Councillor s Report Cr Holt reported that the Loddon Shire CEO has tendered his resignation, and that an acting CEO will be in place until a permanent CEO has been appointed. He thanked the WDA for its letter supporting the Wedderburn streetscape project. A number of objections to the planning permit have been received by Council, and the permit application will be considered at the March Council meeting. If there is an appeal against the decision by Council, the matter will be taken to VCAT, which will significantly delay the project. G Deimos asked whether Council could respond to the Wedderburn Facebook comments about the project and the fence around Jacka Park. Tammy Martin suggested that the designs could be made available for the community to see what is intended for the project. Cr Holt indicated that he has explained the reasons behind the removal of the fence to various community members, that Council will retain the large and small gates, the statue, and add the names of the soldiers who lost their lives in WW2 to the small gates, and will relocate a section of the fence to the RSL. Committee members agreed not to pursue the Facebook comments any further. Council has received funding for occasional day care to allow kindergarten children to remain after their kindergarten session in day care until 5.45pm. This will be a great benefit for working parents in Wedderburn. Water standpipe charges have been reduced from $5 to $2.20 per Kl, due to a subsidy provided to Council. Council resolved to write to Minister to seek reimbursement of the difference of fees from 1 December Cr Holt asked for advice from the WDA about major projects, as there is $50,000 available in the Council Community Planning fund. He suggested that projects such as finishing the streetscape (including township entrances), Donaldson Park master plan ($500000), caravan park improvements, Skinners Flat. He advised that he needs. L Randall suggested WDA should also take into account potential election undertakings when considering projects strategically. He also asked that Wedderburn should be ready for strategic funding of $ after the next financial year. The Business Case for the South West Loddon Pipeline project has been sent to the Minister. A meeting of the Steering Committee on 4 March should receive the business case, and Cr Holt undertook to share it with the WDA and VFF once it has been released. R Williams asked if Council will be able to clean out the silt in the dried reservoir behind the Caravan Park. Cr Holt has discussed the matter with Council staff, and investigations are under way to determine how it might be achieved. Moved: Geoff Maxwell, Seconded: P Lee That the Councillor s report be accepted. Carried 10. Action sheet (see Appendix A) 11. Other Business a. R. Vella Hamish & Andy mementos: The concrete imprints taken of Hamish and Andy will need to be permanently located in a prominent position, and could be considered as part of the streetscape improvement project. J Benaim suggested a Hollywood Boulevard style walk of fame, to display imprints of famous visitors to Wedderburn. Robyn asked for the WDA to consider ideas. Cr Holt suggested that the Jacka/Borella statue committee may need to think about the broader appearance of Jacka Park, and this may be part of it. The committee agreed that the matter be adjourned to the WDA working group and reported back to the next WDA meeting. b. R. Vella Wedderburn Pioneer Caravan Park: Robyn indicated that visitors to Wedderburn Caravan Park have been discouraged from staying there due to the condition of the facilities. That WDA write to Council expressing its concern about the standard of maintenance at the park and ask for a response. Moved: P Lee Seconded: L Randall c. R. Vella Rubbish dumping in the bush: Robyn asked community members to be vigilant about dumping in the bush. She will be writing an article for Scoop and Scuttlebutt. WDA will also write an article in its next newsletter. d. R. Vella Welcome flags for flag poles in town entrance: six flag poles at entrance to town, they are used for the Detector Jamboree, but not all year round. She suggested a joint project with WDA, Tourism, Council to develop a colourful entrance to the town using flags. The working group will investigate the matter and report back with ideas.

3 e. G. Deimos Report GrainCorp Meeting 15-Feb-2016: GrainCorp was interested to investigate the possibility of the WDA leasing the land the silos are located on, and indicated that Avoca is doing a similar thing, for a nominal fee. It was identified that not all the land belongs to Graincorp, some is VicRail and private. The facilities could be used for tourism. There would be some conditions applied to a lease, such as insurance requirements, and rates payable on the property. Further enquiries will be made and reported back to future meetings when more information is received. Keith Lewis indicated that the golf club would like any publicity as a town attraction that can be done for the club. Would have syllabus material ready for the next meeting. Pat Lee can make contact with Keith to liaise about website, newsletter to members. Robyn Vella suggested Keith list the events on the Wedderburn website, which can be uploaded by community members. Keith Lewis VicRoads speed limit past cemetery and golf club is 100kmh. Golf club has contacted Vicroads and received no response. Would like to get the speed limit reduced past the golf course and cemetery, as it can be dangerous for funeral corteges and other vehicles accessing the road. G Deimos undertook to liaise with Keith for further information and to assist in supporting the push for a reduced speed limit. VFF Graham Nesbit raised the push for piped water into the district, and is seeking support from individuals and organisations in Wedderburn to make representations to local and state members. Graham provided a media statement about the matter to the committee. Action: That WDA write to state members supporting the push for a stock and domestic water supply into the region. Moved: J Benaim Seconded: A Hargreaves Carried Exercise equipment: WDA is considering buying three exercise items to install in a public place in Wedderburn, such as the walking track. The agenda item has not progressed since a funding application was not successful, and the committee was asked whether it wished to progress the matter. The committee considered it worth progressing, and suggested that a grants be first investigated. Cam Turnbull was doubtful that the football club would use the equipment and Tammy Martin indicated that the College used the old equipment regularly before it was removed. Cam Turnbull raised the matter of a new facility at Donaldson Park. The current building requires significant maintenance and after considering all options, the best option is considered to be to demolish the old building and build a new structure, which would accommodate the football, netball and hockey clubs. The football club is seeking support from the WDA for the project. Cr Holt, as president of the Donaldson Park committee of management, added that a feasibility study has been produced to support the project. The WDA indicated that it would support the concept, and would be interested to see the feasibility study. Cam Turnbull also mentioned the extension of the Grampians Wimmera Mallee pipeline currently under way. R Vella asked whether WDA could ask Council if there is heritage funding that could go towards painting facades of shopfronts in Wedderburn. J Benaim to investigate the availability of grants. 12. Next Meeting 23 March Meeting closed at 9.25pm
