PUBLIC HEARING Proposed Official Community Plan Bylaw No. 4360, 2004, Amendment Bylaw No. 4937, 2017 (Marine Drive Local Area Plan and Design Guidelines) (File: ) Applicant: The Corporation of the District of West Vancouver Subject Lands: The easternmost portion of Marine Drive Purpose: Marine Drive Local Area Plan and Design Guidelines Proposed Official Community Plan Bylaw Amendment: The proposed bylaw amendment would implement the Marine Drive Local Area Plan and Design Guidelines. The proposed bylaw is a statement of objectives and policies to guide decisions on planning, land use management and urban design within the subject lands. It also designates a Development Permit Area for the subject lands. 3. STAFF PRESENTATION J. Bailey (Director of Planning and Development Services) described, and provided background and contextual information regarding, the purpose and development of the proposed Marine Drive Local Area Plan and Design Guidelines. PUBLIC HEARING PROCEDURE On behalf of Mayor Smith, staff described the procedure for the public hearing: Council is convening this public hearing to consider and receive submissions regarding proposed Official Community Plan Bylaw No. 4360, 2004, Amendment Bylaw No. 4937, 2017 regarding the Marine Drive Local Area Plan and Design Guidelines. Anyone who believes their interest in property is affected by the proposed bylaw will be heard, and/or may make a written submission. No one will be discouraged or prevented from making his or her views heard. Council members may ask questions of you following your presentation but our function during this public hearing is to listen to the views of the public, not to debate the proposed bylaw. After the public hearing has concluded, Council may, without further notice, give whatever effect Council believes proper to the representations. Your only opportunity to comment on the proposed bylaw is during the public hearing. Council is not permitted to receive further submissions once we have closed the public hearing. Council has received documents, which are available for your review. A list of documents and copies of these may be obtained from the Municipal Clerk during the public hearing. Written submissions received during the course of these proceedings will be added to these documents so that everyone may examine them. To maintain order and to ensure that everyone has an opportunity to be heard here are our rules of procedure: 1. A Speakers List has been established. You may place your name on the list at any time throughout the public hearing. If you are speaking from prepared remarks, we would appreciate a copy. 2. Council requests that you please begin your remarks by stating your name and address, or name and whether you are a West Vancouver resident. If you are speaking on behalf of some other person or organization, we request that you please identify the name of that person or organization. 3. Please limit your remarks to five minutes (a bell will sound with 15 seconds to go) and to the subject of the proposed bylaw. Please be respectful to others. 4. PUBLIC INPUT Mayor Smith called for public input. J. Whyte (3223 Marine Drive, on behalf of Community Housing Action Committee) provided a written submission, spoke in support of the Marine Drive LAP and conveyed comments including: support for the housing objectives included in the Marine Drive LAP; concerns that the Marine Drive LAP does not specify location regarding affordable rental and supportive housing, and regarding the absence of the definition of the terms affordable and affordability in the context of West Vancouver. D. Sampson (1376 Jefferson Avenue), MyOwnSpace Housing Society member, conveyed comments including: the need for more, better and different forms of housing in West Vancouver, adequate transit service, and housing to address the needs of individuals with disabilities. M. Mollard (935 Marine Drive, on behalf of North Shore Community Resources Society and Community Housing Action Committee) spoke in support of the Marine Drive LAP and conveyed comments including: need for diverse housing to ensure an inclusive community; suggestions for robust targets for belowmarket and supportive housing and to specify location regarding affordable and supportive housing. J. Hayden ( West Esplanade, North Vancouver, on behalf of Hollyburn Family Services Society) provided a written submission and spoke in support of the priorities for supportive and affordable rental housing in the Marine Drive LAP. D. Walsh ( Ashfeild Road) spoke in support of the Marine Drive LAP and conveyed comments including: the need for housing option variety in West Vancouver; and moral obligation of West Vancouver to accept a portion of the population growth in the Metro Vancouver region. G. Loren (5235 Keith Road) provided a written submission, spoke in support of the Marine Drive LAP and conveyed comments including: the need for housing options for residents who are downsizing, for West Vancouver to embrace supportive housing, enhanced public realms and retention of the natural environment, and for urban centres and transit oriented developments. Senner (on behalf of the West Vancouver Chamber of Commerce) spoke in support of the Marine Drive LAP and conveyed comments including: inclusion of affordable housing will assist businesses in recruiting and retaining staff; and benefits of offering a workable, transit