On Tuesday Oct. 28, 2014, the North Carolina Division of Veterans Affairs (NCDVA) hosted their Annual Fall Conference focusing on State Veterans service training and the agency s new NC4VETS initiatives. The conference took place over a span of 3 days at the Atlantic Beach Double Tree Hotel, where over 90 attendees were brought together to discuss the changing trends in Veterans affairs, both Nationally and State wide. The conference provided the opportunity for both intraagency and interagency collaboration with organizations such as the Department of Health and Humans Services, the American Legion, UNC System, DOD Veterans Affairs, Commerce and the North Carolina Association of County Veterans Service Officers in attendance. When asked about the importance of the role the Divisions employees hold, Deputy Director Glenn Batten stated, If it wasn t for the enduring and caring support of our staff, the Division wouldn't be nearly as successful as it is. It s their fortitude and persistence in ensuring our states veterans receive the support they deserve that has given us the strength to push for higher standards and strive for greater results. The Conference provided many of us who interact on a regular basis the opportunity to actually meet face to face. With North Carolina encompassing 100 counties, its nice for there to be an annual occasion where we can all get together to discuss our successes and failures with assisting Veterans said Jeff Smith, the Divisions new Call Center Manager. The Division is transforming its mission and goals to better represent todays ever growing population of Veterans and their families. To aid in this transition, the Division has focused on a new NC4VETS initiative which includes a newly transformed resource guide, delivering over 2,000 data points on state and federal services and resources for veterans. Division of Veteran Affairs Deputy Secretary Glenn Batten told Veterans in Elizabeth City Thursday. The Department of Defense and DVA will spend the next decade trying to fix that. For Starters, they ve created a new hotline, 844NC4VETS, to offer a comprehensive guide on services for veterans, and they re working to put Veterans service officers directly in VA Medical Centers and outpatient clinics, including the one in Elizabeth City. The DVA hopes to have a veterans service officer in the Albemarle Primary Outpatient Center, located at 1845 West City Drive, sometime next year, Batten Said. The outpatient clinic operates under the Hampton VAMC in Virginia. Batten also said the new hotline, launched this summer, will try to connect veterans to VA and other government resources they may need, including the states employment office. NC4VETS call center officer Ed Kelly, an Iraq war Veteran, personally vouched for the need for the line. Soldiers exiting the service don t always know, or worry about, all the help they may need to return to civilian life. When you get back you don t want to sit through a bunch of briefings about militarytocivilian transition, Kelly said. To show veterans its always OK to ask for help, he shared his personal battle with alcoholism, which briefly drove him into homelessness after a DWI made the wheels come off his life. There was a lot of things it turns out in my life, and in my deployments, that had an effect on me that I didn t realize, he said. A year ago today I was a resident of the Healing Place of Wake County, which is a homeless center that also has a drug and alcohol dependency program. It taught me, finally that it is ok to reach out to people for help with things, he said. Thursday s event and outreach efforts are part of the Commemoration of the 50th Anniversary of the Vietnam War, an initiative President Barack Obama announced in The initiative seeks to better honor and care for veterans, particularly those of the Vietnam War who served in one of the most challenging missions our country has ever faced. Several local Vietnam veterans praised the initiative, which is much needed following national scandals this year about long wait times at VA facilities. I d say it s pretty much about time, said Fred Hatch, a member of Elizabeth City s chapter of the Vietnam Veterans of America. Vietnam veterans faced intense public scorn due to the war s unpopularity, he said. Contrary to strong public support for troops today, Hatch said Vietnam was the first media war where the public was exposed to graphic realities of combat, including civilian casualties. Another VVA member Marvin Pelon, said the Vietnam War also didn t have the clear front line of uniformed enemies prior troops faced. Guerilla combat, enemies infiltrating local allies, and political interference in Washington all made the war, ultimately lost, difficult to fight, he said. He also welcomed efforts to better serve veterans, adding he s waited 15 months on a servicerelated medical claim with the VA. Batten Said he also served while the