PMO asks for self-policing By Jim Bennett Editor The Provost Marshal s Office is taking a shot at reducing the number of privately stored firearms on Kwajalein offering amnesty for those who will turn in their weapons. Possession of any firearm is illegal for residents, according to Sgt. 1st Class Travis Tikka, and it s a potential problem with home shipments for a number of new employees arriving with the new contract. We have a lot of people coming on-island, and I m not sure they know the rules, Tikka said. For example, police officers have been asked if private residents could use the shooting range for recreation, presupposing that residents have or could get a weapon to shoot, Tikka said. Fact is, weapons are illegal on the island, and if one, accidentally or on purpose, received a weapon through a shipment from home, they may turn that weapon in to the police department for safekeeping, until they can make arrangements for shipping it home, Tikka said. We re just asking people to work with us to get these weapons out of the homes, off the street, to make the community safer, Tikka said. Weapons include bang sticks mostly used by divers and snorklers, which, depending on the stick, fire a.357-caliber, 9-mm or shotgun round. If you do have these types of weapons, bring it to the police department and nothing will be said to you, Tikka said, adding the weapon would be simply tagged with the proper paperwork, filed and stored. Weapons also include any C02- cartridge-type guns, such as BB guns. Macy s is our most popular and it yields the highest occupancy and the highest revenue, said Sharon Kay, Kwaj Lodge supervisor. Macy s is the primary quarters, the primary lodging for TDY and mission people we have been directed that Macy s is not a discounted facility for anybody. No one gets a discount on Macy s room rate of $75 a night for one person or $45 a night for each person if sharing a room, she said. Room rates set across the board down to Kwajalein at least twice a month since he plays in a band here and was surprised when the rate changed from $15 to $75 for a Macy s room. It would have been nice if they had put out an to everyone, he said, explaining that he prefers to stay above Macy s, because it s close to everything and, unlike the Kwaj Lodge, has VCRs, climate control and more private rooms. It is very cold in the Kwaj Lodge, because there is no climate control, Studevant said. When a housing crunch occurred over a year ago and Roi residents couldn t find a place to stay at the Kwaj Lodge, the former commander issued a policy to help them, said Byron Brown, USAKA Housing evaluator. Some will go to parks, while others will go to the beach. A lot of us will be having fun and eating our full. And some will even remember what this weekend is really about. This Memorial Day, a lot of families across this nation will be remembering their loved ones who went off to war and died in some distant land. They will be visiting national cemeteries to place a flag upon the grave, next to a weathered headstone. But... Some of them won t be able to, for the graves are too new. Instead, they will see their loved ones graves marked only with a small stake and a piece of paper that is hard to read through tearfilled eyes. This is because their loved ones served in Operation Iraqi Freedom and the names of the fallen have not yet been engraved upon a white stone. After all, I did not have to put my life and everything I hold dear on the line. I did not have to make the supreme sacrifice. As a young man, I registered for the draft, but my cerebral palsy prevented me from being called to serve. Today, I m too old to serve in uniform anyway. And so, I do what I can do: I support our troops. For those who care, this is truly easier said than done. When I had heard of our first casualty, I felt as if some one from some place just hit me square in the head. I did not know whether to cry or deny a military action I fully supported. I knew I had to do something for these men and women who marched to battle with my support and encouragement. You may ask, why? No one in the military has ever heard of me, but that is not the point. Whether you are a private citizen or a public official, whatever you say and do has an impact. I had to do something to bring Friday Appreciate and recognize sacrifices on Memorial Day about recognition to all those military people who lost their lives protecting my freedom. I found that the best way I could honor our troops and give them the recognition they deserve was by posting the names of the fallen in the Iraqi campaign in a lobby display at my New York City building. It is my small way of letting them know I appreciate their sacrifices on my behalf. When Memorial Day comes this year, I will spend some time thinking of the families left behind. I will pray in my