Hart Chief of Police CALEA # NEW AMENDS RESCINDS POLICY #: P-326 Dated: July 1, 2013 I. SALARY RANGE A. Per Existing Contract B. Salary Range Adjustments II. WORK SCHEDULE i. Yearly Steps with Negotiated Range Adjustments A. Regular, Full Time, M-S, (Flexible hours and on call to meet staffing and administrative needs as required) III. DEFINITION A. The Training Coordinator is directly responsible to his/her supervisor who has full authority and direct control of the service functions of the department, subject to any limitation set by the Chief of Police, the Services Division Commander, the Services Division Lieutenant, the Services Division Sergeant and/or departmental rules, regulations, policies, procedures, and general orders. B. The degree of proficiency required in the performance of the specific sections of duties which follow shall be determined by the Commanding Officer of the Services Division. IV. ESSENTIAL DUTIES & RESPONSIBILITIES A. The Training Coordinator occupies the first level of operations for the services body of the department. i. His/her primary responsibility is insuring the proper performance of service duties within the scope of his/her job functions. B. The Training Coordinator is also tasked with assisting with daily service division activities as needed. C. He/she shall thoroughly acquaint himself/herself with the duties of the services division.
2 Page 2 of 7 D. Identify the training needs of all members and employees of the police department. E. Ensure that the training needs of every member of the police department are met expeditiously within the fiscal resources provided by the Town. F. Attendance scheduling at recruit schools. G. Coordination and/or presentation of in-service training courses. H. Coordination and/or selection of instructors where authorized. I. Attendance and scheduling at training courses. J. Course and instructor development and evaluation. K. Maintenance of departmental training records and files and an inventory of lesson plans and classes available for all departmental training presentations at roll call or in classrooms. i. Records and files shall include, but not be limited to records of class attendance. ii. Records of all classes held at the Londonderry Police Department or by Londonderry Police Department personnel. iii. Records of all lesson plans developed and used by Londonderry Police Department personnel. iv. Records of all tests developed by Londonderry Police Department and/or that are taken by Londonderry Police Department personnel. v. Records of all certificates, diplomas, and training completion notices issued to Londonderry Police Department personnel. L. Tickler Files of departmental personnel certifications so recertification may occur in a timely fashion. M. Development and/or coordination of course curriculum and lesson plans. N. Complete, in a timely fashion, any and all training related reports and documents required from the Operations Division Commander and/or Chief of Police. O. Perform the function of Quartermaster for authorized departmental purchases of duty and training equipment to include but not limited to the following:
3 Page 3 of 7 V. ADDITIONAL DUTIES i. All issued uniforms and duty equipment, firearms, ammunition, and all training equipment. ii. Keep accurate inventory records and maintenance of the above noted equipment. iii. Assist with the tracking of costs, billings, and invoices with appropriate administrative personnel. A. Performs such other duties as may be required and as assigned by the Chief of Police and/or the Services Division Commander and/or the Services Division Lieutenant and/or the Services Sergeant. B. The Training Coordinator will be the first line of operations for the Training Bureau (Policy S-104) VI. WORKING CONDITIONS/PHYSICAL & MENTAL EFFORT A. Work is performed in the field and in an office environment, assisting, directing, supervising, and controlling any personnel assigned to his/her control. B. Work may be performed under highly stressful conditions and/or with assigned deadlines. C. The work involves extended periods of sitting in a police vehicle, occasional standing and/or walking, running over short and long distances, and occasional heavy lifting. D. Incumbent must be able to manage time effectively and manage several tasks at the same time. E. The work requires the ability to listen and communicate effectively, both in writing and verbally. F. The incumbent must be able to/have the ability to: i. Communicate effectively over law enforcement radio channels ii. Read and understand the English language at a level and speed adequate to perform the job iii. Maintain confidentiality
4 Page 4 of 7 iv. Analyze issues, facts, and evidence, solve issues and effectively using reason and logic v. Operate a motor vehicle in emergency and non-emergency situations vi. Control and arrest suspects vii. Work within an incident command system at emergency and crime scenes and assume incident command as directed viii. Work flexible hours. VII. EQUIPMENT USED ix. Work effectively in a team environment. A. General office machines; i.e., computer and associated equipment and software B. Motor vehicles C. Firearms D. Handcuffs E. Other less than lethal force and control devices F. Telephones G. Radio equipment VIII. QUALIFICATIONS A. Knowledge of: i. Modern strategies, methods, procedures and principles of policing and training police officers ii. Federal laws, New Hampshire Criminal Code, Traffic and Boating Laws, and Juvenile and CHINS laws and regulations iii. Local laws and ordinances iv. Modern strategies, methods, procedures and principles of policing and conducting preliminary criminal investigations v. Basic crime scene preservation and the gathering of evidence
