1 REPORT OF THE NCAA DIVISION I COUNCIL AND COUNCIL STANDING COMMITTEES APRIL 16-18, 2018, MEETING This document includes meeting reports of the following: NCAA Division I Council, NCAA Division I Competition Oversight Committee, NCAA Division I Football Oversight Committee, NCAA Division I Legislative Committee, NCAA Division I Men's Basketball Oversight Committee, NCAA Division I Strategic Vision and Planning Committee, NCAA Division I Student-Athlete Experience Committee and NCAA Division I Women's Basketball Oversight Committee. In an effort to connect Council and standing committee items to the NCAA pillars of academics, fairness and well-being, items included in this report have an identifying pillar. There is an additional pillar, operational, that is used to mark those items that are under review to ensure a stable and efficient Division I. KEY ITEMS. 1. Council Legislative Actions. (Academics/Fairness/Well-Being/Operational) The Council's legislative actions are detailed in attachment A and voting results are available in attachment B. Pursuant to NCAA Constitution , legislation adopted by the Council (other than noncontroversial legislation) is considered final at the conclusion of the next NCAA Division I Board of Directors meeting, Wednesday, April 25. Therefore, legislation adopted by the Council with an immediate effective date (other than noncontroversial legislation) will be effective on Wednesday, April 25, 2018, at the conclusion of the Board of Directors meeting. Noncontroversial legislation adopted by the Council is considered final at the conclusion of the Council meeting. Noncontroversial legislation adopted by the Council with an immediate effective date is effective as of Wednesday, April Update from the Commission on College Basketball. (Fairness/Well-Being) The Council received an update on the work of the Commission on College Basketball. The final report will be provided to the NCAA Board of Governors and the Board of Directors on Wednesday, April 25. The Council received a report regarding the structure and plans that are in place to help the Council review and take action on referrals from the Board of Directors related to the Commission on College Basketball recommendations. The NCAA Division I Council Coordination Committee will appoint members to various working groups that will review specific recommendations from the Commission on College Basketball's report and develop potential changes to policies and legislation. 3. Update from the NCAA Division I Council Transfer Working Group. (Fairness/Well- Being) The Council received an update from the Transfer Working Group and the NCAA Division I Committee on Academics on the review of concepts and feedback from the membership and governance structure. The following items provide the latest updates on

The concepts included in this feedback opportunity include: a. The Transfer Working Group affirmed unanimous support of NCAA Proposal No (Recruiting and Infractions Program Contacts and Evaluations Four- Year College Prospective Student-Athletes Notification of Transfer). Based on the recommendation of the Transfer Working Group, the Council modified the proposal to reduce, from five to two, the number of business days an institution has to enter a student-athlete's information into the national transfer database on receipt of a written notification of transfer from a student-athlete. In addition, the Council modified the proposal's effective date from August 1, 2018, to October 15, The vote on the proposal will occur a during the next Council meeting, June 12, b. The autonomy conferences are developing corresponding financial aid legislation related to reducing, canceling or not renewing athletically related aid after receipt of written notification of transfer from a student-athlete, which will be introduced by May 1 and acted on by autonomy members via electronic vote June 19. c. There is currently no consensus regarding a uniform transfer eligibility rule. Membership and governance structure feedback has provided a wide range of ideas on the subject. The Transfer Working Group will seek input through spring and summer conference and governance structure meetings on various concepts (which may be influenced by the recommendations of the Commission on College Basketball), including consideration of whether there is rationale to support a sports-specific approach to either an academic-based model or a model that eliminates the current one-time transfer: (1) An academic-based transfer exception; (2) Elimination of the one-time transfer exception, with no new broadly available exception created (e.g., all student-athletes serve a year of residence); (3) An exception for student-athletes who are not on athletics aid (e.g., walkons); (4) An exception for when a head coach departs before a student-athlete's initial enrollment in a regular term, but after enrollment in summer school; and (5) The counting of financial aid for postgraduate transfer student-athletes.

The Transfer Working Group requested the Collegiate Commissioners Association to explore a change to the National Letter of Intent policy by which a prospective student-athlete may be released from the National Letter of Intent if the head coach leaves the institution before the prospective student-athlete's initial full-time enrollment. The Transfer Working Group will request each conference to provide its position on the noted concepts. The specific request will be available in mid-may and will be informed by an updated briefing document. feedback will be requested in August through a survey instrument. 4. Board of Directors Strategic Areas of Emphasis for (Academics/Fairness/Well-Being/Operational) The Council received an updated draft of the strategic areas of emphasis for Division I for , and an update on the overall development process. The development process will culminate with a joint meeting of the Board of Directors and the NCAA Division I Presidential Forum Tuesday, April 24, during which the strategic areas will be finalized, and initial action plans will be formulated. Once the strategic areas of emphasis have been finalized, referrals to key governance entities will be made. The Council and its standing committees are prepared to advance the collegiate model and the strategic areas of emphasis consistent with the ultimate direction set forth by the Board of Directors. The Council will be significantly involved in the development of policies and legislation to improve the academic success of student-athletes and help provide student-athletes with a well-rounded, opportunity-rich experience that helps prepare them for a successful transition from college into lifelong productive citizenship. In particular, the Transfer Working Group will continue its work related to transfer regulations. The Student-Athlete Experience Committee will continue its work related to early recruiting consistent with appropriate presidential principles. The Strategic Vision and Planning Committee is prepared to work with the NCAA Division I Board of Directors Finance Committee in the development of policy or legislative changes that enhance the sustainability of the Division I collegiate model. The Strategic Vision and Planning Committee is also prepared to engage in the identification and examination of threats and opportunities impacting the Division I collegiate model and develop strategies to address the threats and maximize the opportunities. 5. Modification of NCAA Division I Committee for Legislative Relief NCAA Division I Four-Year College Transfers Directive. The Council approved a modification, effective immediately, for student-athletes seeking eligibility for the academic year and thereafter, to the Committee for Legislative Relief four-year college undergraduate transfer directive to include an academic analysis and permit immediate eligibility to be provided, in limited circumstances, for student-athletes who are not eligible to use the one-time

