Different Memorandum of Agreements between Jordan and EU in the area of research has been signed, a number of joint projects and technical workshops have been organized, with involvement of Jordan and EU partners. It is expected that the new EU Framework Programme Horizon 2020 will provide a number of cooperation opportunities, in particular in the field of Information and Communication Technology (ICT), not only for Jordan but also for other Mediterranean countries. The workshop is aimed to highlight the main features of HORIZON2020, and to suggest ways of how to take advantage of the possible cooperation opportunities particularly in ICT. International cooperation will be an important cross-cutting priority of Horizon In addition to Horizon 2020 being fully open to international participation, targeted actions with key partner countries and regions will focus on the EU s strategic priorities. Through a new strategy, a strategic and coherent approach to international cooperation will be ensured across Horizon Information and Communication Technologies (ICT) in Horizon 2020, (15 min) Svetlana KLESSOVA, Director, inno TSD, France. The overall aim of EU research and innovation in information and communication (ICTs) under Horizon 2020 is to bring the benefits of progress in these technologies to European citizens and businesses; the EU investments in ICTs are expected to be significantly increased under Horizon 2020 compared to the current EU research programmes (FP7). Horizon 2020 will support ICT in Science; ICT in industrial leadership and ICT in societal challenges. The presentation will provide an overview of ICT in Horizon Technology Platforms as key instruments for Cooperation and Networking between Mediterranean countries and Europe, (15 min) Tonny Velin, Director Answare-Tech, Spain. Based on European Technology Platforms (ETPs) success story, a challenge for Mediterranean countries (MED) and Jordan in particular is to create similar Technology Platforms (MED-TPs) to strengthen R&D cooperation with Europe on Horizon 2020 ICT and societal challenges where ICT plays a key role, e.g. Energy. The collaboration between ETPs and MED-TPs will help at analyzing potential areas of cooperation between Europe and MED around the thematic areas of Horizon 2020 and at producing Strategic Research Agendas as tools to set up sustainable technical and scientific cooperation and to identify research and innovation bottlenecks and facilitate knowledge circulation (e.g., software and services, networked electronic media, ICT for energy, etc). The European Technology Platform role in Horizon 2020, (15 min) Pierre-Yves DANET, Head of collaborative research Europe at Orange Labs. European Technology Platform have been set up in 2005 with the objective to organize the ICT sector. 8 year after, the stock is very good, ETP produce a lot of documents which bring helps to the European Commission in the FP7 work program definition. Now we are moving towards Horizon2020 program and there is a need to refresh the organization and the objective of these ICT ETPs. ICT sector has been divided in 6 ETP during FP7 work program : - Photonics21 - Net!works ETP : Mobile and fixed network infrastructure - NESSi : Services - ISI : Stalellite - EPoSS : Internet of things - NEM : Neworked media
5 ICT Innovation Trends & Entrepreneurship in the Framework of EU HORIZON 2020, (15 min) Gregory S. Yovanof, Athens Information Technology. The rapid pace of advancement of ICT technologies in conjunction with major socio-economic trends that define the modern era of networked-society such as the globalization, mass-collaboration, openmarkets and the deregulation of several markets worldwide mandate the adoption of new strategies for innovation management. This talk presents the latest trends in innovation management & entrepreneurship that allow not only enterprises and non-profit organization but also entire geographic regions to become competitive at a global scale. Open Innovation, social entrepreneurship, and collaborative innovation systems are presented with the emphasis on European initiatives in the field : Lunch SESSION II: FUTURE OPPORTUNITIES FOR THE EU AND THE MEDITERRANEAN COUNTRIES ( :45) Jordan ICT Sector: Challenges, Limitations and Strategy, (15 min) Isam Zabalawi, Former Minister of Higher Education and Scientific Research, Jordan. The presentation will focus on the limitations, the challenges facing the ICT sector and the sector strategy. The limitations include but not restricted to: the role of the government, the agile infrastructure, the company limitations within the sector and the limited labor. However the challenges cover: the ICT diffusion, the fragmented export, the need for long term market focus, investment promotion, intellectual property regulations, early ICT adaptation, convergence issues, spectrum management, ICT security, education training and professional development, and the size of the local market. Furthermore, the presentation will outline the sector: vision, mission, strategic objective and the action plan. Special emphasis will