3 Brief Description of the Project Background, objectives, partnership, main activities and expected outputs, added value The maximum total number of characters is 3 (please do not exceed 1 characters in each box) Number of characters 2699 The project is an implementation of the experience concerning the International School of Mediterranean Gastronomy, created with the financial aid of the Programme "Interreg IIIA Greece-Italy", managed by the Municipality of Ceglie Messapica and a wide partnership. The project idea is focused to the importance of the cross border cooperation for the sustainable development of the involved territories, through the valorisation of the typical agro-industry products, the multifunctional agriculture, the gastronomy and the alternative tourism, that have common characteristics, using innovative strategies, to compete in the global market. The efficiency of the proposal is ensured by the participation of local institutions (municipalities, universities, research institutions, public and private organizations), with experience in public financial programmes, focused to improve traditional sectors of local economy, in the respect of the environment and identities. The project area consists of two towns in the province of Brindisi (Ceglie Messapica and Carovigno), one town in Epirus Region (Metsovo) and one Province in the Western Greece Region (Achaia). The main objectives are: Innovative and qualified training for farmers, agricultural and touristic enterprises (SME); Improving of the quality of the agro-industry and touristic products and creation of new products; Creation of integrated services for SME to solve common issues; Creation of an observatory to control the agro-industry productions, to address the development policies and programmes, in the field of agriculture, use of environmental resources, sustainable tourism, marketing of agro-industry and food products; Integrated Promotion of the territories; Promotion of the Mediterranean gastronomy, as a cultural resource; Promotion of organic food and typical products; Enhancement of the rural and natural landscape; Spreading of best practices. To obtain these objectives, it is important to involve, in an active and synergic way, all the public and private stakeholders in the field of agro-industry, gastronomy and sustainable tourism, in planning and realizing all the activities proposed, with a particular attention to the unemployed women and young. The specific actions are: 1. The institution of the International Centre of Mediterranean Gastronomy 2. Information and promotion of typical agro-industry and food product, gastronomy, cultural and natural resources of the involved territories; 3. Educational programmes, workshops and technical assistance for Small and Medium Enterprises, specially for women and young unemployed; 4. The International Fair of Mediterranean Gastronomy. 7 SECTION B - DETAILED DESCRIPTION B.1 PROJECT IDENTIFICATION Brief History of the Project The maximum total number of characters is 2 (please do not exceed 1 characters in each box) Number of characters 1965 The project is an implementation of the experience concerning the International School of Mediterranean Gastronomy, created with the financial aid of the Programme "Interreg IIIA Greece-Italy". The objectives of the previous project were: to restore and to enhance an ancient Convent in the historical centre of Ceglie Messapica, to improve the quality of life of the inhabitants of the involved countries (Ceglie Messapica and Metsovo) and their cultural level, to promote the employment in the field of sustainable tourism and of agro-industry. During the development of the project the two partners have joined their expertise and have known their common characteristics but also their peculiarities. All the activities have been managed with a shared methodology. So the expected goals have been satisfactory for both of them. For all of the reasons they want to improve their cooperation to capitalize the results obtained, also involving other institution with the same mission. All of the partner have had an active role in the implementation of the previous project. The partnership is still active and the partners are continuously in touch. Starting from the previous experience the partners have enlarged the original partnership to other municipalities. All the partners have been involved in developing the project proposal. The representatives of the different institutions have taken part in several technical meetings, to plan the proposal, coordinated by the manager. They also met each other in Corfu and in Bari, during the presentations of the 1st call of the Programme. Starting from an abstract of the idea conceived by the Lead Partner, all the representatives of the other partners have contributed to detail the activities of the project concerning their specific participation, respecting shared objectives. Each partner have ensured the partnership about the real satisfaction of the instances of their territories in the final proposal. Background of the project (problems/target groups/challenges to be addressed) The maximum total number of characters is 45 (please do not exceed 15 characters in each box) Number of characters 285 The project is aimed to solve problems concerning the economic, social and technological development of the territories involved, in particular for SME made by women and youn people: the economical differentiation among the countries of the Programme Area; the competition from other territories which can offer integrated tourist and agroindustry enterprises services; high level unemployment and migration of women and youngsters; small enterprises which do not invest in knowledge and innovation; weak promotion of active management of cultural and natural heritage, typical food products, sustainable tourism and organic farming; weak link between technical education offer and labour market demand; weak communication among the territories of the area, not only