XL MARCH $1.00 Per Year 1978 FOOTBALL RULES CHANGES Nineteen changes in football rules for the 1978 season were adopted by the National Alliance Rules Committee at its annual meeting earlier this month in Los Angeles. These are the changes and, where appropriate, discussion of the change: Rule Delete first two sentences and replace with: "Lines shall be marked with a noncaustic material." The former wording in place of "noncaustic material" was "not injurious to the eyes" but since even dirt can be "injurious to the eyes," the new wordage relating to "noncaustic" will be used. Rule Add following: Each State Association may authorize the use of artificial limbs which in their opinion are no more dangerous to players than the corresponding human limb and do not place an opponent at a disadvantage." This is a ratification of the change announced earlier in the year. Rule New article: Define that a defensive player is on the line of scrimmage when he is within one yard of his line of scrimmage. This change will help officials to determine when an offensive player can block a player and carry his block on into the neutral zone expanded. This has meaning on pass plays. Rule 2-28 Add to third sentence: "... of the snapper and touches a back or the ground before it touches a lineman." Rule Insert as first sentence: "The game officials shall assume authority for the contest 30 minutes prior to the scheduled game time." Rule Revise last sentence to read: "If there is an unsportsmanlike foul by the offense during the last down of either half, the penalty shall be administered on the succeeding kickoff or at the succeeding spot if in overtime." This eliminates a loophole which made it possible for a team to get in a "cheap shot" on the last play of a game without being penalized in the overtime if one were needed. Rule Permit the extension of a period if there is a foul by the kicking team during a free or scrimmage kick (during the last timed down regardless of whether the penalty is accepted or declined). Rule Insert after "crossbar" in (c): "... or an R player in the end zone and caroms.".. Until now, if a defensive player standing in the end zone tipped a field goal or extra point before it went across the uprights, it did not count. Now it will count. The reason it did not count in the past was because of the rule which indicated any time a kicked ball touched anything in or over the end zone it was dead. Rule Replace "during a loose ball" with "before the kick has ended." Rule Add to Article 3 Fundamental No. 7 on Page 64 of the rulebook. Rule Rewrite as follows: "If at least five R players are not within five yards of their free-kick line after the ball is declared ready-forplay and until it is kicked, it is a free-kick infraction." Rule Penalty Rewrite as follows: For encroachment (Art. 2 and Art. 3) (S24 and SI) or free-kick infraction (Art. 4) (S24 and S2). Rule Recommended to the Manual Committee that Signal No. 15 be adopted to indicate when any free-kick goes out-of-bounds between the goal lines untouched or last touched by K. This change is to be able to relay to the coaches and fans the reason the ball is being put in play at the 40 yard line after a kick goes out-of-bounds. Rule and 4 Insert the word "expanded" after "neutral zone." Rule New article: No receiver shall make an invalid fair catch signal. Penalty for invalid fair catch signal five yards (S-30). A new signal for No. 30 has been suggested under the Manual Committee. Note: Delete invalid fair catch signal from list of personal fouls under (f). This is probably the most significant change of the year. The change reduces the penalty for an invalid fair catch from 15 to five yards. Since this penalty is enforced from the previous spot, the five yard penalty is less likely to give the kicking team a first down, thereby reducing the severity of the rjenalty associated with giving an invalid fair catch signal. The questionnaire results this year revealed that in Wisconsin as well as nation-wide coaches' overwhelmingly favored a change which would reduce the penalty associated with an invalid fair catch signal. Rule Add to Article 6: A scrimmage down must start with a legal snap. An illegal snap causes the ball to remain dead. Rule Add new item: (d) When contact is caused by R's being blocked into the kicker. Rule Penalty Roughing the kicker be amended to carry the additional penalty of an automatic first down. This is probably another significant change. The automatic first down should discourage reckless attempts to block the kick. In particular, this is true when the kicking team has more than 15 yards to go for first down. It was under this kind of circumstance that defensive teams would be less concerned about roughing the kicker since they know that the penalty would not give them the first down and they would still have to punt on the replayed down. Page 83 Overtime Add to Paragraph No. 1: All game rules will apply except: (a) The line-togain shall always be the goal line; (b) no try will be made if the winner of the game has been determined: (c) if the defensive team scores, the game is ended; (d) if a safety is scored, the succeeding spot will be the 10-yard line in possession of the team scored upon, provided they have not already had their series, and (e) no free kick privileges are awarded following a fair catch or an awarded fair catch.

