When you engage in apprenticeship technical training, you remain a client of Apprenticeship Manitoba and must abide by the conditions and guidelines of your Apprenticeship Agreement and the Apprenticeship Technical Training Code of Conduct (included in this calendar). At the same time, you are a student and must abide by the policies and guidelines established by the training provider. Cash and Interac (in person only) Cheque or money order (payable to the Minister of Finance) Visa and MasterCard (by phone, fax or in person) How do I register multiple apprentices? On company letterhead Sort apprentices by course offering identifi cation number (eg. 1234) Include apprentice client registration number (eg ) At what point in my apprenticeship do I register for technical training? We recommend that you attend technical training once every twelve months; this will ensure you complete your apprenticeship in a suitable time frame. Consult with your employer before registering for technical training. Refusal to participate in technical training may result in cancellation from the program. Each level of apprenticeship is a period of practical experience and technical training as prescribed in each designated trade regulation. Your anticipated completion date is identifi ed on your Report of Hours (blue book) and is based upon the date your apprenticeship agreement was registered. Apprentices will not be registered in technical training if they have not completed the following: 6 months of on-the-job training for level one 18 months cumulative for level two 30 months cumulative for level three 42 months cumulative for level four 1

6 Tuition fees are your personal contribution toward your training and are as follows: Tuition fees are subject to change without notice. Tuition is non-refundable and non-transferable. Please consult with your employer prior to enrollment about which training date would be best for you. $ up to 8 week course $ week course $ week course $ week course $ week course INCOME TAX INFORMATION The full cost of your technical training may be considered for a tax credit even though as an apprentice, the majority of your tuition cost is covered by the government. You will receive a Manitoba Education Tax Credit Form T2202A from the college you attended and a T4A/E from Manitoba Finance that you must claim on your Income Tax forms. Where do I get my T2202A form? If you attend Red River College, go to (if you do not know your username and password contact Red River College at ). If you attend University College of the North, go to If you attend Assiniboine Community College, go to IMPORTANT INFORMATION Post dated cheques are not accepted and a $20.00 service fee will be applied to all returned cheques Confi rmation of technical training will be provided to both apprentice and employer s are fi lled on a fi rst-come fi rst-served basis Apprentices are eligible to enroll for courses in the next level of technical training only after they successfully complete their previous level (technical training and practical experience) Please notify Apprenticeship Manitoba if your mailing address or employer information has changed If you are registered for a class but cannot attend you must notify Apprenticeship Manitoba at least two (2) weeks prior to the fi rst day of class TRADE SPECIFIC INFORMATION Refrigeration and Air Conditioning Mechanics: Commercial Refrigeration and Air Conditioning Mechanics attend Level 4 technical training during their fi fth level of apprenticeship. Residential Refrigeration and Air Conditioning Mechanics attend Level 3 technical training during their fourth level of apprenticeship. Crane and Hoisting Operator Branch 1 (Mobile Crane Operator): Crane and Hoisting Operator Branch 1 (Mobile Crane Operator) apprentices attend Level 2 Technical Training during their third level of apprenticeship 2

7 GET READY FOR TECHNICAL TRAINING How can I better prepare myself for technical training? Review the Technical Training Attendance Policy and Apprenticeship Technical Training Code of Conduct (page 4) Review information about Employment Insurance Benefi ts (EI) and Training Support Allowances (pages 6 & 7) Ensure you have proper safety footwear and shop clothing such as coveralls or work uniforms; cooks require two sets of whites Budgeting and fi nancial planning is an important part of being an apprentice. Refer to our website at for more information What do I bring on the first day of class? It is very important that you bring the following information: Updated Report of Hours (blue book) Practical Training Record Book or Aircraft Maintenance Journeyperson Logbook (for applicable trades) Fees for any required text books and supplies. Instructors will provide you with specifi c textbook information or a textbook list can be obtained in advance by contacting the college bookstore. Where can I get information on student services? 