3 Preface The Drug Free Schools and Campuses Regulations (34 CFR Part 86) of the Drug-Free Schools and Communities Act (DFSCA) require an institution of higher education (IHE) to certify it has adopted and implemented programs to prevent the abuse of alcohol and use or distribution of illicit drugs both by Rio Salado College students and employees both on its premises and as a part of any of its activities. At a minimum each institution of higher education must annually distribute the following in writing to all students and employees: Standards of conduct that clearly prohibit the unlawful possession, use or distribution of illicit drugs and alcohol by students and employees A description of the legal sanctions under local, state, or federal law for the unlawful possession or distribution of illicit drugs and alcohol A description of any drug or alcohol counseling, treatment, or rehabilitation, or re-entry programs that are available to employees or students A clear statement that the institution will impose sanctions on students and employees and a description of those sanctions, up to and including expulsion or termination of employment and referral for prosecution, for violations of the standards of conduct The law further requires that the institution conduct a biennial review of its program with the following objectives: (1) determining the effectiveness of the policy and implementing changes to the Alcohol and Other Drug (AOD) program if they are needed; and (2) to ensure that the sanctions developed are enforced consistently. The biennial review must also include a determination as to: (1) the number of drug- and alcoholrelated violations and fatalities occurring on the campus or as part of their activities that are reported to campus officials; and (2) the number and type of sanctions the IHEs impose on students or employees as a result of such violations or fatalities. Rio Salado College acknowledges its legal obligation to conduct a biennial review of compliance with the Drug-Free Schools and Communities Act and authorized an administrative review to be conducted to determine if the College fulfills the requirements of the aforementioned Federal regulations. Kishia Brock, Vice President of Student Affairs formed a committee chaired by Jeanne Ratliff, Outreach Liaison and Sharon Potter, Coordinator for Wellness Education, to participate in the review process. The members of the review committee include: Shannon McCarty, Dean Academic Affairs Kirk Bowden, Faculty Chair Addiction and Substance Abuse Disorders Judy Belsher, Senior Human Resources Manager Margaret Turner-Sample, Commander College Public Safety Edward Calderon, Web Manager Beatriz Cohen, Counselor The intention of this document is to meet the legal requirements of conducting a biennial review and also summarize the programs and activities related to alcohol and drug prevention available on Rio Salado College s campus to students and staff during the and academic years
4 Alcohol-Free Options A. Creation and Promotion of Alcohol Free Events and Activities Every event and activity Rio Salado College offers to its students and staff are alcohol free. These events and activities include Rio Salado College grand opening ceremonies for new satellite locations Campus recognized constituency group meetings o Phi Theta Kappa o Male Empowerment Network (M.E.N.) Graduation ceremonies Honors Forum Events (open to all students) Wellness Events B. Creation of Service Learning or Volunteer Opportunities Students attending Rio Salado College have access to volunteer opportunities for events both on and off campus. These opportunities include the Veteran s Parade which our East Valley Veteran s Center participates in annually. Students may also volunteer to assist in local film festivals, such as the Desperado LGBT Film Festival, art exhibits at our sister institutions, and many others. Students enrolled in our education programs engage in Field Experience. This places students in the classroom with teachers and students in order to gain valuable classroom exposure. C. Required Community Service Work Rio Salado College requires students in the Dental Assisting and Dental Hygiene programs to perform at least 10 hours of mandated community service work. Examples of the service work performed by students include the national American Dental Association event Give Kids a Smile, which provides dental services to children in need. Students may also participate in Mission of Mercy. This annual local event provides dental care to patients of all ages. Rio Salado College students assist already licensed dental professionals with patient care. D. Alcohol Free Campus Facilities Rio Salado College offers indoor and outdoor public lounge spaces, a café serving breakfast and lunch, a fitness center open to all staff, a quiet room for staff use, A lactation room open to students and staff, the Knowledge Commons which includes the library, tutoring, and computer lab, as well as a garden space open to the community. All campus spaces and facilities are alcohol and drug free in accordance with the Drug Free Schools and Communities Act Amendments of 1989, Public Law , and comply with all federal, state, and local laws pertaining to controlled substances, including alcohol. E. Expanded Hours There are several services available beyond normal business hours for students. Library, tutoring services, and the computer lab are available until 7 PM during the week and from 9 AM to 2 PM on Saturdays. The testing center is available until 9 PM during the week and until 5 PM Saturdays. The Bookstore is open to students until 7 PM during the week. All public spaces are open to students during this time and the campus is staffed with College Safety Personnel until midnight. F. Nonalcoholic beverages promoted at events Rio Salado College is dedicated to entirely alcohol free events and activities for our students. No event makes any mention or promotion of alcohol or other drugs
