2 THE MED PROGRAMME CONTINUES THE TRADITION OF THE EUROPEAN PROGRAMMES FOR TERRITORIAL COOPERATION CO-FUNDED BY THE EUROPEAN COMMISSION. IT INCLUDES THE WHOLE NORTHERN MEDITERRANEAN SEACOAST. ITS PRIORITIES, AS DETERMINED BY THE NEW PROGRAMMING PERIOD, AIM AT STRENGTHENING THE EUROPEAN COMPETITIVENESS THROUGH REGIONAL COMPETITIVENESS, EMPLOYMENT AND SUSTAINABLE DEVELOPMENT. THE MED PROGRAMME Innovation, good governance, protection of the environment, natural risk prevention are some of the key notions of this programming period and some of the priority axis of the programme. With a budget of more than 250 ME (193 ME coming from the ERDF), the Programme will launch proposals until 2013 to build transnational partnerships aiming at meeting the priority objectives of the Programme in the Mediterranean space. 3 THE MED COOPERATION SPACE TERRITORIES UNITED FOR THE MEDITERRANEAN SPACE The MED Programme funds projects from the coastal and Mediterranean regions of 12 Member States. The programme has also invited Mediterranean candidates or potential candidate countries to the European Union to join. Cyprus: the entire country Spain: six autonomous regions Andalusia, Aragon, Catalonia, Balearic islands, Murcia, Valencia - and the two autonomous cities - Ceuta and Melilla France: four regions Corse, Languedoc-Roussillon, Provence Alpes Côte d Azur, Rhône-Alpes Greece: the entire country Malta: the entire country The cooperation space has since welcome Croatia, Montenegro as well as Bosnia Herzegovina. These countries participate with the European funds of the IPA (Instrument for Pre-Accession Assistance). Italy : eighteen regions : Abruzzo, Apulia, Basilicata, Calabria, Campania, Emilia-Romagna, Friuli-Venezia Giulia, Lazio, Liguria, Lombardy, Marche, Molise, Umbria, Piedmonte, Sardinia, Sicily, Tuscany, Veneto. Portugal: two regions Algarve, Alentejo United-Kingdom: one region of Economic Programming Gibraltar Slovenia: the entire country A MED LIAISON OFFICE HAS BEEN SET IN THESSALONIKI (GREECE) TO EXCHANGE WITH THE COUNTRIES BENEFITING FROM THE INSTRUMENT FOR PRE-ACCESSION ASSISTANCE (IPA). THIS DECENTRALIZED JTS OFFICE IS IN CHARGE OF THE EXCHANGE OF INFORMATION, THE COORDINATION AND THE CAPITALISATION WORK WITH PARTNERSHIPS AND PROGRAMMES OF IPA COUNTRIES. IN ADDITION, A MED LIAISON OFFICE HAS BEEN SET IN VALENCIA (SPAIN) TO COORDINATE BETWEEN THE MED PROGRAMME AND THE ENPI MEDITERRANEAN SEA BASIN. brochure_med_en.indd 3 26/11/08 12:15:22

4 4 I FOR INNOVATION STAKES FOR A MORE COMPETITIVE SPACE A diagnosis and a SWOT analysis have highlighted major common stakes in the MED space on which the strategy of the Programme has been based. Four priority axes have been defi ned TO DISSEMINATE INNOVATIVE TECHNOLOGIES AND KNOW-HOW TO STRENGTHEN COOPERATION BETWEEN ECONOMIC DEVELOPMENT STAKEHOLDERS AND PUBLIC AUTHORITIES The programme area faces strong international competition and gaps between its different regions. The MED space must encourage dissemination of innovative technologies and know-how as well as strengthen strategic cooperation between public and private stakeholders. Examples of Innovation oriented projects > Building transnational networks between organisations that support businesses, economic operators, chambers of commerce, clusters to facilitate technology transfer as well as the dissemination of innovative practices and know-how. 5 D FOR BALANCED REGIONAL DEVELOPMENT E FOR ENVIRONMENT TO IMPROVE TERRITORIAL GOVERNANCE (BETWEEN URBAN AND RURAL AREAS) TO ENHANCE CULTURAL RESOURCES FOR A BETTER INTEGRATION OF THE MED SPACE In the MED areas, cities boast the highest levels of competitiveness, services or specifi c skills. To better manage the effects of urban development, to enhance potential competitiveness of rural areas while avoiding a widening of territorial disparities, it is essential to support synergies between the urban and rural spaces and improve territorial multilevel governance systems. Examples of «balanced territorial Development» oriented projects > Promoting transnational collaboration between different multilevel territorial systems (towns, metropolis, islands, rural areas, isolated