3 Award for Detective Jason Rouse June 11, 2015 On July 19, 2013, an intruder entered the bedroom of five-year old and nine-year old sisters. Unbeknownst to the sleeping family, the suspect entered the girls' bedroom by removing a screen and entering through an opened window. The suspect then cut portions of the five-year old's pajamas, before moving towards the nine-year old. The suspect then cut the blanket covering the child, waking her up. The young victim kicked at the suspect and yelled for her family. The suspect fled out the open window escaping capture. When it was discovered that this case was possibly related to a series of similar incidents in the city of Escondido, the investigation was assigned to Detective Jason Rouse. Once it was discovered that DNA recovered from the San Marcos case matched that discovered at an Escondido case, Detective Rouse immediately began working with Escondido Police detectives, and coordinated an extensive search for possible suspects. Detective Rouse coordinated a witness canvass of the surrounding community where over one-hundred possible witnesses were interviewed. Hours of surveillance video was obtained from various locations near the incident location, which were scoured for possible evidence. Detective Rouse was also instrumental in building a database dedicated solely to this investigation where hundreds of targets were categorized, prioritized, and eventually screened for possible involvement. Each victim in the series was also thoroughly interviewed and requested to complete a detailed survey, with the hope that a common nexus would be discovered linking each victim. Due to the extreme nature of the assaults, night-time surveillances were conducted over a five-week period, which included the use of dozens of undercover and uniformed deputies each night. Surveillance consisted of both static and mobile vehicles, bicycles, foot patrols, as well as unmanned video-surveillance vehicles. Dozens of subjects were contacted during these surveillance details and most consented to submitting a DNA sample, which were later compared to that of the unknown suspect. As the investigation wore on, Detective Rouse decided to have a meeting involving selected, experienced investigators, which proved to be the turning point of the investigation. During this investigative meeting, it was suggested that Detective Rouse contact the Department of Justice and request a familial DNA examination, a cutting-edge investigative tool where an unknown DNA sample is compared to the known samples in CODIS, with the hopes of locating enough similarities between samples to identify a possible family member. At the time, this process was still new and DOJ was only accepting specific cases to be examined, most commonly homicides. Detective Rouse authored the request and articulated the severity of these sexual assaults, and the high-likelihood that if they were allowed to continue, could lead to the eventual kidnapping and homicide of child victims. Additionally, in order to be accepted for the process, Detective Rouse had to articulate how he had exhausted every other investigative tool and resource available to him. Several months later, after the case had grown cold, Detective Rouse was notified that his case had been accepted by DOJ, but would be prioritized, with no specific date given on when he could expect results. Detective Rouse waited patiently until February In early February, Detective Rouse received a telephone call from DOJ stating they identified a possible relative of his unknown suspect. Detective Rouse was advised he would have to travel to Richmond, California, and personally meet 3

4 with DOJ in order to receive the results. A few days later, Detective Rouse met with DOJ and was advised that a possible "familial" match was located for the sample he had provided. Additional research by DOJ identified the possible suspect as Gabriel Chavarria. Although the evidence pointed to Chavarria as the suspect, a DNA sample would still be needed to compare to the unknown suspect sample. The following day, Detective Rouse coordinated undercover surveillance of Chavarria in hopes of recovering discarded DNA evidence. After only two days, Chavarria was seen discarding a personal item, which was recovered by the surveillance team. Detective Rouse immediately took possession of the evidence and personally delivered it to the Sheriff's Crime Lab to have the DNA extracted and compared to that of the unknown suspect. Several hours later, it was discovered that Chavarria's DNA matched that of the unknown suspect. Over the next two days, surveillance was continued of Chavarria as warrants were secured to search his several known residences, vehicle and workplace. On February 16, 2015, Chavarria was taken into custody by the Escondido Police Department and the search warrants were served. Deputies located evidence of Chavarria's crimes and he was booked with a 4.5 million dollar bail. At his arraignment, Chavarria was charged with additional sexual assaults and his bail was raised to 7.5 million dollars. Chavarria is currently in custody awaiting trial and is facing a possible life-sentence. Although this was a joint investigation between two agencies who worked closely together, I have no doubt