be given to the ICT strategy in the higher education sector. ICT and Future Challenges, (15 min) Ibraheem Badran, Former Minister of Education, Jordan. The rapid pace of change in the present world made the future carry strong challenges to almost everything starting with the air that we breathe and ending with space exploration. ICT is not an exception. Yet, with the acknowledgment of impact of globalization in reducing the distances and differences among nations, we have to admit that the developing world has to cope with more complicated challenges related to ICT. Issues such as the national language digital content, vertical and horizontal spread costs, impact of education and culture in reshaping of the country way of thinking, digital devide, innovation, industrialization, knowledge society etc., are relevant future challenges. Though ICT is only a tool and part of a new-type of infrastructure, yet, small developing countries have to work very hard to keep the balance between the benfits and the side effects. Who will be the main players: academia, industry intellectuals or business corporations? That is the question. RSS Activities in Water-Related Fields, (15 min) Wael Suleiman, Royal Society of Jordan. The Royal Scientific Society (RSS) of Jordan is the largest applied research institution, consultancy, and technical support service provider in Jordan and is a regional leader in the fields of science and technology. The Energy, Water, & Environment (EWE) Cluster of RSS is currently involved in various national and regional projects that focus on issues of integrated wastewater management for small clusters in the country; utilizing advocacy and social marketing methodologies and tools to improve the lifestyle and well-being of local communities through fostering environmental sustainable behaviors; community based initiatives for water demand management; and the safe use of greywater for agricultural purposes.
6 ipark: a Catalyst in the Commercialization of ICT Innovation, (15min) Wisam Rabadi, ipark Jordan. ipark is Jordan s leading Technology Hub that specializes in the commercialization and support of ICT innovation and new venture creation. Through its Technology Transfer Unit, ipark has assisted many Jordanian researchers commercialize their R&D projects. The presentation will provide an overview of ipark s operation and structure, highlight its collaboration activities with various EU projects and potential areas of future cooperation. Orange - Jordan Universities Initiative, (15 min) Issam Barghuthi, Orange Company, Jordan. E- education is a priority for the Jordanian Government to enable institutions to adopt e-learning and facilitate widening access to e-learning for educational institutions in Jordan. The focus of this Presentation is to introduce Orange-Jordan s Universities Initiative, to continue its commitments to Higher education in Jordan, while remaining faithful to the vision that was inspired by the Jordanian Government, in providing all educational institutions with a vital role in Jordan s future. Through this initiative Orange-Jordan, with its proposed pilot project at JUST, will offer the Students, Staff and administration the best accessibility to their network, by ensuring a reliable, high-speed access to the Universities networks and portals including access from off campus, and to establish on-campus open labs and to move towards wireless campuses. Orange Jordan will offer technology sharing to enable JUST and other Universities to benefit from the latest technologies in the ICT Sectors, by making use of the potential product developed by Orange & Orange Labs, and exchange of skilled human resources (expertise in this area). Collaborations for Mixed Signal & Power System Integration (15min) Jochen Reisinger, Infineon Technologies, Austria. Infineon Technologies focuses on three central challenges faced by modern societies: Energy Efficiency, Mobility and Security and offers semiconductors and system solutions for automotive, energy efficient industrial electronics and chip card / security applications. At the Infineon site in Austria (Villach) the combination of a 300mm wafer production facility together with several highly specialized technology teams and the design centers for the development of innovative analog/mixed signal/power/rf/mems products creates a highly dynamic innovative environment. As those cross functional innovations cannot be done by the local teams only, many collaboration projects are installed to link with leading edge international academia and R&D-institutions. This collaboration is also based on Doctoral Theses and the exchange of experts. A real win-win situation arises as research institutes get access to Infineon s latest technologies and Infineon is efficiently linked to academic innovation activities. Jochen Reisinger will first present a short overview about Infineon s Technologies and Products. In the second step he will provide insight into processes how to plan collaborative projects in different surroundings followed by an overview of some project highlights.