own way that all will be comforted. That their grief may be short lived. And their memories will be many and live forever. And, when a slight breeze passes me by, I will think of it as one of the fallen ones just passing through on his or her way home. Tax exclusion alive despite bill No sooner do I write a column about the proposed repeal of the foreign earned income tax exclusion, then Congressional negotiators take it off the table. That s right. According to news reports, House and Senate negotiators have removed the proposed repeal from the Bush tax plan and, if the bill passes in that form, I, and most contractors out here, save around 30 percent of our income. I haven t been watching a stateside story this closely since Survivor split tribes along gender lines. Now that was ground-breaking. And who besides the high school seniors wasn t rooting for the high school principal, Butch, versus the psycho one, the evil one and the swimsuit model? Unfortunately, this guy had as much chance as Gary Coleman does in the NBA draft. But I digress. Then, one day last week, while busily working at surfing the Web, I notice a little commentary on how overseas workers get tax breaks and Congress was set to eliminate that. The Senate voted to eliminate the foreign earned income tax exclusion to help generate $30 billion over 10 years and help off-set other tax breaks, particularly for married couples and on stock dividends. I immediately renewed my Xanax prescription and called my financial advisor in Zurich (It was like midnight, his time), breathlessly in a panic. Then the traffic started and soon it was all over the island a subtle, underground, singular, silent scream. So a pyschotherapist from the Psychic Friends Network suggested I air my feelings, and you might have read the result last Tuesday. So it was with a little gratifcation when the traffic began again Wednesday and I felt the subtle, underground, singular, sigh of relief. For those of you who have, however, resigned yourself to parting with a third of your income, I have made arrangements through Finance to have it deposited in the Bennett Fund for Wayward Journalists, and yes, I am a wayward journalist.

3 Friday Page 3 School council examines health and parent-teacher-student group By Jim Bennett Editor With the school year nearly over the School Advisory Council turned to plans for the upcoming school year Wednesday night at the Elementary School Music Room. The health of the Jr./Sr. High School schedule topped the topics of discussion. Parent Jennifer Keck questioned the reduction of health from an 18-week course to 9-week course in the eighth grade curriculum next year. Jr./Sr. High School Principal Steve Howell explained the change resulted from the availability of the teachers certified to teach the course. They must also teach other classes, one teacher teaching two more than this year, thus preventing him from scheduling the health class for a longer session. Howell admitted he shared parents concerns about the focus on drug and alcohol prevention, saying he invested in new teaching materials to cover the topics and met with the health teachers to stress the issues. Health class is really important to these kids at this age, said parent Denise Bottomley. Howell agreed, saying simply, We did the best we could with what we had to work with. Hopefully we can look at it next year. Parent Quentin Andrews Parker suggested alternate health education programs utilizing professionals outside the school. SAC Chairman Matt Reed asked Howell to relook at it. No guarantees, but it seems to be an issue, Reed said. In other schedule news, at parents request, the school added nine weeks of keyboarding to the seventh grade cycle class, bumping out seventh grade art. The school also added Advanced Placement English for seniors and honors level English courses for grades nine through 11. Creative cooking/fabrics and fashion may also be on the course list if enough students sign up, and advanced writing/newspaper could serve as either a class scheduled after-school hours or as a club, depending on the students interest and involvment, Howell said. Meanwhile, the Jr./Sr. High School Parent-Teacher-Student Organization is making plans for its innaugural year beginning next fall. Speaking on behalf of the fledgling organization, Parker said the group elected five officers including Phyllis Rocket, Maryanne Razook, Jeffrey Parker, Sheri Howard and Peter Barbella. The group also wrote bylaws, which they will submit to USAKA for approval as an on-island organization. Some of the bylaws still need to be tweaked a little bit, Parker said. Parker added the group has brainstormed some ideas for the upcoming school year including: supporting the homework center with tutors; host reception for new teachers; work with Student Government