2 Messages to the Public Dear Californians: The past year has been a record setting one for the California Lottery, during which we have achieved some of our greatest accomplishments. Our sales for the fiscal year totaled $2.89 billion and we provided the highest ever contribution to public education $1.1 billion. Truly, this has been the best year in the 16-year history of the Lottery. We believe that next fiscal year will again exceed our sales goal with a resulting contribution to public education for a second year in a row exceeding $1 billion. Dear Friends: Welcome to the California Lottery s annual report. As Governor, my first priority has been to improve California s public schools. The California Lottery has played a valuable role by providing supplemental funding to California s schools, colleges and universities. In recent years, the Lottery has developed new and innovative ways to maximize its contributions to public education. In this report, you will find information about how the Lottery has collaborated with California s schools, Lottery customers, the entertainment industry and businesses to better serve the community. The Lottery has worked with the private sector and developed many of its own improvement initiatives. Through these ongoing efforts, we are taking important steps toward building a bright future for our youth and our state. On behalf of the people of the State of California, I encourage you to explore this report and discover the many ways we are working to make government more responsive to the needs of its citizens. Sincerely, Gray Davis Governor State of California For the period beginning with the startup of the Lottery in 1985 through the end of the current fiscal year, the California Lottery has provided over $13 billion to public education. So where does all this money go? To buy school supplies, to provide funding for art and music programs, to fund field trips and to supplement teacher salaries. In this report you will be able to identify just how much Lottery generated funds through June 30, 2001, were allocated to each public school district, public college and public university throughout the state and in your local community. Many school districts say that they particularly value Lottery funds because their elected school board members have the opportunity to decide how to use the funds to meet local priorities. This report also features photographs which spotlight how some of our school districts have chosen to use their Lottery dollars. Over the past 16 years, the Lottery has contributed $34 billion to our state s economy. The 19,000 retailers who sell our Lottery tickets have received over $2 billion in commissions and prize bonuses. Over $602 million in contracts and purchase orders (49 percent of the Lottery s total procurement dollars) have been awarded to small businesses, the backbone of our state s economy. Over $17 billion have been won by our lucky winners totaling over 1,600 millionaires. It has indeed been a very exciting year as we watched the SuperLotto Plus jackpot break all records and climb to an unprecedented $141 million. This incredible amount was won by Al Castellano in San Jose, making him the largest individual winner in California Lottery history. As we move through the next fiscal year, the dedicated staff at the California Lottery, working in partnership with our 19,000 retailers, will continue to do our very best to carry out our mission of generating supplemental funds for public education in a responsible manner and always with the highest level of integrity. 3 Commissioners David Rosenberg Chairman, California Lottery Commission David Rosenberg is serving his third consecutive term as Chair of the California Lottery Commission. He has served as Chair since Governor Gray Davis appointed him to the Commission in March 1999 to a term that expired in November During November 2001, Rosenberg was reappointed to another term on the Lottery Commission by Governor Davis. The new term expires in November He is also the Director of Community and Intergovernmental Relations and Senior Advisor to Governor Gray Davis. Rosenberg serves as a member of the California Victim Compensation and Government Claims Board, and as Chairman of the Yolo County Board of Supervisors. Hal Barker Vice Chairman, California Lottery Commission Hal Barker is the Sheriff of El Dorado County. Appointed by Governor Gray Davis in March 2000, Barker is a 41-year veteran of law enforcement in California and former President of the California Peace Officers Association. He has also served as Chief of Police at San Francisco International Airport and began his career in Santa Paula, California rising to the rank of captain. Barker plans to retire from his law enforcement duties in January of 2003 but plans to continue to serve on the Lottery Commission. Stacy Faierman-Marks California Lottery