3 His Background Chief Robert F. Paoletti, 42, comes to Redding after serving 18 years with the Stockton Police Department. His experience includes Patrol, Field Training Officer, Traffic Officer, Motorcycle Enforcement Instructor, Special Weapons and Tactics Team Member, Patrol Sergeant, Watch Commander, Community Policing District Commander, and Patrol Division Commander. He has served the past 22 years in the California Army National Guard, and was deployed twice in support of Operation Iraqi Freedom and once with Operation Noble Eagle. He is the recipient of numerous awards, including two Bronze Star Medals, two Meritorious Service Medals, two Army Commendation medals, and three Army Achievement Medals. His Message It is truly my honor to assume the role as the new Police Chief for the City of Redding. As we look to the future, I want to ensure the direction of the department remains steadfast with the concerns of our community. The economic constraints of the past few years have hampered this department in its ability to deliver some of the services the community has come to expect. Despite these challenges, we need to be creative and look at new approaches to the profession of policing in order to continue a high level of service. I am committed to the community-oriented policing philosophy, and the fair and equal application of the law while protecting the civil rights of all individuals. The integrity and high standards of this department will never waiver as we work to accomplish our mission to work in partnership with the community to protect life and property, solve neighborhood problems and enhance the quality of life in our City. 4 A Long-Time City Employee Retires Perhaps the most noteworthy event for 2011 was the retirement of long-time City of Redding employee Chief Peter Hansen. Chief Hansen retired after a distinguished 31-year law enforcement career. He spent 28 years with the Redding Police Department, the last three as the Chief of Police. He worked his way through the ranks as an Officer, Investigator, Corporal, Sergeant, Lieutenant and Captain. He spent many of his 28 years on the Redding Police Department SWAT team, including serving as a team leader, tactical coordinator and tactical commander. Chief Hansen was also a long-time defensive tactics instructor and taught defensive tactics at Butte Academy. Chief Hansen has a bachelor s degree from San Francisco State University. He is also a graduate of the Peace Officer Standards and Training (POST) Command College and the FBI National Academy. Chief Hansen s leadership helped guide the Redding Police Department through tough economic times and a nearly 25% reduction in staff. His commitment and guidance made a difference to the Redding Police Department and the citizens of Redding. Thank you, Chief Hansen, for your years of dedicated service to the City of Redding. 5 The Business Side of RPD In 2011, the Administrative Services Division underwent a major transition, and was restructured to include Investigations. The Division is now known as the Support Services Division, and consists of all investigatory operations as well as all major business operations. The Support Services Division is responsible for police report processing, information technology, the processing and storage of property and evidence, equipment procurement, the hiring and training of employees and volunteers, grant writing, statistical research, budgeting, background checks, and internal investigations. This year, the Redding Police Department was able to automate several record and data processing functions through the procurement of software such as Crossroads, which allows most traffic collision reports to be requested via the Internet. Additionally, we were able to introduce CopLogic, a program allowing citizens to report various non-violent crimes online. These software developments are aimed at simplifying the documentation process for the public, as well as shifting some of the workload of RPD personnel. Since the downturn of the national economy, the Redding Police Department has endured a 25% reduction in personnel. Since July 2011, furloughs were required of 22 full-time employees, and will potentially be in place until July This results in an increase in overtime for some employees, and a reduction in our ability to respond to requests as quickly. 6 Our Detectives The Investigations Unit consists of 22 full-time employees, including 18 sworn officers and 4 non-sworn support staff. The Unit is divided into sub-units: People Crimes (such as Robbery, Homicide, and Sex Crimes), and Property Crimes (such as Burglary, Larceny, Fraud, Forgery, etc.). The Unit also handles cases involving gangs, parole & probation violators, missing persons, the Shasta Inter-Agency Narcotics Task Force (SINTF), and the registration of sex offenders. The California Department of Corrections and Rehabilitation (CDCR) Special Services Unit (SSU) has two Special Agents assigned to assist RPD in all facets of criminal investigations related to CDCR and gangs. The California Highway Patrol (CHP) has also assigned a fulltime officer to the RPD Gang Unit. The Shasta County Sheriff s Department shares equipment and resources with Investigations, and has provided a part-time Computer Crimes expert to assist with high-tech cases. In partnership with Shasta County Adult Protective Services (APS), RPD re-established a full-time elder abuse investigator position. This