5 When to compete, when to cooperate From a regional (development) point of view, we can consider the competition and the cooperation as a Multilevel phenomenon: Competition/cooperation between: PRIVATE and PRIVATE PRIVATE and PUBLIC REGION(s) and REGION(s) STATE and REGION We will try to examin cooperation models existing in Piemonte, also through best practice cases. -Innovation Hubs (Private&Private + Private&Public + Regions) -Euro-region cooperation (Regions) -Multiregional district (Private&Public + Regions)
6 Innovation Hubs According to EU legislation the innovation clusters are groupings of independent undertakings - innovative start-ups, small, medium and large enterprises as well as research organizations - operating in a particular scientific and technological sector and designed to stimulate innovative activity by promoting intensive interactions, sharing of facilities and exchange of knowledge and expertise. Each innovation cluster must be operated by a managing authority in charge of managing the cluster s activity. THE GEOGRAFIC CLUSTER BECOMES A COMPETENCE NETWORK because PUTTING COMPANIES IN THE SAME GEOGRAFIC SPACE DOESN T MEAN MAKE THEM TO COOPERATE

8 Innovation hubs (3) 60 /Mln starting fund, differently dedicated: 60 /Mln 6 /Mln 54 /Mln To the managing authorities to create the clusters and to make them run To enterpises, for activities related to: High quality services for widespread innovation: open innovation, IPR management, technology intelligence and living labs Knowledge transfer. PhDs fellowships, PhDs hiring, mobility between firms and universities and technology scouting and check up Entrepreneurial technology services: due diligence and intangibles evaluation, proof of concept, financial and corporate consulting and financial networking Pervading technology support: ICT and design R&D, user driven and technology partnership projects The funds allocation will be based on the evaluation of the proposals submitted by the innovation clusters members Presently, the regional administration is waiting for the presentation from each cluster of a detailed programme of activities for the first year (October 2009 to October 2010)

14 Biotech and Biomedicine: biopmed The mission biopmed is focused on the development of biotech and med-tech sectors at territorial level targeting use of new technologies to area of applications that can provide solutions to unmet market needs Three lines of actions creation of a local community and of a governance model international positioning and networking and support to the internationalization process of companies project building and labeling
15 Biotech and Biomedicine: biopmed (2) biopmed has a democratic governance model based on the presence of one system integrator, the cluster management company that is in charge of the operational development of activities biopmed governance model is based on the Assembly of all participants and on the creation of specific coordination groups that will support the cluster management company in their day by day activity The governance model is also the starting element of the community building process A specific web site will be on line for October 09 ( biopmed is collaborating with territorial institutions (Chamber of Commerce, Provincia di Torino, Centro Estero Internazionalizzazione Piemonte, Een ALPS) in order to assure coherence in all actions targeted on the support to biotech and med-tech sector
16 Biotech and Biomedicine: biopmed (3) The actors 60 different organizations formally linked to the initiative: 49 companies working in biotech, pharma med-tec 9 Universities, research centers, foundations and associations 1 cluster management company: Bioindustry Park The international network biopmed is: partner of 4 European projects focused on the development of shared services, tool and facilities for the companies inside the cluster (Bioculture, BIO-CT and ABCEurope) and the creation of a transalpine biotech and med-tech cluster (ALPS Biocluster) and on the identification of operational solutions in contact with 13 different science park and incubators in Europe, Usa, Africa and China in the steering committee of CEBR Council of European Bioregions The projects From may 2009: 28 R&D projects approved, more of 20 Ml of R&D investment, more of 40 different organizations involved
17 Short chain photovoltaics, biofuels, biomass The mission The Short chain photovoltaics, biofuels, biomass Innovation hub aims at supporting 2 areas of competence which are strategic for the development of renewable energies in Italy: photovoltaic and biofuels obtained by biomasses The Innovation hub should be an intermediary subject able to support research projects, to supply services, to create innovation, to transfer knowledge, to attract new ideas and investments It has focused its activities on 3 lines of action: Strengthening a network of companies and research organizations innovation-oriented Creation of a point of reference for the regional economic system and open to external relations Deepening and widening a scientific and technological culture towards the general public in collaboration con local actors
18 Short chain photovoltaics, biofuels, biomass The innovation hub is constituted by a group of SMEs, industries, universities, associations and a consortium. They have outlined the drivers for the technological development of the dawning innovation hub. The innovation hub is coordinated by P.S.T. Spa, a Science&technology park 2 companies lead the group: the Gruppo Mossi & Ghisolfi in the field of biofuels and Renergies Italia Spa in the photovoltaic sector 28 actors are formally involved 5 external partnership have been signed
19 Innovation hub for New materials This Innovation hub is aimed at the support of the sector of the production and transformation of new materials. The headquarter is located in a region characterized by high concentration of companies specialized in this sector It is focused on a wide range of activities:
20 Innovation hub for New materials (2) About 140 organizations formally linked to the initiative Cluster management company: Proplast, a consortium of enterprises, with 10 yearsexperience and 3.4 Million of turnover in 2008 Headquarter: PST Spa, Science&technology park in Valle Scrivia, Tortona. of polymeric materials International network: Clusterplast, European transnational network composed by districts and innovation hubs specialized in polymeric materials Interplast2, crossborder cooperation project financed by the European Union (ALCOTRA) and realized in collaboration with French actors

22 The Euroregion In july, 2007 Piemonte signed an agreement with 4 neighbor regions: - Liguria - Valle d'aosta - Rhone-Alpes - Provence Alpes Cote d'azur creating the macro-region called Alpi Mediterraneo (sea&montains): square kilometers 17 million inhabitants over 490 billion GDP exports equal to 110 billion The program focuses on specific themes on cooperation and particularly: Politic Economic Social/cultural After 1 year of operative cooperation, in april 2009 the Euroregion establish a shared representative office in Bruxelles, joining the main economic actors of the regions. In june 2009 the incorporation act of an official Cooperation Group at EU will be signed, that will represent the Euroregion for fund raising at European Commission.
