Eng., Director, Engineering Services Date: July 21, 2014 Report No: Subject: Recommendation: ENG Flashing 40km/h school zone implementation THAT a by-law be enacted to amend By-law , as amended, to implement 40km/h speed limit when flashing on: Bennett between Clark and Meighen Way Flashing 8:45 a.m. - 9:15 a.m., 10:55 a.m. - 11:50 p.m., 3:35 p.m. - 4:05 p.m. Commercial Street between Derry Road and Laurier Avenue Flashing - 8:00 a.m. - 8:55 a.m., 11:30 a.m. - 12:35 p.m., 3:00 p.m.- 3:50 p.m Savoline between a point 25m north of Gooch Crescent and a point 70m north of Peregrine Way Flashing - 8:05 a.m. - 8:35 a.m., 11:35 a.m. - 12:40 p.m., 3:05 p.m. - 3:35 p.m McLaughlin Avenue between Bronte Street South and Farmstead Drive 40 km/h September 1 - June 30 - When Flashing - 8:35 a.m. - 9:05 a.m., 12:10 p.m. - 1:15 p.m., 3:35 p.m. - 4:05 p.m AND THAT Schedule 23 of the Uniform Traffic Control Bylaw be amended accordingly (see Appendix I); AND FURTHER THAT the appropriate by-laws be presented to Council for approval. REPORT Discussion Over the last two years, Engineering Services has installed school zone flashing beacons at a number of schools within Milton. These school zone flashing beacons are devices that will enhance the 40 km/h school speed limit along the frontage of schools.
2 The Corporation of the TOWN OF MILTON Report #: ENG Page 2 of 3 When the 40 km/h school speed limit is in effect, yellow lights will flash to advise the motorists of the reduced speed limit. The school zone flashing beacons are installed along the frontage of junior schools and are programmed to flash during the school entrance/lunch/dismissal times and where crossing guards are present; it is based on the school crossing guard times. Two additional schools are planned to open in the fall of Queen of Heaven Catholic Elementary School is located at 311 Savoline (Appendix II) and will accommodate 671 students. St. Benedict Catholic Elementary School is located at 80 McLaughlin Avenue (Appendix III) and will also accommodate 671 students. Flashing 40km/h school zones will be installed along the frontage of these schools in order to provide added awareness to drivers that they are entering a school zone and that additional caution is required. The Engineering Services Department has reviewed the 2014/2015 school day schedules for the Halton District School Board and the Halton District Catholic School Board. Due to changes from the previous year s schedule, the times the school zone flashers are active will be adjusted. In addition, informational speed limit signage will be updated. There will not be any major changes to the flashing 40km/h school zones, only minor changes to the schedule from previous years (within 10 minutes). The following schools have made alterations to their school day schedule and will require adjustments: Our Lady of Victory Catholic Elementary School on Commercial Street Hawthorne Village Public School on Bennett Relationship to the Strategic Plan This report supports Destiny Milton 2 through the goal of "Well managed growth, well planned spaces" - Direction 2, Facilitate the safe movement of people and goods, and enhanced travel to, from, and within the community as well as encourage effective traffic management and the streamlined movement of traffic. Financial Impact The cost to install the 40km/h school zone flashers and corresponding signage is approximately $ which is coming out of the 2014 capital and operating budget. Respectfully submitted, M. Paul Cripps, P. Eng. Director, Engineering Services For questions, please contact: Josip Kafadar, C.Tech ext.2527
