1 U.S. General Services Administration Northwest/Arctic Region 2014 Highlights The mission of the U.S. General Services Administration (GSA) is to deliver the best value in real estate, acquisition, and technology services to government and the American people. With offices in 16 cities, we deliver services, innovation, and value to civilian and military agencies anywhere around the world or right next door. We work in design, real estate management, information technology, fleet, credit cards, travel services, supplies and services, and real and personal property disposal. Following is a compilation of accomplishments for Fiscal Year 2014 based on our priorities. Federal Center South Building 1202, Seattle Arctic/Northwest Region - Regional Highlights

2 Delivering Better Value & Savings $8.3 Billion in sales Federal Acquisition Service Achieves $8.3 billion in sales In FY 2014, GSA s Federal Acquisition Service Management Services Center achieved $8.3 billion in professional services sales at 13.6 % market share. Through proactive outreach and customer engagement, the region s Customer Accounts and Research Team also explored more than $1 billion in customer opportunities, $965 million of these opportunities were vetted and more than 25% closed as won in FY Sold 138 vehicles for a total of $1.6 million in proceeds GSA Fleet auctions deliver results GSA s Northwest/Arctic Region fleet sales division sold 2,892 vehicles that had been replaced with new vehicles in FY The division made an average of $11,281 per vehicle, the second highest average for the nation. The funds contribute to replacement of leased vehicles through life cycle cost management. Contracting Officer J.R. Bickmore hosted numerous successful online vehicle auctions in FY 2014 resulting in millions of proceeds. During three online auctions in March, Bickmore sold 138 vehicles for a total of $1,600,656 in proceeds. Federal assets are potential candidates for biomass technology Study finds biomass boilers are a viable option for heating federal buildings After operating its first biomass boiler in the Ketchikan, Alaska, Federal Building, GSA concluded that biomass boilers are a viable alternative for hot-water-heated buildings where natural gas is unavailable. According to a study by the National Renewable Energy Laboratory, biomass boilers will be most cost-effective for buildings in cold northern climates within 50 miles of a wood pellet mill. Of the more than 1,500 GSA-owned buildings, researchers identified approximately 150 assets as potential candidates for biomass heating technology. The boiler, installed at the Ketchikan Federal Building in March 2012 by Southwest Construction, a small, woman-owned business with operations in Anchorage, is part of the GSA s Green Proving Ground Program. 3 GSA s Jackson Federal Building makeover saves taxpayers nearly $400,000 annually The Northwest/Arctic Region s renovation of the Jackson Federal Building in downtown Seattle is saving taxpayers nearly $400,000 annually in operation costs and is driving down greenhouse gas emissions. Comparing FY 2013 to FY 2010, the property shows a 30% savings in annual electric use and a 63% savings in steam energy use, saving approximately $400,000 over FY 2010 energy costs even with rising fuel rates. Overall the Energy Use Intensity dropped 40% from the start of the construction to the end of FY In addition, the project reduced the greenhouse gas emissions by more than 40% in FY 2013, compared to FY 2010 baseline amounts, and is on target to realize an annual average of 40% reduction in greenhouse gas emissions by FY Jackson Federal Building renovations saving $400,000 per year in energy costs GSA s works to keep property out of landfills and saving taxpayers money In FY 2014, the Northwest/Arctic Region s regional personal property team transferred: $20,618,230 worth of property to other federal agencies, a 10.77% increase from FY 2013 $21,969,841 worth of property to the State Agencies, a 59.7% increase from FY 2013 The team had $3.99 million in total sales and returned 70% back to agencies to make further purchases. The remaining $1.2 million in proceeds was returned to the federal treasury a direct savings to the taxpayer. Building a Stronger GSA GSA turns to Wounded Warriors to provide business support Since October 2012, the Northwest/Arctic Region has worked with 14 Wounded Warriors to meet mission objectives. In a time of tight resources, these placements have helped GSA accomplish special projects and critical day-to-day work. The program demonstrates a creative approach to resource management and a commitment to our veterans. Northwest/Arctic Region Regional Highlights

