Bader Ghouth is currently the Manager of Saudi Aramco s Marine Dept. and serves as a Board Member on Bahri-Vela merger. He holds a MSC in Planning and Management from the UK. In 1987 he joined Saudi Aramco Terminal Operations Dept. He was the Port Captain of all Saudi Aramco ports and terminals in the west and East of Saudi Arabia. In 2002 he was seconded to Vela International as Manager of Operations. While at Vela, Bader was nominated to several OCIMF Committees and Sub Committees and currently service on OCIMF EXCOM committee as Saudi Aramco s designate. In 2008 Bader was transferred to London where he ran the Operations at Saudi Petroleum Overseas another Saudi Aramco affiliate as a Managing Director. After leaving London he was assigned to run all Saudi Aramco s marine interests as Manager of the Marine Dept. in At Marine he instituted several changes to modernize the department s operations. Examples of his innovations included adopting OCIMF s OVID and OVMSA systems as a means to vet the quality of Off Shore vessels and their owners. This significantly improved vessel quality and shortened vessel procurement times. ECSO express the deep appreciation to Ms. Fatima Ahmed the young daughter of Capt. Ahmed of Kuwait Oil Company, for the value and effort to teach the students of Al-Kairouan Intermediate Girls Marine School promoting awareness from Marine Marine Pollution by Using RECSO Poster. Oil Spill Incidents EGYPT: Oil Spill Covers Nearly a Mile of Nile River A ugust 29 Egypt s official news agency. MENA a pipeline at a southern power plant has burst covering a kilometer and half (almost a mile) of the Nile River with fuel oil. The governor of southern city of Assiut, Yasser El-Dasouqi, says Saturday that after the rapture Friday, 11 nearby water stations were immediately shut down to prevent the oil from reaching local tap water. Seven of these were reopened after water samples met health standards, while trucks loaded with clean drinking water were sent to the affected areas, Al-Dasouqi added. Read More Click here 2 PHILIPPINES: Antipolo City Oil Spill Cleanup Completed S eptember 16 - The cleanup of the oil spill from the cement Manufacturing plant in Antipolo City has been completed. In a letter dated September 14, the Philippine Coast Guard (PCG) said that the oil spill from the Solid Cement Corp. plant that flowed into the Tagbak River and affected areas has been completed. Aside from the PCG personnel, volunteer groups, local government units and Solid Cement Corp. employees have been tapped for the cleanup and recovery of bunker fuel oil (BFO) that leaked from a storage inside the plant. Read More Click here TRANS-Boundary Response C Ongo and Gabon Communication Skills Put to the test September 15 - A two-day bilateral exercise between the Congo and Gabon to test the lines of communication in case of a trans-boundary oil spill incident is concluding in Pointe-Noire, the Congo and Libreville, Gabon (14-15 September). The exercise, which was conducted in real-time with a prearranged script, simulated an oil spill incident impacting the Gabonese and Congolese coastlines. Read more

3 Technology and Development Joint Industry Project and Good Practice Guides Update: T he IPIECA-IOGP Oil Spill Response Joint Industry Project (OSR- JIP) has completed seven of the 24 Good Practice Guides that are being rewritten or newly created as part of the update of the IPIECA oil spill preparedness and response report series, and are now available for download on the OSR-JIP website. Port Clean-up Day Recso Staffs Bolor, Bianca J une RECSO has sponsored the Marine Port Cleanup day in 12 different ports over the gulf. Out of the 12 ports 7 of which was from Different ports of Saudi Aramco like Ras Tanura, Tanajib,Abu Ali, Jeddah, Duba, Jazan, and Yanbu. We had also participants from Petro Rabigh of KSA. For the first time RECSO Members like Saudi Arabia Chevron, Kuwait Oil Company and Arabian Gulf Operations Company had also participated in the event and conducted the clean-up in their respective ports. In addition, The Bahrain Petroleum Company (BAPCO) had joined with the support of two RECSO Staff, they were able to personally join the event in Bahrain. RECSO Staff wanted to show their commitment in achieving a clean gulf. 3

