2 CHAPTER 82 WARFARE BRANCH PHYSICAL TRAINING Introduction This Chapter covers the career regulations for Physical Training (PT) Instructors. The detailed PT career path, with explanatory notes, is at the Annex to this Chapter. The following paragraphs detail information and regulations specific to the PT specialisation. Divisional Officers are to ensure that a copy of this Chapter and Annex is placed in the PDR of every member of the PT specialisation Entry into the Physical Training Specialisation a. Qualifications Required of Applicants: (1) Must be an AB1 with at least 12 months' service since attaining Operational Performance Statement (OPS) at the date of application, or a Leading Hand (LH) (2) Completed AB-LH CBRNDC Task Book. (3) In date for the source branch Annual OPS Check. (4) Strong recommendation by Commanding Officer for LH (if AB1) and the PT specialisation. (5) Must be MEDCAT MFD A4/L1/M1/E1. (6) Achieved minimum NAMET 5:5 or Level 1 Functional Skills (or equivalent) in English and Mathematics and recorded on JPA with the appropriate competence. To be educationally qualified for promotion (EFP) in accordance with Para 9640 and the competence "Educational RN/RM QELH/Cpl Navy " recorded on JPA. (7) Six months must have elapsed since the last career check (if any). (8) Must have at least 3 years to serve on completion of the Leading Physical Trainer Qualifying Course (LPTQC). (9) Must have been granted manning clearance to transfer. (10) Must have a sea service liability. (11) Must hold a full driving licence. (12) Must be of sole British or dual British/other nationality (Annex 51A) b. Working with Minors and/or Vulnerable Adults - Criminal Record Bureau Clearance (1) PT duties ashore at all rates may require interaction and interviews with minors and/or vulnerable adults, possibly on a one-to-one basis. It has therefore been ruled that all personnel wishing to join the PT specialisation must have a valid Criminal Record Bureau (CRB) Enhanced Clearance certificate before they can be promoted to LPT. Commanding Officers are to ensure that applicants for transfer to the PT specialisation are made fully aware of this requirement before approving the application. 82-2

3 (2) Application for CRB clearance will be made by the Navy Command/ Commodore Naval Personnel (CNPers) for all applicants who have been given manning clearance to transfer to the PT specialisation. Those who do not gain CRB clearance will be returned immediately to their source branch and specialisation. c. Applications for manning clearance to transfer to the PT specialisation should be made to the Navy Command/Commodore Naval Personnel Strategy (CNPS), for attention of PPLANR WO1. Manning clearance, if granted, will be valid for two years. d. Aptitude Tests, which may be taken at any time, are held in HMS TEMERAIRE starting at 0800 on the second Monday of February, July and October and last for two days. All dates can be found on the RNSPT Website at: cwd.dii.r.mil.uk/mws_csg/training/RNSPT.html Applications should be made to the Commanding Officer HMS TEMERAIRE at least 28 days in advance by letter or signal. A certificate signed by a Medical Officer, stating that the candidate has been medically examined within the previous 14 days and found to be medically and physically fit to undergo the Aptitude Test and, if selected, the physically demanding 26 week Qualifying Course for LPT, is to be handed to the Course Instructor by the rating at the start of the Aptitude Test. e. Conduct of the Aptitude Test: The candidate will be required to demonstrate, to the satisfaction of the Instructor, that he/she: (1) Is physically fit and has the potential to complete 26 weeks vigorous training. (2) Has natural athletic ability. (3) Is able to demonstrate adequate motor skills and co-ordination during physical activity. (4) Has the ability or potential in the swimming pool to gain the National Pool Lifeguard Qualification. (5) Has the potential to carry out the administrative tasks associated with sport and recreation management (e.g. organising sports events, writing letters, memos, programmes etc). (6) Has a basic knowledge of Anatomy and Physiology. On completion of the Aptitude Test, candidates will be graded and will be informed of their grade by the PT School. The PT School is to inform CNPers of grades by signal, reporting grades in the following format. 82-3