Specifically, immediate eligibility may be provided to a transfer student-athlete, provided: (Fairness/Well-Being/Operational) a. The transfer is due to documented mitigating circumstances that are outside the student-athlete's control and directly impact the health, safety and well-being of the student-athlete; b. At the time of transfer to the certifying institution, the student-athlete would have been athletically and academically eligible and in good standing on the team had he or she remained at the previous institution; c. The certifying institution must certify that the student-athlete meets percentage-ofdegree requirements; and d. The previous institution's athletics administration does not oppose the transfer. INFORMATIONAL ITEMS. 1. Expenses for Family Travel to NCAA Championships. (Fairness/Well- Being/Operational) The Council received an update related to expenses for family members of student-athletes to attend championship events (e.g., Final Four). Waivers have previously been granted for expenses to be provided for the families of participating student-athletes to attend the College Football Playoff and Men's and Women's Final Fours as a pilot program. A determination has been made that current NCAA legislation [NCAA Bylaw (expenses for parents/legal guardians of participants in athletics competition)] allows the College Football Playoff to provide travel expenses to family members of participating student-athletes to attend the involved contests. Therefore, a waiver is not required for the College Football Playoff to provide the family travel expenses. However, the legislation does not apply to the NCAA. The autonomy conferences considered sponsoring legislation for the legislative cycle to permit the NCAA, conferences and/or institutions to provide travel expenses to family members of student-athletes who are involved in championship competition but elected not to sponsor such legislation at that time. The Strategic Vision and Planning Committee will review this issue and consider how family travel expenses could fit within general championship budgeting. Legislation could be introduced to give the NCAA the authority to provide such expenses in a way that is similar to the authority provided to nonprofessional sponsors of competition (other than the NCAA) in Bylaw The Strategic Vision and Planning Committee's input will be provided to the Board of Directors Finance Committee for its August meeting. Based on the review of the issue, the Council could consider recommending approval of a waiver for the 2019 Men's and

5 Report of the NCAA Division I Council and Council Standing Committees April 16-18, 2018, Meeting Page No. 5 Women's Final Fours to allow the NCAA to provide travel expenses to the families of participating student-athletes. 2. Reports from Council Committees. The Council received reports of actions and informational items from the Council standing committees. a. Competition Oversight Committee. The Competition Oversight Committee provided the following informational items to the Council. (1) The Competition Oversight Committee reviewed financial summaries from the Division I championships that focused on each sport's revenues and expenses. (Fairness/Well-Being/Operational) (2) The Competition Oversight Committee approved the host institution for the 2019 and 2020 NCAA Division I Men's and Women's Outdoor Track and Field Championships and made a recommendation to the NCAA Division I Men's and Women's Track and Field and Cross Country Committee regarding the host institution for the 2021 and 2022 NCAA Division I Men's and Women's Outdoor Track and Field Championships. (Operational) (3) The Competition Oversight Committee continued its review of the sustainability of championships for low-sponsorship sports. (Fairness/Well-Being/Operational) (4) The Competition Oversight Committee discussed the growing trend of inseason and season-ending events sponsored by non-ncaa event operators. The Competition Oversight Committee is generally opposed to adding regular-season contests based on the possible negative impact on class time and student-athlete time demands, the potential increased financial burden on institutions and concerns about the quality of the student-athlete experience. Feedback will be solicited from the NCAA Division I Student- Athlete Advisory Committee and the Student-Athlete Experience Committee regarding student-athlete experience and impact on time demands. Feedback will also be sought to explore the development of guidelines/parameters for reviewing requests related to additional seasonending events. (Fairness/Well-Being/Operational) (5) The Competition Oversight Committee considered budget requests from sport committees for and expressed support for bracket expansion in beach volleyball and women's bowling, and event enhancements in

In addition, support was prioritized for the following sport committee budget requests: (Fairness/Well-Being/Operational) (a) (b) (c) (d) (e) Increased officials' fees in certain sports; Stipends for men's golf regionals; Men's gymnastics equipment logistics; Day of rest between first and second rounds in field hockey; and Squad size/travel party increases in certain sports. b. Football Oversight Committee. The following items include actions taken by the Council on recommendations and information provided to the Council from the Football Oversight Committee. (1) The Council approved the following modifications to the composition of the Football Oversight Committee: (Fairness/Operational) (a) (b) 15 voting members, including one voting member from each Football Bowl Subdivision (FBS) conference; Five Council members, including an FBS representative and an NCAA Football Championship Subdivision (FCS) representative; (c) Nine non-council members, including one head coach representative who is a member of the American Football Coaches Association Board of Trustees (could be a different coach at each meeting); (d) (e) One football student-athlete member of the Student-Athlete Advisory Committee; Four nonvoting members, including the executive director of American Football Coaches Association, the chair of NCAA Division I Football Championship Committee, one faculty athletics representative and one football student-athlete from the subdivision not represented by the Student-Athlete Advisory Committee member.