territories, etc) to improve services networking and encourage the emergence of common strategies. > Promoting transnational initiatives enhancing the role of historical heritage and cultural resources from the point of view of integrated territorial development. A ERichness and fragility of natural resources and TO PROTECT ENVIRONMENT TO ENHANCE NATURAL RESOURCES AND HERITAGE TO PROMOTE RENEWABLE ENERGIES TO IMPROVE ENERGY EFFICIENCY TO PREVENT MARITIME RISKS AND STRENGTHEN MARITIME SAFETY TO PREVENT AND FIGHT AGAINST NATURAL RISKS E A heritage, pressure on fragile areas, regular water supply threats, concentration of major risks The MED space is a space rich of assets with a high biodiversity that needs to be protected on different environmental levels through transnational coordinated initiatives. Examples of «Environment» oriented projects > Promoting transnational partnerships to protect, enhance, and increase the awareness of the fragile areas and their resources from the integrated territorial development and sustainable tourism point of view; promoting biodiversity through protection and enhancement of natural resources. > Creating and disseminating innovative materials and production processes that allow reducing energy consumption amongst public stakeholders and businesses. A FOR TERRITORIAL ACCESSIBILITY TO IMPROVE MARITIME ACCESSIBILITY TO PROMOTE ENVIRONMENTALLY FRIENDLY TRANSPORTATION AND MULTIMODALITY Because of its geographical feature, composed of many isolated territories, the MED space encounters accessibility and connection problems between its regions, its economic poles, and its harbours, or again with surrounding international areas. At the same time, the development of economic activities and tourism put a high level of pressure on the area. This situation needs to be tackled by organising the means of transportation and better access to the telecommunications network. Examples of «improving Accessibility of territories» oriented project > Building transnational partnerships to promote multimodal transport systems in urban areas (train, cars, public transport, cycling, etc) and promoting the use of transportation modes with a low environmental impact. > Supporting transnational actions allowing a more effi cient use of ICT for civil society, administrations and economic operators. brochure_med_en.indd 5 26/11/08 12:15:28

6 WHO CAN BENEFIT FROM THE FUNDS? Regions and towns administrations, research centres, and national authorities in charge of related sectors, universities as well as non profit making associations: the Programme welcomes projects from various horizons. A larger but not exhaustive list of potential beneficiaries is available in the «MED Operational Programme». WHICH KIND OF PROJECTS IS FUNDED? Even if the project forms a certain continuity for the earlier Mediterranean programmes for territorial cooperation, Archimed and Medocc, the MED Programme aims at going further in the capitalisation of the efforts of the preceding generations. Thus the programme funds projects featuring a strong transnational and concrete orientation. WHAT DOES A TRANSNATIONAL PROJECT MEAN? Partners in a transnational project share its key steps such as problematic, goals, strategy, action plans, and implementing common solutions for the benefi t of all. To have a transnational dimension, the project has to bring a solution to a problem that could not be solved without a partnership or has to bring an added-value to the area compared to a more local solution. WHAT DOES A CONCRETE PROJECT MEAN? A concrete project is related to a cycle that implies the analysis of the sector and the existing situation, the identification of common challenges, the formulation of transnational strategies and action plans, the implementation of a solution and the generation of outputs from which all the partners can benefit. Thus, the projects cannot be based only on the objective of knowledge and experience exchange between partners. They must be based on strategies aiming at bringing a concrete contribution to the realisation of the objectives of the Programme. brochure_med_en.indd 6 26/11/08 12:15:33