4 GRADE DESCRIPTION REMARKS A VERY GOOD PASS Assign to next available Qualifying Course (QC) when possible. B GOOD PASS Assign to QC within one year when possible. C AVERAGE PASS Assign to QC within two years when possible. D PARTIAL FAIL Re-take aptitude within one year. E FAIL Not suitable for re-application. f. The results of the Aptitude Test will be passed to CNPers and the applicant s Commanding Officer, together with a copy of the report for inclusion in the rating s Service Documents. Successful applicants will be placed in a pool to await assignment action. An Aptitude Test Pass (Grade A-C) is the final part of the selection process for LPT and qualifies an individual to bid for a place on Leading Rates Leadership Course. g. CNPers is to ensure that the total intake to the specialisation is kept within the limits set by CNPS. A candidate for transfer will remain in their source specialisation until successful completion of the Professional Qualifying Course (PQC) for LPT. Should the rating cease to fulfil the requirements outlined in Para 8202 sub para a, he/ she will be withdrawn from the Course roster by CNPers. h. On receipt of an Assignment Order detailing a candidate for LPTQC, Divisional Officers should check that the rating meets all the requirements for the Course. Queries regarding eligibility which cannot be answered in this Chapter should be referred to CNPers immediately, particularly if they concern career check, seniority or a current recommendation for LH. i. The PQC for LPT, held at HMS TEMERAIRE, lasts for 26 weeks. On successful completion, Able Ratings who have passed the LRLC will be rated LPT with seniority from that date. Able Ratings who have passed the LPTQC but have not passed the LRLC will be rated LPT on successful completion of LRLC with seniority from the LRLC pass date. On being rated LPT, ratings leave their original specialisation and join the PT specialisation. LHs that pass the LPTQC will immediately transfer across to the PT specialisation and change specialisation badges. All LPTs are subject to a 12- month probationary period as detailed in Para See Para 6909 and Para 6915 a sub para (4) regarding non completion of LRLC and advancement to AHR in exceptional circumstances Reversion and Disrating a. Leading Physical Trainer. Should a rating, at the end of one year's service as a LPT, be considered to be unsuitable or unable to attain the required standard of a LPT, he/she is to be returned to his/her source specialisation with original seniority as an AB or LH. b. As for other sideways entry specialisations, ratings who are reverted or disrated to AB will be returned to their former specialisation and categories. Re-promotion and future employment within the PT specialisation will be considered on a 'case by case' basis by the Branch Manager in consultation with the Navy Command Terms of Service team. 82-4

5 8204. Initial Employment for LPTs a. On successful completion of LPTQC, all newly qualified LPTs will normally spend a minimum of 12 months consolidating at a Phase 1 or 2 Establishment. This will be followed by their first sea assignment of approximately 18 months. b. In order to grow PTs with the requisite skill sets for Joint Service Exercise Rehabilitation Instructor (JSERI) and Adventurous Training Instructor (ATI), LPTs will get early exposure to both these disciplines whilst on PQC. Preferences will be noted by the Career Manager with a view to giving the rating specialist training on completion of their first sea assignment JPA Recording - Competences, Annual OPS Check, RNFT, Sea Time and Pay Qualification Points a. Recording of Competences. Once a PT rating has successfully completed a PQC, TEM, core career OJT TB and achieved OPS that competence is to be input to JPA by the appropriate unit HR administrator. b. Annual OPS Check. PT Task Book (TB) completion defines the achievement of LPT OPS and ratings have 12 months to complete the TB. Thereafter, the continued maintenance of OPS (including RNFT) is fundamental to all further development and promotion. In order to monitor individual maintenance of OPS, an annual OPS Check is to be conducted; dependent on current assignment LPT must complete either a General, ERI or ATI OPS as decreed by the RN School of Physical Training (RNSPT). The following personnel are authorised to conduct OPS Checks and act as signatories: (1) A senior PT specialisation rating or assigned individual with delegated powers. (2) A Physical Training and Recreation Officer (Shore) (3) In Units with no Senior PT Staff or PTRO, the Executive Officer or Executive Warrant Officer. In exceptional circumstances, some individuals may be unable to achieve the mandatory annual OPS Checks. Where this is the case, the Branch Manager should be consulted for advice. c. RNFT. Ratings are to be in date RNFT or in possession of either a permanent medical exemption as issued by a Naval Service Medical Board of Survey (NSMBOS) or temporary exemption (as issued by the Commanding Officer) on the appropriate SED/CRD and CPD. See Para 6720 for full details. d. Sea Service. A minimum period of sea service is required as a pre-selection requisite for promotion to PO and is to be recorded on JPA. Para 6905 defines criteria for award of sea service. 82-5

6 e. Pay Qualification and Accelerated Incremental Pay Points. (1) Qualification Points (QPs) have been set against certain competencies for the PT Branch. Until a rating achieves the competency set against a QP, their Yearly Incremental Progression will be automatically suspended within JPA. The progression will only re-commence when the competency has been achieved and awarded. The flow diagrams at the annex list QPs against the various requirements. Full details of QPs can be found in JSP 754 Chapter 3 Section 4. (2) Accelerated Incremental Pay Points (AIP). In order to reward achievement of milestones the following AIP are available. (a) On completion of PO PQC banked until being rated PO - 12 months' AIP. (b) On achieving Level 5 NVQ Diploma in Management (PO to WO1) - 12 months' AIP. (3) Individuals are restricted to a total award of two 12-month AIP awards within a career. Any AIP awarded before transferring into the PT Branch will be counted against the number of AIPs awarded during a career. Full details on requesting the award of AIPs can be found in JSP 754 Chapter 3 Section Education For Promotion A Leading Hand must be educationally qualified to Level 1 Functional Skills and a Petty Officer to Level 2 Functional Skills in English and Mathematics or a suitable equivalent for either or both of these qualifications. See Chapter 96 for further information. 82-6