Vietnam War unfolded, though he stressed he wasn t deployed to it. Even while going to officer school at NC State University, he was ordered not to wear his uniform to avoid unwanted attention on campus. Congratulations to the Following NCDVA Birthday Award Winners! A new clinic recently opened at VA s Greenville Health Care Center (HCC) will provide gynecological (GYN) care for more than 1,000 women Veterans living in Greenville, N.C. and the surrounding areas. The GYN clinic is open every Tuesday morning and will provide outpatient gynecology procedures and services to include pap smears and pelvic exams, colonoscopy, cryosurgery, loop electrosurgical excision (LEEP) procedures, implantable birth control (or IUD), evaluations for incontinence, pelvic floor dysfunction and infertility. The Clinics opening is welcome news for area Veterans who wish to receive GYN care and procedures closer to home. Prior to the clinics opening, many patients had to visit the Durham VA Medical Center or were sent out to the local community via NonVA Care. Greenville HCC s new gynecologist is Dr. Gwendolyn Knuckles, M.D., a U.S. Air Force Veteran who has provided GYN care in the Greenville community for several years. In addition to her assignment at the HCC, Dr. Knuckles currently runs her own private practice. Dr. Knuckles was previously director of OB/GYN education at Andrews Air Force Base in Maryland. Dr. Knuckles earned her undergraduate degree at the U.S. Air Force Academy and her medical degree from Tulane University School of Medicine in New Orleans. She completed her internship studies at Keesler Air Force Base iin Biloxi, Miss. Capital Area Veterans Stand Down On October 17th, 2014, the annual Capital Area Veterans Stand Down sponsored by government agencies and independent organizations alike was held at the South Wilmington Street Center in Raleigh, N.C. During the Stand Down many services were provided such as Healthcare, VA Benefits, Mental Health, Substance Abuse, Spiritual Guidance, Social Services, Employment Assistance, Housing Assistance & Dental Care. Also during the annual Stand Down, a full breakfast and lunch was served. There were showers and laundry machines available for use, and Hygiene Products and clothing was distributed. The Fry Scholarship was created to honor Marine Gunnery Sergeant John David Fry. Veteran Affairs created Memorandum of Understanding Agreements with both the Tragedy Assistance Program for Survivor and the Children of Fallen Patriots Foundation with the sole purpose of encouraging cooperation and collaboration between the VA and these organizations to promote the Fry Scholarship. The Choice Act expands the Fry Scholarship to include surviving spouses of service members who died in the line of duty after September 10, Prior to this, only children of those who died in the line of duty were eligible. Eligible spouses are entitled to receive 36 months of full benefits, which includes tuition and fee payment, a monthly housing allowance, and a stipend for books and supplies. Training must start on or after January 1, Training prior to January 1, 2015 is not eligible. A spouse has 15 years from the date of the Service Members death to utilize benefits. Some spouses currently eligible for or receiving benefits under the Survivors and Dependents Educational Assistance program may now be eligible for the Fry Scholarship. Surviving spouses of service members who died in the line of duty after September 10, 2001 will have to make an irrevocable choice to either receive the Fry Scholarship or DEA. Applications from spouses are expected to begin being accepted starting Monday, November 3 rd, Durham County Veterans Service Office to Honor Former Service Members In recognition of the sacrifices made and service given by veterans for the freedom of Americans, the Durham County Veterans Services Office will host a celebration of service on Veterans Day We want to simply say thank you, as we honor our veterans from all branches of the armed forces for their service to our nation and to celebrate and recognize each of them for their contribution, said Durham County Veterans Services Director Lois Harvin Ravin. The event will take place at the Durham County Health and Human Services Building, 414 E. Main Street, from 10:30a.m. to 12:30p.m. Cheryl Rawls, director of the Winston Salem Veterans Affairs Regional Office of Veterans Benefits and Administration, is the guest speaker for the event. Other special guest speakers include the Honorable David E. Price Congressman for 4 th District and Jay Weselmann, field office director for United States Citizenship and Immigration Services will administer the Oath of Allegiance to American Citizenship Candidates. The event will also include the granting of American Citizenship to candidates who are members of the United States Military Armed Forces. Veterans and their supporters are invited to attend the recognition event.