In early 2014, the Washington Committee for Employer Support of the Guard and Reserve (ESGR), an agency of the Department of Defense, honored Region 10 s Financial Management Officer Angela Shoda with a Patriot Award in recognition of extraordinary support of her employee, Nina Lampron, who serves in the United States Navy Reserve (USNR). The Patriot Award publicly recognizes individuals who provide outstanding patriotic support and cooperation to their employees. A 14-year Navy Reserve Officer, Lampron was deployed as a Naval Reserve Operations Officer for Defense Logistic Agency Dispositions Services from June through December As the Operations Officer, she provided technical advice and support to contingency bases throughout Afghanistan regarding the disposal of unserviceable materials. Tara Mitchell Northwest/Arctic Region s Tara Mitchell earns Washington State Parent Recognition Award In February 2014, Tara Mitchell, a customer service director with GSA s Federal Acquisition Service, garnered a Parent Recognition Award by the Washington State Department of Early Learning for her work on Abusive Head Trauma (AHT), otherwise known as Shaken Baby Syndrome. Mitchell became an advocate of abusive head trauma prevention after her own son nearly died when he was only six-months-old after being violently shaken by a caregiver. Not only has she been a fierce advocate for her son s recovery, health and well-being, she has taken this tragedy and translated adversity into advocacy. She became an active member of the AHT Task Force of Washington working tirelessly through public speaking, advocacy, and fundraising on projects to prevent Shaken Baby Syndrome. Her story ran in the February issue of Seattle Child Magazine. Northwest/Arctic Region Regional Highlights

5 GSA focuses on building relationships to strengthen the applicant pool The Northwest/Arctic Region s Human Resources Office continued its commitment to building and enhancing relationships with colleges, universities, and the Armed Services to reach a broad spectrum of applicants who have the skills necessary to succeed in a career with GSA. As GSA continues to work on sustainability projects to green buildings, fleet, and business practices, GSA will increasingly need people who have been educated in, or have experience in sustainability. Building relationships with colleges, universities, and the Armed Services will assist GSA in communicating future workforce needs. Region 10 participated in more than 13 outreach events, including job fairs targeted at veterans and a sustainability outreach event at the University of Washington. Serving Our Partners Army Medical Command teams up with GSA to support its new mission GSA s Northwest/Arctic Region and the U.S. Army Medical Command (MEDCOM) signed a Memorandum of Understanding (MOU) that gives MEDCOM access to critical process improvement and performance management services needed to make major changes in their health care delivery system to better serve soldiers, their families, Department of the Army civilians, and retirees. This partnership will help MEDCOM transition the Army s Health Care System into one that focuses on disease prevention, and behaviors that promote wellness and healthy living. The MOU will simplify the purchasing of approximately $20 million of services over the next five years. GSA completes Health and Human Services move saving nearly $15 million in rent GSA completed its first major Total Workplace project on behalf of the Department of Health and Human Services (HHS) Seattle Regional Office. In just eight months, GSA helped HHS transition 321 employees from a 106,909 useable square feet office to a 55,627 useable square foot office. The relocation expects to save HHS nearly $15 million in rent avoidance over the 10 year firm term. The GSA project team used the new FIT (Furniture Helped HHS save $15Million in rent Northwest/Arctic Region Regional Highlights

6 and Information Technology) component of Total Workplace to help HHS secure the necessary funding for up-front furniture costs associated with a move. Total Workplace FIT is a financial offering from GSA intended to reduce up-front costs when customer agencies pursue projects focused on reducing their operating footprint. The new office space supports HHS mission of research, public health, grants and other funding, and health insurance. Moves $700 million worth of inventory GSA moves $700 million worth of U.S. Army inventory GSA successfully moved approximately $700 million worth of inventory for the Joint Base Lewis McChord Army Stryker Brigade from the Auburn Complex to a warehouse in Sumner within six months. The project team coordinated the move of more than 1,430 trucks, one of the largest depot or parts warehouse moves for the Army overall in a time of peace/nondeployment. As part of the move, the U.S. Army downsized their space from 890,000 square feet to 440,000 square feet a reduction of 50%. The move resulted in savings of $220,000 annually. In addition, the new warehouse space provides the customer with more efficient operations. The move was also sustainable the U.S. Army disposed of $100 million of excess material in the process. GSA makes leasing space to the Federal government easier In FY 2014, GSA made it easier for realtors, brokers, lessors, property managers, building owners and developers to electronically offer building space for lease to the federal government. GSA's Automated Advanced Acquisition Program (AAAP) allows registered commercial real estate participants to submit and update offers to lease space to the federal government within specified time frames, in response to a GSA Request for Lease Proposal. AAAP consolidates and streamlines the leasing process and increases the ease of doing business with the federal government. The program also helps businesses interact efficiently and effectively with the federal government, and provides one-stop online access to information. See for details. GSA provides excellent customer service in response to Oso mudslide After the March 22, Oso, Washington, mudslide, GSA s Northwest/Arctic Region provided around the clock service to secure a short term lease for FEMA s Operations Center and provide much needed equipment and resources in support of the recovery efforts. Shortly after the Government signed the Federal Disaster Declaration, GSA s leasing team found an ideal Northwest/Arctic Region Regional Highlights

