2 CONFERENCE CHAIR Dear NCIMS Registrants: Welcome to Orlando, Florida and the Caribe Royale for the 32 nd National Conference on Interstate Milk Shipments. The mission of NCIMS established by our Constitution is to Assure the Safest Possible Milk Supply for all the People. This one founding principal has provided the single most important common interest for all participants to keep this unique cooperative effort between dairy producers, dairy processors, state regulators and the federal government working together to establish and maintain a system of uniform requirements governing the production, processing and sale of milk and milk products in the United States known as the Pasteurized Milk Ordinance. Beers 2009 Conference Chair We come together this year as we have every odd numbered year since 1953 to debate the issues facing our industry today, to learn from each other, and to decide if changes to our model regulation is needed. Food safety has never been a more important issue than it is today. Consumers are concerned because of large scale food safety disasters like melamine contamination in pet food and dairy ingredients endangering the health and safety of ourselves and our pets on a global scale. Even before the full extent of the melamine situation is known, U.S. consumers are assaulted by news of hundreds of cases of salmonella illness caused by contaminated peanuts used as ingredients in everything from ice cream and candy to baked goods. Both of these issues are topics for our educational symposium on Saturday afternoon. As we progress through the week I encourage you to attend committee meetings of interest, track the progress of proposals through our Council sessions, ask questions, become educated on the issues, meet new people, participate in the process and volunteer to serve on NCIMS committees that may interest you. Your participation is the key to our success in assuring the safest possible milk supply for all the people. I sincerely hope you enjoy the conference. Mr. Beers graduated in 1975 with a B.S. degree in Animal Science from Virginia Polytechnic Institute and State University and began work with the Virginia Department of Agriculture and Consumer Services in April 1977 as a dairy inspector. He held the positions of Dairy Services Regional Manager and Assistant Chief in the Office of Veterinary Services prior to being promoted to manage the Dairy Services Program in During his career, Mr. Beers has been an active participant in the Dairy Division of the National Association of State Departments of Agriculture (DDNASDA) and the National Conference on Interstate Milk Shipment (NCIMS). He served as president of the Dairy Division of NASDA between 1999 and 2000 and was elected to Chair the Executive Board of NCIMS at the close of the 2007 conference in Salt Lake City, Utah. In addition to having served on the NCIMS Executive Board since 2003, Mr. Beers has held the following positions with NCIMS in the past: Chair of Council II, Chair of the HACCP Implementation Committee, Chair of the Constitution and Bylaws Committee and Chair of the Document Review Committee. Back home, Mr. Beers represents the Commissioner of Agriculture and Consumer Services on the Virginia Radiation Advisory Board and is a member of the agencies Emergency Operations Team and the Virginia Dairy Industry Association. During his spare time he enjoys his two flat coated retrievers (Willie and Vegas), cooking, fishing, home improvements and gardening

9 NCIMS COUNCILS AND COMMITTEES To facilitate the basic function of the Conference, Councils have been appointed to consider the improvements in and modification of the NCIMS documents (Proposals). Each Council consists of 20 members plus a Chair and Vice Chair. The individuals selected represent State Health and Agriculture Departments, Milk Processors and Milk Producers. Additionally, there are Committees which study and evaluate "Proposals" submitted to the Conference for consideration. Rosters of Councils and Committees are printed in this program. Registered participants may attend and take part in the discussion of any Council. It will be necessary to wear your badge to gain admission to these sessions. The "Proposals" provided to the three Councils for discussion, and recommendations have been mailed to all pre-registrants.