7 Report of the NCAA Division I Council and Council Standing Committees April 16-18, 2018, Meeting Page No. 7 (2) The Council approved the formation of a Coaches Connection Group, which will consist of Division I head coaches who will provide feedback to the Football Oversight Committee. A voting member of the Football Oversight Committee will be assigned as the primary contact to the Coaches Connection Group. (Fairness/Operational) (3) The Council approved the formation of a Student-Athlete Connection Group, which will consist of current and recent Division I student-athletes who will provide feedback to the Football Oversight Committee. A voting member of the Football Oversight Committee and the nonvoting football student-athlete member will be assigned as the primary contact to the Student-Athlete Connection Group. (Fairness/Operational) (4) The Council approved the formation of a Football Oversight Committee Administrative Committee, which will be responsible for designated committee action between committee meetings and teleconferences. The Football Oversight Committee Administrative Committee will be comprised of the chair of the Football Oversight Committee, the vice chair of the Football Oversight Committee, the chair of the NCAA Division I Football Competition Committee, one additional FBS representative and one additional FCS representative. (Operational) (5) The Football Oversight Committee will continue to evaluate and refine its recommendation related to the postseason bowl certification process. During the week of April 30, all FBS conferences will be provided the revised model and asked to provide feedback. The Football Oversight Committee will consider the recommendation during its June meeting. The new bowl certification process is scheduled to open for applicants not later than July 2. (Fairness/Operational) (6) The Football Oversight Committee supports the NCAA Sport Science Institute's communication and education plan to increase the participation of Division I institutions participation in the Injury Surveillance Program. The Football Oversight Committee will release a statement requesting all NCAA Division I football institutions formally participate in the Injury Surveillance Program (Datalys) as it relates to football. (Well- Being/Operational) (7) The Football Oversight Committee reviewed a playing rules proposal to restrict the use of sideline communication devices (e.g., headsets) to 20 units during game day. Pursuant to the proposal, 15 headsets may be used by countable coaches and graduate assistant coaches (exception for

8 Report of the NCAA Division I Council and Council Standing Committees April 16-18, 2018, Meeting Page No. 8 additional headset applies for service academies), four headsets may be used by student-athlete squad members and one headset may be used onfield for noncoaching activity. In addition, the proposal would restrict access to the coaches' box area of the press box to countable coaches and graduate assistant coaches during game day. (Fairness/Operational) (8) The Football Oversight Committee recommends that the current playing rule that limits access to the team area to 60 credentialed persons should continue as a point of emphasis. (Fairness/Operational) c. Men's Basketball Oversight Committee. The Men's Basketball Oversight Committee provided the following informational items to the Council. (1) In response to the Board of Directors directive to review the composition of basketball-related committees, the Men's Basketball Oversight Committee identified possible ways by which basketball success can be measured. The primary consideration for service on basketball-related committees should continue to be the experience and qualifications of the nominees. The Men's Basketball Oversight Committee will continue its discussion at future meetings and will provide a status update to the Board of Directors in October. (Fairness/Operational) (2) The Men's Basketball Oversight Committee continued its review of qualifying regular-season multiple-team event legislation and received perspectives and recommendations for improvements from event operators. Multiple-team events are important opportunities for teams to participate in quality nonconference competition and experience an in-season event. In addition, participation in multiple-team events may be valuable in postseason selection and competition, and these multiple-team events bring exposure to college basketball in October and November. Although there is strong support for the multiple-team event legislation, amendments may be necessary to fulfill the original intent as the environment continues to evolve. Three initial concepts have been identified for further review in :

(Fairness/Operational) d. Women's Basketball Oversight Committee. The following items include actions taken by the Council on recommendations and information provided to the Council from the Women's Basketball Oversight Committee. (1) The Council approved a request to change the name of the NCAA Division I Women's Basketball Championship Sport Committee to NCAA Division I Women's Basketball Committee. Originally, the name of the Women's Basketball Committee was changed to Women's Basketball Championship Sport Committee to better distinguish its duties from the Women's Basketball Oversight Committee. At the time of the change, it was expected that the Men's Basketball Oversight Committee would make the same change, however; such a change was not made. The former committee name is still being used by the membership and the staff due to familiarity and this change will bring consistency to men's and women's basketball. (Operational) (2) The Women's Basketball Oversight Committee directed the Women's Basketball Committee to proceed with the bid process for 2021 and 2022 regional sites. Sites that had previously submitted bids to host for 2021 and 2022 regionals will be contacted to reconfirm interest and availability and to update their bids. New bids will also be accepted. The topic of regional locations will be folded into broader discussion and into strategic plan for the tournament format. (Fairness/Operational) (3) The Women's Basketball Oversight Committee provided a report of the highlights from the 2018 Division I Women's Basketball Championship, including information about attendance, broadcast media, social media and fan events. (Operational)

11 Report of the NCAA Division I Council and Council Standing Committees April 16-18, 2018, Meeting Page No. 11 (4) The Women's Basketball Oversight Committee developed a strategy to consider recommendations that are made by the Commission on College Basketball and assess any impact on women's basketball. (Operational) (5) The Women's Basketball Oversight Committee reviewed the process and timeline for the development of the women's basketball strategic plan for The plan will be developed in summer 2018 and the academic year. The plan will be inclusive of all three divisions and recognize other organization and contributors, including Women's Basketball Coaches Association, ESPN, USA Basketball and the WNBA. (Operational) (6) The Women's Basketball Oversight Committee reviewed the composition of Division I women's basketball-related committees. Recommendations and action from the Men's Basketball Oversight Committee will be monitored. Possible composition models for Women's Basketball Committee will be reviewed during the June 2018 meeting. (Operational) (7) The Women's Basketball Oversight Committee discussed issues related to the use of technology during competition. Collaboration on the issues will continue with the Men's Basketball Oversight Committee. The topic will be included in the women's basketball strategic plan and considered as part of a multiyear rules cycle to phase-in any new uses. The use of experimental rules will be explored in the Women's National Invitation Tournament. (Fairness/Operational) e. Joint Meeting of the Men's Basketball Oversight Committee and the Women's Basketball Oversight Committee. The Men's and Women's Basketball Oversight Committees provided the following informational items to the Council from their joint meeting. (1) The Men's and Women's Basketball Oversight Committees received an update on historical and current data related to minorities and females serving in head coaching and assistant coaching positions. It was noted that the NCAA currently partners with several coaching programs in baseball, basketball, football, track and field and volleyball. The National Association of Basketball Coaches and Women's Basketball Coaches Association provided an update on their diversity initiatives and programs to increase minority and female coaching opportunities, including engagement of recent graduates, deepening of candidate pools of scholastic coaches, transition assistant coaches to head coaches, education for first

