1 University of Maryland Maryland Fire and Rescue Institute Report To Maryland State Firemen s Association Executive Committee The following report is a synopsis of significant events that have occurred within the Maryland Fire and Rescue Institute since our last meeting. MFRI Personnel Assignments The following personnel re-assignments within MFRI will be effective on December 1, Please join me in welcoming these indivuduals to their new assignments and please contact them for any required assistance. Manager of Field Programs - Larry Preston Manager of Logistical Support Services - Allen Williams UESRTC Coordinator - Jim Hearn Field Programs Special Projects - Wayne Colburn On a special note I would also like to recognize Larry Preston of MFRI who was recently appointed by the NFPA to be the Chair of the NFPA-1021 Professional Qualifications for Fire Officers Committee. In this position Larry will be responsible to guide the work of this important committee which establishes the compentency standards for fire officers on a national basis. MFRI North East Regional Training Center The construction of a new MFRI North East Regional Training Center is of the utmost importance to the continued educational success of fire, rescue, and EMS students in this region consisting of Cecil County, Hartford County, Baltimore County, and Baltimore City. The Maryland General Assembly approved Capital Budget includes $8.3 million in funding to move ahead with the NERTC project and to stay on schedule with this important project. The entrance to the NERTC has been changed due to the construction of the tank test track at APG. We have worked with the APG Security to make this as efficient as possible through the two security checkpoints. MFRI has worked in cooperation with 1
2 APG to resolve several issues regarding entry to our facility and we now have new agreements in place that appear to be working in a satisfactory manner. Please let the NERTC know of any issues or difficulties gaining access to the NERTC. On December 9 th at 7:00pm there will be a public meeting on the NERTC project to address any questions from the general public. The meeting is being advertised by APG in local papers and will be held at the Joppa-Magnolia Fire Station #3 at 1601 Hanson Road in Edgewood. Please feel free to attend, especially if you are from the service area of the MFRI North East Regional Training Center. Thanks to Joppa- Magnolia VFD for the use of the fire station for this meeting. CFSI Day at MFRI MFRI in conjunction with the Congressional Fire Service Institute (CFSI) conducted the annual congressional fire service training day on November 6 th at MFRI HQ in College Park. The Congressional Fire Services Institute has sponsored this event for about 15 years, busing staffers once a year from Capitol Hill to the training center at the Maryland Fire and Rescue Institute in College Park. The goal is that congressional staffers will learn the difficulties of the day-to-day lives of firefighters and the importance of sufficient funding for up-to-date technology and equipment. This knowledge will then hopefully affect legislation and fire service funding initiatives in a positive manner. An article was published in the Roll Call which goes to all congressional offices regarding this event and a copy is attached to his report. MFRI did not do this by ourselves as we had great assistance from fire departments from around the state which will be noted in the next MFRI Bulletin. In addition, the Maryland Fire Chief s Association donated funding for the lunch and that was greatly appreciated by all. Thanks to all who participated and made this day very successful. 2
3 MFRI EMT-B Recertification Online The Maryland Fire and Rescue Institute (MFRI) is pleased to announce the offering of a new on-line learning course, produced by National Paramedic Institute that provides EMT-B students with an opportunity to complete the 12-hour continuing education requirements for recertification in an on-line learning format. Course Description: This course includes eight study modules that provide continuing education credit in medical assessment, trauma care, and local content options. Upon successful completion of this course, the student will be able to perform all the roles and responsibilities of the EMT-B required for the emergency care of medical and trauma patients including assessing the patient, managing the airway, recognizing signs and symptoms, providing care for adults and children with medical conditions, trauma injuries, and for conditions of emergency childbirth. Minimum System Requirements: Internet access: 128K DSL or faster (512K preferred) Web Browser: Internet Explorer 5.5 or higher Processor Speed: 700 MHz Pentium Minimum memory (RAM): 256 MB RAM Speakers/Headphones: Yes Mouse/Keyboard: Yes Soundcard: Yes Cookies: Enabled Eligibility: Students are required to be members of a Maryland Fire Department and possess current EMT-B certification. Students must complete the on-line portion of the program within 30 days of the start date. Students must complete the 12 hours of on-line education and a 12 hours practical skills refresher program to meet requirements for recertification. Registration: There is no fee for this program. Registration is handled by the MFRI Regional Office supporting the fire company where the participant is a member. Registration closes two weeks prior to the class start date. For additional information, please contact your closest MFRI Regional Office. 3
4 Maryland Weekend at National Fire Academy The Maryland Weekend at the National Fire Academy will be conducted on February 26 to 28, This is a unique opportunity and has been very successful in the past. Please be advised that there is a mandatory NFA Orientation on Friday, February 26 th at 7:30pm. MFRI contact person for this class is Wayne Colburn who can be reached at wcolburn@mfri.org.