7 property for FEMA s Operations Center. In addition to the leased space, The Department of Homeland Security, Federal Emergency Management Agency (FEMA), developed four, five-year GSA Schedule Blanket Purchase Agreements, which were awarded to Small Businesses to support disaster relief in Alaska, Washington, Oregon, and Idaho. GSA s Public Buildings Service located available space for base setup. GSA s Federal Acquisition Service provided rental equipment, forklifts, laborers, and acquisition for urgently needed supplies. GSA provides customer service on the front line GSA s Customer Service Director Dave Dehon provided a whole new level of customer service this year when he deployed for six months to Kandahar Air Field, Afghanistan. With close coordination and working in concert with the Acquisition Centers, he processed more than 400 requisitions valued at more than $5 million. He worked closely with several units and submitted requisitions that range from office supplies, IT related items, and military working dog handler support. In addition, he provided customer training and support within the AOR, which included customer site visits, conducting market research, and verifying contract coverage on customer orders. In addition, Dehon developed a new database for tracking customer orders; his actions enabled more effective use and reporting of customer orders and statistics. Dave Dehon Northwest/Arctic Region supports Alaska Shield exercise Alaska Shield was a full scale exercise commemorating the anniversary of the magnitude Great Alaskan Earthquake by replicating the earthquake s effects and resulting tsunami. GSA's role during the seven day exercise was to serve as a primary coordinator of logistics and resources to the simulated disaster stricken area. GSA facilitated delivery of more than 10 million liters of water, 13 million meals, 89 thousand blankets, and 63,000 cots by the exercise s end, in addition to providing temporary housing for more than 15,000 displaced residents. GSA serves as a primary coordinator of logistics and resources to the simulated disaster stricken area GSA creates relationships with thousands of customers During FY 2014 GSA s Federal Acquisition Service customer service team conducted several outreach campaigns to educate potential customers about the value of doing business with GSA. A total of 1,272 city, county, and borough government personnel were contacted about GSA State and Local Government Programs and associated purchasing tools available to them. More than 1,900 kindergarten through grade 12 and higher education personnel were contacted about GSA s Cooperative Purchasing Program 1272 city, county and state agencies contacted about GSA Cooperative Purchasing Program Northwest/Arctic Region Regional Highlights

8 Safer Schools initiative and associated purchasing tools. GSA also reached out to more than 400 tribes and tribal organizations to assist them in understanding the various authorities that may be eligible to use GSA sources of supply and services. Client Enrichment Series educates customers on GSA offering GSA s Public Buildings Service Client Solutions Division hosted 12 Client Enrichment Series webinars in FY The Client Enrichment Series provides GSA's client agencies with proactive, educational information about our policies, procedures, products and services; delivered via no-cost webinars to reduce agency training costs. The Series uses GSA subject matter experts as presenters to further the goal of nationally consistent messaging. Current monthly webinars average 300+ client representatives. FY 2014 topics included educational webinars about: Leasing, Overtime Utilities, Account Management, Sustainability, and the Total Workplace Program. Supported no cost training for more than 90 federal employees GSA leads Cross-Governmental collaboration to expanded training opportunities GSA Northwest/Arctic Region has been leading an effort to expand leadership training for federal employees in the Puget Sound area. As the chair for the Seattle Federal Executive Board s Human Resources and Training Committee, GSA helped other federal agencies identify federal employees who could deliver no-charge leadership training using federal facilities. In FY 2014 three classes supporting training for more than 90 employees were offered at no cost and with no associated travel, and this has led the way to a schedule for FY 2015 that will include a no-cost class offered almost every month through the SFEB. Through participation in the Public Sector Industry Panel, GSA was also able to facilitate a connection between King County and federal agencies that will enable federal agencies to access King County training programs. These classes require no, or limited travel dollars, and are being offered at rates considerably below private sector vendors. GSA preserves and protects art from Moscow Federal Building A large scale painting featuring images of the indigenous wildlife set in the flowing and unique landscape of the Palouse, a region of the northwestern United States, has found a new home in Moscow, Idaho. GSA commissioned the artwork Images of the Palouse by the artist Gaylen C. Hansen in the early 1980s for the Moscow Federal Building. When GSA sold the building in 2013, the art needed to be relocated to a suitable location. Consulting with Northwest/Arctic Region Regional Highlights

