4 An EU-Regional development initiative Business Innovation Centres were created by the European Commission to support innovation, entrepreneurial development and employment in local economies BIC Lazio, created in 1990 by the Latium Region with Regional Law 35/90, is the regional network agency responsible to encourage local development through the promotion of an entrepreneurial culture and support the creation and development of business initiatives. It belongs to the European BIC Network (EBN), and the network EEN, European Enterprise Network.

6 Regional shareholders Holding company, responsible for coordinating a group of companies acting in support of regional policies, each according to their specific skills, but in different ways and forms complementary to the strategies outlined by the Region. Financial company that manages tools related to innovation, new technologies and the net economy in order to strengthen the competitiveness of regional SMEs both in terms of regional product growth and external investment incentivation. It manages special EU Regional Lazio funds for innovation
7 Lazio Region Inhouse companies 20 subsidiaries (differently managed), and 12 indirect shareholdings in various companies by means of Sviluppo Lazio, the holding company of which the region holds the 80,5%. More than 100 companies overall. At the moment, a a plan to rationalize all in-house companies is being developed in order to reduce their costs and make their action more effective.

12 Incubation steps Preincubation: period of support to a working group or to a very new entrepreneur, in order to proceed to the feasibility study of a business idea (work stations, business planning, prototyping, financial opportunities, market tests) to be transformed in an effective entrepreneurial initiative (first mile of entrepreneurial path from the a good idea to the start of operations precompetitive phase) from 6 to 18 months Incubation: period of support to a start-up that begins its operations and first sales in order to growth through a well defined portfolio of products and/or services, looking for a stable market, expansion and exit from the incubator (competitive phase) till to 4 +1 years

15 The European Space Agency ESA is an international organisation with 20 Member States. By coordinating the financial and intellectual resources of its members, it can undertake programmes and activities far beyond the scope of any single European country. ESA is an intergovernmental organisation
16 What does ESA do? ESA s job is to draw up the European space programme and carry it through. ESA's programmes are designed to find out more about Earth, its immediate space environment, our Solar System and the Universe, as well as to develop satellitebased technologies and services, and to promote European industries. ESA also works closely with space organisations outside Europe.
17 ESA and BIC Lazio cooperation
18 ESA TTPO and ESA BICs ESA Technology Transfer Programme Office (TTPO) seeks entrepreneurs with innovative ideas for using space technologies or developing applications, to create new products and services in a non-space environment. ESA s Business Incubation Centres (BICs), initiated by ESA's Technology Transfer Programme Office (TTPO), work to inspire entrepreneurs to turn space-connected business ideas into commercial companies, and provide technical expertise and businessdevelopment support.
19 ESA and BIC in Lazio Region (1) BIC Lazio, through its ITECH Incubator, collaborates in the initiative ESA BIC Lazio providing its expertise in promoting entrepreneurship and providing a comprehensive system of services to support the creation and development of innovative start-ups. Differently from other private Business Innovation Centres involved in ESA Programme, being BIC Lazio a Public Regional Agency, it offers free access to ESA Technology Transfer Programme to the interested start ups that are also incubated at a lower cost.
20 ESA and BIC in Lazio Region (2) First Agreement ESA/ESRIN : scouting and selection of preincubation projects for ITech Space Programme. In Lazio Region through BIC Lazio joins the first ESA Business Incubation programme in Italy. Incubation of start-up enterprises in the following sectors: microelectronics, enviromental monitoring, location based services, energy efficiency.
21 16 enterpreneurial projects selected 11 closed enterpreneurial projects 2 closing projects 3 not completed projects (Failed) Start-up enterprises able to go over the death valley average age: 4-5 years 2012 total turn-over: about 3,5 mln ( 275k average turn over, min 100k - max 900k) Total number of workers in 2012: 60 (4,5 on average per start-up) Average turn over per worker: about 58,5k 6 patents involved in the project valorisation 1 start up enterprise national winner of Galileo Master in 2010 ESA Cash incentive per 260k, complementary with other European, local and business angel funds for start-ups. 2009/2010 results: start-ups beyond the Death Valley

23 ESA- BIC Lazio cooperation: the new call 2013/2014 ESA/ESTEC Regione LAZIO Agenzia Spaziale Italiana Protocol between ESA and ASI with the aim of jointly promoting technology transfer in Italy and supporting the activities of ESA BIC program for start-up in Italy. Lazio Region: Launch of the new programme ESA BIC Lazio for the years 2013 and 2014 managed by BIC Lazio for Lazio Region.
24 Open Call ESA BIC Lazio 1/2 WHAT Invitation to support the initiation and development of start-ups who wish to apply know-how and technologies derived from space in other areas of activity. WHO The call is open to: 1) would-be entrepreneurs, 2) researchers, academics and technical staff from research organizations or universities (public and private), 3) companies in start-up phase with a maximum of 5 years of life. HOW MUCH Resources allocated by ESA and ASI to support business projects (for a period of two years: ) amounted to EUR 500 thousand. Up to a maximum of EUR 50 thousand per project for costs related to the development of new products and / or services and to the related intellectual property protection.
25 Open Call ESA BIC Lazio 2/2 WHERE The winners will be hosted at BIC Lazio ITECH Incubator at Tecnopolo Tiburtino up to a period of two years where facility services, mentoring, fund raising, IPR protection will be available. HOW The call will be published on the websites of BIC Lazio ( ESA ( and ASI ( Applications will be submitted by electronic mail (esabiclazio@biclazio.it) and by registered A / R. WHEN Applications may be submitted each year according to a schedule of quarterly deadlines until funds are exhausted.