12 Report of the NCAA Division I Council and Council Standing Committees April 16-18, 2018, Meeting Page No. 12 year head coaches and efforts to identify, attract and retain coaches. Several key items were noted for future discussion and inclusion in strategic priorities: (a) (b) (c) (d) (e) (f) (g) The importance of continued funding of an NCAA partnership with the National Association of Basketball Coaches and Women's Basketball Coaches Association programs; Continue education for minority and female coaches; On-court court coaching experience for new coaches; Consider graduate assistant coaches or another entry-level coaching position; Opportunity for minority and female coaches to shadow tenured coaches; Survey administrators to identify why minority and female coaches are not interviewed and hired for coaching positions; and Expand current NCAA programming to include coaching. (Fairness/Operational) (2) In response to the Board of Directors directive to review the composition of basketball-related committees, the Men's and Women's Basketball Oversight Committees reviewed a 2016 examination of the men's basketball composition by the Men's Basketball Oversight Committee. (Fairness/Operational) (3) The Men's and Women's Basketball Oversight Committees discussed the issue of use of technology during competition and reviewed a recent survey of men's and women's basketball coaches regarding use of technology during competition for coaching purposes. Collaborative discussions will continue on this topic. The men's and women's technology subcommittees will create a joint subcommittee to research technology. (Fairness/Operational) f. Strategic Vision and Planning Committee. The following items include actions taken by the Council on recommendations and information provided to the Council from the Strategic Vision and Planning Committee.

13 Report of the NCAA Division I Council and Council Standing Committees April 16-18, 2018, Meeting Page No. 13 (1) The Council introduced a proposal into the legislative cycle to align NCAA banned-drug classes with the World Anti-Doping Agency list of prohibited classes, with the exception of the glucocorticoid class. The proposal's effective date is August 1, (Fairness/Well- Being/Operational) Rationale. This proposal will allow the NCAA to defer updates to the list of banned-drug classes to World Anti-Doping Agency experts. In addition, this change will help avoid confusion for student-athletes competing in both NCAA and international competition. Aligning with World Anti-Doping Agency will result in the addition of narcotics as drug class to the NCAA list of banned-drug classes. Glucocorticoids, will not be included in the NCAA list. Glucocorticoids are anti-inflammatory agents, used commonly in sport medicine and have a very low risk as performance enhancing drugs. (2) The Strategic Vision and Planning Committee provided feedback on the Board of Directors Finance Committee's initial draft of revenue distribution policies and reviewed two legislative concepts. Support was noted for: (Fairness/Operational) (a) (b) Legislation specifying that an institution reclassifying to Division I would be eligible to receive Academic Performance Fund dollars after its third academic year as an active Division I member; and An editorial revision of Bylaw (Timing of Monetary Distributions) to include the new Equal Distribution Fund and the current name of the basketball performance fund. (3) The Strategic Vision and Planning Committee reviewed the latest iteration of the Board of Directors strategic areas of emphasis for and looks forward to the role it will play in supporting the development of policies and legislation that enhances the sustainability of the Division I collegiate model. (Fairness/Operational) (4) The Strategic Vision and Planning Committee unanimously supports the Sport Science Institute's communication and education plan to increase the participation of Division I institutions participation in the Injury Surveillance Program. Specifically, increased participation in the Injury Surveillance Program supports the Board of Directors foundational goal in the development of policies and legislation to sustain and enhance safe

14 Report of the NCAA Division I Council and Council Standing Committees April 16-18, 2018, Meeting Page No. 14 educational and athletic experiences that support student-athletes' overall well-being. (5) The Strategic Vision and Planning Committee approved an athletics consortium request involving the University of Baltimore and Coppin State University. Members of the Strategic Vision and Planning Committee will receive additional education on the history of Constitution (Athletics Consortiums) and the prevalence of consortia in all three divisions during a future meeting. (Operational) (6) The Strategic Vision and Planning Committee finalized the process and timeline for the final distribution of the strategic priorities planning tool. The planning tool will be posted on the NCAA website by June Notification will be sent to the top five administrators at all Division I institutions and conference offices. Once launched, notice of changes will be posted on Legislative Services Database for the internet. (Operational) (7) The Strategic Vision and Planning Committee continued a review of the NCAA Gender Equity Task Force recommendation to require institutions and conferences to engage in regular diversity, inclusion and equity reviews. A survey was distributed to Division I conferences on March 30 and closed on April 20. During the June meeting, the data will be reviewed for the development of substantive concepts that support continuous improvement. g. Student-Athlete Experience Committee. The following items include actions taken by the Council on recommendations and information provided to the Council from the Student-Athlete Experience Committee. (1) The Council introduced a proposal into the legislative cycle to specify that, in sports other than men's ice hockey and skiing, a studentathlete who initially enrolls at a Division I institution as a transfer student and is subject to the delayed enrollment legislation is not required to fulfill an academic year of residence before being eligible for competition, provided the student-athlete has; attended a collegiate institution for at least two full-time semesters and satisfactorily completed an average of at least 12 semester or 12 quarter hours of transferable degree credit for each fulltime academic term of attendance at a previous institution. The proposal's effective date is immediate (may be applied retroactively to a studentathlete with eligibility remaining in his or her five-year period of eligibility). Current legislation requires individuals who delay initial collegiate enrollment and trigger the delayed enrollment legislation to serve an academic year of residence before being eligible for competition. This requirement helps to ensure that such student-athletes are acclimated to the rigors of college before they participate in competition. However, a studentathlete who has attended a collegiate institution for at least two full-time semesters and has completed an average of at least 12 semester or 12 quarter hours of transferable degree credit per term of attendance has demonstrated the requisite commitment to academics. For the past several years, relief for such situations has been provided through the legislative relief waiver process. This proposal would eliminate the administrative burden associated with submitting a waiver. Student-athletes would remain subject to the seasons of competition element of the delayed enrollment legislation. (2) The Council introduced a proposal into the legislative cycle to establish, in wrestling, a dead period from the day before the NCAA Division I Wrestling Championships to noon the day after the championships, and a dead period beginning the Monday before the National Wrestling Coaches Association Convention through the day of adjournment. The proposal's effective date is immediate. (Fairness/Well- Being/Operational) Rationale. This proposal promotes the well-being of prospective studentathletes, current student-athletes and coaches. Establishing a dead period during the national championships allows student-athletes and coaches to spend more time in preparation for the national championships and allows prospective student-athletes to spend more time with their families after recently completing the high school season. Establishing a dead period during the annual coach's convention allows prospective student-athletes to spend more time with their families after the USA Wrestling Junior National Championship and just before the start of the next academic year. The dead period also allows coaches to spend more time with their families after the same junior event and before the start of the academic year. (3) The Council approved a modification to the composition of the Student- Athlete Experience Committee to add an additional Student-Athlete Advisory Committee member. The significant volume of work the Student- Athlete Experience Committee has necessitates student-athlete input and involvement. The Student-Athlete Experience Committee has consistently operated with at least one subcommittee or working group, in addition to the work of the full committee. The experience of student-athlete

