Box 83, Swansboro, NC A Publication of the Marine Corps League Swansboro Detachment #1407 Commandant s Corner My fellow Marines and FMF Corpsmen, I hope this message finds you and your families well. It is with great honor and pleasure that I write my first letter as your newly elected Commandant for Swansboro Detachment #1407, Swansboro, North Carolina. I look forward to working hard at keeping our current agenda successful, and building upon that same success with a few new additions. The model of excellence for Swansboro Detachment #1407 has been built through the leadership of "A Few Good Men". These gentlemen include CWO4 Alex "Gunner" Nevgloski Sr. USMC (Ret), Staff Sergeant Don Broussard USMC (Ret), and Sergeant Major Tim Manchester USMC (Ret). Swansboro Detachment #1407 has become one of the top detachments in the State by building a successful team of dedicated Members. I attribute these three Marines as being especially influential in my becoming a Life Member in the Marine Corps League. I am also a dual member with Detachment #1151 Greater Bangor Area, in Bangor, Maine. I have worked for the Department of North Carolina as a District Vice Commandant, to observe and learn how other Detachment leaderships conduct their business. I hope to bring those observations in my own style of leadership for this Detachment. I have watched Swansboro Detachment #1407 from its infancy of 5 or 6 Marines, hoping this Detachment would grow to be a wonderful, hard working, contributing organization that everyone can be proud of. Swansboro is and has become that through those that take the time and contribute however they can. I pledge to keep us out in the front, where all Marines want to be. We wouldn't have it any other way. As Commandant, I would like to see more participation from top to bottom of our roster. Everyone that is a part of this Detachment has a voice; we want to hear it. New ideas come from the people that make up the Detachment; without those ideas we miss an opportunity to improve what we are. I want to close by thanking everyone for your support. I like to think the Marine Corps League can be a life changing experience for many other young and old Marines. Let s get out there and show people who we are and how we can make a difference. If so, you ll need to update your information in the Defense Enrollment Eligibility Reporting System (DEERS). To remain eligible for TRICARE coverage, you must keep your information current in DEERS. DEERS is a computerized database of active duty and retired service members, their family members and others who are eligible for TRICARE. Proper and current DEERS registration is key to getting timely, effective TRICARE benefits. It s essential to update and verify your information in DEERS anytime you have a QLE. This is especially true during the summer moving season. After you arrive at a new duty station or location, update your information in DEERS. Your Social Security number (SSN) and the SSN of each of your covered family members must be included in DEERS for your TRICARE coverage to be accurate. You have several options for updating and verifying DEERS information: -You can make changes in person, by phone, online or by mail. -Add or Remove Family Members -In person: Visit a local ID card office. We have three (3) members who currently serve on active duty in the Marine Corps. Eleven (11) members are under 50 years old (19%). 4 Veterans Affairs Voluntary Service Representative (VAVS) Page 4 Alexander Gunner Nevgloski Sr. New Vision and Dental Plans Coming Soon to Military Families and Retirees The U.S. Office of Personnel Management (OPM), in partnership with the Defense Health Agency (DHA) and the Department of Defense (DoD), announced the Federal Employees Dental and Vision Insurance Program (FEDVIP) will be offered for the first time to TRICARE eligible retirees and their families during the 2018 Federal Benefits Open Season. Active duty family members will be eligible to enroll in FEDVIP vision insurance. The TRICARE Retiree Dental Program ends on Dec. 31, Those enrolled in TRDP must choose a dental plan through FEDVIP to have coverage in Enrollment is not automatic. Today s announcement affects 1.63 million beneficiaries enrolled in TRDP and offers a choice to an additional 1.3 million eligible retired beneficiaries not currently enrolled in TRDP. Most beneficiaries in a TRICARE health plan may enroll in a FEDVIP vision plan. This comprehensive vision coverage, including eyeglasses or contacts, is in addition to the routine eye examination benefit that many beneficiaries have under TRICARE Prime or TRICARE Select. The Federal Benefits Open Season enrollment period, Nov. 12, 2018 through Dec. 10, 2018, runs concurrently with the TRICARE Open Season. Coverage will be effective Jan. 1, FEDVIP currently serves more than 3 million Federal employees, retirees and their families. FEDVIP enrollees give the program high marks for quality and value. It provides comprehensive dental and vision insurance at competitive group rates with 10 dental and four vision carriers for enrollees to choose from. OPM is thrilled to offer a variety of quality vision and dental plans to our military retirees and their families, and for the first time, an option for vision insurance to active duty family members, said OPM Director Jeff Pon. 6 MIDEAST DIVISION BULLETIN Marine Corps League May 2018 Page 6 Spring is finally here; at least in most of the Division! There are still a few places where Old Man Winter refuses to leave, but eventually the weather will get warmer and the grass will get greener in those area soon enough! I recently returned from Marine South, it was an OUTSTANDING event! Well attended and many vendors showing off their new equipment available for the Marine Corps to review. It was good to see many of the Leaguers there, outside our