1 Student Manager Agreement Name: USC ID #: Phone Number: Sport: Please Check Your Status: Undergraduate Student Manager Graduate Student Manager Enrolled Full-Time As an undergraduate or graduate student manager, I acknowledge that there are specific department responsibilities and rules that must be adhered to in order to ensure compliance with NCAA and Pac- 12 bylaws and regulations. I have received a copy of the legislative summary for student managers, and understand the requirements of my position. I acknowledge that it is my responsibility to report to any NCAA or Pac-12 rules violations to the USC Athletics Department Administrative Staff or the Office of Athletic Compliance. Additionally, should my status as a full-time student change, I will immediately notify the head coach for my sport. I understand that it is not permissible for me to provide information to individuals involved in organized gambling concerning intercollegiate or professional athletic events, solicit a bet on any intercollegiate or professional team, accept a bet on any team representing USC, solicit a or accept a bet on any intercollegiate competition for any item (cash, shirt, dinner etc...) or participate in any gambling activity involving intercollegiate athletics or professional athletics, through a bookmaker, a parlay card or any other method employed by organized gambling. As a member of the institutional staff, it is my responsibility to strictly adhere to all of the aforementioned responsibilities and rules. By affixing my signature below, I acknowledge that the USC Athletic Department has advised me of permissible NCAA and Pac-12 legislation. I understand that that any failure to adhere to the NCAA and Pac-12 Bylaws and institutional policies will result in a violation that may affect the athletics eligibility of any current or prospective student-athlete(s) involved, thus resulting in my immediate termination and permanent dissociation from the USC athletics department. I have read this policy and have been afforded the opportunity to ask questions. In addition, I certify that (1) I am not an agent (e.g. sports agent, marketing agent or financial advisor to athletes) or any such agent s employee, representative or affiliate (including runners ), (2) I have not, and will not, arrange, provide or promise any benefits to any USC student-athlete or prospective student-athlete (or their relatives or friends) or done so on behalf of anyone else, and (3) I have not, and will not, have any contact with any USC prospective student-athlete (or their relatives or friends) off USC s campus. I agree to abide by all the rules and regulations set forth by USC, the Pac-12 Conference, and the NCAA. Observe practice Run practice clock PERMISSIBLE Be in game or practice huddle, provided no coaching occurs Retrieve balls at practice Sit on bench, deck, sideline or dugout Coordinate pre- or post-game meals Coordinate complimentary admissions Arrange travel Keeping play chart and charting statistics Splicing game film, filming practice, and film exchange Assist with facility usage and scheduling Assign equipment Assist in the tracking of academics Assist with compliance monitoring and documentation Assist with coordinating community service activities for team and staff Review recruiting documentation and assist with office mailings Correspondences member schools Be present at on-campus recruiting events and attend official Occasional Meals with team and staff Arrange and/or conduct on-campus tours Occasional Transportation (Requires Compliance Approval) Work summer camps and/or clinics as needed Student Managers, in addition to regular job functions, may participate in limited on-court or on-field activities during practice, games and organized activities (e.g., ball shagging, bounce-passing drills, throw batting practice/catch bullpen, signaling in plays at the direction of a coaching staff member, hold snaps for PATs, hold blocking dummies during drills) NOT PERMISSIBLE Attend meetings involving coaching activities and/or evaluation of student-athletes or recruits Provide skill instruction or coaching (including film review) Analyze videotape/film involving team, opponents or recruits Participating in practice drills beyond feeding/retrieving balls Participating in practice drills as a stand-ins for coaches or SA Scouting opponents Any off-campus recruiting activities Observe practice for evaluation purposes Place telephone calls to recruits Set up offenses, defenses, or strategy Provide analysis of a practice session Evaluation of game statistics Provide student-athlete with academic assistance or tutoring Provide Student-Athletes Meals, Cash or Gifts Provide student-athlete transportation to work, class, or errands (including using golf carts around campus) Provide temporary or permanent lodging for prospects and/or student-athletes or their relatives or friends Manage or distribute money for student-athletes or their relatives or friends Provide student-athletes or their relatives or friends with access or free use of long distance telephone service or indirect or direct use of credit cards Provide free or reduced entertainment or provide birthday or wedding gifts to SAs or their relatives or friends Provide SAs rides to and from work for any employment, the use of any automobile, free tickets to a professional or collegiate sport contest, free or reduced typing or computer costs or any school supplies Provide SAs or their relatives or friends any gift certificates, money, loans, assistance with payment for any bills, groceries or household goods or free or reduced lodging at any location. *Please contact the Office of Athletic Compliance if you ever have ANY questions about your involvement with the program and/or permissible and impermissible duties and responsibilities