accessible community. C. McCormick (432 15th Street West, North Vancouver, on behalf of MyOwnSpace Housing Society) provided a written submission, spoke in support of the Marine Drive LAP and commented on the need for supportive housing in a transit oriented community for young adults with mental disabilities across the North Shore. S. DeWildt (on behalf of North Shore Advisory Committee on Disability Issues) provided a written submission, spoke in support of the Marine Drive LAP and conveyed comments relative to the need for affordable, transit oriented and accessible supportive housing to break down barriers faced by individuals who receive Persons with Disabilities (PWD) benefits. L. Roness (West Vancouver, on behalf of the North Shore Advisory Committee on Disability Issues) provided a written submission, spoke in support of the Marine Drive LAP and conveyed comments including: the need to enhance accessibility to reduce barriers for individuals living with disabilities; priorities in the Marine Drive LAP regarding affordable and supportive housing at the PWD benefit rate; and Marine Drive is an ideal location for affordable, accessible and transit oriented supportive housing. F. Ducote (Vancouver) spoke in support of the Marine Drive LAP and conveyed comments including: the Marine Drive LAP will provide guidance to the Design Review Committee for rezoning and development permit application review; and alignment between the Marine Drive LAP and the District of North Vancouver s Lions Gate Village Community Plan. J. Baxter (5491 Greenleaf Road) provided a written submission, spoke in support of the Marine Drive LAP and conveyed comments including: the Marine Drive LAP reflects many of the public s concerns and requirements for mixed housing, rental units and a public realm and is an example of a well-designed holistic urban plan; unanimous public support for more rental housing in West Vancouver; density in the Park Royal area will make a positive impact on housing needs; demographic needs, and need for Metro Vancouver municipalities and neighbouring regions to apply collective pressure on senior levels of government to address transportation needs and to relieve the traffic congestion at Marine Drive and Taylor Way. B. McMillan (6364 Argyle Avenue, on behalf of the West Vancouver Community Foundation) spoke in support of the Marine Drive LAP and conveyed comments including: West Vancouver indicators from the 2016 Vital Signs Report; need to provide the missing middle of housing options; and features proposed in the Marine Drive LAP including higher density, more environmentally friendly housing and proximity to amenities, are necessary for West Vancouver to remain a vibrant, healthy, liveable and inclusive community. Jacobson ( East 11th Avenue, North Vancouver, on behalf of Darwin Properties Ltd.) spoke relative to the property at 303 Marine Drive and conveyed comments including: opportunity to integrate diverse housing types such as rental and supportive housing; and expectation that the development of 303 Marine Drive property will actually reduce the number of cars on the road. D. Marley (1500 Block Inglewood Avenue, on behalf of the Civil Rights Now! Society) spoke in support of the Marine Drive LAP and conveyed comments including: need to reduce the length of time required to approve plans to address the community s housing needs; and urgency of approving the Marine Drive LAP and to develop the pending local area plans to address the housing needs of persons with disabilities. M. Ballard (1243 Duchess Avenue) provided a written submission, spoke in support of the Marine Drive LAP and conveyed comments including: agreement with the principle of developments that are less reliant on cars; transportation is an issue larger that the Marine Drive LAP; traffic at the intersection of Marine Drive and Taylor Way requires coordinated efforts of municipalities and all levels of government to resolve; high demand for walkable neighbourhoods; and need to make West Vancouver an inclusive community. M. DeGenova (Vancouver, on behalf of Vancouver Resource Society) spoke in support of the Marine Drive LAP and conveyed comments including: support for accessible and other types of housing included in the Marine Drive LAP; suggestion that some areas may be underbuilt or under-zoned; opportunity for non-profit societies to provide accessible housing for people living with disabilities; and density and traffic. A. Krawczyk (5389 Aspen Drive) spoke in support of the Marine Drive LAP, urged Council not to delay its approval until all traffic concerns are resolved and noted public consensus regarding the requirement for a greater housing mix on transit corridors. F. Walsh (North Vancouver, on behalf of HUB Cycling) provided a written submission, spoke in support of the Marine Drive LAP and conveyed comments including: need for the North Shore municipalities to welcome a new paradigm for personal transportation; and suggestions to reduce traffic congestion by increasing the number of buses during peak hours, reducing parking requirements in multi-residential developments and including secure bicycle and car share vehicle parking. M. Slater (1058 Keith Road) spoke in opposition to the Marine Drive LAP and conveyed comments including: community members were unaware of the intention of the Marine Drive Context Study to be used as a Local Area Plan; need for