1 Upper Macungie Township Job Description Job Title: Chief of Police Status: Exempt Department: Police Reports to: Upper Macungie Township Board of Supervisors Basic Function: The Chief of Police plans, implements, and directs all activities of the Police Department, including patrol, investigations, crime prevention, support services, code and parking ordinance enforcement. The Chief develops, implements and evaluates operational goals and objectives, programs and procedures according to policies established by the Board of Supervisors, County, State, as well as Federal laws and regulations. Positions Directly Supervised 2-4 Positions Indirectly Supervised Supervisor: Board of Supervisors Supervision Received: General Work Performed: (Essential duties are marked with asterisk.) *1. Performs administrative, managerial, and supervisory work as Head of the Department. *2 Plans organizes and directs the enforcement of applicable laws, ordinances, codes, and crime prevention activities of the Police Department. *3. Develops, coordinates, and evaluates new programs or revises existing ones to achieve level of law enforcement established by County, State, and Federal mandates as well as meeting the needs of the Community, and directives from the Board of Supervisors. *4. Analyzes data and prepares appropriate responses to deal with problems identified in the Community; reviews activities and results of stated objectives. *5. Maintains an updated management information system *6. Attends Board of Supervisors meetings, crime watch meetings, and Township events to receive and provide information as appropriate; researches information/data and prepares reports for Board, other law enforcement agencies, and various community groups including, but not restricted to CERT, Crime Watch, homeowners associations and volunteer fire departments. *7. Formulates and institutes long-range plans, policies, and procedures governing activities of the Department in consultation with and assistance of subordinate department personnel formulates and prescribes work methods and procedures; revises police operations to meet changing conditions. *8. Monitors the expenditure of department appropriations and prepares annual budget estimates. *9. Plans and directs police training programs through subordinate personnel. 1

Cooperates, coordinates and communicates with other local, state, and federal law enforcement personnel on police matters; performs disaster coodinatior functions including plan preparation, tabletop exercises, etc. *11. Serves as incident commander of major police incidents. *12. Recommends candidates for original appointment with the department and from promotions within the department. *13. Prepares and/or reviews employee performance evaluations for Department. *14. Serves as advisor to Management during labor negotiations; interprets and administers union contracts. *15. Administers personnel policies. *16. Meets with various groups and individuals to explain activities and functions of the Police Department; establishes favorable public relations; assures local news media have available information pertaining to public safety and police activities in accordance with public disclosure laws; submits and responds to feedback directly related to Police Department and/or police functions. 17. Performs other duties as assigned. *Essential duties Experience: A minimum of fifteen years full-time law enforcement experience with a minimum of ten years in a command or police supervisory role; a bachelor s degree or master s in criminal justice, public administration, or related field preferred. Knowledge: Must possess Act 120 certification, have a valid Pennsylvania Driver s License, and have a thorough knowledge of applicable laws, regulations and ordinances. Skills: Excellent supervisory and managerial skills required; proficiency in written and verbal communication. Must be able to operate police vehicle, police radio, handgun and other weapons required, personal computer including word processing, database and spreadsheet software and 10 key calculator. Mental Requirements: Reasoning: Logical thinking leading to conclusion believed to be accurate. Remembering: ability to recall and retain in memory. Mathematical Ability: be able to perform math is an accurate, precise manner. Language Ability: Means of expressing and communicating thought in Reading, Writing, and Speaking Physical Requirements: Work is primarily performed in an office environment and requires the employee to stand and be mobile intermittently up to eight (8) hours a day; however, the employee occasionally works in outside weather conditions and is exposed to extreme heat or cold, wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, and vibration. 2

3 The employee must be able to lift or move more than twenty-five (25) pounds on occasion. The noise level is usually quiet in the office and moderate to loud in the field. Emotional Requirements: Acts in a professional and respectful manner with Township staff and the public; has the ability to work effectively with the community, including direct contact with residents, community groups and the public; requires the ability to deal with stressful situations to convey understanding and empathy while addressing issues.and maintain professionalism in public situations. The Upper Macungie Police Department is a community police department and therefore, it shall be a requirement that the Chief of Police be involved and supportive of Township supported programs and organizations such as Community Emergency Response Team (CERT), Crime Watch, Emergency Preparedness day, Citizen s police Academy, Junior Emergency Services Program, Volunteer Fire Company activities and other Community endeavors deemed necessary by the Township Board of Supervisors.