3 Manager. A manager is an individual who performs traditional managerial duties (e.g., equipment, laundry, hydration) and meets the following additional criteria: (Adopted: 1/16/10 effective 8/1/10, Revised: 4/29/10 effective 8/1/10) (a) The individual shall be a full-time undergraduate or graduate student (see Bylaws and ), except that during his or her final semester or quarter of a degree program, he or she may be enrolled in less than a full-time program of studies, provided he or she is carrying (for credit) the courses necessary to complete the degree requirements; (b) The individual may participate in limited on-court or on-field activities during practice (e.g., assist with drills, throw batting practice) or competition (e.g., assist with warm-up activities) involving student-athletes on a regular basis; (c) The individual shall not provide instruction to student-athletes; (d) The individual shall not participate in countable athletically related activities (e.g., practice player) except as permitted in Bylaw (b); and (e) In baseball, the individual shall forfeit any remaining eligibility in the sport at the institution at which the individual serves as a manager. Responsibilities of ncoaching Staff Members and Managers During Practice or Competition and Use of Outside Consultants (I) Date Published: July 24, 2014 Item Ref: 1 Educational Column: NCAA Division I institutions should note that pursuant to NCAA Bylaw [Countable Coach] any institutional staff member or any other individual outside the institution (e.g., consultant, professional instructor) with whom the institution has made arrangements must count against coaching limits in the applicable sport as soon as that individual participates (in any manner) in any of the following activities: 1. Providing technical or tactical instruction related to the sport to a student-athlete at any time; 2. Making or assisting in making tactical decisions related to the sport during on-court or on-field practice or competition; or 3. Engaging in any off-campus recruiting activities. Additionally, pursuant to Bylaw , a noncoaching staff member with sport-specific responsibilities (e.g., director of operations, administrative assistant, quality control personnel) is prohibited from participating in on-court or on-field activities. If an institution permits a noncoaching staff member with sport-specific responsibilities to be present during practice or competition, then the institution is responsible for ensuring that the individual is not engaging in any on-court or on-field activities. Further, noncoaching staff members with sport-specific responsibilities are prohibited from participating with or observing student-athletes in the staff member's sport who are engaged in nonorganized voluntary athletically related activities (e.g., pickup games).
4 The following questions and answers are designed to assist the Division I membership in applying NCAA Division I legislation as it relates to the practice and competition responsibilities of managers and noncoaching staff members with sport-specific responsibilities. Question. 1: May a strength and conditioning coach throw batting practice? Answer. 1:. A strength and conditioning coach who only conducts flexibility, warm-up and physical conditioning activities before contests and before or during practices or other organized activities is not included in the institution's coaching limitations for a specific sport. Throwing batting practice is not one of those activities; therefore, a strength and conditioning coach who throws batting practice would become a countable coach. Question. 2: May a director of basketball operations referee during basketball practice? Answer. 2:. A noncoaching staff member with sport-specific responsibilities is prohibited from participating in on-court or on-field activities (e.g., assisting with drills). Refereeing is outside the permissible activities in which a noncoaching staff member with sport-specific responsibilities may participate and would cause the director of basketball operations to become a countable coach. Question. 3: May a director of football operations signal in plays at the direction of the coaching staff during football practice or competition? Answer. 3:. A noncoaching staff member with sport-specific responsibilities is prohibited from participating in on-court or on-field activities (e.g., assisting with drills). Signaling in plays at the direction of the coaching staff is outside the permissible activities in which a noncoaching staff member with sport-specific responsibilities may participate and would cause the director of football operations to become a countable coach. Question. 4: May a quality control staff member who is a noncoaching staff member with sport-specific responsibilities analyze game film or review game film analysis with student-athletes? Answer. 4: Analyzing game film is considered an administrative duty within the permissible activities for a noncoaching staff member with sport-specific responsibilities and would not cause the quality control staff member to become a countable coach. However, reviewing game film with student-athletes is considered tactical instruction and would cause the quality control staff member to become a countable coach. Question. 5: During a contest, may a director of softball operations sit in the dugout, record the pitch count and discuss in-game pitching strategy with the head coach? Answer. 5: It is permissible for the director of softball operations to sit in the dugout during competition and record the pitch count, which is considered an administrative duty within the permissible activities for noncoaching staff members with sport-specific responsibilities. Further, the director of softball operations may report the pitch count to a member of the coaching staff without becoming a countable coach. However, discussing pitching strategy with the head coach during the competition is considered providing assistance in making a tactical decision, and providing such assistance would cause the director of softball operations to become a countable coach.
