1 Presented To: City Council Request for Decision Healthy Community Initiative Fund Applications Presented: Tuesday, Jul 11, Report Date Wednesday, Jun 21, Type: Routine Management Reports Resolution THAT the City of Greater Sudbury approves the Healthy Community Initiative Fund requests, as outlined in the report "Healthy Community Initiative Fund Applications", from the General Manager of Community Development, dated June 21, ; AND THAT any necessary by-laws be prepared. Relationship to the Strategic Plan / Health Impact Assessment This report refers to the Healthy Community Initiative Funds that support community-based projects which advance the City of Greater Sudbury's priorities as identified in the Strategic Plan in terms of promoting high quality of life. Report Summary By-law requires Council's approval for all eligible Healthy Community Initiative Capital fund requests exceeding $10,000, and Grant requests exceeding $1,000. The General Manager of Community Development is recommending that the eligible funding requests identified in Appendix A: Healthy Community Initiative Fund - Applications, be approved as contained in the report dated June 21,. Approval of an HCI capital project includes approval of operating costs to be provided in the base budget in subsequent budget years for the operating department.
2 Background By-law , requires Council s approval for all Grant requests which meet Healthy Community Initiative (HCI) funding criteria and exceed $1,000 and all Capital requests which meet HCI funding criteria and exceed $10,000. Eligible applications for Grant requests of $1,000 or less, and eligible Capital requests of $10,000 or less may be approved by the General Manager of Community Development. HCI Fund Applications and Financial Summary Appendix A - Healthy Community Initiative Fund - Applications, lists HCI Fund requests by Ward as recommended by the General Manager for approval by Council. All projects listed in Appendix A have been evaluated against By-law and its related criteria and have also been verified to ensure sufficient funds are available within each Ward s funding allocation subject to the recommended approved projects and events/activities. Appendix B Healthy Community Initiative Fund Financials, provides a summary of HCI Fund allocation balances post-approvals as at July 11,. Appendix C Healthy Community Initiative Fund Application Outcomes, provides a list of HCI Fund applications that were approved by the General Manager, Community Development for the period of January 1, to June 21, and those applications that were denied since the last report to Council for the period of May 10, to June 21,. Next Steps Upon Council approval, the applicant will be notified by letter confirming funding as approved for the purpose of the request along with a Final Report form to be completed by the applicant and returned post-event/project completion. A grant recipient will be provided with a cheque (where applicable) for the approved amount, whereas a capital funded project will be managed by the City of Greater Sudbury, working closely with the applicant. To build a skateboard park at the most south-east area of Victory Park. Contributing partners include Northern Exotic Animals, Moose Lodge, St. Peter and Paul Serbian Orthodox Church as well as other supporters. There are on-going maintenance costs of approximately $2,500 The funds will go towards replacing outdated playground equipment with modern play structures for children as well as adding a bench and bicycle rack. Contributing partner includes the Valley East Lions Club with support of the Valley East Community Action Network. Opportunity to leverage funds to offset half the cost of replacing the roof. The infrastructure has been inspected and found to be in poorer condition than was previously identified in the CGS 2016 Building Condition Assessment. Contributing partner includes the Clifford & Lily Fielding Foundation and other community partners that support Kivi Park. The permanent dog park would provide a safe space for dog owners to bring their pet in a controlled environment and promotes socialization and outdoor recreation. The park would discourage vandalism in the area. The group is actively seeking other sources of funding. There are on-going maintenance costs of approximately $7,500 per year.
