type, use BLVD for Boulevard when applicable. Under Type of Work, please choose all that apply. NOTE: Work on Previously Occupied Existing Building is equivalent to previous category, Renovation.

10 Specify if the project will be in phases. Complete the information on Occupancy as applicable to the project.

11 Complete the Building Details as applicable.

12 Enter the Backflow information.

13 Enter the square footage information. Just click in the appropriate square (cell) and enter the related information. The Renovation (SQ FT) or New (SQ FT) should match the Square Foot to be Reviewed value entered earlier in the pdf.

14 Enter the Fire Details. Depending on the information provided, additional questions may be revealed. Enter the Water/Sewer Details.

15 Enter the Zoning Details information. It is importance to provide accurate information on the type of business.

16 Enter the Health Department details as it is applicable. Based on the information provided, additional questions may be revealed.

17 Enter the information for the City of Charlotte as applicable. Please note, if this project is new construction, please contact the City of Charlotte Land Development office for information if you have not already

18 In this section, please enter an accurate detailed description of the scope of work of the project. The more information provided here assists in a more accurate estimation of the project for plan review time and reduces the chance of issues during the plan review process.

19 Enter the Media Type. (The Online (Web) option is for future use. Enter the Property Owner information.

20 In the Key Contacts, please enter the applicable information. When entering the Architect information, it is imperative the information is entered as it appears on the seal holders license. This is crucial to the AE Pass Rate Incentive Program. For more information on this program go to Commercial Plan Review Services, AE Pass Rate Incentive Program.

21 When entering the Electrical Engineer/Designer information, it is imperative the information is entered as it appears on the seal holders license. This is crucial to the AE Pass Rate Incentive Program. For more information on this program, go to Commercial Plan Review Services, AE Pass Rate Incentive Program. Repeat steps for all remaining Engineers/Designers.

22 Once the information is complete, save the form in a convenient location with a file name that will be easy to identify as the project. PLEASE NOTE: You can stop and save the form at any time. It is not necessary to complete the form before saving. You may come back to it with additional information.

23 Once the form is complete and you are ready to submit the project, go to the Download Application Form page. Click on Browse to upload your saved pdf.

24 When you click on Browse, the Choose File window will open, go to the directory where you saved the file, select the file and select Open.

25 The file will be placed in the Application Form area. If this is the correct form, select Submit.

26 If you have entered incorrect information, the form will not be accepted. If you need to make a change, simply open the pdf file, make the changes, save and go through the steps to submit the application again on the Download Application page.

27 Once the application has been accepted, if the address matches multiple choices, it will ask you to verify the correct address. Highlight the correct address and press continue.

28 When the application is received, it will be assigned a project number. At this point, Mecklenburg County staff will estimate the project for review and schedule the project for review.

29 Once the project has been scheduled, please review the Schedule PDF and if the date is ok, accept the date.