If you wish to take the National Federation test, let us know about two weeks before the above date and also to whom you want the test sent. This person should be a principal or coach in your area. Attention, Principals Under the requirements of K.H.S.A.A. By-Law 28-3, head baseball coaches and registered baseball officials are required to attend at least one rules interpretation clinic. The schedule for the baseball clinics is given below. Principals of member schools sponsoring baseball teams should not allow their teams to begin their 1978 schedules unless there has been compliance with the rule mentioned. It is recommended that the line from home base through the pitcher's plate to second base should run east-northeast : The baseball bat shall be a smooth cylinder with either a knob or with a handle end tapered to prevent slippage. It is mandatory that the knobs on aluminum or magnesium bats be securely fastened. The aluminum or magnesium bats must have a sound deadening material inside. The bat may be roughened or wound with tape or twine not more than 18 inches from the handle end of the bat : It is umpire interference when he inadvertently moves so as to hinder a catcher's attempt to throw out a runner or when a fair ball touches an umpire, as in Rule 5-1-le : For a given runner a force play ends as soon as the runner touches the next base, or a following runner is put out at a previous base. 2-14: SPEED-UP RULES: If a state association wishes to experiment with "speedup" rules, it must indicate to the National Federation the details of its experiment, gain permission from the National Federation to do so, and then submit a report of the success or failure of its experiment following the season For an illegal substitution, said substi- Penaliy: tute will be disqualified for the duration of the game. If the illegal substitution is discovered by the defense, or an umpire, the batting out of order rule also will apply when the substitute appears at bat illegally : Any of the starting players may withdraw and re-enter once, including the designated hitter, provided such player occupies the same batting position whenever he is in the line up : If the pinch hitter, or pinch runner, for the designated hitter is used, the role of the designated hitter is terminated for the duration of the game. The designated hitter may re-enter as any player under the re-entry rule. A starting player for whom the designated hitter bats may pinch hit or pinch run for the designated hitter, but if this happens, it shall terminate the designated hitter role for the remainder of the game. The designated hitter may be used defensively, but must continue to bat in the same position in the batting order as determined prior to the game. Once a designated hitter assumes a defensive position, this move shall terminate the designated hitter role for the remainder of the game. A designated hitter is "locked" into the batting order. No multiple substitutions may be made which will alter the batting rotation of the designated hitter : A coach, player, substitute, attendant or other bench personnel, shall not: e. use amplifiers or bull horns on the bench or on the field during the course of the game,: or g. have any object in his possession in the coach's box other than a score book which shall be used for score keeping purposes only; or h. be outside the vicinity of the designated dug out (bench) or bull pen area if not a batter, runner, on-deck batter, in the coacher's box or one of the nine players on defense.

14 THE KENTUCKY HIGH SCHOOL ATHLETE FOR MARCH By state association adoption, any game NOTE: terminated by artificial light failure or an automatic sprinkler system shall be played at a later date as a suspended game, unless agreed otherwise by the two teams concerned : When the pitcher takes his sign and his feet are in the set position stance, the ball shall be in either the gloved hand or his pitching hand. His pitching hand shall be down at his side or behind his back For an illegal pitch (a) if there is Penalty: no runner, a ball is called on the batter f: It is an illegal act to bring the pitching hand in contact with the mouth without distinctly wiping off the pitching hand before it touches the ball. For so defacing the ball, the penalty f is that the pitcher may be removed from the game. If such defaced ball is pitched, it is an illegal pitch with penalty as provided for in c: With bases unoccupied, failure to pitch within 20 seconds after there has been a reasonable time for the pitcher to receive the ball after the last pitch, a ball shall be called : When a runner is obstructed while advancing or returning to a base by a fielder who neither has the ball nor is attempting to field a batted ball, or while advancing only, a fielder without the ball fakes a tag, the umpire shall award the obstructed runner and each other runner affected by the obstruction the bases they would have, in his opinion, reached had there been no obstruction h: The batter-runner is out when he deliberately removes his head protector during playing action unless the ball becomes dead without being touched by any fielder or unless the head protector is removed after the ball becomes dead following its touching by a fielder. When a runner is declared out for removing his head protector, he is called out immediately b: Any runner is out when he intentionally interferes with a throw or a thrown ball; or he hinders a fielder who is attempting to field a batted ball; or his being put out is prevented by an illegal act by anyone connected with the team as in 2-5-3, and 3, or by the batterrunner. Page Eleven NATIONAL FEDERATION HIGH SCHOOL CHAMPIONSHIPS The Executive Committee of the National Federation of State High School Associations met on January 31 and February 1, 1978, and devoted considerable time to the discussion and review of a plan for National High School Championships as directed and authorized by the National Council at its meeting in Los Angeles on January 1, After considerable deliberation, the Executive Committee voted the following recommendations shall be sent to each state association for consideration with the final review to be considered by the National Federation Council at its meeting scheduled to be held in Salt Lake City, Utah in July of 1978: The Recommendations of the Executive Committee are based on these objectives of National Federation sponsorship of national high school competitions: 1) To promote and showcase high school athletics and activities programs in order to maintain their place in the view of the public which must support these programs if they are to continue to be available to schools as vehicles for educating boys and girls. 2) To promote state high school associations and the National Federation in order to maintain the position of these organizations as the recognized authorities for and representatives of interscholastic activities programs in the United States. 3) To provide opportunities for gifted students to realize their full potential in competitive programs under the supervision of educational institutions and organizations and within the highest standards of eligibility, safety and sportsmanship. 4) To contribute to the overall sports program of the United States, including the Olympic effort. It is recommended that three sports, golf, tennis, and track and field, be included in the program of National Federation High School Championships, held at one site in the Central United States, third week in June, beginning in Separate competitions for boys and girls would be conducted in each sport. To be eligible, a participant shall have competed in his or her state championship and be eligible under provisions of his or her state association regulations. Participation by states would be optional and be determined by each state association. In golf, each state association would be invited to approve one boy and one girl for national competition. In tennis, each state association would be invited to have a singles and doubles (no mixed doubles) entry for each sex. In track and field, each state association desiring to enter athletes would be entitled to certify one boy and one girl in each event provided minimum standards have been met. Expenses of participants would be reimbursed to the greatest degree possible; and. at this time, it appears all transportation, food and lodging expenses would be paid for all participants through gate receipts, sponsor fees, and television receipts. Every effort would be made to promote the tolal activities program and its educational value through the three national championships proposed by the Executive Committee. For example, the headquarters staff is attempting to have the television network which purchases the rights to

Those companies which are seeking the privilege of becoming sponsors of the national events are being asked to agree to sponsor a highlight film and a film on the value of athletics as well as other projects which can be used to promote high school activities programs year-round and on the local and state levels as well as the national level.