7 ENPI CBC MED Program: Toward Sustainable Development in the Mediterranean Basin, (15 min) Esmat Karadsheh, ENPI CBC MED. This multilateral cross-border cooperation "Mediterranean Sea Basin Programme" is part of the European Neighbourhood Policy (ENP) and its financing instrument (European Neighbourhood and Partnership Instrument - ENPI) for the period It aims at reinforcing cooperation between the European Union (EU) and Partner Countries along the shores of the Mediterranean Sea (Cyprus, Egypt, France, Greece, Israel, Italy, Jordan, Lebanon, Malta, Palestinian Authority, Portugal, Spain, and Tunisia). The original budget of the Programme was Million and increased by 15%, bringing it to 200 Million. 15:45 16:00 Coffee Break SESSION III: EURO-MEDITERRANEAN R&D COOPERATION : A WIN-WIN PARTNERSHIP ( ) Excellence and innovation the two key elements expected in Horizon 2020 proposals - view from an FP7 proposer and project coordinator (15 min) Sebastian ENGELL, Prof. Dr.-Ing,TU Dortmund, Germany The presentation will discuss the expectations of the European Union for funded cooperative research proposals and the necessary ingredients of successful proposals. The two elements that will be stressed are scientific and technical excellence R&D funding is not aid and innovation - meaning that the work should lead to tangible results for the European citizen, economic, ecologic, or social. In addition, hints will be given how to develop successful proposals. EU- Jordanian cooperation: Bilateral STI schemes of cooperation (15 min) Omar Amawi, Eng., Director of the International Cooperation Department at HCST The presentation will give a quick idea about the role of HCST in increasing the research cooperation between Jordan and Europe, by addressing the research-innovation chain encompassing academia as well as the private sector, and by various collaborative activities of coaching for individual researchers and developers. Also, how HCST works with the EU to develop Jordan s applied research and technological capacity with a focus on the commercialization of RTD results for use by the private sector, especially SMEs; and the continuous efforts to integrate Jordan into the European Research Area. Innovation and Transfer of Knowledge in Nanotechnology and Materials Science. Opportunities of collaboration between EU countries and the Mediterranean Area (15 min) Santiago Cuesta-López, Dr., University of Burgos University of Burgos (Spain) and in particular its Science and Technology Park are involved in strong initiatives for the development of nanotechnologies and materials science research and innovation, always in close contact with the industrial network. Of relevance, we are coordinating the MultiNanomat transnational network, funded by MINECO (Spain), and involving more than 15 Universities and technological centers, working in synergy in Materials and Nanotechnology. We are members of the Nanofutures international platform (European initiative for sustainable development by Nanotechnologies, bringing together industry, research, networks NGO s at all levels), and partners of the INNANO initiative ( Promoting and intensifying at EU level the Spanish R&D capacities in nanotechnology funded by the Spanish Ministry of economy and Innovation, MINECO). A short review of our activities within these networks, and our present participation in EU projects, will be presented, since they can be taken as a model template of reference for further intensification, interaction with industry, and development on this area of knowledge.
8 Scientific Research in Jordan: Present and Future Status (15 min) Anwar Battikhi,, Jordan The need for studies, research and learning today is increasing more than ever before. Science and the world are in a race to reach the largest possible amount of accurate knowledge derived from science to improve the welfare of the human being, and ensure his superiority over others. The developed countries pay great attention to scientific research; it realized that the greatness of nations lays in the individuals scientific, intellectual and behavioral capabilities. Some of the main constraints that face scientific research in Jordan are: lack of a sufficient number of qualified researchers, lack of adequate financial support, failure by the decision-makers in the public and private sectors to adopt research results, non-raising generations in schools on the love and culture of research, school teachers and university professors are overburdened with teaching duties, migration of qualified researchers to communities where life and research needs, bureaucratic legislation related to scientific research and supplies and lack of participation in international and regional conferences. FP7: Strengths Cooperation between the EU and MENA Countries - JEWEL Study Case (15 min) Abdoul Rjoub, JEWEL Coordinator, JUST, Jordan The 36-month JEWEL project gives Jordan the possibility to improve the research activities of their highest quality in the FP7 thematic priority Information and Communication Technologies (ICT),through twinning activities between one of the leading Jordan scientific and educational organizations: Jordan University of Science and Technology (JUST), with European partners leading the best position in research and innovation. A coherent development strategy for JUST in ICT sector is prepared, based on SWOT analysis and on the socio-economic analysis on Jordan, regional(mediterranean) and European level. A twinning and joint research plan is agreed by the twinned partners and implemented. Project includes several main types of activities, eg. twinning activities between JUST and AUTH, large-scale networking & brokerage activities, exchange of researchers and young specialists and organisations of joint events such as summer school and an international conference in Jordan; training and coaching activities, integration into the European networks and enhancing Jordan participation in FP7. 17:00 Conclusion Svetlana KLESSOVA, Director, inno TSD, France