Association; bring back the Knowledge Bowl; participate in college and career nights; and compile a collective list of summer programs attended in the states by Kwajalien youth; to name a few. She added a survey has gone out to parents asking for their input, and asked that they return the surveys or any other ideas to her at P.O. Box I encourage you to get involved, Reed said to other parents at the meeting. In other business: Adult Education is already planning its summer session starting June 24-July 26, according to Anthony Graham, Adult Education coordinator. Classes could include more gymnastics, for which there is a waiting line this session, and Marshallese language classes. For more information contact Graham at The Child Development Center will receive a visit from the National Association of Early Childhood June 3, in order to earn required certificaton. Furthermore, eight CDC workers will go for their Child Development Associates certification on June 16. Parents who have not turned in their school surveys may do so, despite the passing of the original May 20 deadline. School Superintendent Karen Ammann has collected around 75 so far, she said, and will continue to collect them for the next week or so. When KRS took over the transient housing crunch ended, but not for Macy s rooms, Kay said. The occupancy level in Macy s became so high that I had to start thinking about who has priority, she said. First priority is TDY or mission people, second is people PCSing and third, is all others. The lack of rooms for TDY personnel coupled with questions about rates required by USAKA documentation led Kay to ask Brown and other USAKA officials for guidance. We questioned a lot of information, she said. We said, We have a new company now. We re working for a new organization, and we would really like very clear parameters in which to function. The parameters require all customers, whether TDY, vacationing or visiting from Roi to pay $75 for a room over Macy s, Brown said. The good news for Roi residents is that there is no change in their rate for rooms at the Kwaj Lodge, Kay said. If Roi residents want to rent a room at the Kwaj Lodge, whether it is one of the six private rooms or a room with shared bathroom, it is $15 for the first person and $5 for each additional person, she said. Kwaj residents visiting Roi pay the same rate when they stay in Zeus building which has shared bathrooms. The six Kwaj Lodge rooms with private baths are on space available, she said. That s a military way of doing things, she said. If you have a colonel in a DV [distinguished visitor] room and a general comes in, the colonel is bumped. As to the cold temperature in the Kwaj Lodge rooms, Kay said work has been done to help bring the temperature up some and there are extra blankets available for those who ask. The lack of VCRs in every Kwaj Lodge room is also being addressed. We can provide them, if someone asks, she said. We are slowly working through the rooms to upgrade them. To help visitors get around the islands, bikes can be rented at $5 a day, Kay said. Bikes can be reserved on Kwaj by calling the Kwaj Lodge, or on Roi by call the Housing Office, In addition to Kwaj Lodge rooms, transient housing is available for people on vacation at the vacation rate, she said. There are vacation trailers and houses and rooms with either a private or shared bathroom at the Pacific Bachelor Quarters. If the Kwaj Lodge is fully booked or upon request, Roi residents, on a space available basis, can get a room at the PBQ at the lower rate, she said. Although the PBQ may not sound like a nice place to stay, the rooms have been upgraded and the facility is situated close to downtown, just like Macy s rooms. We brought in furniture from Johnston Island with new pillows, televisions and radio clocks, Kay said. We ve made an extra effort to spruce up the rooms. The vacation trailers and houses are available for Roi residents only in an overflow situation, she said. Since graduation is coming up on June 6, the vacation trailers and homes and even some of the transient rooms are fully booked for the weekend after graduation. Tikka said one may not mail a weapon through military postal service, but one may pack it in check-in luggage, provided it is unloaded and there is no ammunition in the luggage. Tikka added, travelers should tell security officials about the packed weapon before running the luggage through the X- ray machine at the airport. The same holds true for rifles in that they may be packed, presumably in some sort of gun case, for travel, as long as they don t pack any ammunition. Anyone wanting to get rid of ammunition, should call police at 54445, or solid waste disposal officials at Bullets and shotgun shells left in the trash will ignite in the incinerator, and potentially could injure or kill a worker.

