The primary purpose of this committee is to maintain communications with the Georgia congressional delegation in support of GMA s federal municipal policies. The focus of the FPC meeting will be on telecom issues facing cities in 2018 and beyond. Participants will have the opportunity to hear from Larry Hanson about his work on the FCC s Broadband Deployment Advisory Committee, including updates on the development of a model municipal code and model rate and fee structures for cities. GMA s telecom technical expert, Greg Fender, will speak about his experiences in negotiating agreements for cities with different providers around the state, as well as talk about industry trends on the horizon that will impact cities. Tom Berry will provide a perspective from 5
6 rural Georgia based on his experience establishing internet services in southwest Georgia and working as a statewide consultant on telecom issues. Charlotte Davis will update FPC members about state-level proposed telecom legislation and its potential impact on cities, as well as on GMA s efforts to work with providers to achieve a compromise that will allow the telecom industry to deploy broadband technology while protecting cities authority to regulate local rights of way. 8:00 a.m. - 9:00 a.m. Orientation for First-Time Attendees (Light Breakfast Included) Marquis Ballroom (located on the Marquis Level) Newly elected officials and first-time attendees are encouraged to attend. The membership will use the meetings to review legislative priorities as they impact policy items adopted by city officials during the GMA Annual Convention. In addition, the committee members will hear from local and state elected and appointed officials regarding their thoughts on the 2018 legislative session. 6
7 u Environment & Natural Resources International 6 Georgia s General Assembly entertained two joint study committees over the interim that focused on water issues: the Joint Study Committee on Stormwater Fees and the Joint Study Committee on Stream Buffers. An overview of the findings of those study committees and a look forward at what the legislative session holds will be presented by House Natural Resources and Environment Chair, Representative Lynn Smith, and Representative Mike Glanton. Gainesville Water Resources Director, Linda Mac- Gregor, was the Watershed Protection Branch Chief at Georgia s Environmental Protection Division. Linda will offer some perspective on EPD as a regulator turned city official and discuss current water issues as she sees them. The Municipal Government Policy Committee will hear insights on service delivery strategy disputes and pending legislation that directly affect cities in Georgia from an SDS expert and key member of the Georgia House. Committee members will also be updated on GMA s capital needs survey and learn more about a proposed 7
8 local government finance authority as a potential mechanism for funding various projects. Varying sentiments have rung out across the state, and local officials will have to address matters such as law enforcement compensation, innovative approaches to criminal justice reform such pre-arrest diversion and bail reform, methods for handling mental health issues, fireworks detonation, and other quality of life issues. Join the Public Safety Policy Committee to hear insights from key members of the General Assembly, an expert on mental health, and a representative from a social justice advocacy group. Speakers will provide best practices on what you can do in your respective communities as well as outline any upcoming legislation. Yet, many of those new businesses are showing a preference to some areas of the state over others. Both the Georgia Senate and House of Representatives have spent time during the interim studying the issues of rural Georgia. Senator David Lucas and Representative Sam Watson will share ideas gauged to help balance new development opportunities and bring prosperity to all areas of the state. The brewing industry in Georgia has seen explosive growth both before and after the effective date of the new direct alcohol sales law. Joel Iverson of Monday Night Brewing will give an update on the brewing industry in Georgia with the special insight that only an owner-operator can offer. 10 u Revenue and Finance International 8 The Georgia General Assembly will have multiple issues critical to local governments before it during the 2018 session. Legislation pertaining to Marketplace Fairness, property tax assessments, TAVT reform, and the creation of a communications sales tax are expected to be considered during the 2018 session. Each of our presenters has a unique perspective on tax issues. Commissioner Riley serves as the Commissioner of the Department of Revenue and is instrumental in regulating the legislation passed by the General Assembly. She will provide an update on new regulations that will impact local governments. House Ways and Means Chair Powell and Senate Finance Chair Unterman will review tax policies and provide an outlook for the upcoming legislative session. Fortune 500 companies are building headquarters along transit lines in Metro Atlanta, while people in rural areas are looking to transit as a way to access healthcare facilities. Public transit can no longer be considered a transportation option solely for the inner-city areas. Whether you reside in the North Georgia Mountains or along the state s beautiful coastline, regardless of your age or socioeconomic status, transit is a key component of the quality of life dialogue. The Transportation Policy Committee will learn more about the current state of transit in metropolitan, suburban and rural areas, as well the implications for your individual communities. 10

12 1:45 p.m. 2:30 p.m. Legislative Policy Council Meeting International 4-5 The Legislative Policy Council (LPC) is the focal point of GMA s legislative policy process, combining the recommendations of the Association s six policy committees with input received from city officials throughout the state. At this meeting, the LPC will receive reports from the six policy committee meetings held earlier in the day and discuss any pressing issues impacting GMA s 2018 Legislative Policies. Do they have a voice in your decision-making? Should they? Cities that have established youth councils have found that this segment of the population wants a seat at the table and is full of creative new ideas. During this session, you will hear from several members of city youth councils who will tell you what having a voice has meant to them. Youth advisors will also be on hand to answer questions about how they operate their youth council. The officeholder has great influence over the success or failure of the Georgia Municipal Association s legislative priorities. In addition to presiding over the state senate, Georgia s Constitution provides that in the event of disability or death of the governor, the lieutenant governor shall become governor of the state. It is important for city officials to learn more about the views the candidates for lieutenant governor have towards municipal government and the relationship between the state and its cities. Candidates will make opening remarks, respond to two questions from a panel of journalists and provide concluding comments.