5 Page 5 of 7 vi. Policies, procedures, rules and regulations, general orders, and special orders of the Police Department and the Town of Londonderry B. Ability to: i. Be mentally and physically able to read, remember, interpret and understand statues and court decisions ii. Be mentally and physically able to take written notes, organize and write crime, traffic accident and arrest reports iii. After training, operate radio receiver/transmitters and mobile data terminals iv. Identify missing or wanted persons and wanted or stolen motor vehicles from photographs, composite sketches and to accurately describe persons and vehicles, and recall details of such descriptions v. To establish friendly relationships with co-workers, supervisors and the public vi. After training, drive a standard police motor vehicle safely under normal and emergency conditions, on all kinds of roads, in all kinds of weather and lighting conditions vii. After training, accurately and safely fire a pistol, revolver, rifle and shotgun viii. Be physically capable, after training, of effectively using handcuffs, chemical agents and various hand impact weapons ix. Be physically capable, after training, of administering emergency first aid and cardiopulmonary resuscitation x. Have sufficient muscular strength and agility and be physically capable of defending oneself from physical attack, learning and applying tactics, applying handcuffs to passive and resisting subjects xi. Engage in foot pursuits, including pursuits of suspects up and down halls and over even and uneven ground on various surfaces for distances up to and beyond 500 yards xii. Run up and down stairs, lift and carry injured persons or passively resisting demonstrators, walk on and jump down from elevated surfaces, climb fire escapes and fences, and crawl in confined areas

Possess sufficient corrected vision to read motor vehicle number plates and the year and month indicia on motor vehicle inspection stickers and number plate validation stickers on approaching vehicles from reasonable distances, recognize the color of traffic signals and safely drive a motor vehicle at night and under conditions of glare and reduced visibility, and sufficient uncorrected vision to safely maintain control of a motor vehicle and fire a handgun if one's corrective lenses become lost or dislodged xiv. Have adequate hearing to efficiently operate radio equipment, hear and understand normal conversation, comprehend shouted instructions in a crowd during emergency and riot conditions, operate a telephone, and follow testimony and questioning in court xv. Present a trim and military appearance in uniform, be free of conditions that would inhibit one's ability to effectively communicate with the public and command respect and obedience in emergency situations xvi. Be free of any mental illness, psychopathology or abnormal mental condition that could result in poor impulse control, dishonesty, inability to deal with job stress, excessive use of force or violence, immature or criminal behavior, and substance abuse xvii. Possess sufficient aerobic capacity, joint flexibility, muscular strength, and general physical conditioning to perform physically demanding tasks with a minimum of difficulty and minimize the possibility of job related injuries, illness, and work-related disability xviii. Have no serious criminal or motor vehicle violation record that would indicate a disrespect for the law, inadequate ethical standards, a tendency towards violence, dishonesty or criminal behavior, an inability or unwillingness to follow rules and regulations, an inability to safely operate a motor vehicle, or an inability to command public respect xix. Have a good reputation according to contemporary standards of the community among family, friends and acquaintances, co-workers, neighbors, business associates and others as to honesty, fairness, patience, tolerance, financial responsibility, and respect for the rights and property of others that would be characteristic of a respectable public servant xx. Be free of any chronic illness or ailment that would cause excessive use of sick leave, early retirement, or make one prone to illness or injury
7 Page 7 of 7 xxi. To stand for lengthy periods of time on fixed posts, sit in a motor vehicle or at a desk for lengthy periods of time xxii. Once experienced, train other employees to do the job, and evaluate their progress in learning xxiii. Be temperamentally, emotionally and intellectually suited to operate under highly structured conditions including taking detailed orders from superiors and following specific procedures, to operating fast-breaking unstructured situations with little or no supervision and making decisions involving a great deal of discretion and common sense. IX. EVIDENCE OF QUALIFICATIONS A. Must possess a valid State of New Hampshire Driver's license B. GED certificate, or High School Diploma C. Must, at entry into the Londonderry Police Department, have passed written and oral examinations, extensive background investigation and criminal history check, medical examination, physical fitness test, drug test, polygraph examination D. Be certified or certifiable by the NH Police Standards & Training Council. E. Must hold the rank of Patrol Officer. X. SELECTION PROCESS A. Candidates will submit letters of intent and resumes within a specified timeline. B. The Training Coordinator position is an assignment, not a promotion XI. APPOINTMENT i. Therefore, the Chief of Police can choose from any of the candidates. A. Made by the Chief of Police. XII.