Two student-athletes will provide additional experience. Both student-athletes will be voting members. (Operational) (4) The Student-Athlete Experience Committee will continue its review of early recruiting issues during the next 18 months. The review focuses on the recruitment of prospective student-athletes that occurs before the junior year in high school. The goal of this review is to align the decision-making timeline of a prospective student-athlete with the decision-making timeline of a typical prospective student. Phase IB of the review will include the topics of recruiting communications and offers of athletics aid. Legislative concepts from Phase IB are expected to be introduced into the legislative cycle. Phase II of the review will include contacts, evaluations, recruiting calendars, tryouts and camps and clinics. Phase II legislative concepts will be introduced into the legislative cycle. h. Legislative Committee. The Legislative Committee provided the following informational item to the Council. The Legislative Committee continued discussions on potential concepts to manage the legislative process and increase efficiencies in the process. Data from a recent membership survey indicates support for: (a) (b) (c) Some expanded use of the noncontroversial legislative process; Application of a moratorium on proposals related to concepts that are under review within governance structure (e.g., transfers); and Separate deadlines for submission of concepts and final proposals to allow for initial review by committees before submission. Legislative concepts will be developed based on the membership feedback for review during the June Legislative Committee meeting. Legislation could be introduced into the legislative cycle in June or October. (Operational) 3. Update from the Committee on Academics. The Council introduced a proposal into the legislative cycle to permit a student-athlete to practice and compete while enrolled less than full time in his or her final term if the student-athlete has completed all degree requirements and is enrolled in all credits needed to complete an optional or voluntary minor or undergraduate certificate program at the end of the term and he or she has not previously used the final term exception. The proposal's effective date is August 1, (Academics/Fairness/Well-Being) Rationale. Currently, a student-athlete who has completed all degree requirements but has not graduated must remain enrolled full time during a term to practice and compete. Allowing a student-athlete to be enrolled in only the credits remaining toward a designated minor or undergraduate certificate during a final term will provide some flexibility once the goal of completing a baccalaureate degree has been achieved. A student-athlete who does not receive a full scholarship would also benefit financially from this proposal. b. The Council received a report from the February and April Committee on Academics meetings, which included information related to an update on the development of concepts and models related to referrals from the Transfer Working Group, a description of an academic summit that will occur in February 2019, an update on the review of progress-toward-degree legislation and an update related to the implementation of the academics-based revenue distribution. Planned for May or June, institutions will receive an initial mock report showing eligibility for the for the academics-based distribution. The first distribution will occur in June (Academics) 4. Update from the Student-Athlete Advisory Committee. (Fairness/Well-Being) The Council received a report from the Student-Athlete Advisory Committee that detailed its discussions of significant issues currently being addressed by the Division I governance structure, including mental health of student-athletes, transfers and early recruiting. 5. 57 INFORMATIONAL ITEMS OF THE NCAA DIVISION I COMPETITION OVERSIGHT COMMITTEE APRIL 16, 2018, MEETING Note: This document does not include items incorporated in the NCAA Division I Council report. INFORMATIONAL ITEMS. 1. Winter championships updates. Staff updated the NCAA Division I Competition Oversight Committee regarding decisions the Administrative Committee made on behalf of the full committee regarding the 2018 rifle and men's and women's indoor track and field championships. 2. Discussion of potentially exempting an additional exhibition game or scrimmage conducted as a fundraiser for disaster relief efforts. The committee considered and did not support granting legislative relief waivers across all sports to conduct an additional exhibition game or scrimmage during the academic year to raise funds for relief efforts related to catastrophic events. 3. Review of low-sponsorship sports and championships. The committee continued its review of potential policies to enhance the sustainability of the championships for the seven sports sponsored by fewer than 50 institutions. Representatives from TSE Consulting, which has been retained to help conduct this review, presented findings from stakeholders in men's volleyball and men's water polo and noted that findings from the other sports (women's ice hockey, men's gymnastics, men's and women's fencing, men's and women's rifle, and men's and women's skiing) will be presented at future committee meetings, with a final report submitted during the committee's meeting in conjunction with the 2019 NCAA Convention. The findings were obtained from in-depth outreach and discussion with sport-specific stakeholders regarding potential format/bracket modifications and policy adjustments that could embellish the current state of the championship. The consultants acknowledged that the findings and preliminary recommendations have not undergone a cost analysis at this point but are regarded as what stakeholders believe should at least be considered to improve the sustainability of their respective championships. Committee members noted that, ultimately, any final recommendations must balance the committee's two primary areas of focus student-athlete experience and financial sustainability in order to achieve desired outcomes. The committee will conduct a more thorough review and begin considering recommendations once the consultants submit their final report in January 2019.