that had Detective Rouse not been assigned to investigate this case, Chavarria would not have been identified and eventually arrested for his crimes. Detective Rouse was responsible for obtaining approval for the familial DNA examination, which led to the identification and capture of this dangerous suspect. Zupancic Sgt. Zupancic currently serves as the Night Crew shift supervisor for VMM-166, at MCAS Miramar. Sgt. Zupancic USMC was acknowledge for saving the life of a fellow Marine in Afghanistan. His tireless work ethic has directly affected the squadron's effectiveness, resulting in a 98% readiness allowing the squadron to operate in every clime and place for over the last 24 months. Additionally, he has mentored and guided three Marines under his charge obtaining one meritorious Sergeant promotion for his mentee as well as six Noncommissioned Officer and three Marine of the quarter awards for VMM-166. His leadership and devotion to duty are among the highest a Sergeant of Marines may display and consequently, the Marines admire and respect his example and emulate him each day. He is the title "Marine" in the truest sense of the word. Sgt. Zupancic is from Detroit, MI, married to Christina and have a son and two daughters. 4

5 Meeting of the San Diego Chapter of the SAR On Saturday morning August 15 th at 9:15 a.m. President Ray Raser of the San Diego Chapter of the SAR called the monthly membership meeting to order at MCAS Miramar Officer s Club located on 4472 Anderson Avenue, Marine Corps Air Station. The Rev. Dr. Stan De Long gave the invocation and the Color Guard presented the colors after which Chapter Secretary Bob Hayden and 2 nd VP Tweed Centers led the assembly in the Pledge of Allegiance and Pledge to the SAR respectively. President Raser then introduced all the members and guests at the head table and then asked each attendee sitting at the tables to introduce themselves, including guests. Dr. Rev Stan De Long gave the breakfast grace and breakfast was served by the Officer s Club staff. Breakfast consisted of bacon and scrambled eggs, potatoes, coffee, orange juice, ice tea and muffins. President Raser then presided over the membership induction of Compatriot Joseph Raser whose Patriot Ancestor was Lt. Simon Fobes who served in the Massachusetts Militia, and Compatriot Darren Henry whose Patriot Ancestor is Isaac Ferry who was a private in the Pennsylvania Militia. President Raser then presented four individuals with the following various medals The SAR Law Enforcement Medal was presented to Detective Jason Rouse of the San Diego Sheriff s Department, San Marcos office for his diligent and dedicated pursuit and ultimate apprehension of the creeper who had been victimizing young girls by cutting their screen windows and entering their bedrooms at night while they were sleeping. His actions were conducted in cooperation with the California Department of Justice DNA program. Compatriot Jim Mattern received Patriot Nathan Staples SAR Supplemental Certificate. The SAR Emergency Medical Technician Award was presented to Tom Koutrouba for saving the life of an unborn baby during severe birth complications on the way to the hospital. Mother and child were present for the ceremony and both appeared to be in good health. The SAR Heroism Medal was awarded to USMC Sgt. Zupancic for his leadership and effectiveness in bringing his Squadron to readiness and for saving the life of a fellow Marine in Afghanistan. The SAR War Service Medal was presented to Joseph R. Raser for his service in the US Army s 173rd Airborne Brigade during combat service in Iraq and Afghanistan. Joseph was also awarded the SAR Wounded Warrior Medallion for wounds sustained while engaged on combat operations. 1 st VP David Shaffer gave an interesting talk on the introduction of camels into the US Army and the formation of the Camel Corps. He retraced the original lobbying for the use of camels in the US southwest and the eventual introduction, testing and use of the animals, and their ultimate retirement from the Army. Besides the US Army, the use of the camels spread as far north as British Columbia and into northern Mexico but ultimately proved inadequate for the environment of the west in general though they did quite well in Australia. President Raser reminded the members that September 19 th is the date for the joint meeting of the DAR, SAR, and C.A.R. Constitution Day Event at the Admiral Baker Club House. The theme for the meeting will be music of the Revolutionary War period. Please send your reservations in before September 4 th to Dan McLaughlin. At the October membership meeting a program about the SR-71 Blackbird will be presented by a former SR- 71 pilot. The Rev Dr. Stan De Long gave the Benediction and 1 st VP David Shaffer led the assembly in the SAR Recessional. 8 50 th Anniversary Celebration of our SD Chapter President Ray & Gail Raser August 08, 2015 Ray and Gail Raser celebrated their 50 th wedding anniversary on August 8, 2015 with a Hawaiian Luau at their home. Over 120 family and friends joined the Raser s six children and nine grandchildren to share in an evening of food/drink and Hawaiian dancing entertainment. Gail and daughter, Suzanne, are DAR members and the five Raser sons are SAR members along with five grandsons who are SAR junior members. 