Council to obtain more information to plan for the complete community planned for Park Royal; and requested that Council undertake a community-led process for a complete plan for the Park Royal neighbourhood. A. Frost (4332 Erwin Drive) spoke in opposition to the Marine Drive LAP and expressed concern that the Marine Drive LAP only offers an amendment to the proposed development at 752 Marine Drive, not the complete development of the Park Royal neighbourhood. Tooley (on behalf of the Evergreen Squash Club) spoke in opposition to the Marine Drive LAP and expressed concern regarding the continued existence of the Evergreen Squash Club and Capilano Rugby Club facilities at Klahanie Park if the Marine Drive LAP is approved. R. Amantea (6411 Argyle Avenue, on behalf of Park Royal) provided a written submission, spoke in support of the Marine Drive LAP and conveyed comments including: misnomers in the community that proposed residential developments in the Park Royal neighbourhood will have a significant impact on traffic congestion; need for innovative solutions to traffic congestion; and the Marine Drive LAP aligns with all ten principles of smart growth. R. Innis (1330 Clyde Avenue) spoke in opposition to the Marine Drive LAP and conveyed comments including: the Plan name is inaccurate as it only deals with the Marine Drive and Taylor Way area; the area is not well served by transit; the need to consider combined traffic impacts of residential developments in North Vancouver, Squamish Nation lands, Cypress Park and Horseshoe Bay, to consult with seniors on housing needs, and for more public input on the Marine Drive LAP. P. Chapman (1059 Handsworth Road, North Vancouver) spoke in support of the Marine Drive LAP and conveyed comments including: recommendations to articulate social, affordable and rental housing requirements in the three developments proposed in the Marine Drive LAP to staff; and continue to seek opportunities for social, affordable and rental housing. L. Broman (1286 Haywood Avenue, on behalf of the Evergreen Squash Club) spoke in opposition to the Marine Drive LAP and conveyed comments including: recreational and cultural needs are essential parts of an Official Community Plan (OCP); and concern regarding the future viability of the Evergreen Squash Club. E. Grenon (2041 McLallen Court, North Vancouver, on behalf of Evergreen Squash Club) spoke in opposition to the Marine Drive LAP and conveyed comments including: need to engage new residents of the Lions Gate Village area regarding the Marine Drive LAP; concern that the proposed development at 303 Marine Drive is incompatible with new townhouses in Lions Gate Village and Klahanie Park; and concern regarding the impact of the proposed development at 303 Marine Drive on the Evergreen Squash Club. D. MacDougan ( Duchess Avenue, on behalf of the Evergreen Squash Club) spoke in opposition to the Marine Drive LAP and expressed concerns that the Evergreen Squash Club has not been recognized in the Marine Drive LAP and that the community facility will be lost. C. Shepard (590 Duchess) spoke in opposition to the Marine Drive LAP and conveyed comments including: concern regarding shadowing and impact to view corridors by the proposed development at 303 Marine Drive; and suggestion that a quick charging station for electric vehicles be located on the former gas station site at Marine Drive and Taylor Way. G. Shipman (1013 Sinclair Street) conveyed comments including: need to address the traffic congestion; and North Shore municipalities are irresponsible in continuing to encourage development without a commitment from senior levels of government for an additional Burrard Inlet crossing. Slater ( Duchess Avenue) spoke in opposition to the Marine Drive LAP and conveyed comments including: the OCP segment is not representative of the community priority of addressing traffic congestion; the Marine Drive LAP is incomplete as it is missing the Park Royal North residential plan, integrated transportation and traffic plan, rental housing and other community requirements; and the Marine Drive LAP has unclear and possibly unrealistic expectations regarding a portion of land that is owned by the Squamish Nation. S. Jones ( Marine Drive, on behalf of Ambleside-Dundarave Business Improvement Association) spoke in support of the Marine Drive LAP and conveyed comments including: struggle faced by businesses to attract employees; need for housing diversity to attract transit investment; hope that the Ambleside Local Area Plan would be launched immediately following the approval of the Marine Drive LAP; and need to send a clear message that West Vancouver is open for business. J. Tak (1253 Duchess Avenue) spoke in opposition to the Marine Drive LAP and conveyed comments including: the Marine Drive Context Study, which has evolved into the Marine Drive LAP, does not address strategic issues such as criteria for mixed use development in the Park Royal area; need for the development of a proper Local Area Plan; and need to address traffic congestion before adding more houses and cars. C. Reynolds (Editor, WV Matters) suggested that a theme be incorporated into the Marine Drive and Taylor Way intersection, as it is the gateway to West Vancouver and creates the first impression of the municipality. T. Haddad (2988 Rosebery Avenue) spoke in support of the Marine Drive LAP and conveyed comments including: need for housing stock options to accommodate residents who are downsizing; and proposed development at 303 Marine Drive provides liveable options with respect to size and transit accessibility. Councillor Soprovich left the meeting at 8:08 p.m. and returned to the meeting at 8:11 p.m. B. Hall (5498 Greenleaf Road) spoke in opposition to the Marine Drive LAP and conveyed concerns including: the Marine Drive LAP does not establish the longterm land use, amenities, services and transportation infrastructure foundations required for a diverse complete community at Park Royal; lack of consultation with the Squamish Nation on their development plans; lack of affordable rental housing in West Vancouver; and whether the District is willing to mitigate the impacts of a new complete community in the proposed Park Royal location. A. Flintoft (992 Sinclair Street) spoke relative to the need to ensure that rental housing units are offered as part of the proposed developments included in the Marine Drive LAP. C. Banham (950 Taylor Way) spoke in support of the Marine Drive LAP and conveyed comments including: development of the Marine Drive LAP and planning process; housing diversity; issues raised; and encouraged Council to approve the Marine Drive LAP. Pappas (2274 Folkestone Way) spoke in support of the Marine Drive LAP and commented on the need for housing for individuals with disabilities at the proposed development at 752 Marine Drive and requested clarification on the Park Royal North area long-term residential plans. B.Chapman (688 Duchess Avenue) spoke in support of the Marine Drive LAP and urged Council to move forward to make the plan a reality. C. Shepard spoke a second time regarding the density proposed in the Marine Drive LAP. D. Forestall (Waters Edge Crescent) spoke in support of the Marine Drive LAP and conveyed comments including: a challenge to Council to work with the senior levels of government and to find a solution to the traffic congestion at Taylor Way and Marine Drive; and suggestion to offer the developers more density as compensation for a reduction in the number of parking spaces and providing secured bicycle parking and car share parking spaces. B. Casilio (730 Duchess Avenue) spoke in opposition to the Marine Drive LAP and conveyed comments including: Marine Drive LAP does not encompass the entire area of the Park Royal lands; and concern that first development may predicate the size of future buildings in West Vancouver. D. Ayriss (2770 Palmerston Avenue) spoke in support of the Marine Drive LAP and conveyed comments including: concern that special interest groups have expressed opposition to the Marine Drive LAP during the public hearing; and the appropriateness of utilizing the Marine Drive area to address the need for population growth, diversity and a broadened tax base in West Vancouver. G. Strong (West Vancouver) expressed concern regarding traffic congestion at Marine Drive and Taylor Way and suggested that the owners of Park Royal be required to provide financial contribution to a third crossing. S. Slater spoke a second time and clarified that her previous comments were provided as an individual and not on behalf of any organizations of which she is a member, and commented regarding the mandate of the Ambleside and Dundarave Ratepayers Association. C. Reynolds spoke a second time relative to the difficult decision being faced by Council and suggested that Council consider incorporating an emblem in the gateway to West Vancouver. Mayor Smith queried three times if there was anyone further wishing to speak at the public hearing and there was no response. Staff responded to Council questions relative to: policy direction regarding land immediately north of Park Royal; suggestions that the Marine Drive LAP embed the principles and policies contained in the Strategic Transportation Plan, staff work with TransLink and Metro Vancouver, staff request that Park Royal develop a plan to alleviate the congestion at Marine Drive and Taylor Way, that the Marine Drive LAP specify minimum requirements for rental housing, supportive housing, child care spaces and parking ratios; and that the Marine Drive LAP be reviewed by the Design Review Committee; construction of rental units; the planning horizon of an OCP; future use of the BC Housing property adjacent to 303 Marine Drive and immediately north of Park Royal; concern that the Comprehensive Public Realm Plan is not site-specific and proposed timing for JUNE 5, 2017 PUBLIC HEARING MINUTES PHM-13

14 the Plan s development; whether the gateway concept can be implemented without coordinated development at Marine Drive and Taylor Way; location of the connection between the Lower Level Road and Marine Drive; whether the developers of 752 Marine Drive would be willing to accept the construction of a building without residential parking spaces and limiting parking to ride share vehicles; and that the issue of ingress and egress for the West Royal Towers be addressed at the time the 752 Marine Drive development application is brought forward for Council s consideration. Mayor Smith left the meeting at 8:37 p.m. and Councillor Gambioli assumed the Chair; Mayor Smith returned to the meeting at 8:39 p.m. Councillor Cameron left the meeting at 8:39 p.m. and returned to the meeting at 8:41 p.m. Councillor Lambur left the meeting at 8:41 p.m. and returned to the meeting at 8:43 p.m. 7.