partnership greatly benefits RPD as well as APS in helping to protect the elderly members of our community. In 2011, RPD received a grant from the Indian Gaming Local Community Benefit Committee. This funding helps to defray the cost of investigating crimes having a direct correlation to Win-River Casino. Thankfully, the individuals at Win-River have been supportive of efforts to remove criminal activity associated with their casino incidents frequently involving identity theft and counterfeit checks. Throughout the year, the Investigations Unit was tasked with investigating six officer-involved shootings in Shasta County. These shootings mobilized the Shasta County Multi-Agency Officer-Involved Critical Incident Protocol. The resulting investigations are complex, time consuming, and quickly drain available resources. 7 Prevention Spells Unrivaled Success The Investigations Gang Unit, along with the Shasta County Sheriff s Department, the California Department of Corrections and Rehabilitation, and the California Highway Patrol comprise the Shasta Anti-Gang Enforcement (SAGE) task force. They work diligently to help reduce the ability of gangs to gain a foothold in our area. The Gang Unit has investigated local gang members involvement in several shootings, armed robberies, stabbings, and other violent assaults. Prison gangs have a significant impact on our local gang members, and SAGE members frequently investigate parolees and probationers involved in these gangs. Stretching across five northern California counties, along with the Department of Justice and the Bureau of Narcotic Enforcement, SAGE was successful in Operation Mario Brothers. They served 16 search warrants, arrested 25 people on felony charges, and removed 11 children from dangerous environments. They also seized 3.5 pounds of methamphetamine, 1 pound of cocaine, 8 firearms, 3 vehicles, and $30,000 in cash. The table below depicts a statistical summary of the SAGE activities, as well as efforts made more specifically by RPD s Gang Unit. S.A.G.E. Although it is a felony to be involved in gang activity, gang documentation is not necessarily conclusive that any other crime has occurred. Page 7

8 Real-Life CSI As a part of Investigations, the RPD Crime Scene Unit (CSU) consists of 13 sworn officers, including one Sergeant, one Corporal, and one full-time Crime Scene Technician, all of whom have been trained as evidence technicians. The sworn police officers work full-time in other assignments and work as field evidence technicians on an as-needed basis, while the Crime Scene Technician acts as the Department s primary crime scene expert. In 2011, the CSU handled physical evidence collection and documentation at several homicides, attempted homicides, officer-involved shootings, suicides, fatal traffic collisions, assaults, rapes and other crimes. The Crime Scene Technician, in conjunction with the Sheriff s Office Crime Scene Unit, has been working on the final specifications for an Automated Fingerprint Identification System (AFIS). This system is funded by the Remote Access Network Board and will enable the Redding Police Department and the Shasta County Sheriff s Office to directly upload fingerprints from crime scenes utilizing handheld devices (pictured below, to the left) to be searched for potential suspects. Currently, the fingerprints must be mailed to Sacramento and typically take eight to ten weeks to come back with a result. With the new AFIS (pictured below, right) results will be obtained within minutes, enabling investigators to pursue leads in a more expedient manner. The new AFIS should be operational by mid Page 8

9 The Side of RPD You See Most The Field Operations Division is the largest and most visible division of the Department, with 76 sworn officers and additional support staff including cadets and clerical personnel. The primary function of Field Operations is to respond to calls for service and uphold state and federal laws. Field Operations also maintains several enforcement teams which help keep our city a clean, safe place to live. As part of Field Operations, the Community Clean-Up Program continues to eradicate unsightly graffiti and remove trash and hazardous material from homeless encampments within the city limits. More than 49 tons of waste were removed from such campsites in 2011 alone. The Community Clean-Up Program is successful, in part, because of the acquisition of new equipment. Thanks to a grant from the Shasta Regional Community Foundation, a power washer was obtained to help remove graffiti. We have also received assistance from other local groups such as the Rotary Club, who sponsored 18 foreign exchange students in June to spend a day painting areas that had been vandalized. Field Operations also includes, the RPD K9 Program. It is comprised of a group of five very successful canine/handler teams. One team is assigned to each shift, allowing for deployment at any time. Our newest canines, Cain and Abel, were acquired through community donations just as canine Canon was retiring. Canon and his handler, Officer Brian Berg, were partnered for seven years, and Canon will enjoy his retirement at home as a member of the Berg family. Also part of Field Operations is the SWAT (Special Weapons and Tactics) Team. When deployed this year, the SWAT Team successfully resolved all high-risk situations without serious injury to any suspects or officers. These incidents involved individuals who barricaded themselves in structures in attempt to avoid arrest. Each of these suspects were wanted for serious violent crimes including homicide. The SWAT Team, including a specially trained SWAT canine, also assisted the Shasta County Sheriff s Department with the eradication of several large-scale illegal marijuana gardens. Through a regional training approach, the SWAT Team trained with a number of local, state and federal agencies throughout Northern California. The resources and skills obtained during this training will greatly benefit our community by ensuring we maintain a highly skilled and professional SWAT Team capable of safely resolving future incidents. 