10 Elder John McGlamre Ancestor of Compatriot Ernie McCullough John McGlamre removed to Halifax county, N. C., from one of the Northern States, where he was born June 7, In the thirty-fourth year of his age he became a subject of redeeming grace, and united with the Kehukee church, of which he was soon called to be the pastor. He served here until 1772, making meanwhile numerous preaching tours into Virginia with encouraging success. He at length removed to Sussex county, where Raccoon Swamp church was formed through his instrumentality. Various other churches -- Mill Swamp, Black Creek, Seacock and High Hills -- were brought into being largely through his labors. For twenty year or more he presided over the Kehukee Association a moderator, and a similar respect was shown him when the division occurred and he became a member of the Portsmouth Association. His death occurred December 13, 1799, within a few hours of that of "the Father of his Country." Antioch Baptist Church Antioch Baptist Church was the first of its denomination in Sussex County and one of the earliest in Virginia. It was formed on 13 June 1772 with 87 members, the result of effective preaching by Elder John Meglamre, of Kehukee Baptist Church in Halifax, North Carolina. In 1777 the reformed Kehukee Association of 19 Baptist churches in Virginia and North Carolina held its organizational meeting here. Known as Raccoon Swamp Meetinghouse until Antioch was the mother church of six congregations located in four counties. The present sanctuary was built in

11 Partnerships that Built America by David O. Stewart. SAR members should enjoy reading Madison s Gift: Five Partnerships that Built America by David O. Stewart, published in 2015 and widely available in libraries and commercial outlets. David O. Stewart s wrote this book to restore James Madison, often overshadowed by his fellow Founders, to his proper place as the most significant framer of the new nation. He lays out in riveting detail the fourth president s partnership with five others (Alexander Hamilton, George Washington, Thomas Jefferson, James Monroe, and includes Madison s own wife Dolley as another significant influence on Madison s creative efforts.) Stewart highlights how the unassuming, diminutive, studious, persistent, well-prepared, and soft-spoken James Madison interacted personally and professionally during the creation of the Articles of Confederation. Stewart goes on to describe Madison s efforts to frame the Constitution and the Bill of Rights; his gradual transition from Federalist to Republican; his efforts to contain and manage the Quasi-War with France; his efforts to stop British impressments; his managing trade agreements with both England and France while Secretary of State; his quiet leadership during the War of 1812 (during which he actually commanded a scouting expedition); and the tumultuous years up to Madison s death in 1836 when his views of agriculture, slavery, finances, were again being questioned and scrutinized. Stewart s book s first section contrasts Madison s intense collaboration with Alexander Hamilton who was equally brilliant, but, unlike Madison, also out-going and garrulous. He describes how both of these founders collaborated to dispose of the Articles of Confederation and create and pursue ratification of America s Constitution. Stewart s book then discusses how Madison aided the iconic and often-times unwilling George Washington in the creation of a functional and workable government. Madison, Hamilton, and Washington each held distinctly Federalist views during this stage of creating our constitution. The next section shows how Madison joined Thomas Jefferson in viewing and gradually becoming fearful of a rapidly growing federal government. Madison s efforts helped form the principles of the Anti-Federalist (Republican) camp. Madison s ideological changeover from Federalist to Republican strained the productive relationships he had earlier enjoyed with both Alexander Hamilton and George Washington. Fourth, Stewart describes Madison s interesting relationships with his long-time friend and Virginia neighbor Colonel James Monroe. Madison drew on Monroe s unique military skills for the period up to and during the War of Madison supported Monroe, who served in many government positions including Secretary of State and a dual-hatted and Secretary of War. He also provided valuable counsel that helped Monroe become the fifth President of the United States. Finally, Dolley, Madison s wife who ultimately became his caretaker, was his partner throughout their thirty plus years of marriage and his government services. She was instrumental in saving priceless reliquaries and valuables from being burned by the British during their destruction of Washington during the War of Interweaved throughout Stewart s book in his discussions of each of these five partnerships, was Madison s unresolved dilemma of slavery. Although personally opposed to slavery, he used slave labor throughout his life and depended on income from their sales in his later years. Stewart explores the emotional and personal bonds among these iconic founders of our Republic and vividly describes Madison s contributions to its ultimate success.