They will be married Nov. 29, 2003, in Detroit. After their marriage, the couple will reside in Ferndale, Mich. Pratt has worked as Adult Athletics supervisor since March 2002, and Cole has worked Youth Activities supervisor. They will PCS in August and visit the Hawaiian Islands before returning to Michigan. By Sgt. 1st Class Doug Sample American Forces Press Service WASHINGTON The faces of Saddam Hussein s defeated regime on the now-famous most wanted card deck have become ever familiar with more than 1 million decks printed and sold. The faces of the cards creators, however, were a mystery, until now, that is. Enter Army Staff Sgt. Shawn Mahoney, 31, and Sgt. Scott Boehmler, 27, of the 3401st Military Intelligence Detachment; 2nd Lt. Hans Mumm, 34, of the 3404th MI Det.; Spc. Joseph Barrios, 31, of the 3418th MI Det.; and Sgt. Andrei Salter, 31, of the Defense Intelligence Agency. But it was not for Salter and the reservists from these Pennsylvaniabased units to say they were the innovative forces behind one of Operation Iraqi Freedom s most sought- after treasures. In the intelligence community we don t like to put ourselves out there like the regular services, Salter said, explaining the intelligence agency s thumbs up to their identity and contributions. Cards showing ace of spades Saddam Hussein and 54 other regime members have become hits around the world, especially in the United States. So far, 17 of the Iraqi most wanted have surrendered or been taken into custody. The cards popularity on the Internet had dealers at one point listing prices upwards of $100 per deck, Mumm said. The decks average about $5 on most Web sites now. One U.S. company has sold more than 1.5 million decks. This was the real shock and awe, Barrios said, referring to the coined phrase used in initial attacks during Iraqi Freedom. We were really surprised at how successful they ve become. As people started to get captured, they wouldn t say who the person was that got captured. They d say, They captured the 6 of diamonds out of the deck of cards, Mumm explained. That was the amazing part. The soldiers said the idea for the cards came about when they were looking for ways to get information to battlefield troops on Iraqis sought by the United States. Our thought was that we ve all been out in the field and we all know what it s like to be in a foxhole and to be bored and tired, so we decided to look at an inventive way, something soldiers would actually use, Mumm said. The group said they knew that when soldiers get bored, they play cards, Mahoney explained. Anyone will tell you that when you re out in the field and you have some down time, you re either playing (games like) Hearts or Spades. The group then decided that putting the faces of Iraqi regime members wanted by the United States on the cards would help soldiers to remember them and aid in their capture. The cards, they said, are numbered loosely on the rank structure in the Iraqi regime. Even if you re not studying the cards, you re retaining information subconsciously, Mahoney said. You might not know the name, but if the soldier sees someone he might think, That person looks mighty familiar. That s when you start to pick people out of the crowd, he added. The soldiers showed their idea to Army Col. Susan Kuwana, senior military intelligence commander for the Scott Pratt and Erika Cole at Australia s Blue Mountains. The couple will be wed Nov. 29 in Detroit. 99th Reserve Operations Command, which includes their detachments. I thought this was a terrific idea. It was creative, innovative and very effective, Kuwana said. To come in and have an opportunity to bring that innovation and creativity to the active duty has been a tremendous success story for the Reserves. The group said the project to make the cards began in February, but the coordination took awhile. The hardest part of the project was finding photos of Saddam s regime members, Boehmler said. The intelligence community played a big part in locating the photos, and the group used the print shop within their agency to print the first deck of cards, he explained. Not sure what the initial reaction would be, the soldiers printed only two decks to show their chain of command. I recalled we had a discussion where we sort of did the devil s advocate thinking on what are the bad things that could come out of this, Boehmler said. All we got was positive feedback, but we never expected it to go so positive. Two hundred decks of the cards were sent to the U.S. Central Command s forward-deployed headquarters in Qatar for troops operational use only, Mumm said. CENTCOM then requested 1,700 more decks for troops in the theater. Army Brig. Gen. Vincent Brooks, the command s deputy operations officer, showed the cards during a televised operational briefing, and they started appearing on DoD Web sites.