5 Question. 6: In preparation for practice or competition, may a director of ice hockey operations formulate game plans or design plays? Answer. 6:, provided the director of ice hockey operations does not provide any technical or tactical instruction related to the game plans or plays to student-athletes and the director of ice hockey operations does not make or assist in making any tactical decisions related to the game plan or plays during on-ice practice or competition. Question. 7: What are some examples of how an outside consultant may be involved with an intercollegiate athletics program? Answer. 7: An outside consultant cannot provide any technical or tactical instruction to student-athletes at any time, nor may he or she make or assist in making any tactical decisions during on-court or on-field practice or competition. Provided none of those activities occur, examples of what the outside consultant can do include attending practice and competition, participating in coaches meetings, formulating game plans and analyzing video involving the institution's or opponent's team before or after practice or competition. Question. 8: May the institution hire a free throw shooting consultant to attend basketball practice, observe the student-athletes' shooting technique and discuss his or her observations with the coaching staff without that individual becoming a countable coach? Answer. 8:, provided the outside consultant does not provide any technical or tactical instruction to the student-athletes at any time. Question. 9: May a student-athlete, on his own initiative, hire an outside individual as a coach (e.g., position-specific coach, speed coach, choreographer, etc.) to provide tactical or technical instruction without that individual becoming a countable coach? Answer. 9:, provided the institution is not involved in any way in arranging the activity, the institutional coaching staff members do not observe the activity and the activity does not occur at the institution's facility. Further, the student-athlete must pay the going rate for the services provided. Question. 10: Is it permissible for a manager to participate only in limited on-court or onfield activities and not perform any traditional managerial duties? Answer. 10:. A manager must perform traditional managerial duties (e.g., equipment, laundry, hydration) in addition to participating in limited on-court or on-field activities.
6 Responsibilities of ncoaching Staff Members and Managers Practice or Competition Manager (Bylaw ) ncoaching Staff Members with Sport-Specific Responsibilities(Bylaw ) Participate in limited on-court or onfield activities during practice or competititon on a regular basis (e.g., assist with drills, throw batting practice, signal in plays at the direction of the coaching staff), may participate in limited activities during practice or competititon Observe or perform administrative duties during practice or competition (e.g., track statistics, run clock) Perform administrative duties outside practice or competition (e.g., attend meetings involving coaching activities, analyze film) Sit on institution's bench or in the coaches box or stand on the sidelines during competition Provide technical or tactical instruction to student-athletes at any time (e.g., teaching any sports-related technique, strategy, maneuver, play or scheme) Make or assist in making tactical decisions related to the sport during on-court or on-field practice or competition (e.g., determination related to strategy, maneuver, play, scheme or the like) Participate with (e.g., shag balls, pick-up games) or observe studentathletes engaged in voluntary athletically related activities * *Provided the manager is not directed to participate in the activity by the coaching staff or other athletics department staff members (e.g., arrange, schedule), does not report back to the coaching staff any information related to the activity and does not provide any tactical or technical instruction to the student-athletes participating in the activity).