10 Traffic Enforcement The Traffic Unit is one of RPD s most proactive enforcement teams. It includes four Motor Officers, one DUI Officer, one Community Service Officer, and one Sergeant, all of whom are dedicated to making our streets safer. Traffic problems are consistently identified as one of the main concerns of citizens. The goal of the Unit is to decrease traffic collision injuries and fatalities through strategic enforcement, public education, and modern equipment. The Traffic Unit also works with traffic engineers to study collision data, evaluate traffic plans, and improve roadway design. Additionally, the Traffic Unit works with other law enforcement agencies in conducting DUI checkpoints, suspended driver stings, and red light and speeding enforcement operations. The Redding Police Department Traffic Unit oversees the Shasta Avoid The Six Coalition, which is funded by the Office of Traffic Safety. Red Light Cameras The Red Light Camera Program employs three part-time Photo Enforcement Specialists who monitor camera activity. 11 DUI Statistics DUI enforcement is always a high priority for RPD. In 2011, with 494 DUIs, we have seen a decrease in the number of drivers being arrested while under the influence. This decrease could partially be related to fewer people driving while impaired; however, a more likely cause is that fewer officers have been available to actively patrol for these dangerous drivers. With fewer DUI arrests, we are starting to see an increase in the numer of DUI-related collisions. 12 Shrinking Public Safety for a Growing City Due to the Great Recession, RPD has been reduced to the same staffing levels of sworn officers we had in This results in sworn officers handling a much higher call load, which in turn affects response times. Officers are not able to dedicate as much time to crime prevention and community-oriented policing. Redding s population remained relatively stable in 2011; however, the Department had to meet community demands with fewer resources. Part I Crimes are the major categories tracked across the nation, deemed by the FBI to be the most serious. They include Homicide, Rape, Robbery, Aggravated Assault, Burglary, Larceny, and Motor Vehicle Theft. 13 A Community s Need for Police Service Calls for Service portray a more comprehensive comparison of the activity of Patrol Officers than Part I Crimes alone. Calls for service also take into account other crimes such as fraud, forgery, identity theft, embezzlement, missing persons, sexual assaults, child abuse, traffic collisions, and assistance provided to other agencies. The average response time for high-priority calls (priorities 0, 1, and 2) in 2011 was 13:20 with staffing of 98 sworn officers, in contrast to the average response time of 11:59 in 2008 with 119 sworn officers. This is primarily due to fewer police personnel being on duty and an increase of 35 seconds can seem much longer when someone is in need of emergency assistance. 14 Uniform Crime Reporting in Redding The following charts present an overview of Part I Crimes. These cases typically originate with an initial response by Field Operations, and are subsequently routed to Investigations. Unemployment rates, the early release of prisoners, law enforcement budget constraints, over-crowded jail facilities, general community economics, and changes in population all contribute to an increase in crime. In 2011, Redding experienced an overall increase in Part I Crimes of 6.94%. Part of this increase may be due to the constant effort to improve accuracy in tracking crime trends. Improvements are based on software engineering and improved data collection in the field. For example, it was discovered part way through the year that Vehicle Theft data was not properly being captured. The changes to our system increase statistical accuracy. In short, some of the perceived increases may not be indicative of an increase in real-world crime. 15 Statistics on Arrests Arrests have declined for the third year in a row, possibly due to the reduction in the number of police officers. Vigilant proactive patrols and special community-oriented policing projects have been replaced by a need for officers to respond to one call for service after another. 