Division, that are always there to lend a helping hand in stuffing bags and handing them out. Marine Jack Jackson, of the Onslow County Detachment #262 (DoNC), helped to make it a great success by providing donuts and coffee each morning and pizza and chicken for lunch each day of the event. This was appreciated by all of the volunteers and we thank Jack, and his restaurant sponsors, for providing all of the free food! You may have heard, or even seen, some pictures of your National Senior Vice Commandant, Dennis Tobin, and myself running an obstacle course called The Battle Challenge! For two Salty Marines we both did a great job in completing the course! May is just around the corner and I look forward to attending four Department Conventions in the first three weekends; West Virginia, Delaware, Maryland and Virginia. North Carolina will hold theirs the last weekend in June. I appreciate every Department for staggering their Conventions to allow me the opportunity to attend them all! As we all also know, our Division Conference is being held June, hosted by the Department of Maryland. I look forward to a well attended Conference. Your Division Adjutant, Frank Mathers, has been doing an excellent job of keeping the Division up to date on this event. This is more than a League Conference; it is also a family reunion! Don t delay in registering for it so that we all have an opportunity to share some great information but to also enjoy the company and conversation of fellow League Members! I can t say enough how proud I am to serve all of you in the Mideast Division! It s what all of YOU do that make our Division a benchmark for others to emulate! 11 Memorial Day Service 2018 Monday, May 28, 2018 we observed Memorial Day. To many people the holiday is about a day off, camping, fishing, barbecues, and the start of the summer. Some will confuse the purpose of Memorial Day with Veterans Day. Page 11 Memorial Day, originally called Decoration Day, is a day of remembrance for those who have died in service of the United States of America. Over two dozen cities and towns claim to be the birthplace of Memorial Day. While Waterloo N.Y. was officially declared the birthplace of Memorial Day by President Lyndon Johnson in May 1966, it s difficult to prove conclusively the origins of the day. Regardless of the exact date or location of its origins, one thing is clear Memorial Day was borne out of the Civil War and a desire to honor our dead. It was officially proclaimed on 5 May 1868 by General John Logan, national commander of the Grand Army of the Republic, in his General Order No. 11. The 30th of May, 1868, is designated for the purpose of strewing with flowers, or otherwise decorating the graves of comrades who died in defense of their country during the late rebellion, and whose bodies now lie in almost every city, village and hamlet churchyard in the land, he proclaimed. The date of Decoration Day, as he called it, was chosen because it wasn t the anniversary of any particular battle. On the first Decoration Day, General James Garfield made a speech at Arlington National Cemetery, and 5,000 participants decorated the graves of the 20,000 Union and Confederate soldiers buried there. The first state to officially recognize the holiday was New York in By 1890 it was recognized by all of the northern states. The South refused to acknowledge the day, honoring their dead on separate days until after World War I (when the holiday changed from honoring just those who died fighting in the Civil War to honoring Americans who died fighting in any war). It is now observed in almost every state on the last Monday in May with Congressional passage of the National Holiday Act of 1971 (P.L ). This helped ensure a three day weekend for Federal holidays, though several southern states have an additional separate day for honoring the Confederate war dead: January 19th in Texas; April 26th in Alabama, Florida, Georgia, and Mississippi; May 10th in South Carolina; and June 3rd (Jefferson Davis birthday) in Louisiana and Tennessee. 16 AWARDS Page 16 Marine Corps League Swansboro Detachment #1407 Past Commandant Chief Warrant 4 Alexander Gunner Nevgloski Sr. USMC (Ret) was the recipient of the Mack McKinney Award presented by Non Commissioned Officers Association of America (NCOA), Down East Chapter #906. The award is presented to military members who have demonstrated professionalism, dedication, and service to our Country and its military over a sustained period of time. It is also awarded to members of the local community who have demonstrated a strong support for our military community and their families. The ceremony was held on 9 March 2018 at Sywanyk's Scarlet and Gold Traditions in Jacksonville, N.C. 19 HISTORY & TRADITIONS Page June 1898: The First Marine Battalion, commanded by LtCol Robert W. Huntington, landed on the eastern side of Guantanamo Bay, Cuba. The next day, Lt Herbert L. Draper hoisted the American flag on a flag pole at Camp McCalla where it flew during the next eleven days. LtCol Huntington later sent the flag with an accompanying letter to Colonel Commandant Charles Heywood noting that "when bullets were flying,...the sight of the flag upon the midnight sky has thrilled our hearts." 6 July 1990: One of the oldest and most versatile attack aircraft in Marine Corps history, the A-4 Skyhawk, retired from the Corps' active aviation structure after over 30 years of service. The last two Skyhawks from MAG-32 flew their initial flight from Cherry Point to NAS Patuxent River on this date. 17 August 1942: Just prior to dawn, the 2d Marine Raider Battalion under LtCol Evans F. Carlson landed on Makin Island from the submarines NAUTILUS and ARGONAUT. The next day the Marines left the island after destroying a seaplane base, two radio stations, a supply warehouse, and killing about 100 Japanese soldiers.