related to their geographical position, but also to lackness of tools and opportunities. The idea is focused to basic issues: the territorial sustainable development and the importance of the cross border cooperation. The programme starts from the previous experience, in terms of partnership, resources and opportunities, and moves its steps analyzing the contexts, considering the instances of the stakeholders, and designing the implementation in a wide-spread area, with a shared strategy, improving local resources, expertise and practice. The efficiency is ensured by the participation of local institutions (municipalities, universities, research institutions, public and private organizations), with experience in public financial programmes, in the field of cross-border development, focused to improve traditional sectors of local economy, in an alternative way, in the respect of the environment and identities. All the involved territories have excellent food products and gastronomy, as showed by famous local restaurants and some small enterprises of typical food products and touristic services. The project addresses the following challenges: to increase cultural, rural and gastronomic tourism, with integrated tourist services; to improve the cooperation between universities, research centres, public institutions and small and medium enterprises; to orient the products and the services developed in the Project Area to the Mediterranean market; to promote common management of cultural and natural heritage in the territories involved, according to their similarities and peculiarities; to link educational programmes with employment, particularly for women and young people; to support the creation of small integrated enterprise in the field of traditional economy (agro-industry, alternative tourism, cultural services,...); to improve the quality of life of the inhabitants and of the guests; to enhance the consciousness of the citizens and of their active role for the development of the territories, in a global way but with attention to local instances. 8 Objectives of the Project The maximum number of characters is 2 (please do not exceed 1 characters in each box) Number of characters 1852 The overall objective of the project is to promote the economic development of the cross border countries involved in the proposal, trough the valorisation of the typical agro-industry products, the gastronomy, the multifunctional agriculture and the sustainable tourism, that have common origins and characteristics, using innovative strategies, to compete in the global market. To obtain this main goal it is essential to capitalize the experience and the expertise of the partnership involved in the project of the International School of Mediterranean Gastronomy, and to join the abilities of the other partners, obtained within the Interreg IIIA Programme, also in cooperation with universities, research centres, public and private bodies. This main objective is strongly supported by the enterprises and the citizens, specially women and young people, from the countries involved, because it translates their interests and their needs into a realistic proposal, that enhances their skills. This main objective can be reached with specific issues: Innovative and qualified training for farmers, agricultural and touristic enterprises; Improving of the quality of the agro-industry and touristic products and creation of new products; Creation of integrated services for farms, agro-industries and touristic enterprises to solve common issues; Creation of an observatory to control the agro-industry productions, to address the development policies and programmes, in the field of agriculture, use of environmental resources, sustainable tourism, marketing of agroindustry and food products; Integrated Promotion of the territories; Promotion of the Mediterranean gastronomy, as a cultural resource; Promotion of organic food and typical products; Enhancement of the rural and natural landscape; Spreading of best practices. It will be possible to evaluate the cooperation considering the number of connections to the website or s sent from the different countries, the questions issued, the texts published. The use of the website to communicate is innovative and economic, overcomes problems tied to the territorial distances, and allows to store information useful and available for everybody. Increasing exchanging between the cross-boarder territories, with specific fairs. The number and the typology of the public and private bodies that will take part to the fairs it will be useful to evaluate their capacity to interact Increasing social cohesion of the inhabitants of the involved towns, through the active participation in the project (activities, changings of information, public events,...). 10 B.2 METHODOLOGICAL APPROACH Project Methodology The maximum total number of characters is 3 (please do not exceed 1 characters in each box) Number of characters 2846 The project s implementation methodology regarding the planned activities, their combination and sequence, the roles and the responsibilities of the beneficiaries, has been shared by the partners, was team-oriented, involving all the partners since the formulation of the idea, coordinated by the lead partner, and it is developed according to a bottom-up strategy, listening the requests of the territories and interpreting their needs. In order to achieve the project s objectives and to produce the intended results, the work plan has been divided into a clear sequence of actions, combined and interrelate among them. These actions are defined according to the logical process that has originated the project itself, has planned its development, and that can ensure to hit the expected goals. This methodology consist of a natural implementation of the previous experience. The partnership has considerate the positive actions and has avoided the problems occurred. The main purpose of the project to promote the economic development of the cross border