58 Other Informational Items of the NCAA Division I Competition Oversight Committee April 16, 2018, Meeting Page No Legislative subcommittee update. The committee reviewed a request from the Legislative Committee and the Strategic Vision Planning Committee to adjust Proposal , which addresses scheduling requirements for cross country and women's indoor and outdoor track and field. After further discussion, the committee reconfirmed its support for the original legislative proposal recommendation from the NCAA Division I Men's and Women's Track and Field and Cross Country Committee which allows an institution to use an event to satisfy the scheduling requirements of sport sponsorship as long as one other institution competing in the event is a Division I member institution. 5. Division I Council Transfer Working Group update. Members of the committee who serve on the Division I Council Transfer Working Group provided a summary of the group's progress to date, including review of a proposal in the current legislative cycle (No ) that would replace the existing permission-to-contact structure with a notification model and would allow student-athletes to transfer and receive a scholarship without asking for permission to contact another school. The working group, which just completed its April meeting, will solicit membership feedback this spring regarding various concepts related to transfer eligibility (e.g., what exceptions, if any, should be available for studentathletes to be able to compete immediately upon transfer) and postgraduate eligibility (e.g., what parameters should regulate instances when student-athletes who have obtained their undergraduate degrees but still have athletics eligibility remaining choose to compete at a different institution). 6. Presidential leadership. a. Presidential Forum report. The committee reviewed the Presidential Forum's Charting the Course document and noted the principles outlined in the report that will guide the committee's future discussions. b. NCAA Division I Strategic Areas of Emphasis Committee members also reviewed and offered feedback on the draft of the Strategic Areas of Emphasis for , noting particularly how various areas could better relate to championships participation and access. 7. Consent package. The committee approved the following items from sport committees as a consent package: a. Field hockey. Approved the following 10 conferences for automatic qualification to the 2018 Division I Field Hockey Championship: America East ; Atlantic 10 ; Atlantic Coast ; Big East ; Big Ten ; Colonial Athletic Association; The Ivy League; Metro Atlantic Athletic ; Mid-American ; and Patriot League.

Approved the following five conferences for automatic qualification to the 2018 National Collegiate Men's Water Polo Championship: Collegiate Water Polo Association/Mid-Atlantic Water Polo ; Golden Coast ; Northeast Water Polo ; Southern California Intercollegiate Athletic ; and the Western Water Polo Association (Men). NOTE: The committee considered and ultimately deferred a request from the Mountain Pacific Sports Federation (MPSF) regarding automatic qualification until its June inperson meeting. The MPSF has asked for additional time to add a member institution that sponsors men's water polo. The MPSF has already exhausted the two-year grace period and will have only five members sponsoring the sport in 2018 if it does not secure the additional member. c. Men's golf. Approved the University of Texas Golf Club in Austin, Texas, as a regional site for the 2019 Division I Men's Golf Championships. Iowa State University was originally scheduled to host a 2019 regional at The Harvester Golf Club, but the university recently notified the men's golf committee that it would not be able to host the event. 8. Team sports subcommittee report. The subcommittee presented recent meeting/ teleconference reports from the Division I Baseball and Women's Soccer Committees as information only. The committee also took the following actions from other sport committee reports: a. Field hockey. Selection criteria. Approved allowing the field hockey committee to combine primary and secondary selection criteria to better evaluate teams for selection purposes. Replay official. Did not support a request that a fourth official be assigned as the designated video review official during all rounds of the championship. Committee members asked the field hockey committee to gather more information regarding (1) how the video review would be executed, (2) whether it would be applied consistently in all rounds, and (3) how long it takes for these reviews to be conducted (in order to determine if the delay is in part because the hosts have not used video review during the regular season and have not mastered the process). Day of rest between first- and second-round competition. Approved a day of rest between first- and second-round competition to better accommodate student-athlete recovery and preparation time and to ensure that field hockey aligns with other sports such as lacrosse and soccer.

Did not support a request that an exception to the 400-mile range be granted to allow the men's water polo committee to make matchups for opening-round games. 9. Individual/team sports subcommittee report. Track and field/cross country. The committee reviewed future sites through 2022 for the Division I Men's and Women's Outdoor Track and Field Championships. Committee members agreed that the University of Texas at Austin would host the 2019 and 2020 championships and made a recommendation to the track and field committee that the University of Oregon host the 2021 and 2022 championships. NOTE: Subsequent to the meeting the track and field committee voted to return to the newly renovated Hayward Field for the 2021 and 2022 championships. 10. Playing Rules Oversight Panel reports. NCAA Division I Football Championship Committee update. Richard Johnson, chair of the Football Championship Committee, provided an update including highlights from the committee's February meetings. Mr. Johnson noted the Football Championship Committee supported potentially extending the current agreement with Frisco, Texas, to host the NCAA Division I Football Championship Subdivision championship through 2021 and beyond. Once negotiations are complete, the Football Oversight Committee will review the proposed agreement. Mr. Johnson further noted Brad Teague, director of athletics at the University of Central Arkansas, will serve as chair of the championship committee at the conclusion of Mr. Johnson's term. Mr. Teague will assume chair duties September 1. Finally, the oversight committee approved the championship committee's recommendation to provide automatic qualification for the 2018 NCAA Division I Football Championship to the following conferences: Big Sky, Big South, Colonial Athletic Association, Missouri Valley Football, Northeast, Ohio Valley, Patriot League, Pioneer Football League, Southern and Southland. The recommendation will be effective September NCAA Division I Council Transfer Working Group update. The committee received an update from the Transfer Working Group. The update noted the Transfer Working Group supported advancing NCAA Division I Proposal No (recruiting and infractions program contacts and evaluations four-year college prospective studentathletes notification of transfer) to the Council for vote at its June in-person meeting. Further, the Transfer Working Group will refer the issue of a universal transfer exception (e.g., one-time transfer exception) to Division I conferences for discussion and feedback during the spring and summer.