Commissioner California Lottery Commissioner Stacy Faierman-Marks was appointed to the Commission in August 2001 by Governor Gray Davis. Marks is CEO and founder of TheElites.com which offers free newsletters on hot topics written by the top in their field, and MCLE credit for lawyers. Marks is also a member of the State Bar of California. She also serves on the City of Beverly Hills Planning Commission and is national ambassador for the American Committee for the Weizmann Institute of Science. Michael Brockman California Lottery Commissioner Michael Brockman was appointed as Commissioner to the California Lottery by Governor Gray Davis in June He is President of M. Brockman Broadcast, Inc. and in that capacity, serves as a television consultant/producer. Brockman has been involved in the production of almost every soap opera currently on the air, and has been an executive with all major television networks. California Lottery Commissioners are responsible for assuring the integrity, security, honesty and fairness of the Lottery and for effectuating the purposes of the Lottery Act. Commissioners approve the Lottery s budget, business plan, games and contracts. Commissioners are appointed by the Governor and are compensated at the rate of $100 for each day they are engaged in Commission business. Public meetings of the Lottery Commission are held throughout the year. Hess first spun a triple and when he spun again, his ball landed in the $1 million slot. This was the show s first $3 million prize since it began production in Los Angeles in March of This is the biggest prize currently available on any game show in the nation. Hess was dazed when he was presented with a $3 million oversized check on the show. Hess purchased his Scratchers ticket at Hammer Liquor & Deli in Stockton. Congratulating Hess are Big Spin Hostess Maiquel Alejo and Host Pat Finn. On November 15, 2001, California Lottery Director Joan Wilson presented Manager Peggy Bloomstedt with a gold terminal, a check for $5,000 and a plaque proclaiming the store Retailer of the Year. Vice President Paul Hobson represented the Primadonna Company, a subsidiary of MGM Mirage and owner of the store, at the ceremony. The Primm Valley LOTTO Store has six terminals, multiple vending machines and multiple playcenters. This store has the best set-up in the state to sell Lottery products. This store averages over $110,000 a week in Lottery sales and during Lotto Fever sales jump to almost $500,000 a week.

The district has spent over $1.2 million to purchase 3,000 new computers for teachers and students. The district has used Lottery dollars as matching funds to further maximize its technology money. According to Superintendent Ken Sherer, The district has cut its overall workload by one-fourth and has become a pilot program for Sun Microsystems. This allows staff to update the district s entire software package through a centralized system. Sherer adds, This would not have been possible without the supplemental Lottery funds. Castellano bought his lucky ticket at Union Avenue Liquors in San Jose, California and chose his numbers 3, 22, 43, 44, 45 and MEGA 8 by using Quick Pick. Lottery retailer Alex Wang, owner of Union Avenue Liquors in San Jose, had a super Sunday when he learned that his store sold a $141 million ticket. Wang received a check for $705,000 one half of one percent of the jackpot, making him the retailer that has received the highest bonus from the California Lottery for selling a single winning ticket. Rose Briscoe bought the winning ticket on Valentine s Day at a 7-Eleven in Orange. We had been playing regularly since the Lottery began, explained Rose, but we never expected this! The Briscoes found out they had won while in Pismo Beach on a Valentine s Day weekend fishing trip. Earlier that weekend they had speculated what they would do if they won and Paul thought that it was silly conversation. Rose said to her husband, Someone will win, why not us? The next morning, thirty of those workers including their supervisor won the $15 million SuperLotto Plus jackpot prize. Hales said, I m so glad that our group won. Most of this group is very well-educated, well-qualified and dedicated to the community. They are so underpaid for the wonderful work that they do. Members of the group comprised of preschool teachers, teacher assistants, a custodian, and a couple of administrators had each contributed one dollar for the draw. The group picked the winning numbers 22, 11, 20, 12, 9 and MEGA 23 from their own past winning numbers. The group of thirty opted to take the cash option of $7.7 million. This amount is roughly half of the jackpot or the amount that the Lottery would have invested for the winner to payout over 26 years. Each share is worth $258,110 and each winner will receive $185,831 after federal withholding. There are no state taxes on Lottery winnings.
