9 Cross border cooperation within the European Neighbourhood Instrument Regulatory framework Regulation No 232/2014 March 2014 Establishment of the ENI: 15.4 billion funding for ENI under EU general budget. Up to 5% to cross-border cooperation. Regulation No 897/2014 August 2014 Implementing Decision No C(7172) October 2014 Implementation rules for the ENI CBC Programmes: technical provisions for the operational management of programmes and implementation of projects. Programming Document ENI CBC: strategic priorities for cross-border cooperation, the list of programmes, their budget as well as eligible territories ENI CBC Med Joint Operational Programme submitted to the European Commission on June 30 th 2015 Information on strategy and type of projects YET TO BE CONFIRMED (EC adoption expected by the end of the year) 9

11 ENI CBC Mediterranean Sea Basin Programme Other information Financial envelope: 209 million (90% projects / 10% technical assistance). Programme management: Autonomous Region of Sardinia confirmed as Managing Authority by the participating countries. Two Branch Offices in Aqaba and Valencia for dissemination and support to beneficiaries/partners. Cooperation area: same as in , plus Lisbon (participation limited to Thematic Obejctive Promote Economic and Social Development ).

13 ENI CBC Mediterranean Sea Basin Programme Expected calendar End of 2015: adoption of the ENI CBC Med Programme by the European Commission February 2016: first meeting of the Programme s Joint Monitoring Committee Mid-2016: launching of the first call for proposals* * Depending on signature of Financing Agreements (FA) between the European Commission and Partner Countries. At least one FA signed to launch the call for proposals. 13