countries, through the valorisation of the typical agro-industry products, the multifunctional agriculture, the gastronomy and the sustainable tourism, that have common origins and characteristics, can be obtained with different oriented stages: Analysis of the economic, social, cultural, geographical cross-boarder context of the project area; Focus on the common resources and needs; Listening to the instances of the stakeholders and stimulating their callings; Check of the results and the impacts of the previous experience on the territories and the partnership; Completion of the unfinished planned activities, removing previous obstacles; Capitalization of the good results of the previous experience in terms of expertise and actions; Design of the work plan with the contribution of the partners; Feedback of the proposal; Implementation of the project; Monitoring; Communication of the results. The different planned activities are connected each other and are strategic for all the partners of the project area. Training the operators of the different economic sectors involved in the project, improving the quality of their products and services, through information, studies and technical assistance, monitoring the activities and the results, integrating all the resources that can contribute to the sustainable and shared development of the territories of the project area, are parts of an unique system based on the new information technologies and on an innovative approach, that can involve all the potential actors, specially SME. The International Centre of Mediterranean Gastronomy is the core of the project that produce all the activities that have to be developed in the project area, and the place were the results can be collected to become shared heritage. Roles - Tasks of Partners The maximum total number of characters is 2 (please do not exceed 1 characters in each box) Number of characters 1973 The project methodology design specific roles and tasks among the partners involved. According to the Programme Manual and the European Regulation the Lead Partner have all the responsibilities for administrative and financial tasks, in order to ensure genuine cooperation of the partnership. The LP has been selected by the other partners, because of his previous experience in the management of the International School of Mediterranean Gastronomy. All the partners have contribute to plan the idea and will cooperate to develop the project: they have decided how the project will operate, in terms of objectives and outcomes, budget, timing and responsibilities for each work package and tasks to achieve the goals. All of them have supported the project with their own knowledge and experience and they have defined their specific expectations. All the inputs and the expected outputs of the proposal have been shared by the partnership, under the necessary coordination of the LP. At the same time, while the LP will ensure the whole implementation of the project, each partner will be responsible for the realization of the activities concerning the role, or, together with the others, of those activities that require integrate roles. Each partner will have a staff to fulfil his own roles. There will be no duplications among the members of the staff and among the different groups. Staff members will be coordinated by the staff of the managers named by the Lead Partner; the leader is the Manager of the Project. The Manager of the Project is the contact among all the authorities of the Programme and the partnership. The allocation of the funding among the different work packages according to the different roles and tasks was planned by all the partners. During the implementation of the project, every changing will have been considered by the whole partnership. The partnership will monitor the implementation of the project and its communication. 14 Location of Activities (Description of the area targeted by the project, location of partners and activities, showing the geographical scope of the longer term effects (results and impacts) The maximum total number of characters is 2 (please do not exceed 1 characters in each box) Number of characters 193 The area targeted by the project is the cross-boarder territory among Greece and the Region of Apulia, even if the effects concern all the Mediterranean Area. The project area consists of two towns in the province of Brindisi (Ceglie Messapica and Carovigno), one town in Epirus Region (Metsovo) and one Province in the Western Greece Region (Achaia). They have similar characteristics: a relevant historical and natural heritage, a strong link with traditions, an economical system based on agriculture, agro-industry, gastronomy and tourism, small and medium enterprises specialized in food products, excellent restaurants, typical taverns. The Italian partners are already associated, since more than 1 years, to manage another European Programme in the field of the rural development (LEADER). Ceglie Messapica and Metsovo have been partners in the Interreg IIIA, with the project International School of Mediterranean Gastronomy. The activities planned are located in all the countries involved in the project, in order to integrate those areas divided by national borders that have common problems and that require common solutions. Some activities are shared by the partners and take advantage of their expertise and capacity to cooperate. At the same time, the results are useful for all the territories involved; the longer terms effects are significant also for all the neighbouring countries (the northern part of the Province of Brindisi, the other villages in the Region of Epirus, the Western Greece Region). The expected results are important for other countries in the Mediterranean Area, because Mediterranean gastronomy is the core of the project. The integration of the activities ensures a common added value of the project, because the questions issued are strategic for all the territories involved, and the participating actions are more influent for both Greece and Italy. 