8 TECHNICAL TRAINING ATTENDANCE POLICY If you are unable to attend class, you must notify your instructor immediately. After two (2) accumulated days of absences (including classes in related subjects and unexcusable late arrivals), the instructor will notify Apprenticeship Manitoba. You may be requested to attend a meeting to determine if these absences are excused or unexcusable. You will receive a letter regarding the consequences of continued absences which could result in your removal from technical training. If you have been removed from technical training due to poor attendance, you will be expected to repeat the level of technical training and you must remit payment for all costs associated with your training. APPRENTICESHIP TECHNICAL TRAINING CODE OF CONDUCT Conduct Subject to Disciplinary Actions The safe and orderly operation and delivery of apprenticeship technical training requires that apprentices conduct themselves in a mature and responsible manner while attending technical training. Such conduct is expected to apply to all locations operated by apprenticeship training providers. Apprentice conduct and/or behaviour, as described below, will be subject to disciplinary action. a) Unexcused absences from technical training as stated in the Attendance Policy. b) Any form of dishonesty including fraud, deceit, and academic dishonesty. c) The subjecting of any person(s) to indignity, injury, threat of violence or degradation. d) Disturbing, disrupting or otherwise interfering with technical training activities (lectures, shop/practical exercises, studies) of fellow apprentices and training provider staff. e) Obnoxious behaviour such as using abusive or vulgar language, gestures and the like. f) The deliberate damaging of facilities or unauthorized use/removal of property belonging to the training provider. g) The theft or willful damage to personal effects and property of apprentices or staff. h) Neglecting Workplace Safety and Health procedures or practices, or the intentional creation of safety hazards. i) Bringing alcoholic beverages, illicit drugs, and/or other intoxicants onto the premises of the training provider for personal use or for use by others Serious Misconduct Some examples of misconduct that could result in the immediate removal from training or termination of an apprenticeship agreement are as follows: a) Assault - the actual or attempted violent physical or verbal attack on another apprentice or staff of the training provider. b) Vandalism - the willful, malicious destruction or defacement of public or private property of the training provider, staff or apprentices. c) Theft - the unlawful taking of property of the training provider, staff or apprentices. d) Obscenity - the uttering of offensive or vulgar language, including obscene gestures. 4

9 1.0.3 Types of Disciplinary Actions Normally, disciplinary actions will progress in the sequence as outlined below. However, serious breaches of conduct will result in immediate removal from technical training or the termination of an apprenticeship agreement. An apprentice whose apprenticeship agreement is cancelled may not, at the discretion of the Executive Director, be re-registered to a new apprenticeship agreement. Sequence of Disciplinary Actions a) Reprimand is an action that offi cially recognizes a violation of good conduct and advises the offender to avoid future infractions. The initial reprimand will be verbal and issued by an Apprenticeship Training Coordinator. A written reprimand will follow if the apprentice fails to comply with the directions of the verbal reprimand. b) Removal is an action that excludes the apprentice from the current offering of technical training. Removal from technical training is done by an Apprenticeship Training Coordinator or the Apprenticeship Registrar. Removal from technical training may be done immediately and directly by the training provider if the safety of the training provider s staff or other apprentices are in danger. c) Cancellation is an action that prevents the apprentice from continuing with their apprenticeship program. Apprenticeship Manitoba s Director of Client Services and Operations, with recommendation and documentation provided by an Apprenticeship Training Coordinator or the Apprenticeship Registrar will cancel an apprentice s agreement. Depending on the severity of the misconduct the offender may, at the decision of the Executive Director of Apprenticeship Manitoba, be permanently prevented from registering another apprenticeship agreement with Apprenticeship Manitoba. 