16 Verbal Domestic Incidents (VDI) When a patrol officer clears the scene of a call where there is the potential for domestic violence, or there is a history of calls for service to the location as a result of verbal disturbances between domestic partners, the officer will classify the call as a Verbal Domestic Incident. These incidents do not represent crimes where actual physical violence has occurred. The goal is to identify situations and/or locations which may escalate to violence if the problem is not solved. When identified, local social service agencies can intervene to help prevent future incidents and provide counseling to victims. Total VDI in 2010: 675 Total VDI in 2011: 538 Change: % Domestic Violence Domestic Violence is any abuse physical, emotional, verbal or sexual in nature committed by one person against another with whom an intimate relationship has been established. Abusers often learn to control people through violence, and they have become accustomed to getting what they want by manipulating the situations around them. The chart below illustrates the total number of domestic violence cases reported over the years. 17 Redding Police Explorer Post #93 The Redding Police Department Explorer Post is a Boy Scouts of America-chartered post. There are currently 25 members of the post, male and female, ranging in age from They are led by six sworn police officers who volunteer their time to the group. A structured program has been established to promote responsibility, and expectations of members include high morals, acceptable grade point averages, good judgement, and active community involvement. The Explorer program provides nonhazardous law enforcement experience to young people who have shown interest by participating in post activities, such as traffic control, the Ride-Along program, assisting in searches, and evidence collection. Explorers also participate in organized social activities such as group camping trips, pizza parties, and a Christmas party. The Redding Police Department Explorer Post regularly donates over 2,000 hours of volunteer time each year for various community activities including Kool April Nites, Big Bike Weekend, the Redding Rodeo, the Air Show, Freedom Festival, and security at D.A.R.E. Camp. In June 2011, the Explorers traveled to Las Vegas, Nevada, for the Annual Police Explorers Conference, where they competed against other teams from much larger agencies including the San Bernardino Sheriff s Department and the Clackamas County Sheriff s Department. The competition consisted of simulated police response scenarios, including armed suspects and traffic stops. Based on the types of situations officers face on the street, these exercises are often physically strenuous and mentally draining. The RPD Explorers did an outstanding job, and were awarded second place in the Active Shooter category the category involving a response to an armed individual and an immediate threat to the life of one or more victims. 18 Selfless Service to Our Community The Redding Police Chaplaincy Program is a non-profit 501(c)(3) organization that receives donations from individuals and organizations to help support the mission of the program. The Chaplains volunteer their time to officiate at weddings and funerals, provide death notifications, and attend hospital visits. They also help with Operations Blue Santa and Blue Birthday, facilitate critical incident stress debriefings, and conduct training on topics such as suicide intervention, grief and trauma, and stress management. Senior Chaplain Cyndee Thomas has provided training to Capitola PD, Shasta County School Chaplains, Reedly PD, and Sacramento Peer Support members and chaplains. She also trains Peer Support personnel and chaplains through her role as President of the International Conference of Police Chaplains. In May, the Department mourned the passing of Assistant Senior Chaplain Ray Foust. After retiring as the longest-serving Superintendent of the Whiskeytown Unit of the Whiskeytown-Shasta-Trinity National Recreation Area, Ray came to the Chaplain Program at RPD. He provided 10 years of selfless service as a Chaplain, and leaves a lasting memory for all who knew him. Also in 2011, RPD was fortunate enough to have two new Chaplains, Duane Morrison and Ron Bode, join the program just as three others Ben Adams, Jerri Haines, and Betty Harrison-Smith chose to retire. Projects include assisting our crime scene unit, gang-related data entry, and deploying speed-monitoring trailers throughout the community to aid in traffic safety. 19 Spreading Holiday Cheer On December 23, 2011, the 21 st Operation Blue Santa deployed a caravan of police personnel and volunteers who traveled around the city delivering holiday gifts to nominated families. Santa was in his blue suit and for the first time, Mrs. Claus accompanied him. McGruff the Crime Dog also helped out. Santa made his first stop at Mercy Medical Center s Pediatric Unit and later in the day visited the Women s Refuge. Santa and his helpers were able to provide gifts for 31 families, and over 400 candyfilled stockings and stuffed animals were distributed to every child we saw along the way. The information in the report provides an overview of the crime trends in our community and highlights some of the Department s responsibilities. RPD is committed to a progressive vision that continually strives for the highest standard of excellence, built on mutual respect, accountability, and professionalism. The department is committed to the Community Policing Philosophy, working in conjunction with the community to identify issues, implement solutions and solve problems to improve the quality of life in the City of Redding. We will continue to strive for the highest level of customer service, treating each citizen with the dignity and respect he or she deserves. We hope this report has helped you gain an understanding of the mission, duties, and dedication of the employees of the Redding Police Department.