15 B.3 MANAGEMENT Lead Partner and Partners Competence (Experience, Structure, Personnel, Resources, etc.) The maximum total number of characters is 3 (please do not exceed 1 characters in each box) Number of characters 2782 The Municipality of Ceglie Messapica is the Lead Partner. The Office for Community policies was established in 26, with a staff able to design and manage complex projects within the policies of regional cooperation. This staff managed the project financed in the Interreg IIIA Programme called International School of Mediterranean Gastronomy as Lead Partner. Since 26 the same staff has designed several projects within the policies of regional funds and cooperation, as for example: LEADER +, Regional Operative Programmes, Art Gold Lebanon, and so on, in the field of rural and touristic development, recovering and enhancing of cultural heritage, protection of the environment, youth policies, social cohesion, development of SME. The Office is managed by an architect, helped by the Responsible of Financial Affairs, the Manager of the Municipality, and some external experts. The Municipality of Carovigno has a significant experience in managing European territorial cooperation programs. In the frame of the INTEREG IIIA Greece/Italy, was lead partner in a project aimed at creating a chain of using compost from plant residues and organic waste (BIOUMICA). He has contributed to the project Interreg IIIA Italy/Albania (AMJOWELS) and to the project Life Nature (HABI.COAST) aimed at protecting priority coastal habitats of SCI Torre Guaceto. The municipality is a member of the Consortium for the Management of the Marine Protected Area and State Natural Reserve of Torre Guaceto, with whom he collaborates. In 28 the municipality has established the Office for Community policies and cooperation, with staff able to design and manage complex projects. The Municipality of Metsovo was partner in the project "International School of Mediterranean Gastronomy" (Interreg IIIA Greece-Italy) with Ceglie Messapica as LP, and in others projects of the same Programme. The Development Enterprise of Achaia Prefecture (N.E.A.) is a Legal Entity under Private Law and planned and implemented a large number of European and National projects with great success and results. NEA has experience in: INTERREG PROJECTS (SEMINET -Services for Migrants Network, IT-PORT, AGROENERGY, POPULAR, ARHEOTOUR, LOC-PRO. 16 Project Management & Coordination (structures, decision making procedures, internalcommunication, etc) The maximum total number of characters is 2 (please do not exceed 1 characters in each box) Number of characters 182 The coordination is a duty of the Manager of the Project, that direct the technical staff of the LP. She coordinates the implementation of the scheduled activities and of the communication plan, the relationships among the partners, the reports, and the communication with the Managing Authority. Each decisions shall be taken by the main structure that consists of one representative from each partners, under the coordination of the Manager of the Project. The representatives are the intermediaries between the Lead Partner and each partner, and ensure that the decisions are shared and supported by the partner that they represent. The day to-day management consists of: technical meetings among the representatives and the manager, the mailing list used by the representatives of the staffs to exchange information, send documents, reports, conference-calls. All the documents will be archived by the Lead Partner. Each partner will archive its own documents. The partners manage their activities on their own, according to the planned roles, and they are totally responsible about them. They have to inform the manager of the project about the implementation, monitoring and reporting, so she can control the development of the work within the project. During the period in which they are involved with the project, they have to send monthly reports including the financial documents. They will use certified s and attach scanning documents. In this way the LP can complete the reports prescribed by the Programme and send them to the Managing Authority in the time scheduled. All the partners will receive a copy of the reports so they can verify the correct inclusion of their information. 17 B.4 INFORMATION AND PUBLICITY Information and Publicity measures- external communication of project outputs, results etc. The maximum total number of characters is 2 (please do not exceed 1 characters in each box) Number of characters 1976 The Communication Strategy has been planned by all the partners involved in the project, coordinated by the manager of the LP. The strategy is focused to the aim of the project, the characteristic of the territories involved and of the different targeted groups (potential beneficiaries, beneficiaries, citizens, and in particular: farmers, agro-industry and touristic small enterprises, young unemployed, public and private organizations, centres of research, universities, institutions), to the added value that the expected results can give to the cross-boarder area. The communication has been designed starting from the results of the previous experience concerning the Project of the International School of Mediterranean Gastronomy, within Interreg Greece-Italy 2-6. The management has tools, materials, contacts, that represent a solid base to build the development of the new strategy. All the actions and the contents have been planned according to the Regulation (EC) n. 1828/26. The Communication Plan designs: The objectives and the targeted groups; The strategy and the informative contents; The logo of the project; The different publicity measures, based on different levels (local, regional, national, european); The public advices and calls to select experts, co-operators, students, teachers, enterprises, ; The budget; The partners involved in the different actions The responsible person for each