9 local fine arts interests, federal agencies and the artist, GSA determined that the painting should remain in the region. GSA found a new home for the artwork at the Natural Resources Conservation Service of the U.S. Department of Agriculture. Under a unique agreement between GSA and the NRCS, Images of the Palouse hangs on public display in NRCS new offices, and remains part of the intermountain west region s art treasures. Found a new home for Images of the Palouse by the artist Gaylen C. Hansen Making a More Sustainable Government GSA earns $1 million in energy incentives for Portland Federal Building In 2014, the Northwest/Arctic Region received more than $1 million in energy efficiency incentives from various utilities and organizations including Energy Trust of Oregon, Seattle City Light, and Puget Sound Energy. A majority of the incentives were received for improvements made at the recently renovated Edith Green-Wendell Wyatt Federal Building, Portland, Oregon. This building was renovated to be one of the most energy efficient office buildings in the country, and it is on track to achieve 55% in energy reduction. Earns $1 million in energy incentives for Portland Federal Building Northwest/Arctic Region reduces total energy use by 2.56% Through collaboration with the property management teams and other program managers, GSA s Northwest/Arctic Region sustainability, energy, water, and solid waste programs achieved notable successes in FY 2014: Reduced total energy use by 2.56%, equivalent to 10,210 mmbtu s over the FY 2013 baseline Reduced our water usage by 2.2%, equivalent to over 2.3 million gallons - the national goal was 2% Diverted 63% of the solid waste from a landfill exceeding the 40% national target. This is equivalent to 2,596 tons of waste diverted from the landfill. Guiding Principles certification in three regional buildings - Federal Center South Building 1202 in Seattle; 911 Federal Building in Portland; and the Thomas S. Foley U.S. Court House in Spokane. 10 72% of new vehicles purchased are green Nearly 72% of new vehicles GSA purchased are green In keeping with the agency s focus on sustainability, GSA s regional fleet management team succeeded in making sure that 72% of the 3,076 vehicles purchased on behalf of customer agencies last fiscal year were Alternative Fuel Vehicles or low greenhouse gas (LGHG) vehicles. GSA Northwest/Arctic Region makes EPA top Green Power Partner list The Top 10 Federal Government Partner List represents the largest green power users among federal government organizations within the Green Power Partnership. Fifty-one percent of the Northwest/Arctic Region s total energy use is green power through the purchase of Renewable Energy Credits (RECs.) As part of the EPA s Green Power Partnership, more than 1,500 organizations are using more than 29 billion kilowatt-hours of green power annually, avoiding carbon pollution equal to that created by the electricity use of more than three million American homes. The Partnership provides quarterly updated lists of partners using green power nationwide and within individual sectors, as well as those using 100% green power. Contributed $1 million worth of IT equipment GSA Computers For Learning program helps schools and reduces waste In FY 2014, the Northwest/Arctic Region contributed more than $1 million worth of computers, printers and other IT equipment that were no longer needed to schools across the region through GSA s Computers For Learning program. Not only does this program benefit regional schools, it also reduced the amount of e-waste generated. GSA supports 20+ green teams; gains LEED certifications The Northwest/Arctic Region now supports 20 Green Teams in GSA-owned buildings and has inspired five Green Teams in leased offices. The region has also accredited 36 regional associates with LEED Green Associate credentials, and has benchmarked 25 buildings for performance across a number of strategic areas. In 2013, the region also earned seven existing buildings LEED-EB (Existing Building) certifications accounting for 25% of our owned space. The 911 Federal Building is the first GSA building to earn LEED-EB Platinum through the GSA LEED EB Volume Certification Program. Northwest/Arctic Region Regional Highlights