4 The Bahrain Petroleum Company (Bapco) held a cleanup activity in conjunction with the Regional Clean Sea Organization (RECSO) which is a regional nonprofit environmental organization. RECSO is marking the World Environment Day (WED) this year with marine ports cleanup activities across all its member companies on 3rd June Commenting on this occasion, Bapco s Chief Executive, Dr. Pete Bartlett said: Bapco is supporting RECSO s initiative to raise awareness on the importance of keeping the marine environment free from pollution. The two multinationals teamed up and developed a 3,000-acre oil refinery, located in Rabigh, Saudi Arabia, on the shore of Red Sea. This US$10 billion plant is the largest integrated oil refinery and Petrochemical production facility ever built, and one of the most sophisticated plants of its kind in the world. Currently, Saudi Aramco s Rabigh refinery has the capability to take feed of 400,000 barrels per day of crude oil, 95 million cubic feet per day of ethane and about 15,000 barrels per day of butane. The availability of such committed and stable volumes of feedstock, release Petro Rabigh from the supply pressures faced by other companies, and enable it to achieve unprecedented levels of economy and efficiency. 4

7 Regional Workshop by RECSO Members S eptember 8 - RECSO Members like Qatar Petroleum and BAPCO joined The Regional Workshop on Contingency Planning for Response to Spills of Hazardous and Noxious Substances (HNS) and Oil in the Marine September 6-8, 2015 in Qatar. The workshop is being organized by the Permanent Committee for Emergency (PCE), State of Qatar in cooperation with Marine Emergency Mutual Aid Centre (MEMAC) and the International Maritime Organization (IMO). Sixty (60) participants from six countries attended the workshop. Participants reviewed the status of ROPME regional HNS spill contingency plan and consider the different response techniques for HNS and oil.the Member States of ROPME are Bahrain, the Islamic Republic of Iran, Iraq, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. IMO Oil Spill Training O n Sept 13-15, Saudi Aramco successfully conducted a three days IMO Level-1 Marine Oil Spill Training Course in Ras Tnura. The course attended by 25 participants from various Saudi Aramco Organizations and one participant from BAPCO a member of Regional Clean Sea Organization (RECSO). The session included two day theoretical lectures followed by a one day hands-on exercise where participants got the opportunity to deploy Pollution Control Equipment s onboard the Marine Pollution vessels. 7

ISOP Conference & Exhibition in Kuwait ISPO (International Standard for Pilotage Organizations) is managed by the core International User Group (IUG) of ISPO.

Encourage other pilotage organizations to upgrade their pilotage services and achieve ISPO Certification.. To provide a platform to exhibitors, who have products related to pilotage activities.

8 Upcoming Events RECSO Oil Spill Equipment Directory The first RECSO Oil Spill Equipment Directory is ready for printing and distribution to guide our members in the Arabian Gulf and elsewhere. The directory to contain all owned oil spill equipment that are purchased by our members. And stationed in the Arabian Gulf. ISOP Conference & Exhibition in Kuwait ISPO (International Standard for Pilotage Organizations) is managed by the core International User Group (IUG) of ISPO. They hold an annual conference with the following objectives: Further improving their standard through sharing experiences and knowledge. Encourage other pilotage organizations to upgrade their pilotage services and achieve ISPO Certification.. To provide a platform to exhibitors, who have products related to pilotage activities. More than 100 delegates at management level from various Organizations are expected to attend the Conference & Exhibition. Initiated in 2009, the ISPO Community comprises of Pilots in excess of 600, from 14 member ports, across the globe. Petro Environment 2016 Petro Environment will return in 2016 between February and be held under the auspices of the Environmental Technology and Management Association (ETMA). This unique event unites the upstream and downstream sectors, giving environmental professionals the chance to meet and discuss solutions for current and future environmental challenges.
