Team members will consider their state and local technical assistance needs over the next quarter, and identify strategies for continuing project work following the end of project support. Meeting Goals: By the end of the day, the team will have: Gained an understanding of related projects and how the work of the Advancing CTE initiative aligns with and contributes to these efforts. Contributed ideas to adapt the national Career Pathways toolkit and strategies dissemination Reviewed the work-to-date by project teams and offered suggestions to help groups achieve their project goals. Identified strategies for sustaining project work following the end of formal project support.

10 Key Messages Partnering with education, workforce development and social services agencies is vital to developing programming that best supports all learners to transition into career pathways. Each partner plays a critical role in developing and administering CP CP give your clients options for learning and working. CP support stackable credentials with short and long term training options. CP better prepare clients for success in education and future prosperity. CP contribute to institutional success by increasing enrollment college programs and employment of student/clients. CP partnerships with employers lead to better placement rates, better programs, responsiveness to regional workforce needs relevant curriculum and current technology and industry tools. 11 INDUSTRY CERTIFICATIONS AND STACKABLE CREDENTIALS What are they and how do they benefit my company? Employers can use all of the industrybased certifications in several ways in the hiring process to screen applicants and find the right workers for the jobs you have available or assist you in making decisions about training your current employees to build the skills needed for improvement and advancement. Explore the importance of stackable credentials and certifications. What do they mean to our manufacturing industry and to you the employer? More job-ready candidates Shorter training time Improved safety and quality Reduced turnover Better promotion decisions Increased productivity According to the Manufacturing Institute, the following are the NAM-Endorsed Certifications. The Manufacturing Institute is working with manufacturing certification organizations who are the world market leaders in skills certification programs. This collaborative effort resulted in an organization of the certification programs, and the credentials they offer, into a system of stackable credentials that can be awarded in post-secondary education. Foundation Skills National Career Readiness Certificate (NCRC) The ACT National Career Readiness Certificate (NCRC) is an industry-recognized, portable, research-based credential that certifies essential skills needed for workplace success. This credential is used across all sectors of the economy and documents the following cognitive skills: Problem solving Critical thinking Reading and using work-related text Applying information from workplace documents to solve problems Applying mathematical reasoning to work-related problems Setting up and performing work-related mathematical calculations Locating, synthesizing, and applying information that is presented graphically Comparing, summarizing, and analyzing information presented in multiple related graphics These assessments measure real world skills that employers believe are critical to job success. Test questions are based on situations in the everyday work world. Cross-Cutting Technical Skills Manufacturing Skill Standards Council (MSSC)
12 Certified Production Technician (CPT) certifications verify the student or worker has mastered essential Production modules in Safety, Quality Practices & Measurement, Manufacturing Processes & Production, and Maintenance Awareness. Manufacturing Skills Institute (MSI) The Manufacturing Technician 1(MT1) program was developed to meet the growing employment demands of the manufacturing industry. This program addresses the core industry-wide skills standards required for skilled production occupations in all sectors of manufacturing. The core competency areas certified are: (1) Math and Measurement, (2) Spatial Reasoning and Manufacturing Technology, and (3) Business Acumen and Quality. Machining & Metalworking National Institute for Metalworking Skills (NIMS) NIMS Skill Standards NIMS has developed skills standards in 24 operational areas covering the breadth of metalworking operations including metalforming (Stamping, Press Brake, Roll Forming, Laser Cutting) and machining ( Machining, Tool and Die Making, Mold Making, Screw Machining, Machine Building and Machine Maintenance, Service and Repair). The Standards range from entry (Level I) to a master level (Level III). All NIMS standards are industry-written and industryvalidated, and are subject to regular, periodic reviews under the procedures accredited and audited by ANSI. NIMS Credentials NIMS certifies individual skills against the national standards. The NIMS credentialing program requires that the candidate meet both performance and theory requirements. Both the performance and knowledge examinations are industry-designed and industry-piloted. There are 52 distinct NIMS skill certifications. Industry uses the credentials to recruit, hire, place and promote individual workers. Training programs use the credentials as performance measures of attainment, often incorporating the credentials as completion requirements. The credentials are often the basis for articulation among training programs. Welding American Welding Society (AWS) The American Welding Society s (AWS) Certified Welder Certifications are acquired in postsecondary education. The Certified Welder program uses performance-based testing to validate procedures used in the structural steel, petroleum pipelines, sheet metal and chemical refining industries. Continuing the conversation now with stackable industry-recognized credentials for high schools and adult basic education programs.

22 Power Point Minnesota Manufacturing Career Cluster Leadership Project Report March, 2015 Slide 1: Minnesota Manufacturing Career Cluster Leadership Project Slide 2: In August, 2014, National Association of State Directors of Career Technical Education Consortium (NASDCTEc) launched a one-year pilot project where consortia of states would form leadership teams to support and elevate individual Career Clusters. Each leadership team would be tasked with coordinating efforts among key stakeholders to deliver high-quality CTE; ensuring the Career Clusters are well-aligned with industry needs; and continuing discussions to help keep the Career Clusters and related resources relevant for students and industry. Specific agenda or goals would be set in partnership with NASDCTEc to ensure some coordination and commonality between members of the team as its end goal. Minnesota was selected to work in the Manufacturing Career Clusters with 5 other state Iowa, New Jersey, Tennessee, Utah, & Wisconsin as part of the Manufacturing Career Clusters Leadership Project (CCLP). Slide 3: Consortia of states determined their needs to support & elevate needs in the Manufacturing Cluster. The information was compiled by the national staff. State leaders met in Baltimore in October, 2014 to review the states work & determine next steps. The group came to a consensus that there were 3 areas that could support & elevate the Manufacturing Career Cluster: Industry-Recognized Credentials Sequence of Courses in a Program of Study (from high school to college to the workplace) Work-based Learning (job shadowing, mentorships, internships, youth apprenticeships) Employer engagement was KEY in all three areas & would be integrated into all project work. Slide 4: Minnesota identified its state team made up of educators, government, & business/industry leaders. Slide 5: Minnesota s state team reviewed information on: Labor market information on manufacturing in Minnesota State of the state regarding manufacturing at the secondary & postsecondary education level Characteristics of a high quality CTE program of study All with Employer Engagement as a KEY focus. Slide 6: Recently we connected with Manufacturing Skills Institute linking secondary to postsecondary programs through Manufacturing Skills Standards Council (MSSC) Certified Production Technician certification. We are proposing the idea of breaking down the existing industry-recognized credential into stackable credentials similar to ASE certification in automotive area. In particular, focus on Maintenance Awareness & Safety at secondary (or adult basic education) level & continue on at the postsecondary level.

In April/ May: At the national level, members of the Minnesota Team will be facilitating discussion on Industry-Recognized Credentials at the NASDCTEc meeting in April 8-10, 2015 in Washington D.C. At the state level, we will continue our discussion on the possibility of stackable credentials at the secondary (and adultbasic education) level for the MSSC Certified Production Technician.