5 Normative Environment A. Class Attendance and Academic Responsibility Students are required to attend courses in accordance with their instructor s policy. Students are required to adhere to the Maricopa Community College District Scholastic Standards. Failure to comply with these standards can result in disciplinary sanctions. B. Faculty and Staff Education Related to High-Risk or Illegal Alcohol Use and Illicit Drug Use All Rio Salado College faculty and staff are notified of our counseling services available to students. All Rio Salado College syllabi includes Counseling Services contact information and a brief summary of their offerings. Faculty and Staff are directed to refer students to counseling services upon self-disclosure of an issue. Counseling Services can offer students information on external providers of drug and alcohol abuse counseling services. C. Faculty Encouraged to Engage in Higher Level Contact with Students Rio Salado College is a service oriented institution. All faculty and staff are encouraged to reach out to students within 24 hours of receiving contact. In addition, faculty who teach in person programs have set periods before and/or after classes to meet with students. In addition, staff members at each site are available during business hours to assist students. D. Student Leadership Promotes Positive, Healthy Norms Student group leadership promotes a balanced work, study, and personal life. Groups such as Phi Theta Kappa, Honors, and M.E.N. are interested in promoting student success not only academically, but in all areas of student life. These objectives are met through service, academics, and leadership opportunities. E. Students have Opportunities to Advise and Mentor Peers There are peer mentoring opportunities for students at Rio Salado College. Peer mentors are extensively trained in academic advising, but also receive training in counseling. They know what departments to refer students to should they self-disclose an issue with drugs or alcohol. F. Pro-health Messages Publicized on Campus Rio Salado College is clearly posted as a drug, alcohol, and tobacco free campus. These signs can be found at both major entrances to our college. In addition, the possession, sale or consumption of an alcoholic beverage in any premises owned and/or leased/rented by the Maricopa Community College District for approved educational purposes is prohibited. This policy is stated on our website and is included in the annual Crime Statistics Disclosure. Alcohol Availability A. Alcohol is Banned or Restricted on Campus Serving of alcoholic beverages is restricted at Rio Salado College. In the years in which this report is concerned, one event has occurred in which alcohol was available. This required the express consent of the Chancellor of Maricopa Community College District, the closing of the venue to the public and students, and hiring of trained and registered bartenders. Rio Salado College personnel are not permitted to purchase or transport alcohol
6 B. Alcohol Use is Prohibited in Public Places Rio Salado College maintains a drug, alcohol, and tobacco free campus. No alcohol is permitted in public places or elsewhere on campus. C. Delivery or Use of Kegs or Other Common Containers is Prohibited on Campus Rio Salado College prohibits alcohol on campus in any form. Marketing and Promotion of Alcohol A. Alcohol Advertising on Campus is Banned or Limited The Rio Salado College campus limits severely advertisements of alcohol or alcoholic beverages. B. Alcohol Industry Sponsorship for On-Campus Events is Banned or Limited There are no events on campus which are alcohol industry sponsored. C. Alcohol Promotions with Special Appeal to Underage Drinkers is Banned or Limited Rio Salado College does not participate in promotions related to drinking, underage or otherwise. Our campus and sites are located in neighborhood settings for the most part and not in the immediate vicinity of bars. D. Alcohol Promotions that Show Drinking in High-Risk Contexts in Banned or Limited Rio Salado College does not participate in promotions related to drinking. E. Pro-Health Messages that Counterbalance Alcohol Advertising are Required. Rio Salado College maintains a drug, alcohol, and tobacco free campus. This also includes the advertisement of alcohol on campus. Statement of AOD Program Goals Rio Salado College is dedicated to providing expanded opportunities for students to engage in campus sponsored events. These include student inclusion in our Maricopa Moves events which are focused on healthy activity and lifestyles. In addition, Rio Salado College strives to increase student and staff awareness of issues related to alcohol and drug use through leveraging our robust social media capabilities to communicate with students in an informal manner We will also utilize New Student Orientation to introduce these topics in a formal setting. Summary of AOD Program Strengths Strengths Policies are in compliance with Drug Free School and Campuses Act. Rio Salado College maintains an entirely drug, alcohol, and tobacco free campus and satellite sites. Consistency in enforcing campus policy and local laws on campus. A statement of our institution s disciplinary measures regarding alcohol and illegal drug use by students and employees can be found at the Maricopa Community college District website
