3 3.1 Rules of Eligibility Basic Standards for Financial Aid, Practice and Competition Eligibility rules for Big West competition (an event in which a Big West member team competes) shall be the current NCAA rules except where the Big West has more strict rules Participation by Ineligible Student-Athlete If a student-athlete is declared ineligible by the Conference or by the NCAA after having participated in regular season or postseason play, the institution for which the student-athlete is competing may be required to vacate all events in which the athlete competed. Should a Conference event be vacated, the Conference standings shall be adjusted accordingly and a champion shall be declared using the criteria established for that sport in its Big West Manual section. (Revised 12/16/83, 5/16/85, 6/12/07.) Should an institution s team be required to vacate contests during a competitive season, its record shall be adjusted accordingly and all other teams will remain in the same order of the standings in relation to each other. (Adopted 6/8/99.) Transfer Rule Student-athletes transferring to a member institution from a four-year institution or a junior college must satisfy the appropriate requirements of the NCAA Bylaws If a student-athlete participating in a Conference sport (see Bylaw 4.1) transfers from one Big West institution to another Big West institution (intraconference transfer), the student must sit out one academic year and lose one season of eligibility. A transferring student-athlete may not receive athletically related financial aid during the year of residency. A transfer student from one Big West institution to another Big West institution is not subject to the residence requirement or loss of eligibility if the student-athlete meets NCAA transfer exceptions noted in NCAA bylaws, excluding the One-Time Transfer Exception. This includes the Graduate Student Exception. Student-athletes transferring from a Big West institution to a two-year college and then to another Big West institution shall be subject to the intraconference transfer rule only if the student-athletes do not meet the NCAA exception for transfers. In addition, intraconference transfers in nonconference sports and federated sports MPSF shall be allowed the NCAA exceptions of and through (Revised 12/16/83, 5/17/84, 11/9/93, 5/11/09, 5/14/12.) A transfer student may utilize the provisions of the NCAA One-Time Transfer Exception for an exception to the intraconference transfer rule if the institution from which the student transferred either dropped athletically-related financial aid to all student-athletes on the respective individual's intercollegiate team or never awarded athletically-related financial aid to student-athletes on the team. (Adopted 11/10/92.) If an institution discontinues a sport which results in the conference discontinuing a championship, the Section 3-2 Eligibility

4 intraconference transfer rule will no longer be in effect for that sport the day after the announcement by the institution. (Adopted 5/11/10.) Eligibility Documents Eligibility lists and squad lists in each Conference sport shall be signed by the faculty athletics representative and kept on file at the institution. (Revised 11/22/83, 5/16/85, 11/14/89, 7/9/01, 7/10/06, 5/9/11.) Eligibility must be certified between terms during the academic year no later than five business days from the institutional posting of grades, or by the NCAA legislated deadline, whichever occurs first. This requirement applies to all conference competition conducted between academic terms. (Adopted 7/12/04.) Each member institution shall keep eligibility data, units passed, registered for, etc., for each participant on an official eligibility form. This shall be available at all times for examination by the various faculty athletics representatives or by the commissioner. (Revised 6/12/07.) Hardships Medical hardship petitions shall be administered according to NCAA Bylaws. (Revised 7/15/02.) "Hardship" petitions for waivers of eligibility for all injuries and for illnesses must be submitted to the commissioner within six months after the close of the season of competition in which the injury and/or illness occurred. Petitions submitted after the six-month deadline shall be adjudicated by the Conference Office in all cases where the student-athlete previously did not qualify for the waiver. Other petitions submitted after the six-month deadline must be presented at either of the two scheduled in-person faculty athletics representatives meetings for action to be determined by the entire group. All other petitions will be acted upon by the Commissioner. Appeals of any denial of a petition will be heard by the faculty athletics representatives group. The following information must be included: 1. The institution's official schedule (including all results) of the sport concerned for the year in question. 2. Certification by the faculty athletics representative that the "hardship" petition, if granted, will not exceed the five-year rule. 3. Certification by a medical doctor as to the date and nature of injury or illness. 4. Certification by the director of athletics as to the dates and extent of competition in games or contests in which the student-athlete participated. 5. A signed statement from the student-athlete's head coach stipulating that the student-athlete did not further compete, or dress, for any games home or away following the debilitating injury. (Revised 5/23/83, 5/17/84, 7/15/02, 7/13/05, 6/12/07.) 3.2 Aid To Athletes Section 3-3 Eligibility

5 3.2.1 Permissible Aid. In order to make it possible for student-athletes to have adequate time to pursue their studies, participate in athletics, and enjoy a crosssection of student activities, member schools are permitted to give scholarships, grants-in-aid, and/or part-time employment as defined in NCAA Bylaw, Article 15 (Principles Governing Financial Aid) Transfer Rule. A student-athlete transferring to a member institution from another member institution is not eligible to receive athletically related aid during the period the student is establishing his/her year of residence unless the student falls within the allowable exceptions of the Conference's intraconference transfer rule as stated in Bylaw (Revised 12/16/83.) If a student-athlete transfers to a member institution from another member institution where the student-athlete either never received athletically related aid or had his/her aid dropped, the transfer student shall be immediately eligible for athletically related aid. The remaining provisions of the intraconference transfer rule shall remain in effect. (Adopted 7/17/00.) 3.3 National Letter of Intent By subscribing to the National Letter of Intent Plan, each member institution agrees to abide by the rules, regulations and procedures of the plan.