The committee agreed to discuss the application of a potential transfer exception in the sport of football at a future meeting or teleconference. 5. NCAA Football Rules Committee update. The committee reviewed the report from the Football Rules Committee's February 28 through March 2 in-person meeting. In its report, the Football Rules Committee highlighted 11 proposed rules changes approved by the NCAA Playing Rules Oversight Panel including: (1) Decorative marking and advertising on the field of play; (2) Use of the play clock after touchdowns and kickoffs; (3) Fair catch on kickoff; (4) Extra point try after a last play touchdown; and (5) Collaborative replay. 6. NCAA Division I Football Competition Committee report. Ray Anderson, chair of the Division I Football Competition Committee, provided the committee an update from the competition committee's February in-person meeting. The report highlighted the competition committee s continued review of the football practice model in concert with the 2016 Year-Round Football Practice Contact for College Student-Athletes Recommendations. 7. Update regarding NCAA Sports Science Institute meetings related to football health and safety. Dr. Brian Hainline, NCAA chief medical officer, discussed emerging information with the committee following the adoption of NCAA Division I Proposal No , (playing and practice seasons -- football preseason activities after five-day acclimatization period practice restrictions Football Bowl Subdivision) which prohibited multiple on-field preseason practice sessions from occurring on the same day. Dr. Hainline highlighted data collected over the season, specifically related to preseason football practice. The committee agreed robust data is necessary to make wellinformed comprehensive decisions related to student-athlete health and safety. The committee agreed to assist the Sports Science Institute in its data collection efforts moving forward. 8. Referral from the NCAA Division I Men's Basketball Oversight Committee. The committee reviewed a request for consideration from the Men's Basketball Oversight Committee regarding a recently approved legislative relief waivers of NCAA Division I Bylaw (first contest). These approved waivers permitted institutions, in the sports of men's and women's basketball, to compete in an additional exhibition contest prior to the first permissible contest to raise money for those impacted by catastrophic events (e.g., Hurricane Irma). The committee did not support similar requests in the sport of football. In its review, the committee expressed concern regarding the possible impact on studentathlete health and safety by increasing time demands and adding an additional contact scrimmage or contest. The committee also noted there are other, permissible ways for member institutions to support charitable causes.

The committee reviewed the application of NCAA Division I Bylaw (postseason bowl event) to the semifinal and final of the College Football Playoff. The committee agreed to continue its discussion of potential legislative change at its June in-person meeting. 10. American Football Coaches Association update. Todd Berry, executive director of the AFCA, shared some of the agenda items that the American Football Coaches Association Board of Trustees will discuss at its upcoming meeting. Mr. Berry noted the AFCA Board may decide to refer items to the Football Oversight Committee for discussion at a future in-person meeting. 11. Review of NCAA Division I Interpretations Committee Report/Official Interpretations. The Legislative Committee received the report of the Interpretations Committee and approved an official interpretation (Reference: 2/8/18, Item Ref. 1) recently issued by the Interpretations Committee, as recommended. 3. Review of NCAA Division I Committee for Legislative Relief Report. The Legislative Committee received a report of the February 28 meeting of the Committee for Legislative Relief. The Legislative Committee received an overview of the additions to the Committee for Legislative Relief s previously approved waivers list. Additionally, the Legislative Committee received an overview of the Committee for Legislative Relief s updated policies and procedures, which provide staff limited authority to grant blanket waivers related to newly adopted legislation or waiver requests from a governance body. 4. Division I Refresh and Modernization of the Rules Initiative. The Legislative Committee received an update regarding the ongoing work related to the Division I Refresh and Modernization of the Rules initiative. Specifically, the Legislative Committee was provided an overview of the refresh of NCAA Bylaw 14, which includes a comprehensive review of all interpretations and the development of concepts for refreshing legislative language. The review of approximately 450 interpretations associated with Bylaw 14 resulted in: the archival of approximately 200 interpretations, the rewriting of approximately 200 interpretations and the incorporation of approximately 20 interpretations into legislation. Additionally, the Legislative Committee began discussing two additional items related to the Refresh and Modernization initiative: (1) The relevance and format of NCAA Compliance Forms; and (2) Legislative requirements to report or keep on file certain types of documentation. Approval of the NCAA Division I Men's Basketball Oversight Committee January 16 in-person meeting report and the January 26, February 21 and March 26 teleconference meeting reports. The NCAA Division I Men's Basketball Oversight Committee reviewed and approved its January 16 meeting report, and its January 26, February 21 and March 26 teleconference reports. 2. Review Men's Basketball Oversight Committee nominees and NCAA Division I Men's Basketball Competition Committee nominees. The committee reviewed nominees for the Men's Basketball Oversight Committee vacancies and the Men's Basketball Competition Committee vacancies submitted by Division I conferences, and provided its recommendations for consideration by the NCAA Division I Council Coordination Committee and the NCAA Division I Nominating Committee, respectively. 3. NCAA Division I Council Transfer Working Group update. The Men's Basketball Oversight Committee received an update from the Transfer Working Group's April meeting. The Transfer Working Group unanimously supported NCAA Division I Proposal No (notification of transfer) and will recommend that the Division I Council modify the proposal's effective date and specify that an institution has two business days to enter a student-athlete's written notification of transfer into the NCAA transfer portal. The Transfer Working Group also reviewed concepts from the autonomy conferences, which correspond to the notification of transfer proposal, regarding financial aid. The Transfer Working Group will continue its discussions on uniformity of transfer legislation and postgraduate eligibility and will seek membership feedback on specific concepts during the spring and summer. 4. NCAA Division I Presidential Forum Charting the Course. The Men's Basketball Oversight Committee received an update on the NCAA Division I Presidential Forum Charting the Course and set of presidential principles intended to provide guidance to committees in the Division I governance structure as they develop policy and initiatives.