partner; The monitoring by the manager of the LP. The plan previews: Info days, meeting, conferences organized by the partners during the implementation of the project; An up-to-date multilingual website; To use the logo of the project, of EU, of the Programme, of the territories involved (Region, Prefecture, Municipalities) in each official document; The EU, Greek and Italian flags in each public meeting; To place permanent plates and temporary notices for the buildings involved with the project, containing all the references of the Programme. B.5 MATURITY OF THE PROJECT Preparatory activities, administrative activities undetaken etc. The maximum total number of characters is 2 (please do not exceed 1 characters in each box) Number of characters 1779 Within the preparatory actions necessary for the project implementation, some of them have been completed, others are in progress. The Lead partner has created a network among the technical staffs involved with them. The Municipality of Ceglie, responsible for the International Centre of Mediterranean Gastronomy, has made the executive project to restore and set up that part of the building that will be used for the same Centre (first floor). The project needs the approval from regional Monuments Office and form the local Fireman Office (6 days). The office that will manage the project has the knowledge to define and implement the public tender for the restoration and the setting up, in the time scheduled (15 days). At the same time, the other parts of the building (ground level and second floor), used for the School, will be restored within a regional programme. The partners have the competences to plan the training programmes of the Centre, to organize the info-points, to promote public events and actions, to implement studies and researches, to develop outputs and to spread the results, involving the universities, the research centres and the public and private organizations in the field of agriculture, tourism and cultural and natural heritage. The partners cooperate continuously with them, and their internal offices can manage the public tender to select them (6 days), to select trainees for the educational programme and the workshops (6 days). The whole project is compatible with the existing legal framework. The expertise of the partners allows them to progress the planned activities in the scheduled time, for each action that requires a public tender and to monitor continuously the implementation, according to the expected objectives. 18 B.6 SUSTAINABILITY OF RESULTS Sustainability of results and follow-up actions The maximum total number of characters is 1 (please do not exceed 1 characters in each box) Number of characters 987 The sustainability of the project is ensured by the fact that its overall objective is to promote the economic development of the involved cross border countries, through the valorisation of their existing resources: typical agro-industry products, multifunctional agriculture, gastronomy, cultural and natural heritage for touristic purposes, specially for SME. They are the same that have been enhanced in the project of the International School of Mediterranean Gastronomy, within the Interreg Programme Greece-Italy 2-6. For this reason the partners can capitalize previous experiences, cooperation and results. Besides the interest and the support of people living in Greece and in Italy for the previous project, showed by the continuous participation to the planned activities and their instances about the new programmes of the School, show that the proposal is shared by the stakeholders. Also the partnership was already active in several projects within the same fields. The previous experience relating to methodology, managing, monitoring and reporting, evaluation, communication, is a solid base to develop the project. The Centre will be integrated with the activities of the International School of Mediterranean Gastronomy, that is still active with the partnership, the educational programme and the public events. The Centre will ensure the link between the School and the labour market, specially for women and young out of work. The benefits of the capitalized experience will be useful also for the activities that will manage by other partners in their territories. People coming from the two eligible countries, already involved in the School, can be the first beneficiaries of the project and can contribute to involve other stakeholders or potential beneficiaries. All these objectives are related to the sustainable growth, management and protection of the natural and cultural heritage, that want to be an other result of the project. The priorities of the project are the same of the cross-border collaboration for Greece: entrepreneurship, tourism and culture; promotion of research, development of information and communication networks; common use of education infrastructures and collaboration in human potential. The activities will be integrated with other public interventations in progress in the territories of the partners. The project is in line with the Italian national programme oriented to improve market efficiency; to encourage entrepreneurial initiative; to promote research and innovation; to increase the competitiveness of the public system; to increase participation in the labour market and reduce areas of inactivity; to reduce territorial disparities. The sustainable approach is the same of that developed by the proposal. Some priorities of the project are coherent with the regional policies designed for the involved territories. Besides the proposal designs complementary actions to those undertaken in the framework of interventions carried out from regional programmes, in the field of cultural heritage (the Archaeological Museum and the International School of Mediterranean Gastronomy in Ceglie Messapica), of natural environment (the protected area of Torre Guaceto), within the Strategic Plan of the Municipalities ofthe province of Brindisi Σελίδα 2 από 52
