2 5/14/2014 Career Pathways have been evolving over the years. Several large scale federal investments from the three agencies (DOL, ED, HHS) culminated with the issuing of the 2012 joint memo identifying common elements to career pathways. This then led to an interagency working group being created and now we have the passage of the new WIOA legislation where career pathways is clearly defined and mentioned 21 times. Proposed regulations call for co-enrollment between WIOA titles and for state and local workforce boards to convene their education partners to develop and implement career pathways. 1

3 5/14/2014 So federal agencies are helping states help their practitioners work in this new space. Moving Pathways Forward: Supporting Career Pathways Integration is a federal technical assistance grant from the US Department of Education, Office of Career, Technical, and Adult Education. The project is a three-year initiative funded by the U.S. Department of Education, Office of Career, Technical, and Adult Education. This project has different components and various services so that a larger number of states can benefit from it. 2

4 In Minnesota, the work is focusing moving the conversation from MN FastTRAC to career pathways as a framework across the full spectrum of ABE programming. 3

5 As we wrap up year 1, members of the MPF State Team are presenting this draft PPT (which has been vetted by ABE managers) with key stakeholder groups like this one. The presentation is narrated and there are some issues with that, but it s still a draft and now we need your comments and suggestions. 4

Aligning Employer Advisory Committees Created a Regional Manufacturing Council on Technical Education (RMCTE) in Wichita, combining multiple committees aligning K-12, Postsecondary, Workforce employer engagement efforts around manufacturing led by regional WIB. Plans to form similar Councils for health & mobile equipment (auto) and replicate statewide.

45 Aligning Career Counseling & Navigation Accomplishments / Institutionalizing Change Development of an on-line portal for use by students, parents, counselors, teachers for exploring and mapping individual Programs of Study / Pathways to a wide range of postsecondary credentials and high demand careers. Tool will align secondary/postsecondary coursework for all POS and Career Pathways. Plan to leverage work already underway (through RPOS) to train counselors, teachers, other staff on use to assist and augment counseling & career navigation efforts in schools.

51 WORK REMAINING THROUGH JUNE 2015 Align regional technical course offerings with LMI data Develop a regional workforce collaborative, with Hampden Co. as the backbone organization Build a sustainability plan Develop a pilot cohort for Fall 2015 implementation of the Accelerating Opportunity model. It remains unclear if this will be a traditional adult education model or one implemented through the CTE high schools (with adult and opportunity youth students).

54 Project Goals Align state educational, employment training, and human service career pathways and strengthen existing career pathways resources and offerings. To achieve this goal, the Minnesota leadership team chose to focus on the following three key elements of career pathways: 1. Strengthening cross-system partnerships to align program services and establish policy and legislation to support statewide systems alignment; 2. Redesigning communications strategies to engage employers; and 3. Building cross-system data and accountability systems to motivate accountability and program improvement.

55 Initial Challenges Initial Challenges: Obtaining agreement on a common definition of career pathways. Securing commitment to align all the many career pathways endeavors that were unilaterally underway in the state. Strategies: Built cross-agency agreement on a common set of definitions, which were vetted by participants and aligned with other state initiatives (e.g., Governor s Workforce Development Council [GWDC]). Used existing relationships across state agencies to identify opportunities for collaboration. Leveraged quarterly meetings to share information and build common understanding and support for project work. Focused on communicating project successes (e.g., It Takes a Village) and using project work to develop strategies and concrete products.

56 Ongoing Challenges Ongoing Challenges Staff turnover at state and local level Limited state and local financial and human resources Project sunset Strategies: Provided mentoring and professional development to future leadership candidates (e.g., Perkins local consortium leaders). Actively recruited state staff with strong experience and commitment to career technical education and career pathways. Hired applicants with strong leadership potential in anticipation of turnover and retirements, supplemented with professional development and one-on-one mentoring. Cross-trained staff to ensure continuation of knowledge and skills.

57 MINNESOTA Strategies: Recruited key state leaders to participate in project, which has led to creation of a standing Career Pathways Committee, to be established Summer 2015 by the GWDC. Created a promotional campaign and a career pathway toolkit that will be disseminated and promoted by members of the new GWDC Career Pathways Committee. Initiated a statewide, cross-agency employer engagement effort that will involve the partners of the Advancing CTE CP leadership team and will be sustained by the GWDC CP Committee. Leveraged existing CTE infrastructure for programs of study, program approval, and local consortia to support career pathways work.