10 EMPLOYMENT INSURANCE BENEFITS (EI) - SERVICE CANADA Apprentices attending Technical Training in Manitoba may be eligible for income support from Service Canada. INSTRUCTIONS TO APPLY FOR EMPLOYMENT INSURANCE BENEFITS: Step 1 Step 2 Step 3 Step 4 Complete the Employment Insurance application on or after your last day of work on the Internet at: Once you ve entered this site, click on Access Employment Insurance services online Application for Employment Insurance benefi ts online. You will receive a 16 digit reference code with your Technical Training confi rmation letter. The 16 digit reference code will also be available on the fi rst day of class. You must use the 16 digit reference code to access the customized application for apprentices. You will be asked for this reference code at the start of your application. After you complete the application, you will receive your confi rmation number which indicates your Employment Insurance application was successful. Step 5 You are responsible for obtaining and submitting your Record(s) of Employment. Please mail all your Record(s) of Employment for the past 52 weeks to the following address as soon as possible: Service Canada Centre P.O. Box 8650, Winnipeg, MB. R3C 4M5 or 1039 Princess Avenue, Brandon MB, R7A 4J5 You may also submit your Record(s) of Employment at any Service Canada Centre. You can fi nd the location nearest you at IMPORTANT INFORMATION: Delay in fi ling for benefi ts or in providing your Record(s) of Employment will delay payment of benefi ts. If you cannot access the Internet from home, you can apply online at any Service Canada Centre, local library or any other location with Internet access. If you have lost your Service Canada 16 digit code, contact the Apprenticeship Manitoba Registrar at (204) To enquire about your EI Claim or to obtain general EI information: Call the Service Canada Telephone Information Services for service in English and for service in French. This system is available 24 hours a day, 7 days a week. To speak with a representative call Monday to Friday from 8:30 and 4:30 pm. This service gives you the convenience and fl exibility of accessing your EI information in one place via a secure web site. If you cannot access the Internet from home, you can apply online at any Service Canada Centre, local library, or any other location with Internet access. 6

11 PROVINCE OF MANITOBA - TRAINING SUPPORT ALLOWANCES EMPLOYMENT MANITOBA - TRAINING SUPPORT ALLOWANCES Employment Manitoba may provide fi nancial support to current or previous Employment Insurance (EI) eligible participants to attend apprenticeship technical training. Who can participate You may be eligible if you are: Identifi ed by Apprenticeship Manitoba to attend approved apprenticeship technical training and; An insured Employment Insurance participant that: is an active Employment Insurance claimant; or had a benefi t period that ended within the previous 36 months; or had benefi t period established for him/her within the previous 60 months, and was paid parental or maternity benefi ts under the Employment Insurance Act Subsequently withdrew from the labour force to care for one of more of his or her newborn children or one of more children placed with him of her for the purpose of adoption, and Is seeking to re-enter the labour force; Application Process: Participants must be registered with Apprenticeship Manitoba. Participants will be provided with Employment Manitoba registration forms at the beginning of technical training. Documentation Process: Participants complete registration forms at the beginning of their technical training. Financial Support: Employment Manitoba determines the amount of funding participants may receive. Eligible costs may include: Tuition - Employment Manitoba pays all tuition costs (less required participant contribution) for EI insured participants in apprenticeship technical training. Living Allowance - Participants who are EI active will receive EI benefi ts during technical training. Employment Manitoba may pay living allowances to eligible participants who are not in receipt of EI benefi ts if they meet the defi nition of an Insured Employment Insurance participant (above) Living Away from Home Allowance - If a participant must maintain a primary residence and has to pay for a second residence while on technical training, they may qualify for a weekly allowance. Commuting - Allowance may be paid to cover the cost of travel to the city/town limits. Travel within the city/town is not reimbursed. Travel - An allowance may be paid to cover the costs of travel between home and the location of the training at the beginning and end of the course. The most practical and economical mode of travel may be considered. Childcare - A maximum allowance per child may be paid. A receipt is required to confi rm actual costs of childcare. Disabilities - Additional allowances may be available as supports for persons with disabilities. Textbooks - Participants are required to purchase their own textbooks. IMPORTANT INFORMATION Should you be removed from training due to unexcused absences or objectionable behaviour you may be responsible for repayment of tuition fees and/or allowances paid on your behalf. As well, this overpayment must be addressed prior to being eligible to attend subsequent apprenticeship technical training.