The Men's Basketball Oversight Committee received an update from the NCAA Division I Men's Basketball Committee. The Men's Basketball Oversight Committee discussed general television items, including summer meeting plans with Turner and CBS. The Men's Basketball Committee also reviewed its selection, seeding and bracketing process, and indicated a new metric will be released to the membership this summer. The Men's Basketball Oversight Committee was provided a brief update on the NCAA Final Four bid process for Seven cities have bid for the four spots, with Indianapolis guaranteed to receive one of the selections. Finally, the NCAA basketball staff is working with the NCAA's insurance staff to develop recommendations in the event a tournament game is not played for a variety of reasons. 6. NCAA Division I Men's Basketball Competition Committee update. The Men's Basketball Oversight Committee received an update from the Men's Basketball Competition Committee. Based on information gathered to date, the competition committee was generally supportive, at this point, of two experimental rules: (1) Extending the three-point line by 1'5" to the same distance as the three-point line used in international basketball, and (2) Resetting the shot clock to 20 seconds (instead of 30 seconds) after an offensive rebound. The Men's Basketball Competition Committee had extended discussion about the other two experimental rules (widening the lane from 12' to 16' and moving to four 10-minute quarters) noting that more discussion and research is needed on both. The competition committee will continue to review these areas during the basketball season and plan to make its recommendations to the Men's Basketball Oversight Committee and NCAA Basketball Rules Committee in May National Association of Basketball Coaches update. The Men s Basketball Oversight Committee received an update from the NABC. The NABC provided its recommendations to the Commission on College Basketball, and will look to respond timely to any of the commission's recommendations. With a number of tenured men's basketball head coaches anticipating retirement, the NABC is identifying ways to engage newer head coaches with the NABC. Finally, the NABC will create an ad hoc group to study the selection of atlarge teams outside of the major basketball conferences. The ad hoc group will make its recommendations during the NCAA Division I Men's Basketball Committee's July meeting. 8. Officiating and playing rules updates. The Men's Basketball Oversight Committee received an update on the experimental rules used during the 2018 National Invitation Tournament. The oversight committee also received an update on officiating during the

There continues to be discussion about the length of monitor reviews at the end of the game. 9. Update on additional contest/date of competition to raise funds for catastrophic events. Following receipt of feedback from other Council standing committees, during an upcoming teleconference, the committee will discuss whether it is supportive of legislative relief waivers that would permit institutions to conduct an additional contest during the basketball season for the purpose of raising funds for catastrophic events. 10. National Basketball Association draft memo. The Men's Basketball Oversight Committee received an overview of the 2018 National Basketball Association draft educational memo, which was a collaborative effort by the NCAA and NBA staff. The oversight committee discussed an issue surrounding NCAA legislation that allows a men's basketball student-athlete to enter a professional league draft each year of his collegiate career, and the NBA rule that limits the number of times an individual may enter and withdraw from the NBA draft. Following additional discussion with the NBA staff, the oversight committee will determine appropriate next steps. 11. Future meetings. a. June 11-12, NCAA Indianapolis. b. KEY ITEM. Review of Financial Sustainability. The NCAA Division I Strategic Vision and Planning Committee is fully committed to its role in supporting the development of policies and legislation that enhances the sustainability of the Division I collegiate model. The committee agreed to schedule regular teleconferences to discuss issues related to the sustainability of collegiate athletics and to engage subject matter specialists as necessary to assist in its work. INFORMATIONAL ITEMS. 1. Review of January 16, 2018, Report. The committee reviewed and accepted the report as submitted. 2. Financial Update. The NCAA staff provided the financial report. The committee was informed of the three events that resulted in a $56 million deficit in the reserves and a lack of a supplemental distribution to the Division I membership in Staff also reported how the NCAA overcame the $56 million deficit in one year. In the review of the budget, the committee discussed the first-time budgeted revenue of one billion dollars. The committee also discussed major changes to the 10-year financial plan including, changes to base-fund concussion research and base changes due to anticipated basketball commission recommendations. 3. Membership. The committee finalized its overall structure to manage the reclassification process. The committee committed to conduct a teleconference in early July to review the requests of two institutions reclassifying from FCS to FBS and new member applications. 4. Current Student-Athlete Engagement Briefing. At the committee's January meeting, the committee expressed interest in learning more about the NCAA communications staff s efforts to engage with current student-athletes. The communication staff shared its current efforts in cultivating advocates from the population of current and former student-athletes. Specifically, the staff shared its research efforts with high school students, current collegiate student-athletes and former student-athletes; Instagram advertisements geared toward student-athletes; and a pilot program that included a welcome kit for incoming student-athletes. 5. NCAA Committee on Competitive Safeguards and Medical Aspects of Sports. The committee tabled its review on the legislative recommendation to recommend noncontroversial legislation to clarify the penalty for a positive drug test for banned substances until both Divisions II and III have an opportunity to review the recommendation. 6. Sport Science Institute Update. The committee received an update on tools and strategies to assist the membership in dealing with mental health issues. A conference mental health

Institutional Performance Program Best Practices. NCAA staff provided an example of a member institution's use of the IPP on its campus. The institution reported the benefits of using the program to identify aspirational peers to benchmark against, determine appropriate outcome metrics for their strategic plan, and identify deficiencies in their support offerings and sport programs. 8. Legal Update. NCAA staff provided an update on legal issues, including a summary of the status of current concussion-related cases and a grant-in-aid case. 9. Committee Reports. The committee reviewed the following reports without taking any action: a. NCAA Minority Opportunities and Interests Committee February 6 teleconference; and electronic vote report; b.