11 Leading with Innovation GSA projects receive numerous industry recognitions The Edith Green-Wendell Wyatt Federal Building in Portland, Oregon, has received 15 awards for innovation in sustainability including the 2014 AIA- COTE Top Ten Green Awards; the 2014 Tall Building in America Awards; and the Better Bricks Commercial Real Estate Award-Sustainable Project of the Year. The Federal Center South Building 1202 project has received 25 awards including the American Institute of Steel Construction 2014 IDEAS Innovation National Award $15 million to $75 million; the Wood Design and Building Magazine 2013 Wood Works Design Award; and the GSA Design Excellence Award - Citation for Interior Design. The Jackson Federal Building,,in Seattle, won a National Award of Merit in the Rehabilitation, Renovation and/or Restoration category from the Design Build Institute of America (DBIA). Edith Green-Wendell Wyatt Federal Building GSA s Kathy Jocoy honored with Lifetime Acquisition Excellence Award The Northwest/Arctic Region s Kathy Jocoy, Federal Acquisition Service Post-Award Acquisition Division Director, was honored with a Lifetime Acquisition Excellence Award from the Coalition for Government Procurement (CGP) for her long-term commitment to improving the federal acquisition system. Kathy was specifically recognized for her careerlong dedication to the pursuit of excellence and her contributions to the creation of the Environmental Services Schedule, as well as the successful reorganization of the Management Services Center to better manage workload. She was also selected based on her concept and work to develop a consolidated professional services schedule. Federal Acquisition Service Regional Commissioner Tiffany Hixson named 2014 Fierce 15 Innovation Leader Media outlet Fierce Markets selected FAS Regional Commissioner and Professional Services Category Executive Tiffany Hixson as a 2014 Fierce 15 innovation leader. She was recognized for leading a comprehensive effort to transform how GSA supports federal agencies in acquiring professional services. Tiffany Hixson Northwest/Arctic Region Regional Highlights

12 Expanding Opportunities for Small Business Awards $13 million telecommunications contract to small business Northwest/Arctic Region Awards $13 million telecommunications contract to small business This year, GSA s Northwest/Arctic Region awarded a $13 million, eight-year contract for telecommunications services to ACS Messaging, Inc., a subsidiary of Alaska Communications Systems (ACS) Group. ACS Messaging will provide integrated telecommunications services and associated management to approximately 35 federal agencies serving more than 8,000 lines in Anchorage, Kenai Peninsula, Juneau, Fairbanks North Star, and Kodiak Island/Sitka Alaska. The company was awarded the contract as a small business through a full and open competitive source selection process. Awarded 4 multiple award task order contracts to 14 small businesses Contracts demonstrate GSA s commitment to small business GSA s Northwest/Arctic Region awarded four Multiple Award Task Order Contracts to 14 small businesses for a broad range of general construction projects. The awards reinforce the agency s commitment to support small businesses by providing opportunities and stimulating economic growth and job creation. The four contracts for Alaska, Idaho, Washington, and Oregon cover a performance period of three to five years and are estimated between $15-20 million for each geographic area. The largest contract covers Western Washington and will be performed solely by Washington State-based Service Disabled Veteran Owned Small Businesses. The 14 contracts were awarded to small business in all socioeconomic sectors. The businesses include: Cherokee General Corporation, Lorache/Coburn Joint Venture, Maniilaq Services LLC, Cherokee Construction Services LLC, Pacific Tech Construction, Angel Menendez Environmental Services, Bering P&L Joint Venture, JKM General Contractors LLC, Orion Construction Inc, Burton Construction Inc, Macnak Construction LLC, Ronson-P&L Joint venture, and VetFed-Pac Tech Joint Venture. GSA uses social media to highlight important information that can impact how small businesses do business with GSA. During this session Haworth highlighted GSA social media sites, discussed GSA content, taught participants how to navigate our GSA Interact site, and provided an opportunity for feedback and questions.
